Barack Obama is beyond doubt a gifted orator. Speeches propelled him to the political limelight, speeches were decisive in landing him US presidential election victories and similarly, the venting of lofty thoughts secured him a Nobel Prize generally reserved for figures who have devoted decades of their lives to serving a civil or humanitarian cause.

Obama’s problem is his belief that international disputes can be solved with rhetoric – that foreign policy can be staged like a political primary where the right speech rallies young and old, poor and rich, rabbis and imams behind a common struggle for peace and freedom.

Meanwhile, the Arab Spring sponsored by the White House has become a by-word for civil war, anarchy or the return of military dictatorships. The international ban on the use of chemical weapons has been brazenly breached by Assad in Syria. Iran is on its way to becoming a nuclear threshold state – and as long as this threshold is not publicly breached, the White House does not seem bothered by the fact that in five to seven years Iran, Saudi Arabia and other Gulf States will be able to boast about military applications of their “civilian” nuclear programs.

In Ukraine, Obama is going with the flow by condemning Russian aggression in Crimea, conveniently ignoring the role of the US in abetting Kosovo’s secession from Serbia. By myopically seconding the indignation of traditionally anti-Russian states, the stance of Obama may unravel the post-Cold War international order and hasten the delivery of more Russian nuclear reactors and advanced missiles to Iran and other rogue states.

To a similar tune, in Latin America US influence has waned as Obama has lacked the resolve to challenge openly anti-US leaders in Venezuela and neighboring countries, which are increasingly turning to China and Russia for loans and investment.

Paradoxically, it was not Ahmadinejad, Assad nor Putin who first exposed the current US president’s lack of resolve. Israeli Prime Minister Netanyahu’s refusal to freeze settlement construction in the wake of Obama’s landmark Cairo Speech was followed by months of bickering and petty haggling that made the US president cut the figure of an American tourist in a Jerusalemite bazaar. Although many Israelis are proud of Netanyahu’s mettle, with hindsight it is evident that Netanyahu’s victories were pyrrhic at best and ominous at worst.

Perhaps we are being too harsh on Obama. After all, he inherited a country in the midst of a financial cataclysm, which was being bled by reckless wars in Afghanistan and Iraq and which carries the burden of a ballooning national debt. Obama is certainly not guilty if America’s immediate post-Cold War international supremacy is no longer tenable in the 21st century. Nevertheless, Obama is to blame for pursuing an ambiguous foreign policy driven by a Wilsonian zeal for spreading human rights, yet derailed by the Gandhian delusion that the right rhetoric can dissolve the thorniest disputes.

Indeed, it might not be a misjudgment to state that Obama is the right man in the wrong position. As the leader of an international church, human-rights organization or consumer-rights movement, his charisma and rhetorical gifts would have won over the hearts of hundreds of millions. But as president of the United States of America, the weakness of his actions as measured against the power of his words has sown cynicism in the international arena and weakened the Western World.

LOS ANGELES — A 5.1 earthquake centered at La Habra near Los Angeles rolled Southern California Friday evening.

The strong earthquake was felt widely across the region shortly after 9 p.m. PT. The USGS said the epicenter was one mile from Brea, located about 20 miles southeast of downtown Los Angeles, and three miles from Rowland Heights and Fullerton.

Southern California Edison reported power outages to nearly 2,000 customers following the quake.

The quake triggered a rockslide that closed Carbon Canyon Road in northern Orange County near the center of the quake, the California Highway Patrol and Brea police reported. The rockslide caused a car to overturn, and the people inside the car sustained minor injuries.

Up to 50 people have been displaced due to housing damage, the’re attributed to the temblor, the Register reported. Other minor structural damage was reported in Brea, La Habra and Buena Park.

The quake was felt as far south as San Diego and as far north as Ventura County, according to citizen responses collected online by the U.S. Geological Survey.

More than two dozen aftershocks rattled the region. The 5.1 quake was preceded by a 3.6 quake an hour earlier.

When Russian Foreign Minister Sergei Lavrov stepped forward last September with an offer to strip Syria’s Bashar al-Assad of his chemical weapons, President Obama saw the move as a breakthrough. Secretary of State John Kerry and Lavrov also conspired to launch Geneva II, a peace conference designed to find a diplomatic solution to the Syrian civil war. In the dawning new era, Syria was seen by the White House as a prototype: a model for stabilizing the Middle East. If successful, it could be applied to other problems in the region, including the Iranian nuclear program.

Just six months later, the new model is collapsing. In fact, it never had a chance. In Putin’s view, all accommodations with the U.S. are tactical maneuvers in a struggle for the upper hand. The Kremlin sees itself as the great-power patron not just of the Assad regime but also of Iran and Hizbullah – the entire Resistance Alliance.

In the end, Putin will never sell out Tehran and Damascus in order to win compliments in Washington; if forced to choose, he will always side with the former against the latter, and will certainly leave them in no doubt that Russia is their most dependable friend in the UN Security Council. It is this fact that makes Russia a revisionist power in the Middle East and the permanent adversary of the U.S.

U.S. negotiator Wendy Sherman has said the key element in ensuring that the Iranian nuclear program is and remains completely peaceful is “verification.” The U.S. insists it will be able to detect and deal in a timely manner with an Iranian breakout to nuclear weapons and that it will be in total control of any ominous development in the Iranian nuclear project.

Placing so much weight on successful verification is a dangerous proposition. The true key to a successful deal with Iran is not verification; it is, rather, clear indication that Iran has opted to abandon its military nuclear ambitions.

Moreover, verification is not guaranteed to stop Iran in time. The history of intelligence in general, and of verification in particular, is replete with instances of failure.

For decades, Iran has been working on a military nuclear program while cheating on its NPT commitment. Clarifying what is known as the Possible Military Dimensions (PMD) of Iran’s nuclear program must be an integral part of any comprehensive deal.

Iran did not declare concealed facilities until it was forced to admit their existence, and Iran has been consistent in not revealing any details of its military-related nuclear project, even after evidence to this effect was disclosed by the IAEA in a report in 2011. There can be no doubt that this kind of behavior will continue even if a permanent agreement is signed.

Under the map I wrote the Following:

The Sea of Azov, east and northeast of the Crimean Peninsula, is the shallowest sea on the earth. Please note the narrow water entrance between Kerch on the Crimean side and what looks like a turtle head about ready to snap up Kerch across the narrow water channel.

Now note the narrow water entrance of the Black Sea seen at Istanbul between Turkey and the European Mainland.

The Cold War Soviet Union conducted well-coordinated land, sea, and air operations with rival friendly Soviet divisions on opposite sides of a water channel between Kerch and the turtle head. They did this to be able to quickly conquer the Istanbul channel if war broke out. Turkey was a trustworthy ally of NATO during the Cold War.

Russia tightens hold on Kyrgyzstan

BISHKEK — As the U.S. prepares to close its sole military base in Central Asia in July, Russia is making sure the Americans won’t be coming back.

Russian state-owned oil company Rosneft inked a preliminary deal Feb. 19 with the Kyrgyz government to invest up to $1 billion for a stake of at least 51% in Manas International Airport, which is both Kyrgyzstan’s main international gateway and home to the U.S. base used to support NATO operations in Afghanistan. The investment, Rosneft said, is “aimed at the creation of a large-scale international logistics hub,” although the company is not experienced in that area.

“Rosneft’s bid for Manas marks the culmination of Russia’s recent methodical acquisition of Kyrgyzstan’s key strategic assets,” said Alexander Cooley, a political scientist specializing in Central Asia at Barnard College in New York. “Over the last two years, Moscow has sought to terminate Bishkek’s security cooperation with the U.S. and become the Central Asian state’s dominant and exclusive strategic partner. It is now clear that Moscow seeks to turn Kyrgyzstan into a client state.”

Russian state-owned energy companies have been leading the way. Alongside the Manas deal, Rosneft on Feb. 19 also signed a framework agreement to buy 100% of Bishkek Oil, which has a wholesale and retail gasoline business in the capital, and a 50% stake in the sole aviation fuel provider at Osh International Airport, Kyrgyzstan’s second-largest airline hub.

“We are interested in the all-round promotion of the Rosneft brand in the high-potential Kyrgyz market,” said Igor Sechin, chairman of Rosneft and a close ally of Russian President Vladimir Putin. “I believe that this acquisition [of Bishkek Oil] will allow all Kyrgyz motorists to appreciate the high quality of our fuel.”

The same month, Gazprom moved closer to completing its acquisition of 100% of Kyrgyzgaz, operator of the country’s natural gas network. The Russian gas giant is paying $1 for Kyrgyzgaz but will assume $40 million in debt and has pledged to invest 20 billion rubles ($551 million) to modernize its gas pipelines over the next five years. Gazprom has been involved in exploration in Kyrgyzstan since 2003 and also is the dominant provider of aviation fuel. It has a 70% share of the retail gasoline market.

RusHydro, another partly state-owned Russian energy company, last year began construction on the first of a series of hydroelectric dams in Kyrgyzstan that it is also to manage. It is investing at least $205 million in the first four dams.

“Moscow’s assertiveness and how it conceives its relationship with its partners in the former Soviet space pose a serious challenge for Bishkek and the sovereignty of Kyrgyzstan,” said Nicolas de Pedro, a Central Asia specialist at the Barcelona Centre for International Affairs. “The presence of Kyrgyz migrants in Russia gives the Kremlin a quite effective tool to exert a critical influence over Bishkek at any time.

“If Russia takes control of the few strategic assets that Bishkek has at its disposal, the Kyrgyzstan authorities will see their already narrow capacity of maneuver severely diminished,” he said.

‘Al-Quds Al-Arabi’: The Era Of U.S. Hegemony Is Over

The London-based Arabic daily Al-Quds Al-Arabi stated in an editorial that the era of exclusive American hegemony in the world has ended, and that a multi-polar world order is emerging. According to the daily, the U.S. is in decline due to its failure to prevent the emergence of international or regional powers like Iran, and also due to the loss of deterrence following its rapid withdrawal from Iraq and its non-intervention in Syria. ………

“The ‘Czar of the Kremlin’ [Vladimir Putin] has many historical obsessions, perhaps due to [the fact that] his totalitarian regime is [so] reminiscent of the Soviet era. However, he has no ideological influence outside Russia’s borders, [except in] a few regions of the neighboring republics that allow him to [include them] within the reach of his imperialist ambitions. This, because he lacks the moral basis that Communism provided to the Soviet Union during the decades of the Cold War, [a moral basis] which enabled it to extend its sponsorship and influence [even to other] continents. Moreover, Russia today, unlike the Soviet Union back then, is merely part of tangled economic interests that are anchored in the same barbaric capitalist principles [that dominate the West]. This precludes the outbreak of a real economic war [between it and the West], because the consequences [of such a war] would be devastating for both sides. This is the same logic that prevented the outbreak of a nuclear war for some half a century. It is especially [valid today], when Europe is experiencing a deep economic crisis and needs its trade relations with Russia perhaps [even] more than [Russia] needs them. Suffice it to mention that the E.U. relies on Russia for a third of its energy needs. Indeed, thousands of companies in Europe, especially in Germany, screamed in protest when European leaders merely mentioned [the possibility of] sanctions against Russia…

“The U.S. is going through a historic phase of decline in its international [influence], especially in the Middle East and in the so-called Eurasian continent, which have strategic [importance] for any power that wants to maintain a deterring global presence. The reasons for [its decline] are many, including: its failure to prevent the emergence of more regional or international powers, [so that,] in addition to China, India, Japan and Russia, other regional powers gained hegemony, such as Iran, which managed to pull Turkey to its side despite the disagreements between them over the Syrian issue; [the fact that] America’s traditional allies in the Arab Gulf became neutral following its rapid withdrawal from Iraq and its non-intervention in Syria; and the current rift among the Gulf states, which consolidates America’s weakness in the region, because some of these states have begun searching for alternative regional alliances, as exemplified by the joint military maneuvers conducted recently by the UAE and Egypt.

“All this does not mean that the method of provocation and even contempt that Putin has relied upon in his conflict with the U.S. will not resonate with the people or even the political [echelon] in [various] countries that, for reasons of their own, aspire to free themselves of American hegemony or to take revenge on America. However, this is not sufficient to form an international front to confront [America].

“By invading Iraq unilaterally and in violation of international law, the U.S. opened the door to similar conduct by rival powers. Putin indicated this clearly in a press conference last month, when he said that the connection between Russia and the Ukraine is far stronger than any conceivable connection between the U.S. and Iraq or Afghanistan. The U.S. is unlikely to risk a confrontation with Russia in [Russia’s] own back yard, i.e., in the Ukraine, seeing that it refrained from doing so in Hungary during the Cold War era and in Syria in the present international circumstances, despite the strategic importance of each of these countries.

“As for the Arabs’ position regarding this new strategic equation, it appears to be one of the central issues that should be debated at the Kuwait summit, [slated for March 25-26, 2014]. But the fact is that this summit will [probably] be remembered as the summit of the ‘Gulf rift,’ not just the Arab [rift].

“The message conveyed by these great global developments is that the era of the American and Western mandate is ending, perhaps for good. This means that the global arena can regroup on a new basis, and new players can enter the fray – both [single] countries and large blocs [of countries]. Small and divided [elements] that fight among themselves, and still live in the era of the Cold War and its illusions or even in earlier eras, have no future except [a future of] growing weakness, division and internal fighting.
