Talking about Peace, Agreeing to a Hudna, Willingness to a Truce, Creating a Lull in Intensity, and Signing of Agreements with opponents is an established military tactic of Islam all the way back to Muhammad, its founder. They use the time to build up their own military strength until they know they can defeat the foe with whom they Dialog. The Treaty of Hudaybiyyah was an important event that took place during the formation of Islam. It was a pivotal treaty between Muhammad, representing the state of Medina, and the Quraish tribe of Mecca in March 628 (corresponding to Dhu al-Qi’dah, 6 AH). It helped to decrease tension between the two cities, affirmed a 10-year peace, and authorized Muhammad’s followers to return the following year in a peaceful pilgrimage, The First Pilgrimage.

Muhammad, a Meccan merchant, had reported that from the age of 40, he was receiving revelations from God. He and his followers were persecuted by the other Meccans, primarily the powerful tribe of the Quraish, and eventually forced to flee to the city of Medina, 250 kilometres (160 mi) to the north. Armed hostilities ensued, at events such as the Battle of Badr and the Battle of the Trench.

Attempted pilgrimage

Muhammad had a dream that he entered Makkah and did tawaf around the Ka’bah. His Companions in Madinah were delighted when he told them about it. They all revered Makkah and the Ka’bah and they yearned to do tawaf there. In 628, Muhammad and a group of 1,400 Muslims marched peacefully towards Mecca, in an attempt to perform the Umrah (pilgrimage). They were dressed as pilgrims, and brought sacrificial animals, hoping that the Quraish would honor the Arabian custom of allowing converts to enter the city. The Muslims had left Medina in a state of ihram, a premeditated spiritual and physical state which restricted their freedom of action and prohibited fighting. This, along with the paucity of arms carried, indicated that the pilgrimage was always intended to be peaceful.

Muhammad’s people camped outside of Mecca, and Muhammad met with a Meccan emissary. He said:[

We have not come to fight anyone, but to perform the ‘Umra. No doubt, the war has weakened Quraish and they have suffered great losses, so if they wish, I will conclude a truce with them, during which they should refrain from interfering between me and the people, and if I have victory over those infidels, Quraish will have the option to embrace Islam as the other people do, if they wish; they will at least get strong enough to fight. But if they do not accept the truce, by Allah in Whose Hands my life is, I will fight with them defending my Cause till I get killed, but (I am sure) Allah will definitely make His Cause victorious.

The two parties decided to resolve the matter through diplomacy rather than warfare, and a treaty was drawn up.

Treaty

The outline of the treaty was as follows:

In the name of almighty Allah. These are the conditions of Peace between Muhammad, son of Abdullah and Suhayl ibn Amr the envoy of Mecca. There will be no fighting for ten years. Anyone who wishes to join Muhammad and to enter into any agreement with him is free to do so. Anyone who wishes to join the Quraish and to enter into any agreement with them is free to do so. A young man, or one whose father is alive, if he goes to Muhammad without permission from his father or guardian, will be returned to his father or guardian. But if anyone goes to the Quraish, he will not be returned. This year the muslims will go back without entering Mecca. But next year Muhammed and his followers can enter Mecca, spend three days, perform the tawaaf. During these three days the Quraish will withdraw to the surrounding hills. When Muhammad and his followers enter into Mecca, they will be unarmed except for sheathed swords.

Controversy

The treaty was quite controversial for many reasons. Originally, the treaty referred to Muhammad as the Messenger of God, but this was unacceptable to the Quraish ambassador Suhayl ibn Amr. Muhammad compromised, and told his cousin Ali to strike out the wording. But Ali said, “I will not be the person to rub it out”, after which Muhammad himself rubbed out the words. (Sahih al-Bukhari, 3:49:862, Sahih Muslim, 19:4404).

Another point of contention, was that the Muslims objected over a clause of the treaty that said that any citizen from Mecca entering Medina was eligible to be returned to Mecca (if they wanted), while the reverse was not true, and any Muslim from Medina entering Mecca was not eligible to be returned to the Muslims, even if Muhammad himself requested. (Sahih al-Bukhari, 3:50:874)

A condition was also placed that the Muslims could not enter for their pilgrimage at that time, but could return the following year. The treaty also assured a 10-year peace.

After the signing of the treaty, there was still great resentment and fury among the Muslims because they did not like its stipulations. Muhammad, binding onto the Islamic ethic “fulfill every promise” ordered that Muslims do exactly as the treaty says. Umar bin Al-Khattab asked improper questions by questioning prophethood, actions and objectives of Muhammad. Also, many Muslims thereafter objected, when Muhammad told them (thrice) to perform their rites there and then. (Sahih al-Bukhari, 3:50:891)

Muhammad insisted that Muslims had been victorious and was supported in this by new revelation: “Verily we have granted thee a manifest victory” (Qur’an 48:1). He promised much spoils in the near future: “…and He sent down peace of reassurance on them, and hath rewarded them with a near victory, and much booty that they will capture”. (Qur’an 48:18-19)

The treaty’s stipulations on the movement of persons gave rise to later controversy, when the Quraysh woman Umm Kulthum went to Medina and joined the Muslims, and her brothers demanded her return from Muhammad, as they interpreted the treaty to mean. Muslim commentator Abdullah Yusuf Ali considers that the treaty had already been violated, probably by an attack by the Quraysh-allied tribe of Banu Bakr upon the Muslim tribe of Banu Khuza’a. Thus he believed that divine instruction was needed on what was to be done with migrants from Mecca.[5] Other Muslim sources state that the treaty’s restrictions only applied to free men, and not to slaves or women.[6] Ultimately, Muhammad refused on the basis of revelation from God: “When there come to you believing women refugees, examine and test them… if ye ascertain they are believers, send them not to the unbelievers” (Qur’an 60:10). If the woman married a Muslim, the Muslims would pay the Meccan refugee’s ex-husband a sum equal to the dower he had paid upon marriage to her”. (Qur’an 60:10)

Aftermath

In 629, the Muslims returned as promised in the treaty, and made The first pilgrimage. The next year, the clan of the Banu Bakr, allied with the Quraish, attacked the Bedouin Khuza’a, Muhammad’s allies. Muhammed considered the Banu Bakr attack a breach of the treaty, citing one of the clauses of the treaty: “an attack on an ally of the party, will be considered an attack on the party itself”, and offered the Quraish three alternatives:

————Compensate by paying money

————Dissolve the treaty

The Quraish chose the third alternative, to dissolve the treaty, and Muhammad decided to march on to Mecca with an army of 10,000, leading to the Conquest of Mecca.

Mahmoud Habbash: “We support all solutions that may lead to peace. So long as they are based upon one principle – the principle of rights and justice. Is this too much to ask? No, it is not. They must be based upon the principle of rights and justice.

“The Palestinian leadership’s sense of responsibility toward its people drove it, approximately 20 years ago, to take political measures that achieved – even though they aroused controversy and much criticism, and even outright rejection by some people… [These political measures] led to our being here today, to the very existence of the [Palestinian] Authority, and to the world’s recognition of the [Palestinian] state.

“None of this would have come into being through foolhardy and zealous recklessness. It was achieved only through wise leadership, through mindful action, through judicious use of reason, and by proceeding along the right path, leading to achievements.

“This is exactly the same as what the Prophet Muhammad did in the case of the Hudaybiyya Treaty.

“The Prophet’s Companions were angry about it, but the Prophet said: “I am the Messenger of Allah, and I will not defy Him.” This is not defiance [of Allah]. This is politics. This is crisis management, pragmatism, and conflict management.

“It is not a matter of defiance or obedience [to Allah]. It is compliance with the requirements of reality, the requirements of the Islamic nation, and the requirements of our path. Allah called this treaty a ‘manifest victory’: “Indeed, we have given you a manifest victory.”

“Omar Ibn Al-Khattab asked the Prophet: ‘Is this really a victory? Does this make any sense? We are making concessions and returning [to Al-Madina], without having entered Mecca. You call this a victory?’

“The Prophet answered: “Indeed it is a victory, Ibn Al-Khattab.” Less than two years later, the Prophet, relying on this treaty, returned and conquered Mecca. This is our model.”

The prevailing narrative among the pundits, including more than a few experienced Middle East hands, is that while the Israelis and Palestinians may have sent their negotiators to Washington to placate Secretary of State Kerry, neither side appears remotely prepared to make the hard calls needed to cement a lasting peace.

Israeli Ambassador to the U.S. Michael Oren told CNN’s Fareed Zakaria on Sunday: “We were always ready to enter into negotiations with the Palestinians without pre-conditions….We support a solution based on two states for two peoples, a Jewish state of Israel living side-by-side in peace and security and mutual recognition with the Palestinian state.”

“It was not the Palestinian position. The Palestinians had a number of pre-conditions. They were not willing to live in a situation of mutual recognition. We recognize the Palestinians as a people endowed with the right of self-determination. They don’t recognize the Jews as a people yet with the right of self-determination.”

“When we say ‘Jewish state,’ what does it mean? It means that the Jewish state is permanent and legitimate. We’re not interlopers. We’re not trespassers. We’re not a transient state. And it also means there’ll be an end of claims and end of conflict.”

“There are about 193 states in the world. Most of them are nation states; the Bulgarians, the Hungarians, the Germans….It’s very common, certainly in Europe. And there’s nothing anomalous, nothing unusual about the arrangement which we’re seeking.” (CNN)

Right now, there’s almost no chance of achieving a conflict-ending agreement; yet by pressing the Israelis and Palestinians back toward the table, the U.S. has assumed responsibility for producing one. A conflict-ending accord may not be possible now, but without a credible negotiation to manage the situation, it will only deteriorate further. A conflict-ending accord that resolves the core issues – borders, Jerusalem, security, refugees, and recognition of Israel as the nation state of the Jewish people – and that also adjudicates all claims and forswears further ones seems almost unimaginable. Gathering at John Kerry’s home in Washington, Israeli and Palestinian officials on Monday relaunched peace negotiations. Syria is burning, Egypt is in turmoil and Jordan’s king is under siege, but the Secretary of State will try to push this stone up the hill one more time.

An independent Palestine must not pose a threat to Israel’s security and survival, and that means that a defensible border won’t match Israel’s pre-1967 frontier.

The biggest obstacle as ever will be the inability of the Palestinian leadership to compromise. Mahmoud Abbas, the leader of the Palestinian Authority for nearly a decade, inspires little confidence as a negotiating partner. His chief accomplishment has been to lose control of Gaza to Hamas, the terrorist group that denies Israel’s right to exist.

The U.S. role should be as an honest broker, not as a backstage arm-twister of Netanyahu. Peace isn’t possible if Palestinians aren’t ready to make it on terms Israelis can live with. (Wall Street Journal)

Last week 131 House members urged President Obama to “pursue the potential opportunity presented by Iran’s recent presidential election.” What “potential opportunity” is that?

How much research is required to figure out that Rowhani has said nothing even to suggest that he opposes Iran’s support for terrorism abroad (including its past attempts to blow up airplanes and restaurants in the U.S.), gross violations of human rights domestically, threats of genocide against Israelis, and, of course, illegal nuclear-weapons programs?

It ought to be obvious that Rowhani is a loyal acolyte of Ali Khamenei, Iran’s Supreme Leader. There were 686 registered candidates for the last election. Only eight were allowed to run. Loyalty to the Supreme Leader and adherence to his ideology-theology were required.

Rowhani has candidly written that “one of the goals of his nuclear diplomacy was to create a wedge” between the U.S. and its European allies so that Iran could import nuclear technology without incurring Western penalties. To Rowhani, “constructive interaction” means persuading the enemy to let down his guard.

Rouhani has expressed the view that Iran’s strategic interests are best served by developing an industrial-size nuclear capability to manufacture dozens of nuclear weapons.

In the coming months (not years), American leaders will have to decide whether on their watch the world’s leading sponsor of terrorism, a self-proclaimed revolutionary jihadist regime that calls America “Satan incarnate,” will be permitted to acquire the nuclear weapons it needs to dominate the Middle East and reshape the world order.

Arrangements for prisoner release underway

After the cabinet approved on Sunday the decision to release 104 Palestinian prisoners as a gesture to Palestinian President Mahmoud Abbas ahead of the resumption of peace negotiations, it was reported Monday that the Israeli judicial system and the Justice Ministry have already set working orders in place with regards to the prisoners’ release, based on similar releases in the past, diplomatic attempts and peace talks between Israel and the Palestinians.

The cabinet approved Sunday the release of 104 security prisoners with a majority of 13 ministers voting in favor, and seven ministers opposing the decision. Minister Limor Livnat and Silvan Shalom abstained.

According to the resolution, 104 prisoners will be released and a ministerial committee to be headed by Netanyahu and ministers Ya’alon, Livni, Aharonovitch and Perry will be established to supervise the process as part of the negotiations with the Palestinians. Minister Naftali Bennett addressed the decision saying: “It if a difficult day for the entire government and the decision has been made.”

Earlier Thursday, Justice Minister Tzipi Livni said regarding the release: “This meeting is one of the most important ones to the future of Israel. The decision involves great grief, but needs to be made.”

Livni added: “In the past, Israel released prisoners with a gun to her head and handed them at the terrorist organizations’ request. Today it’s not the case, we release vile murderers who rightfully spent years in the Israeli prison, and they will only be released if the negotiations prove serious.”

Shin Bet Director Yoram Cohen expressed reservation regarding the release of 104 security prisoners, stating that “their release will damage security, both in terms of immediate threat to public safety and in terms of an erosion of deterrence.”

Nonetheless, Cohen noted that resuming peace talks with the Palestinians will have a positive effect in “calming Judea and Samaria, especially in regards to activists affiliated with the Palestinian Authority, such as the Tanzim group.”

The Shin Bet chief handed the government a list of prisoners divided into three categories: Prisoners the Shin Bet believes can be released, prisoners who should not be released and prisoners who should be released to Gaza or deported.

The list was divided in accordance with the level of threat each prisoner poses to public safety, in the eyes of the intelligence organization.

Cohen also submitted recommendations to minimize risks pertaining to prisoners who are released.

The Shin Bet was updated on the issue of prisoners’ release last week, and after reviewing their profiles determined that all were murderers “with blood on their hands” from various organizations and regions. The organization thus fears they might commit additional crimes.

The Shin Bet noted that the organization was not required to inform the cabinet whether it supported or opposed the decision, but was rather only asked to review the manner in which the decision is to be implemented.

The cabinet approved Sunday the release of 104 security prisoners with a majority of 13 ministers voting in favor, and seven ministers opposing the decision. Ministers Limor Livnat and Silvan Shalom abstained.

According to the resolution, 104 prisoners will be released and a ministerial committee to be headed by Netanyahu and ministers Ya’alon, Livni, Aharonovitch and Peri will be established to supervise the process as part of the negotiations with the Palestinians.

Arrangements for prisoner release underway

After the cabinet approved on Sunday the decision to release 104 Palestinian prisoners as a gesture to Palestinian President Mahmoud Abbas ahead of the resumption of peace negotiations, it was reported Monday that the Israeli judicial system and the Justice Ministry have already set working orders in place with regards to the prisoners’ release, based on similar releases in the past, diplomatic attempts and peace talks between Israel and the Palestinians.

The Justice Ministry Pardons Department began preparing documents and permits to release Palestinian prisoners even before the cabinet approved the process as part of the renewal of negotiations.

Generally, the Justice Ministry has a database of over 5,000 prisoners categorized by different criteria, including age, crime, level of security risk, and sentence length. The database allows the cabinet to compile an organized list of prisoners to be released in conjunction with security services.

However, since specific prisoners were named during the preliminary round of peace talks mediated by US Secretary of State John Kerry, this process will not be necessary. The Justice Ministry still must determine the location to which the prisoners will be taken: The West Bank, Gaza, or destinations abroad.

Following preliminary work and approval of Justice Minister Tzipi Livni, the list of prisoners will be submitted to Israeli President Shimon Peres, who will officially sign the sentence reductions. The names of the prisoners will be released openly in order to allow the public to submit appeals to the Supreme Court.

The Israeli Prison Service (IPS) is also preparing for the prisoners’ release. During each of the planned rounds of releases, IPS staff will receive prisoner names from the Justice Ministry, and assume preparations. The prisoners will undergo identification, medical examinations, and will be required to report to the commander of the prison in which they are serving their punishment. Additionally, they may be required to sign a statement declaring they will not engage in any terrorist activity in the future.

Prisoners are commonly transferred to one prison in anticipation of their release. Once the government officially sanctions the operation, army units will escort the prisoners to their release checkpoint under thick security.

The prisoners, who are serving sentences for terrorist activities committed before 1993, have been informed by the media of the intent to release them. However, they are currently keeping a low profile and focusing on the Ramadan fast.

Egyptian security forces shot dead dozens of supporters of ousted Islamist President Mohamed Morsi on Saturday, witnesses said, days after the army chief called for a popular mandate to wipe out “violence and terrorism”. With the official number of those killed or wounded still unknown, the battles are still raging around the Rabaa al-Adawia mosque, Egypt’s MANA news agency reported Saturday afternoon.

Meanwhile, Reuters reported that more than 100 Morsi supporters are locked inside an Alexandria mosque, where they gather Friday.

According to the report, because of the clashes the protesters barricaded themselves inside the mosque, which has been sealed off by the police and army which claim they only wish to prevent clashes from restarting.

“They are not shooting to wound, they are shooting to kill,” said Brotherhood spokesman Gehad El-Haddad. “The bullet wounds are in the head and chest.”

A Muslim Brotherhood website said 220 people had been killed and some 4,500 injured. A Reuters reporter counted 36 bodies at one morgue, while health officials said there were a further 21 corpses in two nearby hospitals.
Activists rushed blood-spattered casualties into a makeshift hospital, some were carried in on planks or blankets. One ashen teenager was laid out on the floor, a bullet hole in his head.

Egypt’s Interior Minister Mohamed Ibrahim told reporters only 21 had died and denied police had opened fire, accusing the Brotherhood of exaggerating for political ends. He also claimed that some 51 members of the security forces were also wounded during the fighting.

Ibrahim said local residents living close to the Rabaa al-Adawia mosque vigil had clashed with protesters in the early hours after they had blocked off a major road bridge. He said that police had used teargas to try to break up the fighting.

The final death toll is still unknown, but well over 200 people have been killed in violence since the army toppled Morsi on July 3, following huge protests against his year in power. The army denies accusations it staged a coup, saying it intervened to prevent national chaos.

In any case, if the Brotherhood’s numbers are correct then the incident would constitute one of the bloodiest days in Egypt’s recent history.

The battle over numbers did not stop at the death toll. The Egyptian army claimed that some 35 million Egyptians took to the streets yesterday. If the number is true, it means that one of every three Egyptians took part in a demonstration Friday. Egypt is the most populated country in the region.

The clashes also irked the concern of the anti-Morsi Islamist Nour Party, whose support of the army allowed it to consolidate public support against Morsi’s regime.

A party spokesperson said in a statement that the night’s event were a “new massacre.” According to Yunis Mahyun, those in charge of Egypt must take responsibility, “they are responsible first and foremost to Allah, and then to the Egyptian people.”

The spokesman further demanded “to immediately halt those responsible and bring them to justice.”

The Strong Egypt Party, headed by Muslim Brotherhood afilaited Abdel Moneim Aboul Fotouh also criticized the night’s violence, demanding the cabinet disperse itself because “it is no longer capable of protecting the State’s citizens. It seems that security forces prefer to kill citizens instead of fighting terror,” a party statement said.

European Union foreign policy chief Catherine Ashton “deeply deplores” deaths during demonstrations in Egypt and urges all sides to halt violence, the EU said on Saturday.

“(Ashton) is following with concern the latest developments in Egypt and deeply deplores the loss of life during yesterday’s demonstrations … She also calls on all actors to refrain from violence and to respect the principles of peaceful protest and non-violence,” a spokeswoman for Ashton said.

British Foreign Secretary William Hague also condemned the use of force against protesters during deadly clashes in Cairo and accused Egyptian security forces of using live rounds.

Hague also called on Egyptian authorities to either release or charge all political leaders detained since the army toppled Islamist president Mohamed Morsi on July 3. Morsi himself remains in detention. “I am deeply concerned by recent events in Egypt, and condemn the use of force against protesters which has led to the loss of lives,” Hague said.

‘Man, people were just dropping’

Brotherhood leaders appealed for calm on Saturday, but activists at the Rabaa al-Adawia mosque vigil voiced fury.

“The people want the execution of Sisi,” a cleric shouted to the crowd from a stage by the mosque. “The people want the execution of the butcher.”

Interior Minister Ibrahim said the pro-Mursi sit-ins would “God willing, soon … be dealt with” based on a decision by a public prosecutor, who is reviewing complaints from local residents unhappy with the huge encampment on their doorstep.

Witnesses said police first fired rounds of teargas at Brotherhood protesters gathered on a boulevard leading away from the Rabaa mosque, with live shots ringing out soon afterwards.

“There were snipers on the rooftops, I could hear the bullets whizzing past me,” said Ahmed el Nashar, 34, a business consultant, choking back his tears. “Man, people were just dropping.”

Dr. Ibtisam Zein, overseeing the Brotherhood morgue, said most of the dead were hit in the head, some between the eyes.

The bodies were wrapped in white sheets and laid on the floor, their names scrawled on the shrouds. A cleaner busily mopped the floor, washing away pools of blood.

Brotherhood activists at Rabaa said they would not be cowed and warned of worse bloodshed if the security forces did not back down. “We will stay here until we die, one by one,” said Ahmed Ali, 24, helping treat casualties at the field hospital.

“We have the examples of Algeria and Syria in our minds. We don’t want it to become a civil war. If we take up arms it might become one. This is a religious belief.”

There was little mention of the violence on Egypt’s two state television channels, which broadcast weather reports and a talk show on Saturday morning. All three state newspapers headlined their morning editions with Friday’s rallies, saying Egyptians had given Sisi the support he had asked for.

“The people give the army and the police a mandate to confront terrorism,” said a strap headline on the bottom of a broadcast on the state’s Nile TV.

Hundreds of thousands of demonstrators filled Cairo’s streets and squares Friday, July 26 in rival rallies shortly after deposed president Mohamed Morsi was formally charged and detained for 15 days. Tahrir Square was packed with crowds responding to Defense Minister Gen. Abdel Fattah El-Sisi’s call for a mandate to support the military fight on “terrorists.” Another huge crowd of Morsi supporters packed the streets around the Rabaa al-Adawiya mosque in Nasser City.

Instead of directing their ire at the overthrown Muslim Brotherhood, the pro-military demonstrators shouted “Bye Bye America!” as huge placards waved over their heads depicting as a threesome Gen. El-Sisi, Vladimir Putin and Gemal Abdel Nasser, who ruled Egypt in the 60s in close alliance with the Soviet Union.

Their rivals in a separate part of Cairo chanted “Sisi out! Morsi is president! Down with the army!”

In Alexandria, five people were killed in clashes between Muslim Brotherhood supporters and opponents.

The anti-American banners represented a message: No matter if President Barack Obama denies the Egyptian people US support because of the military’s steps against the Muslim Brotherhood, Cairo has an option in Moscow.

Reports began appearing Friday morning on the social networks including Facebook from sources close to Putin that Moscow is considering supplying Egypt with advanced fighter bombers to replace the F-16 planes, whose delivery Obama suspended Wednesday, July 24. This was a gesture to show the US President’s displeasure over Gen El-Sisi’s rejection of the demand to release the ousted president and integrate the Muslim Brotherhood in the interim government.

The military gave the Muslim Brotherhood an ultimatum to endorse the new situation by Friday. The Brotherhood, whose supporters have maintained a sit-in in Nasser City for 20 days, did not respond.

The military accordingly gave the screw another turn.

A Cairo investigating judge Friday ordered deposed president Morsi detained for 15 days pending investigation into charges of plotting with the Palestinian Hamas to orchestrate a jailbreak during the 2011 revolution and conniving with Hamas in killing police officers and soldiers.

He has been held at an unknown location since the coup. These charges carry potential death sentences.

They relate to the attack by armed men who on Aug. 5, 2012 killed 16 Egyptian border policemen in their camp in northern Sinai near Rafah. The prosecution claims to have evidence that the raid was plotted by Morsi and the Muslim Brotherhood to depict the Egyptian military as a spent force. That attack kicked off the current armed Salafist mutiny against Egyptian military and police targets in Sinai

The other charge relates to the raid on Wadi Natroun prison at the tail end of the 2011 uprising against Hosni Mubarak, which broke out of jail thousands of inmates including Morsi and other Muslim Brotherhood leaders.

According to DEBKAfile’s intelligence sources, the jailbreak was executed by special networks of Hizballah and Hamas which had been planted in Cairo and Suez Canal cities for subversion and terrorism.

The radical Hamas, offspring and ally of the Egyptian Brotherhood, is now solidly in the military regime’s sights as a hostile entity.

The military takeover of power in July 3 is gaining the aspect of a neo-Nasserist revolution. Many Egyptians are beginning to turn to Moscow in search of their country’s primary world ally rather than Washington. They have taken note that Putin has shown himself to be the foe of the Muslim Brotherhood in Syria as well as Egypt.
