Sarkozy joins Obama in condemning settlements

The Associated Press

Tuesday, March 30, 2010; 5:15 PM

WASHINGTON — France is standing with the United States in condemning Israeli settlement activity in east Jerusalem.

French President Nicolas Sarkozy (sar-koh-ZEE’) says his own commitment to Israel’s security is well known but adds that the settlement activity in an area claimed by the Palestinians “contributes nothing.”

Speaking at a news conference with President Barack Obam after their White House meeting Tuesday, Sarkozy praised Obama for trying to engage the two sides in peace talks. Sarkozy said that the “absence of peace” in the region “is a problem for all of us” – and that it feeds terrorism around the world.

By making a mountain out of a molehill incident, concerning Jewish home building in Jerusalem, the Obama administration is applying double standard hypocrisy rather than shrewd diplomacy.

In an effort to facilitate a peace process, there is logic behind the American demand to refrain from building new settlements that may jeopardize the final border to be drawn between Israel and its neighbors. But an honest broker would make that demand from both sides.

If Jews are asked to stop building, Arabs should be asked to do the same. But no demands from the Palestinians have ever been made.

Within less than a year, Prime Minister Benjamin Netanyahu has accepted under certain preconditions the concept of a Palestinian state; he has removed dozens of West Bank checkpoints, helping facilitate a 7% economic growth in the territories and eased the daily life for thousands of Palestinians. Netanyahu has also put a 10-month halt on construction in the territories, which Secretary of State Clinton characterized as “unprecedented.”

Aside for asking for more, what have the Palestinians done?

It has yet to cross the mind of anyone in the White House that Palestinian building should be limited in the same or similar manner that Israeli construction is. In fact, for some very strange reason the American administration has not made a single demand from the Palestinians since Barack Obama took office over a year ago.

Benjamin Netanyahu’s government is set to change that paradigm.

In his visit to Washington, Netanyahu will need to clarify to Obama, Biden and Co. that Jews have a right to live in Judea, Samaria and in Jerusalem. Anyone fairly familiar with the Bible or with history knows that but in this case it is a good idea to reiterate the obvious. Since taking office, Obama has concentrated most of his Middle East peace efforts on limiting the construction of Jewish homes.

Seeking an honest broker

The truth of the matter is that the real issue of urgency in the peace process is not settlements but rather the Palestinians’ unwillingness to accept Israel’s basic right to exist as the Jewish homeland. Israel has already made substantial concessions – many feel too many concessions – including unilateral withdrawals and displacement of Israeli citizens. The Palestinians have done nothing. The least that is to be demanded of the Palestinians before discussing the settlements, Jerusalem and other final-status issues is that they recognize Israel’s basic right to exist as the national home of the Jewish people.

A few years ago the people of Israel voted for a government that dismantled 10,000 Jewish homes in the hope for peace. The dismantlement led to disaster and instead of peace – Israeli civilians were targeted by Palestinian missiles. Last year the people of Israel voted for a government that wants to build homes rather than destroy them. The Obama administration should respect that.

Israel cannot decide for President Obama who his friends or foes are, but the basic truth of the matter still stands: Israel is the only nation in the Middle East that holds free elections, enables freedom of speech and cherishes similar values to those of the American people.

The American people know that and so should the American administration. It would be a waste of precious time and a true shame if the Middle East would have to wait for the next administration before it got an honest broker.

Candidly Speaking: Confronting Obama’s Messiah complex

30/03/2010 23:09

Intoxicated by his health care victory, it seems the president has decided to take on Netanyahu with his outrageous demands.

Seemingly intoxicated by Congress’s endorsement of his health care legislation, President Barack Obama appears to have been overcome by a Messiah complex. His actions relating to the Middle East during recent weeks oblige us to face realities about our “unshakable” alliance with the United States.

diflucan cost

Over the past year, Israel has made major concessions to

doxycycline cat

the Palestinians with zero reciprocity. Yet the US president, who seeks to engage and appease tyrants like Iranian President Mahmoud Ahmadinejad and Syrian President Bashar Assad, exploited a bureaucratic bungle over a building zoning permit (for which Israel immediately apologized) as a pretext to ignite a massive crisis. He publicly and repeatedly humiliated the head of the only democratic state in the Middle East.

Obama demonstrated that, far from being an honest broker, he is forsaking Israel and adopting the most extreme Palestinian demands. Obama not only demanded that Israelis be denied building in their capital, but tried to impose a prohibition on construction in the exclusively Jewish suburbs of east Jerusalem which former US administrations had unequivocally agreed would remain in Israel. Obama was effectively demanding that Netanyahu agree to a division of Jerusalem even before final status talks with the Palestinians were initiated.

Beyond that, Obama sought to intimidate Netanyahu into signing additional undertakings instantly without even consulting his cabinet.

gasex dosage

These included: indefinite extension of the settlement freeze; release of thousands of Palestinian terrorists; transfer of additional territory to Palestinian control; commitment to withdraw to the 1967 “Auschwitz borders”; undertaking to discuss all core issues in the indirect negotiations; and easing the blockade against Hamas.

Obama’s objective was to demonstrate to the Arab League meeting this week in Libya that the US could bludgeon Israel into acquiescing to whatever it demanded.

buy zithromax non-prescription

If Israel acceded to these demands, that would represent the opening benchmark for further concessions which Israel would be expected to grant to the Palestinians in the course of the proximity talks. In such circumstances, the Palestinians have every incentive to reject direct negotiations while the US extracts more concessions from Israel on their behalf.

NO US ally has been treated in such a contemptible manner by an American president. Obama even responds to representatives of rogue states like Libya’s Gaddafi and Venezuela’s Chavez more courteously. US administration press leaks to Israeli media alleging that Netanyahu froze and “panicked” were a cynical ploy to undermine his government. Yet despite the blunders committed by their government, Israelis will rally behind their leaders as they internalize the humiliation to which their prime minister was subjected.

It now appears that the current crisis was a calculated strategy to orchestrate a public confrontation with Israel.

cipro 500

Obama recognized that Palestinian intransigence would lead to a breakdown in the proximity talks and that the US public would blame the Palestinians. However, by confronting Netanyahu with outrageous demands which no Israeli government would accept, Obama’s ambition to become more popular in the Muslim world would be realized and Israel would be held responsible for the failure in negotiations.

This would be used to justify the US weakening support for Israel at the UN and other international bodies, thereby encouraging the Islamic Council and their acolytes, including the Europeans, to intensify their efforts to delegitimize and transform the Jewish state into a pariah.

Obama would then be in a position to intervene and demand that Israel accept a US-imposed settlement based on the so-called Saudi peace plan, which he has already enthusiastically endorsed.

Beneath the hypocritical facade of concern for Israel’s security, Obama’s brutal anti-Israel onslaught has unleashed dark forces which will embolden the jihadists and other enemies of Israel and fuel the growing waves of anti-Israel hysteria and global anti-Semitism.

Fortunately, the United States is a democracy whose leaders are expected to conduct foreign policies based on morality, and the majority of Americans remain overwhelmingly supportive of Israel.

This was exemplified by the exceptionally warm bipartisan welcome extended to Netanyahu by Speaker of the House Nancy Pelosi and House Republican leader John Boehner.

It was reinforced by the letter urging the president to end the dispute signed by over three quarters of the members of Congress.

But the struggle for the hearts and minds of the American people is not over and this is a battle we must win because ultimately people power will determine US policy.

map 2 of phone lookup

TO SUCCEED in communicating our position in this complex labyrinth requires more effective direction and better diplomacy than Israel has hitherto displayed.

how do antibiotics affect birth control pills

To start, the prime minister must stop equivocating and rally the nation. While seeking consensus, he must also lead and cease reciting false mantras suggesting that the alliance between Israel and the Obama administration remains in place. This only emboldens the White House to intensify its pressure on Israel.

Netanyahu must act decisively in the diplomatic arena. While avoiding direct or personal confrontations with the president, he must demonstrate that his government policies reflect the consensus of the nation and are morally justified; that the Palestinians are intransigent, refuse to accept a Jewish state in the framework of a two-state solution and continue to promote a culture of death, martyrdom and incitement; that Israel is a democracy and is entitled to some respect from its senior partner and not be treated as a vassal; that behaving shabbily to a long-standing friend like Israel will undermine the standing of the US with all its allies.

Netanyahu must call on mainstream opposition parties, in particular Kadima, to suspend internecine politics and establish a consensus over issues such as building in Jerusalem and defensible borders.

He must create a strategic planning committee to communicate the morality of our case and the reciprocal benefits of the alliance to friends of Israel – committed Jews, evangelicals and others.

The commitment to Israel by American Jews, Obama’s greatest supporters, will now be tested. Disregard the marginal Jew. It was always committed Jews who determined policy and led the way. Now for the first time American Jews face a president who radiates hostility towards Israel.

best cialis levitra viagra which

Will they have the courage to stand up

Abe Foxman of the ADL responded immediately and courageously criticized the policy of the administration. The AIPAC meeting showed that activist mainstream Jews remain supportive of Israel irrespective of their political orientation. The standing ovation for Hillary Clinton was somewhat bizarre. Especially so in light of some of her remarks and the commitments extended by her and her president at the previous AIPAC meeting which have now been cynically repudiated.

The stand taken by the Presidents Conference, the umbrella body dealing with Israel affairs on behalf of the Jewish community which includes many who supported Obama at the elections, will be an important indicator. American Jews are a small but influential minority. If they speak up courageously and the American people retain their support for Israel, Obama may still be diverted from his present destructive path. There is every likelihood that they will do so if our government gets its act together.

Passage of health care will lead to creation of the VAT

March 31, 2010

Haggai 1:5,6 – Now therefore thus saith the Lord of hosts; Consider your ways. [6] Ye have sown much, and bring in little; ye eat, but ye have not enough; ye drink, but ye are not filled with drink; ye clothe you, but there is none warm; and he that earneth wages earneth wages to put it into a bag with holes.

Since the Health Care Bill has passed we will be facing a VAT. This is the longest Blog I have ever posted. I have posted it because Dr. Daniel Mitchell’s Article from the Heritage Foundation is the best I have read, and in the coming months we will hear more and more about it.

Beware the Value-Added Tax

Published on May 16, 2005

by Daniel Mitchell, Ph.D.

America is one of the few nations without a value-added tax (VAT), but there is growing pres¬sure to impose the levy. In simple terms, a VAT is a type of national sales tax. However, instead of being collected at the cash register, it is imposed on the “value added” at each stage of the production process.

Some like the VAT because it offers a new way to finance bigger government. Others like the VAT because—at least compared to the income tax—it does not impose as much damage on the economy. Some want to use the revenues from a VAT to facilitate tax reform and/or Social Security reform. There are even some people who believe that a VAT will somehow reduce the trade deficit.

However, many people dislike the VAT, often for some of the reasons listed above. Supporters of limited government oppose the tax because it makes it easier for politicians to expand the size of government. By contrast, some on the left oppose the VAT because of its one redeeming feature—it is a consumption-based levy and therefore not as easy to use for economically destructive income redistribution.

Although it is a relatively non-destructive way to collect revenue, a VAT would be a serious mistake for the United States. The only condition that would make a VAT acceptable is complete repeal of all income taxes and a constitutional amendment that prohibits Congress from re-imposing taxes on any type of income. But this is not a realistic option, which is why the VAT should be stopped.

If history is any guide, a VAT will have several adverse effects.

nolvadex tablets

Specifically, a VAT will:

• Expand the cost of government. Countries with VATs have a much heavier total tax burden than those without VATs. Before the creation of VATs, the burden of taxation in Europe was not that much larger than it was in the United States. However, since the late 1960s, when countries in Europe began to adopt VATs, Europe’s aggregate tax burden has increased by about 50 percent while the U.S. tax burden has remained relatively constant.

• Inadvertently increase income tax rates. One of the main arguments for the VAT is that it is a less destructive way to raise revenue. This is theoretically true, but irrelevant. In the real world, the VAT has been used as an excuse to increase income taxes as a way to maintain “distributional neutrality.” Indeed, income taxes in Europe today are higher than they were when VATs were implemented.

• Slow economic growth and destroy jobs. A VAT undermines economic growth for two reasons. First, it reduces incentives to engage in productive behavior by driving a larger wedge between pre-tax income and post-tax consumption. Second, it facilitates larger government and the concomitant transfer of resources from the productive sector of the economy to the public sector, diminishing economic efficiency.

A VAT almost certainly is a no-win proposition for America. Theoretically, a VAT would be acceptable if it were combined with ratification of a constitutional amendment that permanently prohibits both the personal and corporate income taxes, but this is an extremely unlikely scenario. It is far more likely that a VAT would be implemented in addition to the income tax—which is precisely why it is such a bad idea.

What Is a VAT?

A VAT is levied on the “value added” to goods and services as they pass through each stage of the production process. There are two ways to impose a VAT, and both require businesse

cipro 500

s of all types to serve as tax collectors. The most common form, the credit-invoice VAT, operates somewhat like a sales tax. As explained by the Congressional Budget Office:

The credit-invoice VAT] is typically administered by taxing the total value of sales of all businesses, but allowing businesses to claim a credit for taxes paid on their purchases of raw materials, intermediate materials, and capital goods from other businesses.

By imposing a tax on receipts but then allowing a credit for VAT taxes collected at earlier stages of production, the credit-invoice VAT taxes the “value added” by each business. The total tax, regardless of the stage of production at which it was collected, ends up being added to the final sales price.

No matter how many steps there are in the production process, a fixed percent of the final price of the product would represent the value-added tax, just as a retail sales tax is a fixed percent of the final product price. However, unlike a sales tax, the cost of the VAT to consumers would be hidden. Unless politicians took the unlikely step of requiring retailers to state explicitly the portion of the sales price that is due to the VAT, consumers would be unaware of the tax.

The other approach is the subtraction-method VAT. Businesses pay a tax on their annual receipts, but only after first deducting the money that they spent on new investments and purchases of inputs. This sounds like the corporate income tax, but there are some very important differences. The subtraction-method VAT does not allow businesses to deduct the cost of employing workers. It does, however, allow businesses to fully deduct (or expense) the cost of new investments.

The credit-invoice VAT and subtraction-method VAT are both consumption-based tax systems, which is a fancy way of saying that they do not double-tax savings and investment. In this regard, both types of VAT have the same tax base as the flat tax and national retail sales tax. All of these systems tax labor and capital income, but only one time—unlike the current personal and corporate tax systems, which are riddled with different forms of double-taxation. The flat tax is levied one time—at one low rate—when income is earned, while the VAT and national retail sales tax are levied one time—at one low rate— when income is spent.

Real-World Impact of a VAT

Theoretical discussion about the advantages and disadvantages of the VAT is useful, but it also is instructive to examine what happens when nations implement this tax. Do they grow faster or slower? Does the aggregate tax burden increase? Are income taxes eliminated, or at least reduced?

Many countries already impose VATs, and the results of this real-world experiment have been dismal. Based on historical evidence and economic research, it is clear that adoption of a VAT will have several adverse consequences.

Effect #1: A VAT triggers more government spending and higher tax burdens.

International evidence clearly shows that a VAT is likely to increase the aggregate burden of government.

Higher taxes translate into higher spending.

What does this mean for America? With its capacity to generate large amounts of tax revenue, a VAT almost surely would fuel higher government spending. This is precisely what happened in Europe, according to the data. The statistics are echoed in research conducted by the Tax Policy division of the U.S. Chamber of Commerce and published in a 1986 study that examined tax and spending growth between 1965 and 1982. The study found that government spending grew 45 percent faster in VAT nations than in non-VAT countries and that, similarly, the tax burden grew nearly 34 percent faster in VAT countries.

Effect #2: A VAT slows the economy and destroys jobs.

By taking resources out of the productive sector of the economy and transferring them to the government, a VAT would slow economic growth and undermine job creation. The economic damage caused by a VAT is partly due to the increase in the aggregate tax burden.

Additionally, even though it may be less damaging than other forms of taxation, the VAT drives a larger wedge between pre-tax income and post-tax consumption, therefore reducing incentives to engage in productive behavior.

best cialis levitra viagra which

As the Congressional Research Service explains:

For households, two out of three major decisions would not be altered by this hypothetical VAT. First, this VAT would not alter choices among goods because all goods would be taxed at the same rate. Thus, relative prices would not change. Second, a VAT would not affect the saving-consumption decision because saving would only be taxed once; that is, when savings are spent on consumption. But the third decision, a household’s work-leisure decision, would be affected by

after clomid

a VAT. Leisure would not be taxed, but the returns from work would be taxed when spent on goods. (In contrast, the income tax affects both the saving-consumption decision and the work-leisure decision.)

The economic damage of a VAT might be avoided if the tax replaced other forms of taxation, but VATs almost always have resulted in a larger aggregate tax burden.

Furthermore, the economic argument against a VAT is not limited to the resulting larger tax burden. The VAT will also negatively affect economic growth because it means more government spending. Scholarly studies have found that there is a strong negative relationship between government spending and economic performance. The following is a very small sampling of the academic literature:

• A study from the Federal Reserve Bank of Dallas noted: “Growth in government stunts general economic growth. Increases in government spending or taxes lead to persistent decreases in the rate of job growth.”

• A study in Public Finance Review reported: “Higher total government expenditure, no matter how financed, is associated with a lower growth rate of real per capita gross state product.”

• A study in the European Economic Review reported: “The estimated effects of GEXP [government expenditure variable] are also somewhat larger, implying that an increase in the expenditure ratio by 10 percent of GDP is associated with an annual growth rate that is 0.7–0.8 percentage points lower.”

• A Public Choice study reported: “[A]n increase in GTOT [total government spending] by 10 percentage points would decrease the growth rate of TFP [total factor productivity] by 0.92 percent [per annum]. A commensurate increase of GC [government consumption spending] would lower the TFP growth rate by 1.4 percent [per annum].”

• A Journal of Macroeconomics study discovered: “[T]he coefficient of the additive terms of the government-size variable indicates that a 1% increase in government size decreases the rate of economic growth by 0.143%.”

• Study from the Journal of Monetary Economics stated: “We also find a strong negative effect of the growth of government consumption as a fraction of GDP. The coefficient of –0.32 is highly significant and, taken literally, it implies that a one standard deviation increase in government growth reduces average GDP growth by 0.39 percentage points.”

• A National Bureau of Eco¬nomic Research paper stated: “[A] 10 percent balanced budget increase in government spending and taxation is predicted to reduce output growth by 1.4 percentage points per annum.”

Without knowing how much government spending in the U.S. would increase after enactment of a VAT or how much of that spending would be in the form of consumption and transfers—the most destructive forms of government outlays—it is impossible to determine precisely how much economic damage a VAT would cause. The impact could be especially severe if a VAT leads to the high levels of government spending found in those countries that currently impose a VAT.

Some economists have estimated the impact of a VAT and found that a VAT would adversely affect U.S. economic performance. According to a 1988 study by Stotler Economics, a Chicago-based economic research firm, a VAT of only 3 percent would, by just the fifth year, reduce the typical family’s income by $1,000 and destroy 2.1 million jobs. The relatively weak performance of many European economies can be attributed, at least in part, to the VAT.

Effect #3: A VAT means higher income taxes.

One of the more interesting theoretical arguments for a VAT is that the new tax would improve economic performance by facilitating a reduction in other taxes. According to some advocates, the additional revenue generated by a VAT—$37 billion for every percentage point, according to the Congressional Research Service—could be used to lower, or perhaps even eliminate, personal and corporate income taxes.

If the VAT was actually used to eliminate all income taxes, this theory would have considerable merit. There is no doubt that personal and corporate income taxes do more damage per dollar raised than a VAT would.

However, no nation has ever implemented a VAT (or a national sales tax) and used the money to eliminate all income taxes. Indeed, no government in the world—national, state, provincial, county, or city—has taken this step. No government has even eliminated just one of the two forms of income taxation (personal and corporate). The VAT always has been imposed in addition to existing personal and corporate income taxes.

Faced with this overwhelming real-world evidence, VAT advocates sometimes argue that the tax at least could be used to lower taxes on personal and corporate income. Just like the total-replacement hypothesis, this par¬tial-replacement hypothesis is an interesting theory, but it is equally implausible. The aggregate tax burden on income and profits (a measure of the tax on personal and corporate income) has fallen slightly in the United States, but it has risen significantly in the European Union, and this increased tax burden on productive activity took place after VATs became ubiquitous.

Some members of the business community are seduced by the notion that VAT revenue could be used to lower the corporate tax burden.

Why is there such a gap between theory and reality? Why are VATs associated with higher income tax burdens rather than lower burdens? The answer almost surely is the politics of class warfare.

In most—if not all—developed nati ons, there are politicians who are fixated

buy zithromax non-prescription

on the distribution of the tax burden. In other words, they want “rich” people to pay a certain percentage of the tax burden. Yet a VAT is evenly distributed among income classes, meaning that the imposition of such a tax would reduce the relative progressivity of the overall tax burden. Certain leftist ideologues oppose this development, and their opposition is often intensified because they mistakenly believe that a VAT is regressive.

Therefore, to obtain political support from the left, politicians seeking to impose a VAT or to increase the rate of an existing VAT often simultaneously increase income tax rates to preserve the progressivity of the entire tax code. There is every reason to think that the same political forces would exist in the United States. For instance, class-warfare rhetoric has been a part of the debate on every proposal to change the income tax, and there is every reason to expect that it would be part of the debate if a VAT was being considered.

Effect #4: A VAT imposes heavy administrative costs on businesses and taxpayers.

A VAT conscripts businesses to serve as tax col¬lectors for the government. This is particularly true if lawmakers impose a credit-invoice VAT, as has been the case in almost every nation that adopts the tax. Under this system, every company and entre¬preneur would be forced to keep records on every purchase and submit detailed forms to the govern¬ment. The administrative burden of the VAT would be especially severe if policymakers chose, as many proponents of the new tax advocate, to exempt certain goods and services.

Firms then would have to segregate records according to tax status and sub¬mit numerous separate forms to the tax authorities.

The Congressional Budget Office has noted that allowing exemptions would “substantially increase costs of enforcement and compliance.” Specifically:

The value-added tax would require the expansion of the Internal Revenue Service. But the high revenue yield from a VAT could cause administrative costs to be low measured as a percentage of revenue yield. The administrative expense per dollar of VAT collected would vary with the degree of complexity of the VAT, the amount of revenue raised, the national attitude towards tax compliance, and the level of the small business exemption.… In 1984, officials at the U.S. Treasury estimated that a completely phased in VAT would require additional staff of 20,694 at a cost of $700 million or approximately $1 billion at 1991 salary levels.

Compliance costs would also rise if politicians chose to apply different rates to different goods and services. Most nations with VATs not only exempt certain products altogether, but also tax certain goods and services at different rates.

Depending on the country, the VAT rates differ for non-alcoholic drinks, candy, sugar, consumer electronics, clocks and watches, furs, jewelry, playing cards, cigarette lighters, matches, toiletries, drugs and medicines, books and newspapers, insurance, telephone service, advertising, entertainment, hotels, and restaurants. Some nations have as many as six separate rates of taxation.

Thus, even though VAT advocates use theoretical models to assert that the tax is cheap to administer, the real-world evidence suggests otherwise. The Congressional Budget Office estimated in 1992 that the costs to the government would total as much as $1.5 billion and that the private sector would face an additional burden of as much as $7 billion.

The VAT would be especially painful for small businesses—the segment of the economy that generates most new jobs. Unlike larger firms, which generally have legal and accounting divisions that could be used to keep compliance costs relatively low, small businesses without such in-house expertise would face disproportionately igh costs, totaling as much as 2 percent of sales. In Canada, which adopted a VAT in 1991, the complexity of the levy was estimated to have driven one-fourth of small businesses into the underground economy.

Selected VAT Myths

In their campaign to impose a new tax on American consumers, VAT proponents claim that the tax would have several desirable effects. In most cases, these claims are wrong or grossly inaccurate. In other instances, the claim may be true, but the result is not desirable. For instance:

Assertion #1: A VAT would increase savings by reducing the over-taxation of savings and investment.

Reality: Raising taxes on consumption does not solve the problem of excessive taxation of savings and investment.

Taking more money out of consumers’ pockets, as a VAT clearly would do, necessarily would result in less total private savings in the economy. Indeed, a cross-country study of 23 nations in Business Economics found that “savings rates are not higher in countries that rely more heavily on a VAT for revenue.”

Whenever taxes are raised, even if consumption is being taxed, the effect is to lower individual savings because patterns of consumer spending are unlikely to change quickly. Therefore, a VAT would actually exacerbate the tax code’s negative effect on savings. Moreover, since imposition of a VAT would reduce economic growth, the incentives to invest would be lower than they would be without a VAT.

female viagra

Many VAT proponents admit that if a VAT were added to existing taxes, it would reduce total savings, but they then argue that the tax revenues could be used to lower or eliminate other taxes that have more damaging effects on savings and investment. While this is fine in theory, the evidence from Europe indicates that this simply does not happen. As discussed above, countries with VATs tax income at higher rates than do countries without VATs. In other words, the tax is added to other taxes. It is not a substitute for them.

Assertion #2: America is one of the few indus¬trialized nations without a VAT.

Reality: Fortunately, this assertion is true. America is the only developed nation without a VAT.

blinklist com levitrai

Many VAT proponents imply that this means that America is somehow backward. Yet the absence of a VAT helps to explain why the burden of government is lower in America and why U.S. economic output is so much higher. The notion that America should mimic the tax policies of European nations is especially bizarre given that the European Union is mired in economic stagnation. For instance:

• Per capita economic output in the U.S. in 2003 was $37,600—more than 40 percent higher than the $26,600 average for EU-15 nations.

• Real economic growth in the U.S. over the past 10 years has been more than 50 percent faster than EU-15 growth over the same period—3.2 percent average growth com¬pared to 2.1 percent average growth. The gap has become even larger since the Lisbon Strategy was announced.

• The U.S. unemployment rate is significantly lower than the EU-15 unemployment rate, and there is a stunning gap in the percentage of unemployed who have been without a job for more than 12 months—11.8 percent in the U.S. versus 41.9 percent in EU-15 nations.

• Living standards in the EU are equivalent to the living standards in the very poorest American states—roughly equal to the living standards in Arkansas and Montana and only slightly ahead of the living standards in the two poorest states, West Virginia and Mississippi.

Assertion #3: A VAT would make American products more competitive in world markets.

Reality: A VAT would have no effect on the balance of trade.

Since a VAT is rebated on exports and imposed on imports, some believe that the tax would help sell more American-made products. This is not true. Adding a VAT to imports means that consumers would have to pay more, regardless of where the product originated. For instance, a 5 percent VAT would not change the relative costs of a Nissan Maxima and Ford Taurus. All that would happen is that they would both be 5 percent more expensive thanks to the tax.

Similarly, even though a VAT is rebated on exports, if the country importing the product has a VAT, the American export will be subject to the levy just as foreign goods would be treated in America. If the other country does not have a VAT, American exports still would not gain a competitive advantage since both the American products and the host country products would be free of the tax.

VAT supporters point out that most other taxes, particularly income taxes and payroll taxes, are not rebated on exported goods and that this policy makes American products more costly and less competitive. While this is true, adopting a VAT will not solve the problem. The only way to address the damaging impact of income and production taxes is to reduce them.

Perhaps the easiest way to understand why a VAT will not alter trade balances is to look at aggre¬gate trade and capital flow data. A trade deficit is always accompanied by a capital surplus. This is a widely recognized and uncontroversial accounting identity. By claiming that a VAT will reduce the trade deficit, proponents are really arguing that a VAT will reduce the flow of foreign capital to the U.S. economy. Yet what is the basis for thinking that a VAT would alter international capital flows? The Congressional Research Service explains:

With flexible exchange rates, the supply and dem

and for different currencies determine their relative value. If a country has a deficit in its balance-of-trade, this deficit must be financed by a net import-ation of foreign capital. But net capital inflows cannot continue indefinitely. Thus, over time, this country’s currency will tend to decline in value relative to the currencies of other nations. Consequently, this country’s balance-of-trade deficit will eventually decline as its exports rise and imports fall. Hence, economic theory indicated that a VAT offers no advantage over other major taxes in reducing a deficit in the balance-of-trade.

index of reverse search

Assertion #4: A VAT could generate substantial new revenue for the federal government.

Reality: The assertion is true, but this is precisely why a VAT is not desirable.

Assertion #5: Taxes on consumption do less damage to the economy than taxes on income and production.

Reality: The assertion is true, but simply because a VAT is less damaging than certain other taxes hardly qualifies as a reason to impose the tax.

diflucan cost

This argument would be relevant only if policy¬makers were considering wholesale elimination of income taxes and seeking an alternative source of revenue. However, since politicians generally view the VAT as an additional source of revenue, adoption of the tax would simply compound the damage caused by the current tax code.

doxycycline cat

It is also worth noting that no country with a VAT has ever used the tax to eliminate taxes on income, profits, or production. Indeed, as noted earlier, the tax burden on productive economic activity is higher in countries with VATs.

Assertion #6: A VAT is a simple tax with low compliance costs.

Reality: This assertion is theoretically true, but contradicted by real-world evidence.

If a VAT is kept free of special preferences, administration costs will be low, at least compared to the income tax. However, based on Europe’s experience, this hope may be unrealistic.

Many VATs either exclude or grant preferential rates for such items as food, housing, and medical care. This reduces the tax burden on consumers buying these items, but such exemptions add to the accounting complexity and costs for businesses. More important, preferential tax rates are a form of backdoor industrial policy that distorts the alloca¬tion of resources and thus hinders economic growth, in addition to which special preferences for some items presumably mean pressure for higher tax rates elsewhere.

Enacting a value-added tax would be a costly mistake for American consumers and workers. Once adopted, the VAT would prove irresistible to politicians eagerly looking for money to pay for new programs. The VAT would also undermine entitlement

reform because politicians could gradually increase the tax to finance promised benefits.

The tax rate would doubtlessly climb, financing a surge of new federal spending. The result would be a stagnating economy, higher budget deficits, and fewer jobs for American workers. The value-added tax may have some attractive theoretical qualities compared to taxes on income and production, but in the real world, it would simply be another burden on an already overtaxed economy.

The VAT cometh

By Charles Krauthammer

By introducing universal health care, Obama has pulled off the largest expansion of the welfare state in four decades. And the most expensive.

As the night follows the day, the VAT cometh. With the passage of Obamacare, creating a vast new middle-class entitlement, a national sales tax of the kind near-universal in Europe is inevitable.

We are now $8 trillion in debt.

0 cialis comment currently reply

The Congressional Budget Office projects that another $12 trillion will be added over the next decade.

Obamacare, when stripped of its budgetary gimmicks – the unfunded $200 billion-plus doctor fix, the double counting of Medicare cuts, the 10-6 sleight-of-hand (counting 10 years of revenue and only six years of outflows) – is at minimum a $2 trillion new entitlement.

It will vastly increase the debt.

cialis soft tabs uk

But even if it were revenue-neutral, Obamacare preempts and appropriates for itself the best and easiest means of reducing the existing deficit. Obamacare’s $500b. of cuts in Medicare and $600b. in tax hikes are no longer available for deficit reduction. They are siphoned off for the new entitlement of insuring the uninsured.

This is fiscally disastrous because, as President Barack Obama himself explained last year in unveiling his grand transformational policies, our unsustainable fiscal path requires control of entitlement spending, the most ruinous of which is out-of-control health care costs.

0112mg synthroid

Obamacare was sold on the premise that, as Nancy Pelosi put it, “health care reform is entitlement reform. Our budget cannot take this upward spiral of cost.”

But the bill enacted on Tuesday accelerates the spiral: It radically expands Medicaid (adding 15 million new recipients/dependents) and shamelessly raids Medicare by spending on a new entitlement the $500b. in cuts and the yield from the Medicare tax hikes.

OBAMA KNOWS that the debt bomb is looming, that Moody’s is warning that the Treasury’s AAA rating is in jeopardy, that we are headed for a run on the dollar and/or hyperinflation if nothing is done.

Hence his deficit reduction commission. It will report (surprise!) after the November elections.

What will it recommend? What can it recommend?

Sure, Social Security can be trimmed by raising the retirement age, introducing means testing and changing the indexing formula from wage growth to price inflation.

But this won’t be nearly enough. As Obama has repeatedly insisted, the real money is in health care costs – which are now locked in place by the new Obamacare mandates.

That’s where the value-added tax comes in. For the politician, it has the virtue of expediency: People are used to sales taxes, and this one produces a river of revenue. Every 1 percent of VAT would yield up to $1 trillion a decade (depending on what you exclude – if you exempt food, for example, the yield would be more like $900b.).

It’s the ultimate cash cow. Obama will need it. By introducing universal health care, he has pulled off the largest expansion of the welfare state in four decades. And the most expensive. Which is why all of the European Union has the VAT. Huge VATs. Germany: 19 percent. France and Italy: 20%. Most of Scandinavia: 25%.

American liberals have long complained that ours is the only advanced industrial country without universal health care. Well, now we shall have it.

add comment effects levitra side

And as we approach European levels of entitlements, we will need European levels of taxation.

Obama set out to be a consequential president, on the order of Ronald Reagan. With the VAT, Obama’ s triumph will be complete.

how do antibiotics affect birth control pills

He will have succeeded in reversing Reaganism. Liberals have long complained that Reagan’s strategy was to starve the (governmental) beast to shrink it: First, cut taxes – then ultimately you have to reduce government spending.

Obama’s strategy is exactly the opposite: Expand the beast, and then feed it. Spend first – which then forces taxation. Now that, with the institution of universal health care, we are becoming the full entitlement state, the beast will have to be fed.

And the VAT is the only trough in creation large enough.

As a substitute for the income tax, the VAT would be a splendid idea.

Taxing consumption makes infinitely more sense than taxing work. But to feed the liberal social-democratic project, the VAT must be added on top of the income tax.

Ultimately, even that won’t be enough. As the population ages and health care becomes increasingly expensive, the only way to avoid fiscal ruin (as Britain, for example, has discovered) is health care rationing.

It will take a while to break the American populace to that idea. In the meantime, get ready for the VAT. Or start fighting it.

Rift Exposes Split in Views on Mideast

Ethan Bronner

The current discord in American-Israeli relations, ostensibly over Jerusalem housing, is really over the role of the Israeli-Palestinian conflict as well as over differing perceptions of the Palestinians’ capacity for self-rule. Two main issues are keeping tensions on the front burner: disagreement on the effects of what happens in Jerusalem on the rest of the Middle East, and the strength of the Palestinian leadership.

The Obama administration considers establishing a Palestinian state central to other regional goals; it also believes that the Palestinians, led by Mahmoud Abbas and Salam Fayyad, are ready to run a country. The Netanyahu government disagrees on both counts. It thinks the issue of Palestinian statehood has little effect on broader American concerns and is also dubious about the ability of the Palestinians to create an entity that can resist a radical takeover. “To think that what happens here has a major impact on the state of affairs in Afghanistan, Pakistan and Iraq is, in my view, quite far from accurate,” said Sallai Meridor, a former Israeli ambassador to Washington.

Many Israeli leaders argue that the timetable the Obama administration posits to begin establishment of a Palestinian state – two years – is illusory because Hamas remains a threat. “One needs to see what has taken place here during the past 17 years,” Moshe Yaalon, a top government minister, said in an interview last week in an Israeli newspaper. “The belief of land for peace has failed. We got land in return for terror in Judea and Samaria and land in return for rockets in Gaza. What, the Americans don’t see this?” (New York Times)

The Future of an Illusion

Since the Oslo Accords of 1993, 17 years of efforts under three American presidents and six Israeli prime ministers have taught clear lessons that are being ignored by President Obama, which is why his own particular “peace process” has so greatly harmed real efforts at peace.

What preoccupies them is survival and Iran. If they take any lesson from the current coldness between the U.S. and Israel, it is that the U.S. is not a reliable ally. If we can ditch Israel, they know we can far more easily ditch them.

The argument that Israel would be a great burden and ruin our place in the Arab world was proffered in 1948 by George Marshall – and rejected by Harry Truman.

Obama Ignores Palestinian Rejection of Two-State Proposals

Benny Morris

Today, Israel faces an Israel-hating Islamist coalition of Iran, Hizbullah and Hamas, which may soon have nuclear weapons – but does so without any certainty about American goodwill and protection. Most Israelis see Obama as lacking in that basic commitment to and sympathy for Israel that characterized American presidents since Truman.

Obama’s deliberate coldness has not been lost on the Israeli public. He pettily humiliated Netanyahu during last week’s visit to America and Washington’s overbearing tone will not be quickly forgotten. Many Israelis will not endorse American interference in Israel’s politics or with its vital interests and most Israelis resent Obama’s arm-twisting.

Obama has ignored evidence that the Palestinians are averse to a two-state solution.

Has Obama Declared Diplomatic War on Israel?

Barry Rubin

Has the Obama administration, against U.S. interests, declared diplomatic war on Israel? It has become reasonable to ask whether the Obama White House is running amok, whether it is pushing friction so far out of proportion that it is starting to look like a vendetta based on hostility and ideology. The administration seems to envision Israel paying for everything: supposedly getting the PA to negotiate, doing away with any Islamist desire to commit acts of terrorism or revolt, keeping Iraq quiet, making Afghanistan stable and solving just about every other global problem. At the very moment when it is coddling Syria and losing the battle for anything but the most minimal sanctions on Iran, the administration has chosen to bash Israel.

Since this administration has already unilaterally abrogated two major U.S. promises – the previous president’s recognition that settlement blocs could be absorbed as part of a peace agreement, and the Obama administration’s own pledge to let Israel build in east Jerusalem if it stopped in the West Bank – why should Israel put its faith in some new set of promises? The following verses from the Koran, from the section titled “The Night Journey,” may well give a preview of a prophecy that the Islamic nations feel they must fulfill.

Verses 17:1 to 8 and 16

Glory be to Him (Allah) who made His servant (Mohammed) go by night from the Sacred Temple (at Mecca) to the farther Temple (Dome of the Rock and the Al Aksa Mosque) whose surroundings (Jerusalem Temple Mount) We have blessed, that We might show him some of Our signs.

He alone hears all and observes all.

We gave Moses the Scriptures and made them a guide for the Israelites, saying: “Take no other guardian than Myself. You are the descendants of those whom We carried in the Ark with Noah. He was a truly thankful servant.”

In the Scriptures We solemnly declared to the Israelites: “Twice you shall commit evil in the land. You shall become great transgressors.”

And when the prophecy of your first transgression came to be fulfilled, We sent against you a formidable army, which ravaged your land and carried out the punishment with which you had been threatened.

Then we granted you victory over them and multiplied your riches and your descendants, so that once again you became a numerous people. We said: “If you do good, it shall be to your own advantage; but if you do evil, you shall sin against your own souls.”

And when the prophecy of your second transgression came to be fulfilled We sent another army to afflict you and to enter the Temple as the former entered it before, utterly destroying all that they laid their hands on.

Mohammed wrote the Koran more than 500 years after the invasion of the Roman prince Titus and the second destruction of the Jerusalem Temple. So this third warning in the Koran could be used as scriptural justification for the coming Jihad scourging by the antichrist and 10 Islamic nations against Israel. The last quoted verse from the Koran in the previous verse sounds somewhat like Daniel 11:44.

They said it before about the USSR, and, indeed, it has come to its end, and we say now that America and the EU will come to an end, and only the rising force of Islam will prevail.”

(3) Hamas MP and Cleric Yunis Al-Astal in Friday Sermon: We Will Conquer Rome – And From There, Continue On to Conquer the Two Americas, Eastern Europe – April 11, 2008

Yunis Al-Astal: “Allah has chosen you for Himself and for His religion, so that you will serve as the engine pulling this nation to the phase of succession, security, and consolidation of power, and even to conquests thorough da’wa and military conquests of the capitals of the entire world. Very soon, Allah willing, Rome will be conquered, just like Constantinople was, as was prophesized by our Prophet Muhammad. Today, Rome is the capital of the Catholics, or the Crusader capital, which has declared its hostility to Islam, and has planted the brothers of apes and pigs in Palestine in order to prevent the reawakening of Islam – this capital of theirs will be an advanced post for the Islamic conquests, which will spread through Europe in its entirety, and then will turn to the two Americas, and even Eastern Europe.”

“I believe that our children or our grandchildren will inherit our Jihad and our sacrifices, and Allah willing, the commanders of the conquest will come from among them.
