When President Barack Obama took office, when he still had illusions regarding an American alliance with the Muslim and third worlds, he wanted to make Bashar Assad a key figure in this alliance.

So he tried to improve relations with Assad, almost at any price, and sent an ambassador to Damascus. The White House was willing to ignore evidence of Syrian involvement in the assassination of former Lebanese Prime Minister Rafik Hariri in 2005 and the dire human rights situation in Syria; it was also willing to ignore the aid Damascus was providing to terror groups such as Hezbollah, Hamas and Islamic Jihad; and ignore the ties between Syria’s proxies and extremist Iran.

And who was the lobbyist who led the efforts to strengthen US relations with Syria? Who convinced the Obama administration to send the ambassador back to Damascus? Tom Dine, a Jewish American who served as AIPAC’s executive director between 1980 and 1993 and was a close friend of the late Yitzhak Rabin. The Syrians and Americans share the same concerns, he said at the time and was hailed by all those American columnists who understand the Middle East so well.

All of this collapsed, of course, with the eruption of the civil war in Syria, which further exposed the Assad regime’s murderous ways – for those who needed more proof. The White House never gave any explanation for its erroneous policy and never offered an apology.

Now the Obama administration’s pendulum has shifted to the other side. Now Assad is evil and the Sunni rebels must be supported in their fight against him – with surface-to-air missiles for example. But this policy is also foolish and short-sighted.

These rebels are divided amongst themselves. Many of them are already leaning towards militant Islamist groups such as al-Qaeda, and the ethnic cleansing they are committing against the Christian or Alawite minorities is atrocious. Tens of thousands of Christians are being banished from their homes in Homs and Aleppo and no one in the world says a word, because they are being expelled by the “good guys.”

The Obama administration has lost nearly all of the US’ allies in the Arab Middle East, and Syria was never an ally that should be saved. So why is Obama so keen on getting involved in Syria’s affairs? Russian President Putin was right when he said that any foreign intervention only exacerbates the situation in this miserable country.

And what will happen after the “evil” Assad is overthrown? Will the “forces of good” rise to power? Not necessarily. Syria will become the new Afghanistan, with dozens of militias and ethnic forces hostile to one another. Syria will become a major burden on its neighbors and the situation there may lead to regional anarchy. There are no good guys in this story.

Obama’s America would be wise to stop seeking new models of intervention in disputes it is not familiar with. Any intervention will only cause more damage. The developments in Syria, and what is likely to happen in Turkey, Lebanon, Iran and other countries – these are processes are forming new entities in the Arab and Muslim Middle East to replace the fake nation states that had been established in the region over the past 100 years. These states did not coincide with the ethnic, religious, tribal or racial divisions in the region, so these processes will occur regardless of whether the US and the West decide to intervene.

Israel’s policy of non-involvement is wise. Syria is not an ally of the US or the West, and it won’t become one when the Assad era ends. The Obama administration should refrain from investing efforts in this dispute, particularly because this policy does not seem to be serving any US interests, apart from self-righteousness.

Prime Minister Benjamin Netanyahu announced Thursday he will address the United Nations General Assembly in New York next month. “Today in Tehran, 120 countries’ delegates heard blood libels against Israel and said nothing.

“That is why I am going to the UN’s General Assembly to tell the nations of the world in a clear voice the truth about the terror regime of Iran which represents the greatest threat to world peace”.

Meanwhile, efforts to arrange a meeting between Netanyahu and US President Barack Obama continue. Relations between the two are tense over disagreements on the timetable for a possible military operation in Iran.

The prime minister is planning to speak out against Iran’s nuclear program in a particularly poignant speech in order to increase pressure on the international community in the hopes it will work to prevent Iran from obtaining a nuclear weapon

Meanwhile, senior state officials insinuated that the US will back any decision Israel will make on a strike in Iran ruling out a possible diplomatic crisis between the two nations.

“We are not worried about a crisis with the US, no matter what we decide,” a state official said.

Netanyahu is scheduled to depart for New York immediately after Yom Kippur and will return to Israel three days later

Iran is preparing for a possible major expansion of uranium enrichment in a fortified underground facility, a UN nuclear watchdog report showed, underlining Tehran’s defiance in the face of Western pressure and the threat of an Israeli attack.

The UN International Atomic Energy Agency (IAEA) report also said “extensive activities” – a reference to suspected sanitisation efforts – at Iran’s Parchin military complex would hamper its investigation of possible past nuclear weapons development work there, if inspectors were granted access.

The number of enrichment centrifuges at Fordo, buried deep inside a mountain to better protect it against any enemy strikes, had more than doubled to 2,140 from 1,064 in May, showed the quarterly report released on Thursday. However, the new machines were not yet operating, it said.

Iran, which denies developing nuclear weapons technology, says it needs this material to fuel a medical research reactor, but it also takes it significantly closer to making potential bomb material.

The report is likely to add to Western alarm about Iran’s nuclear ambitions and may further fuel speculation that Israel might launch air strikes against Iranian nuclear sites.

Fordo, where Iran is refining uranium to a level that takes it significantly closer to weapons-grade material, is built to house roughly 3,000 centrifuges – machines that spin at supersonic speed to increase the fissile concentration.

The May report said Iran had installed a total of 1,064 centrifuges, of which 696 were operating, in some six cascades

Iran says it needs this higher-grade uranium for a medical research reactor in Tehran. It is enriching uranium to lower levels at its main such plant in Natanz, where diplomats say it is also installing more centrifuges.

While the newly added centrifuges at Fordo are not yet operating, the expansion reaffirmed Iranian defiance of international demands to suspend enrichment, which can have both civilian and military uses depending on refinement level.

“There is reason to be concerned by increased tempo of enrichment, the larger stockpile of enriched uranium and, most importantly, the additional centrifuges installed in the deeply-buried facility at Fordo,” said Mark Fitzpatrick of the International Institute of Strategic Studies think-tank.

It may reinforce the belief in Israel that diplomatic and economic pressure is failing to make the Islamic Republic curb its uranium enrichment program.

Iran denies allegations it seeks a nuclear weapons capability and says all its atom work is for peaceful purposes. It has threatened wide-ranging reprisals if attacked.

Iran’s supreme leader, Ayatollah Ali Khamenei, on Thursday told heads of state from developing countries at a meting in Tehran that the country has no interest in nuclear weapons but will keep pursuing peaceful nuclear energy.

Op-ed: Israel must closely monitor emerging safe havens for jihadists in Syria, Lebanon

In the region there is a common understanding that may be summarized by the following adage: The road to Beirut goes through Damascus. Since the 1980s the political situation of Lebanon has in fact been closely linked to the mood of the Syrian regime and its Lebanese supporters.

The current state of affairs gives the full meaning to this maxim. While the revolutions that took place in Tunisia and Egypt greatly changed the local and regional political balance, they did not result in direct widespread violence. On the other hand, the Syrian uprising has gone through all the textbook phases leading to a full blown civil war engaging diverging international interests.

This situation is not only grave for its toll on the Syrian population but also represents a major threat to the current weak equilibrium which has guaranteed a fragile peace since 2006. If the fall of the present form of government in Damascus may no longer be doubted, the time and the shape of its demise are likely to bring about strategic shifts in its neighboring countries.

When analyzing the Syrian uprising, a major issue is the lack of cohesion of the different opposing parties present on the field. If the Syrian National Council was formed to coordinate political efforts inside and outside the country to gain and maintain unity and support, the body is now openly challenged by an increasing number of factions with competing interests.

If the jihadi presence in Syria should not be overblown, the existence of foreign fighters, mainly from Libya, Chechnya and Gulf countries, is reshaping the nature of the conflict. The growing challenge posed to the regime by former Syrian insurgents who participated in urban combats in Iraq is also causing the multiplication of the centers of power in a war torn country.

The reality today is that the Syrian uprising can no longer be considered as led by a single opposition against the Bashar Assad regime; it has to be seen as a number of loosely coordinated, if not competing one against the other, opposition movements acting inside the country. Along with that, the strategy chosen by the Free Syrian Army may be equated to some extent to the Vietnamese Tet offensive of 1968. Major battles are not being won on the ground by small unit actions.

The regular army possesses superior fire power and materiel. It is through a low intensity warfare based on attrition and through the creation of safe havens that the FSA and its partners plan to overthrow the regime. A strategy which is costly and is likely to create a long term impasse which may well be the synonym of a major regional spillover.

WINDS OF WAR

Along with a possible stalemate in Syria, a Near Eastern implosion may be characterized by the international inaction toward the issue. The United States and European powers are especially shy over taking the lead of a crisis they do not fully grasp. Small scale weapon supplies, unofficial rumors of tactical support and a cacophony of politically motivated statements do not provide any long term solution for “the day after.” If Assad were to fall today, it appears that neither the US nor the EU has prepared a contingency plan which would prevent the region from falling into deeper troubles.

Analysts in the US are focusing on the short term implications of a prolonged civil war in Syria, mainly in relation to its positive effects in blocking the Iranians expansionist policies. There is nevertheless a complete lack of evaluation of the tangible jihadi and Salafi threat posed by sizeable parts of the Syrian oppositions. If these elements do remain only a fraction of the rebel movements they do represent a well-armed and highly trained force, which in the near future may realistically turn its weapons against parts of the Syrian society along with US and Israeli targets in the region.

Adapting a well-known proverb regarding the relation between France and Algeria, it may be said that when Syria coughs, Lebanon gets a cold. The last weeks have witnessed a drastic increase of confessional and politically motivated clashes in Tripoli going hand in hand with a partial retreat of the State from strategic areas of interest. In an instable moment, Hezbollah does understand that its grip on power is not eternal and the likelihood of rushed action to maintain its top-spot in the Lebanese political scene is increasing.

The rapidity with which the situation may deteriorate in Beirut and the rest of the country is of the greatest importance as the creation of areas outside of State (or Hezbollah) control may recreate a situation similar to the one of the early 1980s when Palestinian terrorists where able to effectively use the Lebanese territory to attack Israel.

Only this time, war-proven jihadists with training from Iraq and Afghanistan would be taking up these regions to undermine the Lebanese stability and the security of Israel. The presence of foreign fighters will only further ignite an already tense situation in a highly divided country.

The implications for Israel are clear. If none of these threats may appear as a full blown existential challenged to the Jewish State, they nevertheless do implicate a necessary change of strategic posture. Since 1973, the border with Syria has mainly been defended considering a conventional attack.

The development of safe havens for terrorist organizations deep inside Syrian territory and Lebanese hinterland will require a high state of alert in a period during which winds of war with Iran are taking a great part of the Israeli security apparatus. Israel’s medium term challenge will then be not to overstretch its home front defensive lines, from the Sinai to the Golan, while designing a strategy to successfully respond to the Iranian nuclear threat.

A poll conducted last February by the Guttman Center for Surveys of the Israel Democracy Institute shows a rise in the proportion of Israelis who define themselves as religious Jews, yet the world is heading in the other direction.

The latest Gallup poll the results of which were published on Monday show that 59% percent of the world’s population labeled itself religious, a 9% drop from previous surveys.

The poll, titled “The Global Index of Religiosity and Atheism” included over 59,000 people from 57 nations, Israel not included. Each person was asked the following question “Irrespective of whether you attend a place of worship or not, would you say that you are a religious person, not a religious person, or an atheist?”

Results show that alongside the 59% “religious”,23% define themselves as “non religious”; 13% as “atheists” and 5% “without definition.”

Despite the large scope of the poll, only 106 Jews were interviewed. They turned out to be the most secular group compared to other religions. Only 38% of the Jews defined themselves as religious; 54% defined themselves non religious and 2% – atheists. In comparison, 83% of Protestants and 81% of Catholics defined themselves as religious. Some 74% of Muslims claim they are religious.

The low proportion of religious Jews coincides with a 2009 Poll by the Guttman center which found that 7% of Israelis define themselves as “ultra-Orthodox”; 15% as “religious”; 32% as “traditional”; 43% as secular and 3% as anti religious seculars.

The Gallup poll also shows that the poorer you are the more religious you’re likely to be. While the bottom 20% of the population (in terms of income) boasts 66% who define themselves as religious, the top 20% has only 49% religious.

Of the 57 countries who participated in the poll, the top 10 most religious countries were Ghana: (96%) Nigeria, Armenia, Fiji, Macedonia, Romania, Iraq, Kenya, Peru, Brazil (85%)

The top 10 atheist countries were China: (47% atheist), Japan, Czech Republic, France, South Korea, Germany, Netherlands and Austria, Iceland, Australia, Ireland (10% atheist each)

Vietnam displays the largest drop in self proclaimed people of faith – from 53% to 30% – in the past six years. France showed the biggest increase in “atheists” – from 14% in 2005 to 29% in 2011

The poll didn’t find a large gap between women and men who define themselves as religious (57% and 60% respectively) but there seems to be a link between education and religiousness. Of the interviewees who have only an elementary education 68% consider themselves religious compared to 61% and 52% of high school & university graduates respectively.

Russia is disengaging from Syria: Arms shipments stopped, warships exit Tartus

Russian naval vessels have unexpectedly departed the Syrian Mediterranean port of Tartus and Russian arms shipments to Syria have been suddenly discontinued. DEBKAfile’s military sources reveal that those and other steps indicate that the Russians are rapidly drawing away from the Syrian arena to avoid getting caught up in the escalating hostilities expected to arise from military intervention by the US, Europe and a number of Arab states. Russian intelligence appears to have decided that this outside intervention is imminent and Moscow looks anxious to keep its distance for now.

According to our military and Russian sources, these drastic steps must have been personally ordered by President Vladimir Putin. He is believed to have acted over the objections of some of his army and naval chiefs. This would explain the mixed statements issuing from Moscow in recent days about the disposition of Russian personnel at the naval base in Tartus and Russian military personnel in Syria.

Wednesday, Aug. 22, Commander of the Russian Navy Vice Adm. Viktor Chirkov said that if the fighting in Syria reached Tartus, Moscow may decide to evacuate the base. He stressed that this decision would have to be taken on the authority of President Putin. He was the first Russian official to suggest the possibility of an evacuation.

A week later, Aug. 28, Russian chief of staff Gen. Nikolai Makarov denied anything had changed in the working procedures of Russian military personnel in Syria or that there were any plans to evacuate the Russian naval base in Tartus:

“I think it’s too early to draw conclusions [from the situation in Syria],” said the general. “No one is running away from there.”

When a Russian journalist pressed the general and ventured to ask whether Moscow was terminating its military involvement in Syria, Marakov retorted, “Why are you so worried about Syria?”

But he didn’t answer the question.

DEBKAfile’s military sources disclose that the Russians have taken five significant military steps with regard to Syria in the last two weeks:

1. They cancelled a large-scale naval exercise dubbed “Caucasus 2012” scheduled to start mid-August in the eastern Mediterranean opposite the Syrian coast;
2. Warships from three fleets – the Northern, Baltic and Black Sea – concentrated opposite Syria have dispersed and returned to their bases;
3. Syrian President Bashar Assad was notified that Moscow was halting military aid to his army – except for intelligence updates and advice on logistics from Russian military advisers;
4. Moscow has not clearly announced a freeze on arms shipments, including replacement parts for Russian weapons, which make up the bulk of the Syrian army’s weaponry. Officials have only said, “There are no large Russian weapons shipments planned in the near future to Syria.”
5. The only Russian naval ship left in Tartus – a floating Russian Navy PM-138 shipyard – is also under orders to depart Tartus and return to the Black Sea in September.

A Russian source disclosed that all the remaining Russian personnel in Tartus have gathered on the floating shipyard, except for two officers on shore. This vessel and the remaining personnel are evidently packed up and ready to sail at any moment out of the Syrian port.

The Non-Aligned Movement Conference In Tehran – A Show Of Strength Against The West; Kayhan: The Conference Is A Golden Opportunity For Neutralizing Sanctions And Instituting New World Order, And ‘A Ringing Slap Not Only To Israel’s Face, But Also To The Face Of The U.S. And The Entire 5+1′

Tehran is hosting this year’s Non-Aligned Movement (NAM) conference August 26-31, 2012;[1] the conferees are slated to include U.N. Secretary-General Ban Ki-moon,[2] who is set to meet with Iranian Supreme Leader Ali Khamenei and President Mahmoud Ahmadinejad, along with top officials of the participating countries. These officials include Saudi King Abdallah’s son Abd Al-Aziz bin Abdallah, as well as the emirs of Qatar and Kuwait; the king of Oman; the presidents of Egypt, Iraq, Lebanon, Afghanistan, Tajikistan, Turkmenistan, and the Palestinian Authority; the prime minister of India; and the speaker of the Libyan parliament.

Tehran is attempting to use the conference as a show of political and diplomatic strength against the West, on two main levels: political-diplomatic and economic. On the political-diplomatic level, Iran is demonstrating that it is not isolated in the international arena despite the efforts of the West to make it so, while on the economic level it is demonstrating its ability to bypass the harsh economic sanctions against it by, according to Iranian officials, signing contracts totaling some $60 billion.[3]

With regard to the ideological aspect, at the conference Tehran will emphasize the “New World Order” as a replacement for the West’s hegemony and liberal-democratic system. It will urge the conferees to accept its agenda at the conference, focusing primarily on the crisis in Syria and on Israel as the source of all problems in the Middle East and in the world. Reflecting this direction, the Iranian daily Kayhan, which is close to Supreme Leader Khamenei, defined the NAM conference in Tehran as “a ringing slap not only to Israel’s face, but also to the face of the U.S. and the entire 5+1.”[4]

The following are the main points of an August 23, 2012 Kayhan editorial titled “Prelude to the Establishment of the New International Order,” that was published in advance of the conference:

The Americans Are Right To Be “Very Concerned” About The NAM Conference In Tehran

“Under the conditions of the awakening against the Western dominance of an extensive part of the territory of the NAM [countries], the NAM is drawing closer to its origins… Under the conditions of the undermining and reduction of the West’s economic and political supremacy in the [current] world order, particularly in the territory of the NAM [countries], the NAM – and especially its strong countries, such as Iran, India, and Egypt – now have an important opportunity to review [the movement’s] primary aims, and to redefine the movement’s approach, so as to adapt to these new conditions. In this way, they will establish an important bloc of strong [countries] – or, in other words, the largest international power bloc, because two-thirds of the world’s countries are NAM members.

“It is precisely for this reason that the holding of the 16th [NAM] conference in Tehran is especially important. The Gaza Strip’s terror power struggle features three key players: Hamas, Islamic Jihad and the Popular Resistance Committees (PRC). Each organization tries to gain more support and enlist as many new members to their military units as possible, in order to fight against Israel.

In an attempt to improve the military skills of its members, the PRC’s military wing, the al-Nasser Salah ad-Din Brigades, has established the Shahid Imad Hamad Academy of Military Training. This week, the academy’s first class graduated, after having specialized in fighting Armored Corps.

The academy is named after Imad Hamad, who was assassinated by the IDF in Rafah on the same day of the August 2011 multiple terror attacks near Eilat, which claimed the lives of eight Israelis. Hamad was the commander of the PRC military wing, and is known to be the first to interrogate Gilad Shalit in captivity

According to the PRC, the military school was established with the purpose of instilling its members with the basics of war and improving their combat skills through intensive training so they can be prepared to thwart any attack against the Palestinian people. A senior PRC member, known as “Abu Suhaib,” explained that the school was working to increase the military wing’s efficiency

According to Abu Suhaib, the curriculum includes physical training, the use of antitank missiles, and military and defense studies. Suhaib took pride in the fact that PRC members were not only taught military strategies but also religious values, “so they can confront the Zionist enemy with complete faith in the triumph of God.”

The PRC, Abu Suhaib said, strives to train as many new members as possible so they could carry the torch and follow the path of former PRC leaders who “sacrificed their lives.”

Iran is sending commanders from its Revolutionary Guard Corps and hundreds of foot soldiers to Syria, on top of cash and arms, according to current and former members of the corps. The moves undergird a growing perception that the Syrian regime’s military is increasingly strained. “Today we are involved in fighting every aspect of a war, a military one in Syria,” Gen. Salar Abnoush, commander of the IRGC’s Saheb al-Amr unit, said Monday.

On Thursday, Iranian Defense Minister Ahmad Vahidi said if Syria fails to put down the uprising, Iran would send military help based on a mutual defense agreement between the two countries. Iran is now sending hundreds of members of the IRGC and the Basij militia to Damascus, said two people in the IRGC familiar with the movements. Each year since the 1979 revolution, the Iranian regime marks international Jerusalem (Quds) Day on the last Friday of the month of Ramadan. As in previous years, the Iranian leadership called for the destruction of Israel and of “world Zionism,” as demonstrating masses shouted: “Death to America” and “Death to Israel” during rallies and addresses by the leadership.

For Shia Iran, the struggle against Israel and its Western allies is almost its sole common denominator with most of the Sunni Arab domain. Now, with the rise of Islamist regimes – especially in Egypt, which Iran views as having broken the taboo on peace accommodations with Israel – Iran is making enhanced use of the Palestinian issue and denial of Israel’s right to exist, in order to win the hearts and minds of Muslims across the Middle East and beyond.

From Iran’s standpoint, the Arab Spring – or Islamic Awakening as Iran terms it – has revalidated Ayatollah Khomeini’s vision, and Iran feels great confidence in the righteousness of its approach, which it sees as part of a broader historical course of divine intervention. The gathering of more than 100 non-aligned nations in Tehran this week together with the participation of UN Secretary General Ban Ki-moon and the newly elected Egyptian president – despite U.S. efforts to prevent it – further strengthens Iran’s belief in the triumph of its alternative Islamic revolutionary vision of the new world order.

The current leaders of Iran also associate Khomeini’s vision with repeated successes in the national and regional arenas: the nuclear program that keeps advancing despite the West’s and Israel’s efforts to stymie it, the toppling of Saddam Hussein and the Taliban, Hizbullah’s “victory” against Israel in the Second Lebanon War, the Palestinians’ firm stance in the subsequent Gaza War, and the Islamic Awakening, which Iran appropriates to itself.

It is believed that, like the fulfillment of Khomeini’s prophecies about the collapse of the Soviet Union and the fall of Saddam, his prophecy of Israel’s destruction will also be realized and the mission is in Iran’s hands.

The Iranian leadership’s virulent anti-Israel and anti-Zionist rhetoric, much in evidence before and during Jerusalem Day on Aug. 17, in fact recycles the original slogans of Khomeini’s revolution, recalibrated to the Islamic mood now prevalent in the Middle East. In this context, Iranian spokesmen claim that the Syrian crisis is not part of the Islamic Awakening but an attempt by the West to strike at one of the main strongholds of the anti-Israel and anti-U.S. struggle.

The impact on the people of West Africa is far more profound – mass starvation, thousands of children dying, disease outbreaks, refugees, and a massive need for food and medical aid; and improved water collection, storage and disbursal.

The concurrent drought in East Africa is equally devastating and is exacerbated by widespread criminality, extreme danger to aid workers and lack effective government.

Egyptian President Muhammad Mursi Rescinds The SCAF’s Authority

Following the August 5, 2012 terror attack near the Egypt-Israel border that left 16 Egyptian soldiers dead, Egyptian President Muhammad Mursi launched a military campaign called “Operation Eagle” to purge Sinai of terrorists. The failure of Egypt’s security apparatuses to prevent the attack provided Mursi with the momentum needed to reclaim the presidential authorities that the Supreme Council of the Armed Forces (SCAF) had taken for itself on the eve of his inauguration. This failure also enabled Mursi to enact a comprehensive reshuffle in the top echelons of the country’s military and security apparatuses, most notably dismissing General Muhammad Hussein Tantawi, who had ruled the country since the ouster of Mubarak

Mursi’s show of power is supported by many circles in Egypt, who see it as the fulfillment of the revolution and the restoration of power, which had been claimed by the military, to the Egyptian people. Shura Council member ‘Issam Durbala, of the Al-Gama’a Al-Islamiyya movement, even compared it to the Prophet Muhammad’s arrival in Mecca and his smashing of the idols around the Ka’ba. However, there were those who criticized Mursi for concentrating excessive power in his hands, and expressed concern over the advent of a new dictatorship. A spokesman for the left-wing party Tagammu’ even voiced fears that Mursi’s measures are a prelude to the establishment of an Islamic Caliphate in Egypt.
