Obama ready to yield on Iran’s nuclear transparency. Israel:Tehran will cheat

In the direct, secret exchanges between the US and Iran which led up to the Istanbul talks with the six powers, of Saturday, April 14, President Barack Obama quietly backed off from his demand that Iran “come clean” on its nuclear activities and open up to international inspection, DEBKAfile reports.
This concession paved the way for Tehran’s consent to discuss his framework proposal to stop enriching uranium to 20 percent, halt work at its underground facility for higher enrichment near Qom, and export its stockpile of highly enriched uranium for final processing to 20 percent for use in medical isotopes. This would be presented as a deal for settling the nuclear controversy.
DEBKAfile’s military sources: The Iranians may find it worth their while to accept this framework. After all, once sanctions are lifted by the end of June – as Tehran demands – and they are freed of IAEA oversight, the Iranians can go forward with their plans for building a nuclear weapon undisturbed and Washington can celebrate a breakthrough.
Israel has not received word of this deal.
DEBKAfile’s Washington sources report that in contrast with the downbeat mood in Israel, Washington is already celebrating its success in resolving the Iranian nuclear conundrum and averting war.
Our sources have two points to make in this regard:
1. Tehran has not yet put pen to paper to approve the American proposal and agreed only to move forward in their back-door negotiations without prejudice:
2. Obama will eventually have to level with Israel, the American people and the rest of the world on his deal with Iran.
There is no chance of Israel’s Binyamin Netanyahu going along with agreements on the lines under discussion between Washington and Iran, because they would allow Iran to develop nuclear armaments relieved of the hindrances of international oversight and sanctions.
The Israeli prime minister, when he addressed the state ceremony marking the annual Holocaust Remembrance Day Wednesday night, spoke at length of the mortal danger a nuclear Iran for the Jewish state. He said those who maintained Israel lacked the military capacity for dealing with the Iranian menace were wrong.
“We can and will defend ourselves,” he said.“I won’t stop stating the truth (about Iran) at the UN, in Washington and in Jerusalem.”
DEBKAfile reported earlier Wednesday, April 18: Officials in Jerusalem angrily dismissed reports of a breakthrough in last Saturday’s nuclear negotiations in Istanbul between six world powers (P5+1) and Iran and most emphatically the claim that “Israeli Prime Minister Benjamin Netanyahu played his expected role in this choreography” by criticizing the negotiators for giving Iran a five-week freebie for continuing enrichment without limitation, as cited in a Washington Post a article on Wednesday, April 18, by the columnist David Ignatius.
Iran is presented as ready to agree to stop enriching uranium to 20 percent and halt work at its underground facility for higher enrichment near Qom, and export its stockpile of highly enriched uranium for final processing to 20 percent for use in medical isotopes. Israeli sources say this report is false: Far from this being the shape of an eventual settlement, it was the shape of American demands relayed to Tehran in side-channels going via Paris and Vienna. Israel was never informed of Iran accepting this formula or its presentation to the Istanbul meeting.
Above all, they stressed, Netanyahu has not and will not play a role in any choreography of this kind staged by the Obama administration.
The Americans appear to have been taken in by the Iranian Supreme Leader Ayatollah Ali Khamenei’s public pledge in February not to commit the “grave sin” of building a nuclear weapon as representing the Islamic regime’s face-saver for caving in to US pressure. The WP article is indeed captioned” “The stage is set for a deal with Iran.” Nothing, say DEBKAfile’s military and intelligence sources, is farther from the truth. According to our Iranian sources, there is no sign of the Iranians caving in.
The article itself appears to represent Washington’s comeback for a radio interview aired a few hours earlier, Tuesday, April 17, by Israeli Deputy Prime Minister and Minister for Strategic Affairs Moshe Ya’alon, in which he sharply criticized the Obama administration for its handling of the nuclear dispute with Iran: “We (Israel) no longer believe in the Americans, and on the Iran issue, we are not in the same boat.”
“Three years ago, Iran had 1,200 kilos of low enriched uranium; today it has five and a half tons,” he pointed out.
Ya’alon also warned that after the way the proceedings went in Istanbul, right after the second round of talks on May 23 in Baghdad, “Israel will review its steps,”
Citing the classical Hebrew adage: If I do not watch out for myself, who will?, he noted: “Obama too has said Israel has the right to self-defense.”
The deputy prime minister was the first Israeli national figure to suggest that, after May 23, the Netanyahu government would approach a decision on the date for a countdown to an attack on Iran’s nuclear program.
Yaalon certainly said enough to cause some agitation in Washington, judging by the flood of phone calls DEBKAfile’s sources report coming in from Washington with requests for clarifications.
Earlier that Tuesday, Defense Minister Ehud Barak said in another radio interview that the“P5+1” group’s talks with Iran must result in a clear-cut resolution, the end of Iran’s nuclear program. He did not believe they would, although he hoped to be proved wrong.
The two Israeli ministers would not have delivered their downbeat comments if indeed US talks with Iran over and under the negotiating table had achieved, or even approached, the breakthrough depicted in Washington.

Survey: Nearly half of Israelis fear Holocaust could happen again

About 40 percent of all Israelis believe the Holocaust could happen again, and 43 percent are reportedly concerned the State of Israel is in danger of being destroyed, according to a poll conducted by Tel-Hai Academic College.

The poll was conducted by faculty members in the psychology department at the college, located in the Upper Galilee.
Seventeen percent of respondents said the chance of a second Holocaust was very high; 23 percent said there was a moderate risk it could occur; while nearly 59 percent reportedly thought the risk was low.
The findings reflect the deep impact of the Holocaust on succeeding generations in Israel, including those born in Israel after World War II, according to Prof. Shaul Kimhi, the chair of Tel-Hai’s psychology department and one of the faculty members involved in the study.

God will Protect and Redeem a Jewish Negev Tribulation Remnant – Part 8

Revelation 12:5,6,17 – And she brought forth a man child, who was to rule all nations with a rod of iron: and her child was caught up unto God, and to his throne. [6] And the woman fled into the wilderness, where she hath a place prepared of God, that they should feed her there a thousand two hundred and threescore days. [17] And the dragon was wroth with the woman, and went to make war with the remnant of her seed, which keep the comm

andments of God, and have the testimony of Jesus Christ.
The man child seed of the woman is Jesus Christ. God promised in Genesis 3:15 that this seed would one day crush the power of Satan, but in so doing would suffer for the price he paid while walking and dying on this earth.

Even though the woman is herself a Jewish remnant, there will also be a Jewish remnant within the remnant, a living remnant of believers who testify to the unbelieving Israelis that Jesus is the Messiah, and keep the commandments delivered to them by Jesus Christ. They are a sealed believing remnant of 144,000 Jews living among the one-third of Israel that flees to the Negev. This one-third will number between 1.9 and 2 million.
Revelation 7:4 – And I heard the number of them which were sealed: and there were sealed an hundred and forty and four thousand of all the tribes of the children of Israel.

Through the testimony of the 144,000, and the preaching of the two witnesses who lead them, it will cause all Israel to be saved when Jesus returns at his 2nd Advent, and a spiritual nation shall be born in a day.
Romans 11:25-27 – For I would not, brethren, that ye should be ignorant of this mystery, lest ye should be wise in your own conceits; that blindness in part is happened to Israel, until the fulness of the Gentiles be come in. [26] And so all Israel shall be saved: as it is written, There shall come out of Sion the Deliverer, and shall turn away ungodliness from Jacob: [27] For this is my covenant unto them, when I shall take away their sins.

The two witnesses and the 144,000 are caught up at the rapture before the vials of wrath are poured out on the earth, but their testimony remains with their unbelieving brethren, and they believe it after the seventh trumpet sounds (See last Prophecy Update Diagram Number 321 posted on our web site to understand the sequence of events).
Paul’s mystery of God is about to be fulfilled in Chapter 11 of John’s Revelation.
1 Corinthians15:51,52 – Behold, I shew you A MYSTERY; We shall not all sleep, but we shall all be changed, [52] In a moment, in the twinkling of an eye, AT THE LAST TRUMP: for the TRUMPET shall SOUND, and the dead shall be raised incorruptible, and we shall be changed.
Revelation 10:7 – But in the days of the voice of the seventh angel, when he shall begin to sound, THE MYSTERY of God should be finished, as he hath declared to his servants the prophets.
Revelation 11:11-15 – And after three days and an half the Spirit of life from God entered into them, and they stood upon their feet; and great fear fell upon them which saw them. [12] And they heard a great voice from heaven saying unto them, Come up hither. And they ascended up to heaven in a cloud; and their enemies beheld them. [13] And the same hour was there a great earthquake, and the tenth part of the city fell, and in the earthquake were slain of men seven thousand: and the remnant were affrighted, and gave glory to the God of heaven. [14] The second woe is past; and, behold, the third woe cometh quickly. [15] And the seventh angel sounded; and there were great voices in heaven, saying, The kingdoms of this world are become the kingdoms of our Lord, and of his Christ; and he shall reign for ever and ever.
Please note there was a great earthquake in the SAME HOUR the two witnesses went up to heaven in a cloud. Also please note that the third woe, which is the blowing of the seventh (last) trumpet, is said to come QUICKLY. I conclude this is going to be a boom, boom, boom series between the ascent of the two witnesses and what is called the rapture of all the saints in Revelation 11:15.
BOOM 1 – The two witnesses are seen to ascend alive into heaven
BOOM 2 – Within minutes (within the same hour) a great earthquake occurs and the 144,000 remnant gives glory to God)
BOOM 3 – The sounding of the seventh trumpet, which is the third woe, comes QUICKLY (following quickly the earthquake that closed the second woe) and the rapture of all the saved on the earth occurs, which includes the 144,000 sealed Jews in the Negev Wilderness.
The larger remnant of Jews left behind at the departure of the 144,000, call upon the Lord in the Negev and a nation is born in a day. God protects them from his wrath as he pours out the seven vials of His wrath on unbelievers. This larger remnant of Jews will go into the Millennium as born again believers in human flesh.
Matthew 24:21,22 – For then shall be great tribulation, such as was not since the beginning of the world to this time, no, nor ever shall be. [22] And except those days should be shortened, there should no flesh be saved: but for the elect’s sake those days shall be shortened.
Acts 2:19-21 – And I will shew wonders in heaven above, and signs in the earth beneath; blood, and fire, and vapour of smoke: [20] The sun shall be turned into darkness, and the moon into blood, before that great and notable day of the Lord come: [21] And it shall come to pass, that whosoever shall call on the name of the Lord shall be saved.

The fundamental rift on Iran between US President Barack Obama and Israeli Prime Minister Binyamin Netanyahu burst into the open Monday, April 16 when high-ranking Israeli officials close to Netanyahu directly accused the president of reneging on the US-Israeli understandings reached ahead of the Istanbul talks between the six powers and Iran on April 14.

Behind the show biz of Istanbul, they charged, the US and Iran had reached secret agreements in clandestine bilateral contacts channeled through Paris and Vienna.

The row surfaced Sunday when Netanyahu said the US and world powers by agreeing to hold more talks in Baghdad next month had given Tehran a “freebie” of five more weeks to continue enriching uranium without restrictions. By singling out the US, the prime minister aimed his comment directly at the president.

Obama’s response was fast. At a news conference ending the Western Hemisphere summit in Cartagenia, Colombia, he commented sharply: “The notion that somehow we’ve given something away or a `freebie’ would indicate Iran has gotten something. In fact, they’ve got some of the toughest sanctions that they’re going to be facing coming up in just a few months if they don’t take advantage of these talks.”

That is the very point on which Israel accuses the US president of playing false: time. As disclosed by DEBKAfile on April 9, American and Israeli officials preceded the Istanbul talks with an understanding for the US to put before Iran agreed demands/concessions: Iran would be allowed to keep 1,000 centrifuges for the low-level enrichment of uranium up to 3.5 percent purity, the first time Israel had accepted the principle of Iran enriching uranium at any grade at all.

It was also agreed between Washington and Jerusalem that Iran would not be permitted to keep 20 percent enriched uranium, which is a short step before weapons-grade, in any quantity.

These understandings, known as the “1,000 principle,” were meant to represent the final upshot of the formal negotiations with Iran, a consensus to which US diplomats would aspire in as short a time possible.

In the event, the US delegation did not present any of the agreed demands – or any other – to the Iranians attending the first round of talks in Turkey.

The belated sense of being misled prompted the prime minister’s exceptionally sharp reaction.

Israeli official sources now suspect that in their secret contacts, the US has granted Iran far-reaching concessions on its nuclear program – more than Israel would find unacceptable. The formal talks in Istanbul and in Baghdad on May 23 are seen as nothing but a device to screen the real business the US and Iran have already contracted on the quiet.

Menashe Amir, director of Israel Radio’s Farsi service, predicts that the mullahs indeed will present some kind of compromise at the first round of negotiations – “just enough to assure that this won’t be the last round, and that the dialogue will continue.”

But the sole decision-maker on the issue, Supreme Leader Ali Khamenei, has spent billions of dollars on the nuclear project; he plainly thinks that nuclear status is essential for establishing Iran as a regional, if not global, superpower. That’s why many Iran-watchers reject the idea that the current pressure is enough to push him into abandoning the project.

Sadly, Washington – and to a lesser degree the Europeans and everyone else – is also playing for time. That, more than any supposed shifts inside Tehran, is why we can expect “encouraging” progress reports from Istanbul.

Iran’s foreign minister tells Iranian student news agency he sees possible breakthrough at next talks, deal could be done “very quickly and simply”; he calls for sanctions lift and hints at fuel swap deal.
DUBAI – Iran is ready to resolve all nuclear issues in the next round of talks with world powers if the West starts lifting sanctions, its foreign minister said on Monday.
In an interview with the Iranian student news agency ISNA, Ali Akbar Salehi also hinted that Iran could make concessions on its higher-grade uranium enrichment, a key concern of Western powers.

“If the West wants to take confidence-building measures it should start in the field of sanctions because this action can speed up the process of negotiations reaching results,” Salehi was quoted as saying.
“If there is goodwill, one can pass through this process very easily and we are ready to resolve all issues very quickly and simply and even in the Baghdad meeting,” he added, referring to a second round of talks with world powers scheduled to take place in the Iraqi capital on May 23.
Salehi described an initial meeting with the five permanent members of the UN Security Council and Germany in Istanbul on Saturday as positive and constructive.
The talks had been stalled for more than a year during which time the United States and the European Union tightened sanctions on Iran which they suspect is seeking nuclear weapons capability, a charge Tehran denies.
Salehi said Iran would always assert its right to process uranium for peaceful purposes but that there might be room for a compromise on higher-level enrichment.
“Enrichment is Iran’s right but we can negotiate on how we obtain uranium with different enrichment levels,” he said.
“Making 20 percent (enriched nuclear) fuel is our right as long as it provides for our reactor needs and there is no question about that,” he said, but added: “If they guarantee that they will provide us with the different levels of enriched fuel that we need, then that would be another issue.”
Iran says it needs uranium enriched to a purity of 20 percent to fuel a medical research reactor, but many countries see its enrichment to that level a dangerous step towards the 90 percent enrichment needed for an atomic bomb.
A deal tentatively agreed with the West in 2009 would have seen Iran exporting some of its lower enriched uranium in return for fuel for the medical reactor.

The deal unraveled and diplomats on both sides have said it would need to be modified in any future agreement.

At Istanbul talks, US puts better ties with Iran ahead of nuclear issues

European diplomats close to the nuclear negotiations which Iran and six world powers launched in Istanbul Saturday, April 14 praised the first session as “constructive” because all the participants agreed that it laid the ground for a follow-up meeting in a month or six weeks.

DEBKAfile for this modest “concession,” Tehran won its first advantage, time for advancing its nuclear weapons program and a substantial delay for any US or Israel military action to preempt this advance – up until mid-summer.

At around the same time, in July, President Barack Obama is committed to declare the next round of sanctions against Iran – a tight clampdown on its banks and oil exports. It is doubtful if then Tehran will consent to go back to the “everything is on the table”

This policy it pursued surprisingly for the first time in Turkey. Until now, the Iranians refused to allow its nuclear activities, especially in the military field, to be aired at international forums. Yet at the Saturday session, Saeed Jalili, Iran’s senior nuclear negotiator avoided mention of sanctions and, as DEBKAfile predicted on April 11, did not demand the lifting of penalties as a precondition for negotiations.

His statement to the meeting was not released.

European diplomatic sources only quoted him as saying generally that he was ready “to seriously engage on the Iranian nuclear issue.”

US Under Secretary for Political Affairs Wendy Sherman is quoted as saying that “relations between Washington and Tehran need not be so bad.”
During the break for lunch, when informal meetings traditionally take place among the delegates, Sherman is reported by Western sources to have asked to talk to Jalili, but whether or not they met was not stated. Shortly after, sources in Tehran denied that the US and Iranian delegation leaders had met separately.

Diplomatic circles in the West including Israel were surprised at the choice of Wendy Sherman as US delegation leader. She is reputed to be Secretary of State Hillary Clinton’s closest and most influential adviser. This is taken as a signal from Washington to Tehran that the Obama administration is more interested in improving the climate of relations with Iran at the diplomatic level than reaching understandings on the nuclear issue.

On April 7, DEBKAfile’s Washington sources disclosed that this goal was underscored in the message from President Obama to Iran’s supreme leader Ayatollah Ali Khamenei, which Turkish Prime Minister Tayyip Erdogan delivered on March 29.

The president expressed the hope that Iranian leaders would abandon their hostile rhetoric and stop referring to the United States as their enemy. Erdogan was directed to inform the supreme leader that statements from Tehran crediting Obama’s policy for this improvement in tone would be welcomed, for example, Khamenei’s remark on March 8 in which he welcomed comments by US President Barack for “for pushing forward diplomacy and not war as a solution to Tehran’s nuclear ambition.”

This initial US approach and the absence from the American delegation of any important expert on Iran’s nuclear program have raised concern among some of America’s Western allies as well as Israel about the prospects of the Istanbul talks getting anywhere in their avowed objective of reining in Iran’s nuclear aspirations.
