Obama ‘powerless’ to stop wars – Bin Laden

AL-QAEDA leader Osama Bin Laden warned President Barack Obama that he is “powerless” to halt the wars in Afghanistan and Iraq and must rethink his policy on Israel, in his first message for three months.

The message, which accused “neo-conservatives” of maintaining a grip on the White House, was released Sunday, two days after the United States marked the eighth anniversary of Al-Qaeda’s September 11 attacks on New York and Washington.

Titled “Message to the American People,” the video — released by the As-Sahab media branch of al-Qaeda — features a still image of Bin Laden and an audio statement, said the IntelCenter US monitoring group.

Bin Laden said that among “some other injustices,” US support to Israel motivated al-Qaeda to launch the September 11 attacks, IntelCenter reported.

He also stated that the wars in Iraq and Afghanistan were driven by the pro-Israeli lobby in the White House and corporate interests, and not by Islamic militants.

“If you think about your situation well, you will know that the White House is occupied by pressure groups,” he said.

“Rather than fighting to liberate Iraq — as Bush claimed — it (the White House) should have been liberated.”

Bin Laden harangued Mr Obama for keeping appointees of Republican President George W. Bush such as Defense Secretary Robert Gates and General Robert Petraeus as head of US Central Command running the wars in Afghanistan and Iraq.

“Reasonable people knew that Obama is a powerless man who will not be able to end the war as he promised, but rather, will continue it to the highest point possible,” said the al-Qaeda chief.

“The bitter truth is that the neo-conservatives continue to cast their heavy shadows upon you.”

Bin Laden urged Americans to pressure the White House to end the Afghanistan and Iraq wars and US support to Israel, rather than succumb to what he called “the ideological terrorism” exercised by neo-conservatives.

If the wars are not ended “all we will do is to continue the war of attrition against you on all possible axes, like we exhausted the Soviet Union for 10 years until it collapsed with grace from Allah the Almighty and became a memory of the past,” Bin Laden said.

If Americans want to end their confrontation with al-Qaeda they must reconsider their attitude towards Israel, Bin Laden said. “Put the file of your alliance with Israelis on the discussion table,” he stated.

“Ask yourselves to determine your position: is your security, your blood, your children, your money, your jobs, your homes, your economy, and your reputation dearer to you than the security of the Israelis, their children and their economy?

“If you choose your security and cessation of war, and this is what the polls have shown, this requires you to work to punish those on your side who play with our security,” Bin Laden said.

“We are ready to respond to this choice on aforementioned sound and just bases.”

Bin Laden typically releases such a statement annually around September or October.

The last audiotape by the al-Qaeda leader was released on June 3. In that missive he scorned Mr Obama’s overture to the Islamic world and warned of decades of conflict ahead.

That audiotape aired on the al-Jazeera satellite news channel less than an hour after Mr Obama landed in Saudi Arabia, bin Laden’s home country, at the start of a Middle East tour.

The Russian Bear Growls All Over Again

It began when the Arctic Sea, officially carrying a cargo of timber worth $1 million, disappeared en route from Finland to Algeria on July 24. It was recovered off West Africa on August 17, when eight alleged hijackers were arrested. Rumours were afloat that the ship was carrying a secret cargo of long range S300 missiles—Russia’s most advanced anti-aircraft weapon—headed for Iran. Suspense was added by a flurry of diplomatic activity, with Israel’s prime minister making a secret trip to Russia a few days ago to persuade Moscow to desist from helping Iran.

The Kremlin officially denied the story but later said it defended Russia’s right to sell the missiles to Iran and that its co-operation with the Islamic republic, includ

ing in military technology, was legitimate.

It also warned that military action against Iran would be counterproductive.

Barely days later, Russia’s prime minister Vladimir Putin used his official residence outside Moscow to announce to the world that he would seek accommodation with the current President Dimitri Medvedev to swap places with him when his term ends in 2012, thus making himself eligible to lead the country for possibly two six-year terms. He was direct in his criticism of the West, not least the United States, accusing Washington of dragging its feet on Russia’s long negotiations to join the World Trade Organisation and of misleading Moscow over Nato enlargement to the east, while acknowledging President Obama’s revised stance regards stationing of missiles in Poland and the Czech Republic. But Putin would do well to recognise that his tough policies towards the West would lead to Russia’s paranoid isolationism, characteristic of the Cold War.

Despite its resurgent revenues from hydrocarbons, Russia’s economy has taken a direct hit in the global recession, a fact Putin touched upon during his speech while stressing the need to rein in inflation and hold down the rouble to revive the battered economy.

Russia’s foreign policy has not helped but rendered it virtually friendless.

Belligerence and coercion rather than accepted democratic values have shaped decisions while lacking the company of trusted republics or other nascent democracies in the post-communist era.

Russia’s grievances assail the West for being responsible for most of its woes, beginning with the chaotic times  of the 1990s.

Frankly, Russia is not a democracy. Nor does it want to be at the moment. It has been compared to a Frankenstein monster: it had all the necessary components but couldn’t seem to function properly. Russians may not ever want to become a Western-style democracy after their disillusionment with Boris Yeltsin’s version. So Russia and the West find themselves trapped in the past

like an estranged couple in a marriage whose vows cannot be dissolved.

More to the point, Russia pretends to be a democracy and tries to get the rest of the world to dilute its democratic standards so as to qualify. And the world tones down its criticism for fear of riling an emerging energy superpower.

A divided Europe lies prostrate due to dependency on Russia for gas supplies and Russia has not hesitated to use energy as a political weapon.

Obama has been engaging respectfully with Moscow, bearing in mind the mutual interests and trade-offs at stake.

Russia has taken significant strides under the Putin regime, with even remote provinces experiencing an unprecedented rise in standards of living. The citizens have a palpable sense of pride and confidence in the man at the helm. Up to a point, Russians seem prepared to sacrifice political freedoms for the sake of stability and prosperity. But the government must deliver.

Russia has been struggling hard to regain the stature and prestige enjoyed in the heydays of the Soviet Union. The loss of empire, however hard to swallow, cannot be assuaged by nostalgic clinging to the past. It takes a mature democracy to come to terms with it and move on to emerging realities. Russia can still make it, even with its own brand of political model.

Can the Afghan Problem be Solved?

The truth is that there is not even a glimmer of light at the end of this atrocious tunnel, stresses Patrick Seale.

In what is nothing less than a cry of alarm, Germany, France and Britain have called for an international conference on Afghanistan before the end of the year. This initiative reflects the urgency of the situation, and must be applauded.

There is wide recognition in Europe — and increasingly also in the United States — that the war against the Taliban is going badly; that Coalition casualties and costs are spiralling; and that restive Western opinion is beginning to demand a timetable for withdrawal.

The paradox is that the West is using essentially military means against the Taliban, even though almost everyone concerned, including President Obama himself, readily admit that there is no purely military solution to the problem.

Out of the more than 100,000 Western troops deployed there, 68,000 are American, and more may be called for. The United States has already spent $220bn on the war in Afghanistan since 2001.

So, what is to be done?

Indeed, a key puzzle at the heart of the Afghan conflict is what to do about the Pashtun, a great band of armed, poor yet fiercely independent tribal people, who live in the barren high mountains and isolated valleys which link the south of Afghanistan to the north-west of Pakistan, across the so-called Durand Line, drawn by Britain in the late 19th century.

For readers interested to learn more about the problem posed by this line, there is no better guide than an article by Bijan Omrani, entitled “The Durand Line: History and Problems of the Afghan-Pakistan Border,” in the July issue of the journal Asian Affairs, published in London.

As Mr Omrani explains, the Pashtuns on both sides of the line have no unified political institutions. They are governed by their simple tribal code, which is Pashtunwali, or the way of the Pashtuns. Melmastia means that hospitality and protection must be given to every guest.

Nanawati means that asylum and sanctuary must be given to every fugitive, even to a bitter enemy.

Badal is the rule of vendetta, which means that every insult, every theft, every attack on one’s family, every wounding or killing, must be avenged. Settlement of a vendetta can sometimes be reached at a tribal gathering or jirga, by the payment of blood money or the handing over of a daughter to the offended party as a wife or slave.

If a Pashtun host fails to protect his fugitive guest, it is a desperate stain on his honour. A host will allow himself to be killed rather than allow his guest to

be captured. This helps to explain the relations between the Pashtun and those members of Al-Qaida who enjoy their protection.

anistan and put a puppet king on the throne. Their intention was to create a tribal buffer state between themselves and their great rivals, the Russians, who were then advancing into Central Asia. But the Afghan puppet king could not look after himself, and when the British troops left, they were slaughtered.

Between 1857 and 1881, the British launched no fewer than 23 expeditions into the hills – including the Second Afghan War of 1878-80 – to try to tame the tribal people and stop

It was then in 1893 that the British concluded that a formal frontier needed to be established between Afghanistan and British India.

Between 1893 and 1896 a boundary of 1,900 miles was traced — the Durand Line — but this was an artificial political boundary cutting through villages, families and tribes.

As the line was very porous, allowing people to pass easily back and forth, it became from then on a source of great instability, as it is to this day.

In the 1980s, Pakistan used the tribal areas to launch the Mujahedin against the Soviets in Afghanistan. It was where it trained the Taliban, as well as Kashmiri freedom fighters. Pakistan may not have anticipated that the Afghan Taliban would become a fanatical body opposed as much to Kabul as to Islamabad.

The Pashtun tribes are deeply hostile to anything which might affect their cherished way of life. Although poor and backward, they are formidable fighters. In his article, Bijan Omrani quotes some depressing statistics: 57% of people in the tribal areas do not have access to clean water; the literacy rate is 17%, dropping to 3% for women. There are 7,670 people per doctor.

President Barack Hussein Obama has threatened dire consequences if Israel refuses his demands to prevent Jews from building in Judea, Samaria and Jerusalem.

His plan is yet another disastrous form of Israeli unilateral withdrawal.

This unprecedented challenge to Israel’s sovereignty and strategic needs must be met firmly. At stake are not only simple human needs, but the integrity of the State of Israel and a 60-year old alliance.

Israel is an American ally, not an enemy; a partner in the struggle against terrorism, not a perpetrator.

Confronting the Obama menace is difficult, but essential; it’s critical for Israel’s future.

If Prime Minister Benjamin Netanyahu capitulates, he will undermine Israel’s independence and set a dangerous precedent: not if Israel’s national and strategic interests will be sacrificed, but when.

That will simply invite even more pressure for Israel to surrender

to sworn enemies.

Paradoxically, it’s not weakness and appeasement that have deterred Israel’s opponents, but a strong defense based on security needs and realistic assessments of consequences.

An imposed dictated “solution” that does not resolve core issues and is unacceptable to those dedicated to violence has never succeeded – ever – without their total and complete destruction.

Policy of defeatism
PM Netanyahu did not accept his job reluctantly; he campaigned for it. He asked Israelis to vote for him and his party because he promised to represent their interests. He formed a coalition that reflects a consensus.

He formulated a policy based on the expectations of his supporters.

If he now feels that he cannot fulfill his promises and those expectations, if he cannot stand up to Obama’s onslaught, he should retire gracefully and turn over the leadership of the country to someone who can.

Cast in the unenviable role of challenging Obama’s policies, Netanyahu must decide between expediency, to satisfy Obama and hope that things will improve, and resolute determination to protect Israel’s national interests.

No stranger to this dilemma, Netanyahu understands the limitations and excesses of power. These aren’t the choices he’d like, but it’s the job he wanted, and for which he was elected.

Now he’s on the line, not only for himself, but

The US will join other major powers in seeking an early meeting with Iran although Tehran’s refusal to discuss its nuclear program was described by Washington officials as “disappointing.” They said the Obama administration is consistent in its aim of dialogue with Iran and wants the meeting offered by Tehran to take place as soon as possible to assess Iran’s readiness to deal with the nuclear issue ahead of the Six-Power discussions taking place later this month on the sidelines of the UN General Assembly.
