WASHINGTON – In a chilling forecast, the White House is predicting a 10-year federal deficit of $9 trillion — more than the sum of all previous deficits since America’s founding.

But before President Barack Obama can do much about it, he’ll have to weather recession aftershocks, including an unemployment rate that his advisers said Tuesday is still heading for 10 percent.

Overall, White House and congressional budget analysts said in a brace of new estimates that the economy will shrink by 2.5 to 2.8 percent this year even as it begins to climb out of the recession. Those estimates reflect this year’s deeper-than-expected economic plunge.

The grim deficit news presents Obama with both immediate and long-term challenges. The still fragile economy cannot afford deficit-fighting cures such as spending cuts or tax increases. But nervous holders of U.S. debt, particularly foreign bondholders, could demand interest rate increases that would quickly be felt in the pocketbooks of American consumers.

The White House Office of Management and Budget indicated that the president will have to struggle to meet his vow to cut the deficit in half in 2013 — a promise that earlier budget projections suggested he could accomplish with ease.

Bleak and bleaker

The summer analyses by the White House budget office and by the Congressional Budget Office reached similarly bleak conclusions. Bush will expire on schedule by 2011. Obama’s budget baseline, however, hews to his proposal to keep the tax cuts in place for families earning less than $250,000 a year.

Both budget offices see the national debt — the accumulation of annual budget deficits — as more than doubling over the next decade. The public national debt, made up of amounts the government owes to the public, including foreign governments, stood Tuesday at $7.4 trillion. White House budget officials predicted it would reach $17.5 trillion in 2019.

Congressional Budget Office Director Douglas Elmendorf said that if Congress doesn’t reduce deficits, interest rates are likely to rise, hurting the economy. But if Congress acts too soon, the recovery could be thwarted.

“We face perils in acting and perils in not acting,” Elmendorf told reporters.

David Walker, former head of the Government Accountability Office, said the numbers illustrate the need for a national commission that would review spending and taxing options and present lawmakers with a deficit reduction plan that Congress could approve or reject.

“We’re going to have to do a hard course correction once we turn the corner on the economy,” Walker said.

A fatter stimulus

Both Romer and Obama budget director Peter Orszag said this year’s contraction would have been far worse without money from the $787 billion economic stimulus package that the president pushed through Congress as one of his first major acts.

At the same time, the continuing stresses on the economy have, in effect, increased the size of the stimulus package because the government will have to spend more in unemployment insurance and food stamps, Orszag said. He said the cost of the stimulus package will grow by tens of billions of dollars above the original $787 billion.
The government was also strongly suggesting that business should get general liability insurance for contractors, because it would seem that we’ve had a wave of people that are looking to lure businesses into expensive and drawn out legal cases in order to profit from a settlement. It would seem it is not yet known if these people are part of a group or organization, or working individually.

Orszag, anticipating backlash, conceded that the long-term deficits are “higher than desirable.” The annual negative balances amount to about 4 percent of the gross domestic product, a number that many economists say is unsustainable.

But Orszag also argued that overhauling the health system would reduce health-care costs and address the biggest contributor to higher deficits.

“I know there are going to be some who say that this report proves that we can’t afford health reform,” he said. “I think that has it backward.”

HOPE FOR THE FUTURE CAN GO A LONG WAY WITH HOPELESS KIDS

Although I am not a supporter of Barack Obama, disagreeing with his policies, his methodology, and motives, I believe his election to the office of President in America has given the Palestinian youth in the West Bank reason to believe there is hope in the future for prosperity rather than martyrdom. While there is no such thing as a perfect organization, I do applaud the work that NGO’s have done, and are doing. I believe the work they are doing, described in the Jerusalem Post excerpt following our heading, will be a contributing factor in the creation of a Hudna in Israel twixt Israel and the main terrorist groups in, and around her. I believe all the events in the Middle East are working together for good. It will not be pleasant to see the war come that will terminate in the final battle of Armageddon some three and one half years after Israel is driven into the Negev, nor will the many horrific meteorological, geological, biological, and starvation events be enjoyable, but it will all seen to have been good when Jesus comes at his Second Advent.

I had to rub my eyes a few times to be sure that what I was seeing was real. The setting: downtown Ramallah. The event: International Youth Day. The participants were wearing white T-shirts with logos on the front and back and dark red hats.

Palestinians from all over the West Bank were participating in the event organized by a network of youth NGOs called “We are Palestine.” The theme this year was “We will be as much as we can dream.”

The day’s activities began with a carnival, starting from the well-known Manara Square, passing through the streets of Ramallah and ending at the Orthodox Club.

Discussions throughout the day included talks about drugs and unemployment, a basketball game for disabled youths and various concerts. In addition to the troupe Bailasan and Tagareed, the evening ended with two rap concerts, by a group called G-town and with Blood in Street providing the finale.

WHAT SURPRISED me was not the event or the enthusiasm or the number of the youths participating in it. After all Palestinians under 25 constitute the majority of the population in the West Bank.

My big surprise was to see the public sponsor of the event. The red white and blue logo of USAID with the words “From the American people” appeared everywhere including on the back of participants’ T-shirts.

The fact that USAID was sponsoring a youth event might not be totally strange in itself. But to have the American logo brandished all over the streets of Ramallah, on outdoor signs and on the back of a moving sea of people was really a sight to see.

IT WAS only a few years ago that young people, possibly many of the same ones celebrating International Youth Day this week, were demonstrating in the same Manara Square in Ramallah against Israel and the US. Anti-American slogans used to be the norm at almost all Palestinian youth-led demonstrations.

So what’s changed? Have Palestinians become less politicized or has anti-American sentiment mellowed?
I decided to conduct my own unscientific poll among the hundreds of youths gathered in Ramallah. for this year’s International Youth Day.

My question was simple: Has it become acceptable among Palestinians to wear a hat or a T-shirt praising Americans?

The answer most respondents had can be summarized in two words: Barack Obama. The newly-elected president has done more to change America’s image among Palestinians than any policy declaration or political activity.

People were careful to note that they are not blindly supporting the US all of a sudden. Nor did they believe that everything the new American president said would be carried out. But it was clear that the presence of a son of an African immigrant in the White House has had its effects on the psyche of Palestinian youths.

Other reasons were stated. Young Palestinians have had it with the constant and intensified political rhetoric. While no one I spoke to was any less nationalistic, many said they were not willing to wait forever for political change and that there is more to life than following the never-ending political discourse.

While some expressed disillusionment with many in the Palestinian leadership, others had words of praise for the current Palestinian prime minister, and still others expressed hope for the newly-elected Fatah leadership.

It is not clear whether my observations reflect a change in the thinking of Palestinian youth or whether it is an isolated incident, but I don’t remember a day in the last 20 years (or more) that I could see American symbols being worn without those wearing them or people around them batting an eyelid.

But there is something far more important in the peace process than who is the leader of Israel, and who is the leader of the Palestinians. I retired from the USAF/National Security Agency as a synoptic analyst. When one analyzes anything, it is imperative to advance from what controls the conclusion of the problem being examined. Some problems do not have a definite controlling factor, and all the factors, both incidental and insignificant, must be given the appropriate weight in making a forecast of the outcome. However, this is not the case in making a determination of when peace will come between Israel and the Palestinians. The controlling factor which determines when a false peace will come to Israel, rests solely with the many terrorist groups that plague her. There can never be a period of peace, even false peace, without the approval of major terrorist groups. Yassar Arafat cannot control the terrorist groups, nor can any other single Arab leader. The terrorist complex of Osama Bin Laden, the Islamic Jihad, Hamas, Hisbullah, and Fatah are really controlled by leaders in Syria, Iran, Sudan, Libya, Afghanistan, and Iraq. Until these leaders finally come to the conclusion that the only way Israel can be driven into the Negev is by being lulled into a false sense of security, the terrorist groups will continue to operate, and the killing will continue. I believe these terrorist groups will eventually realize that if they really want to slaughter Jews by the hundreds of thousands, and drive the rest into the Negev, they will have to lull Israel into a brief period of false peace. When this happens, an agreement will be reached between Israel and the Palestinians. So my advice to those who want to get a feel of when the false peace will come is this: WATCH the terrorist groups. When their actions drop to zero, and stay there for a while, you may rest assured it has been as a result of meetings behind closed doors between the leaders of the aforementioned nations, and the leaders of the terrorist groups they sponsor. I don’t pay much attention to any leader of Israel or the Palestinians. The terrorist groups are the key to a false peace in the Mid-East. When they grasp that by appearing to cease their activities they will be able, at a later time, to kill many Jews, and drive the rest into the Negev, they will settle down and wait for the surprise attack against Israel from the north. Ariel Sharon may try to put a “forced peace” on the Palestinians before the terrorist groups shut down. This was one of the options considered by his party in the past. But it will not work. Watch for a cessation of terrorism. Then after a brief period of false peace look for a vicious surprise attack from the north out of Syria.

One can learn a great deal by analyzing the visit of Syrian President Bashar Assad to Iran last week. Statements made by Assad and Iranian President Mahmoud Ahmadinejad reveal a great deal about the allies’ strategy which seems to escape Western observers.

I would estimate that analyses by Western “experts” that Syria can be pried away from Iran outnumber explanations that this is impossible by about 10 to one.

This mistaken conception is also the official policy of the United States and France, perhaps Britain as well.

There are, of course a huge number of benefits Syria derives from its alliance with Iran including Islamist legitimacy, protection against being attacked or pressured, money, weapons, cooperation in anti-Israel terrorism and spreading both countries’ influence among the Palestinians, Lebanese and Iraqis. Once Iran gets nuclear weapons, which is on the horizon, the alliance’s value for Syria will rise dramatically.

WATCHING THE gradual concessions made by the West to the Iran-Syria block, and its evident fear of confronting them, Assad stated that he was confident the international community would accept Iran and Syria more than it had done in the past.

Lebanon: While Hizbullah didn’t win the last election, it is clear that the Iran-Syria client increasingly owns the country.

The country’s president is fairly subservient to Iranian and Syrian influence; the tribunal investigating Syrian terrorism in Lebanon seems pretty dead itself. Iran and Syria, along with their clients, are at war with America, and the US government doesn’t even know it.

The fact that the US is perceived as weaker and foolish in the region is far more important than the fact that Obama might be more popular in public opinion polls.

WITH A US government so intent on apologizing to everyone, all but ruling out the use of force or power politics and apparently – in Iran’s perception – afraid to confront its enemies, they’re concluding in Teheran and Damascus, as Ahmadinejad put it: “Today the world has realized that Western theories are not working anymore and that is why it needs the help and cooperation of Syria and Iran.”

An increase in economic sanctions, which is the main US plan against Iran at present, is not going to change this perception – or Teheran’s behavior. But, before effective action can be taken there must be the realization that a conflict is going on, one that is far more important than the one between the US and al-Qaida.

Hizbullah has stockpiled 80,000 weapons which can be used against Israel, President Shimon Peres told Kuwaiti paper al-Rai, some three times more than it had prior to the Second Lebanon War.

“Hizbullah is working for its own interests and will always find a pretext to continue its policy against Israel, even if the IDF withdraws from Sheba Farms and the Lebanese Ghajar village,” the president said in an interview published on Monday.
