Ankara played key role in validating Damascus-Tehran pact and marketing a nuclear Iran

The intense exchanges afoot between Ankara, Damascus and Tehran in recent months burst into the open Tuesday, Aug.5 at the south Turkish Aegean resort town of Bodrum, when Turkish prime minister Tayyip Erdogan entertained Syrian president Bashar Assad and a large party of notables. This is revealed by DEBKAfile’s Middle East sources.

Assad came fresh from his triumphant talks in Tehran three days earlier. The two leaders’ Aegean lunch was followed on cue by Tehran’s announcement that Iranian president Mahmoud Ahmadinejad would visit Ankara for talks with president Abdullah Gul on August 14.

Screened by his role as broker of indirect Syrian-Israeli peace talks, Erdogan had been busy raising the Syrian president’ s credential

s from international pariah to respected regional player and partner in the secret dialogue between the United States and Iran.

This was not a solo venture into backdoor diplomacy. The Turkish prime minister was quietly cheered on by US president George W.

Bush and secretary of state Condoleezza Rice. French president Nicolas Sarkozy and Israeli prime minister Ehud Olmert were also in on the ploy.

Sarkozy put the plan to them both in mid-June when they visited Paris.

He asked Assad to mediate between Iran and the West on the nuclear impasse, a role which Assad was happy to accept. He made a point of snubbing the Israeli prime minister to show how far he had gone up in the world.

Olmert went along with his part of the plan, indirect peace talks with Damascus, heedless of warnings from his intelligence advisers that he was being set up to serve Iranian and Syrian interests at Israel’s expense.

Assad may be sitting pretty internationally but his regime at home is far from steady, DEBKAfile’s Middle East sources report. The large party he brought to Turkey was led by foreign minister Walid Mualem, the leading proponent of a pro-Washington foreign policy, and its fiercest opponent Buthaina Shaaban, who is especially resentful of any sort of dialogue with Israel.

That sharp division in Assad’s immediate circle has not been bridged.

Assad’s affectionate talks in Tehran Saturday were clouded by the assassination earlier in the day of a most trusted aide, Brig. Gen. Muhammad Suleiman, his key liaison agent with Tehran, Pyongyang and Hizballah. There are signs in Damascus pointing to Suleiman having fallen victim to internal rivalries in the Assad regime, which would show his murder up as another symptom of a storm brewing up in Damascus.

The three lead players in this emerging scenario are now poised on a threshold with a number of options:

1. The Erdogan-Assad talks may end without agreement on the next moves.

2. Assad may have brought with him Tehran’s reply to the six-power incentives offer for suspending uranium enrichment, delivered three days late. Thus, instead of addressing its reply to the European Union foreign affairs executive Javier Solana, spokesman for the US, EU, UK, France, Russian, China and Germany, Iran would be relaying it through Assad to strengthen his position.

3. The next round of the trilateral discussions begun by Assad at Bordum will take place during Ahmadinejad’s visit to Ankara.

4. Assad will brief Erdogan on the next steps planned on the Syrian-Israeli track following the go-ahead he received in Tehran from Iranian leaders.

5. Assad’s large entourage in Turkey may signal a surprise development.

The name of the game now for those Islamic nations, involved in closed door discussions and planning for the destruction of Israel, is now under way. We are seeing internal strengthening in Syria, Iran, Lebanon, and the Gaza Strip in preparation for an eventual assault on Israel. I am of the opinion they could be ready for the assault at a point in time lying between 2010 and 2015. After failures in 1948, 1967, and 1973, this time they want to be sure the victory they have long sought will be theirs, so preparation is the main object on their minds at the present time.

They do not want war at the present time because they know they will not be able to defeat Israel. So they are talking peace to Israel and the international community while preparing for war.

Truces, prisoner exchanges, indirect peace talks, and diplomacy,

diplomacy, diplomacy, are all part of their plan to enjoy little disruption to their preparation game.

The Islamic nations know full well that allied ships will be prowling the waters of the Mediterranean Sea, the Red Sea, the Indian Ocean, and the Persian Gulf.

They are hopeful their ability to launch weapons at them, such as described in this article, will be an incentive to stay out of Islam’s fight w ith Israel, thinking the Israelis can win

it without their help, and by the time they realize Israel cannot, it will be too late for them to do anything.

Iran tests new anti-ship missile

TEHRAN: Iran has testfired new powerful anti-ship missile capable to hit targets at the range of 300 kilometres, Commander-in-Chief of the Islamic Revolution Guard Corps (IRGC) Mohammad Ali Jaafari said on Monday.

Iran has tested new weapons which will spare no enemy ship as it can sink within the range of 300 kilometres from the Iranian borders, he said.

This is absolutely new technology; it had developed with homegrown technology so far unused by any other country, Jaafari said.

The IRGC Air Force and Navy held large-scale exercises in July and test launchings of different missiles that also included Shahab-3 which has a range of more than 2,000 kilometres.

The missiles are also capable to hit targets at US military bases in the Middle East and also on

the territory of Israel.

The tests were held amidst more emphatic statements by Iranian representatives addressed to the West and escalation of tension on the Iranian nuclear programme.

Earlier in summer the Iranian military had repeatedly warned that Teheran might limit navigation in the Persian Gulf in the event of hypothetical aggression against Iran and threats to its interests

and security.

According to the IRGC C-in-C, fast ships of the IRGC Navy that employ the tactics which takes into account the enemy’s vulnerable spots and the recent achievements made by Iranian experts are capable to sink any aggressor in the waters of the Persian Gulf.

In the late Seventies I included HIV in my lecture series as one of the three phenomena listed as marking “the beginning of sorrows,” which was to precede the Tribulation Period.

It was to continue an indefinite period of time and continue in

to the Tribulation Period.

I was teaching biology and earth sciences in the secular school system at that time and, as a scientist and theologian I predicted they would not find a cure for it before the Second Advent. The biblical word “loimos,” translated as “pestilence” in Christ’s Olivet Discourse, literally means “any deadly infectious disorder.” Since the character of the three phenomena listed in the Olivet Discourse were to follow the characteristics of the biblical word “odin,” translated as “sorrows,” and since “odin” means the pain associated with a woman’s birth pangs, which continues until the baby is born, I told audiences that they would not find a cure for HIV before the Second Advent of Christ, and the virus would continue until that time. It appears my application of the two words to conclude the HIV virus would continue, and that a cure would not be found until the 2nd Advent, was correct.

MEXICO CITY — The 17th World AIDS conference opened this week , with global leaders warning against complacency and urging the world to do more to prevent the spread of HIV/AIDS.

“For the first time, fewer people are dying of AIDS and fewer people are becoming infected with HIV … (but) the end of AIDS is nowhere in sight,” the executive director of the United Nations joint programme on HIV/AIDS (UNAIDS), Peter Piot, said at a press conference .

For every person who started treatment, almost three more became infected, he said.

And although the world had made tremendous strides in getting treatment to HIV-positive people — 3- million of them in the developing world — twice as many people were still unable to get life-saving medication .

About 33-million people were living with HIV last year , 2.7-million became newly infected and 2-million died, according to UNAIDS.

Piot’s call for fresh energy in preventing new HIV infections was echoed by former Botswana president Festus Mogae, who urged African leaders in particular to devise new ways to combat the disease.

“Substantial progress has been made on treatment, but the (prevention) message isn’t getting through despite our best efforts,” he said. Sub-Saharan Africa is home to 22-million HIV-positive people, two-thirds of the global total.

The week-long conference is being held in Latin America for the first time in a bid to draw attention to regiona

l issues such as how to prevent HIV/AIDS spreading among men who have sex with men — a taboo subject in many conservative communities

in the region.

SA, with the world’s biggest HIV-positive population — 5,7-million people according to the latest estimates from the UN — and large HIV/AIDS research community, also features prominently on the programme.

SA’s Deputy Social Development Minister Jean Swanson-Jacobs expressed concern over the financial cost of providing life-long treatment to the growing number of HIV-positive patients in SA.

By June, 510000 patients had been enrolled in the government’s treatment programme, making it the largest in the world.

“We are anxious about the affordability of this programme — we need cheaper drugs, cheaper diagnostic tools, but most importantly we need to make HIV prevention effective.” The cost of treatment was a global concern, she said.

More than 90% of the patients receiving antiretroviral therapy at state clinics and hospitals were on relatively cheap first-line regimens, but in time many of them would need to switch to more expensive second-line therapy, the health department’s HIV/AIDS head, Nomonde Xundu, said.

Earlier in the day, Cape Town scientist Andrew Boule presented a study at a satellite session that highlighted drawbacks in using nevirapine for HIV-positive patients who were also infected with tuberculosis.

Patients who were co-infected with HIV and TB fared better if their cocktail of HIV drugs included efavirenz instead

of nevirapine as they were better able to suppress the virus and had fewer side effects than those receiving a nevirapine-based combination.

While the study, published this week in the Journal of the American Medical Association , does not have immediate implications for SA, which already provides efavirenz to patients infected with TB and HIV, it raises difficult questions for most other sub-Saharan African countries since they provide co-infected patients

with three-in-one pills containing nevirapine.

Syrian sources confirm death of Assad confidential aide and his nuclear link

Damascus Sunday broke its silence about the mysterious assassination of Gen. Muhammad Suleiman in Tartus early Saturday, Aug.

2 and confirmed DEBKAfile’s disclosure that the general played an important role in administering the al Kibar plutonium reactor. Officials in Damascus leaked to Middle East media that Suleiman was a member of the Syrian Research Commission, the government body in charge of missile, chemical and biological weapons and nuclear development.

They said he had met the team of nuclear watchdog monitors, headed by Olli Heinonen, which visited Syria in late June to check out US and Israeli charges that Syria had been building a plutonium reactor at al Kibar.

Those sources also stressed his murder was unrelated to the 2005 assassination of Lebanese ex-prime minister Rafiq Hariri in Beirut, or any internal rivalries in the ruling regime in Damascus.

Gen. Muhammad Suleiman was a shadowy figure who acted for Bashar Assad in the regime’s four most sensitive and confidential spheres:

1. He was the president’s liaison man with the North Korean government. On his frequent trips to Pyongyang, Gen. Suleiman organized the consignment of components for the plutonium reactor in northern Syria, which Israeli demolished last September, and the security of the North Korean scientists and technicians who accompanied them.

2. Muhammad Suleiman was also the president’s private channel of communication with Iranian military and intelligence chiefs; in this capacity, he most probably facilitated the Syrian-Iranian-North Korean connection. The Syrian reactor was designed to produce nuclear fuel for the Iranian program and radioactive weapons for Syria.

3. The late general also acted as the president’s contact man with Hizballah’s leaders. He worked directly with Imad Mughniyeh, head of Hizballah’s security apparatus, who was killed in Damascus last February.

4. His key function was the management of Assad’s personal interaction with the Syrian chief of staff, generals and heads of military intelligence. There was no state secret from the powerful general. He was to have accompanied the Syrian president on his state visit to Tehran Saturday; instead he was laid to rest in his home village of Driekesh in t

he north.

Damascus has done its utmost to keep the general’s death under wraps, but word has spread and theories abound: Speculation ranges from an outside hand, or a jealous rival to an internal element who felt the concentration of so much power in one hand was a threat to the regime.

‘Murdered Syrian officer knew too much’

Amid increasing speculation, some Arab media and Syrian dissidents suggested Monday that the reported assassination of a senior Syrian intelligence officer over the weekend may be a case of one man knowing too much for his own good.

As of Monday, the tightly-controlled Syrian press had yet to comment on the reported death of Brig.-Gen. Muhammad Suleiman, said to be a close adviser to Syrian President Bashar Assad, who was reportedly killed by a sniper from a yacht.

“There is no doubt that General Muhammad Suleiman is the closest person to Bashar al-Assad and is his right hand in the armed forces and he knows everything,” an unidentified Syrian official was quoted as saying in Monday’s London-based Asharq al-Awsat,

which is owned by Saudi Arabia and is critical of Assad’s government. “He has all the files; security, financial and [army] reform” files.

Suleiman, 49, was responsible for “sensitive security files” in the Syrian president’s office and in charge of the financing and reform of the Syrian army, the source said. But he added that it was too early to know whether the assassination had to do with particular files Suleiman handled.

“It’s better to wait three or four days until the indications appear in this or that direction, particularly because the assassination took place in a very precise way,” he was quoted as saying by Asharq al-Awsat.

Other Syrian sources, quoted in the Al Bawaba news site, have said he was the liaison officer to Hizbullah, in addition to other assignments.

Asharq al-Awsat also said Suleiman had been among the Syrian officials requested by the former president of the international tribunal to investigate the assassination of former Lebanese Prime Minister Rafiq Hariri.

Dissidents were quick to point the finger at the regime.

“As [with] everybody else, it seems, I cannot help but connect [Suleiman’s assassination] to an ongoing attempt at eliminating people who have sensitive information on the Lebanese file and Syria’s involvement there, perhaps even the assassination of Hariri, et al,” the Maryland-based Syrian dissident and novelist Ammar Abdulhamid wrote in an e-mail interview.

“It seems that the indictment issued against [President] Omar Bashir of Sudan [by the International Criminal Court for genocide, crimes against humanity and murder] might have had a psychological impact here. After all, the Tribunal is still the main threat against the regime.”

But Syrian expert Joshua Landis, the co-director of the Center for Middle Eastern Studies at the University of Oklahoma, said he doubts the veracity of many such claims, often circulated by the regime’s opponents to show Western countries that Syria is unstable and not worth engaging.

“We don’t know anything about this Muhammad Suleiman,” he told The Jerusalem Post. “It’s really all wild speculation. There is a big propaganda machine that would use something like this to imply that the regime is falling apart… I think there will be a lot of speculation about this, [and] all of it will be uninformed or misleading.”

Landis said that Suleiman had played an important role the first two years of Bashar Assad’s regime, serving “as a sort of chief of staff” but had played a less prominent role since then.

The assassination, he added, is “embarrassing to the regime,” since it is doing its best to depict itself as “a sea of tranquility in the Middle East fraught with extremism, factionalism and al-Qaida type elements.”

Israeli diplomatic sources said it was difficult to tell what kind of significance the killing of Suleiman would have on Syria domestically, or on the possible ramifications for Israel, since no one had any definitive idea who was responsible.

“There is a complete Syrian blackout,” the sources said, adding that there were a number of theories about who might have had an interest in killing him.

The first theory is that it had to do with internal fighting inside Hizbullah, and a possible “settling of accounts.” The second theory is that Assad himself may have wanted to see him killed, concerned he may have known too much about the assassination of former Lebanese Prime Min

ister Rafik Hariri three years ago.

The UN-established Special Tribunal for Lebanon is expected early next year to begin trying those suspected of killing Hariri in 2005.

And the third theory is that Israel was responsible for the killing, to stop the arms smuggling from Syria to Hizbullah. Suleiman was reportedly responsible for the transfer of arms to Hizbullah.

The officials said that unlike Israel’s attack in September on an alleged nuclear facility in Syria, or the killing of Hizbullah commander Imad Mughniyeh in Damascus, Israel did not feel it had to prepare for a possible revenge attack, partly because the Syrians have not blamed Israel.

Though Syria did blame Israel for the September attack, and Hizbullah blamed Israel for the killing of Mughniyeh, Damascus has not pointed a finger at Israel for the killing of Suleiman.

Suleiman’s assassination, along with that of Hizbullah operations chief Imad Mughniyeh’s, demonstrates that Syria’s security apparatus is not fool-proof, says Moshe Maoz, a professor emeritus of Islamic and Middle Eastern Studies at the Hebrew University of Jerusalem.

“This is a blow to the regime,” he told the Post. “This is a police state and security is above everything. In this sense, it’s not going good for the regime.” Maoz said he “doubts very much” that Israel was involved in Suleiman’s death.

Suleiman “was at the heart of the regime and Israel is in negotiations with Syria and this is not the time to do it,” he said. “Normally, Israel would exhaust all possibilities to damage the regime, but not now.”

He added: “But it’s very, very hard to say.”

Channel Two journalist Ehud Ya’ari said Monday that Syrian sources indicated the assassination had to do with Suleiman’s involvement with Syrian’s alleged nuclear program.

I think the “sudden destruction” of I Thessalonians 5 is likely to begin at some time between 2010 and 2015.

Talks not derailed by Assad’s Iran trek

Israel will not reevaluate its indirect talks with Damascus as a result of Syrian President Bashar Assad’s visit to Teheran over the weekend, diplomatic sources said Sunday, even though the trip was widely seen in Jerusalem as a sign Syria has no intention of loosening its ties to Iran.

“There is no reason for any decision yet,” the sources said, adding that a decision on whether to condition talks with Syria on its showing a willingness to break away, at least partly, from Iran would not have to be made at least until the sides were at a point where they could enter direct negotiations.

Assad’s high-profile visit to Teheran, which included a press conference Sunday with Iranian President Mahmoud Ahmadinejad, was a routine trip that showed just how close the two countries had become, the sources said.

They dismissed speculation that part of the reason for the visit was to explain Damascus’s indirect contacts with Israel.

Assad, the sources said, explained Syria’s position vis-a-vis the Turkish-mediated talks with Israel to the Iranians weeks ago.

Israel and Syria completed a fourth round of indirect talks in Istanbul last month, with a fifth round expected later this month.

While Assad has said that any agreement with Israel would necessitate a full withdrawal from the Golan Heights, Israel has said Syria would have to break out of Iran’s orbit, and stop supporting Hizbullah and Hamas.

Assad, meanwhile, took pains Sunday to stress that he wasn’t in Teheran trying to get Ahmadinejad to cooperate with Western negotiators and provide proof Iran wasn’t pursuing nuclear weapons.

“Syria’s position is based on international treaties and agreements.

Every country that is a member of the IAEA and that has signed the Non-Proliferation Treaty has the right to nuclear energy and the right to conduct research for peaceful purposes,” Assad said at a press conference with Ahmadinejad.

Assad addressed reports that he was asked by French President Nicolas Sarkozy to press for greater Iranian cooperation with the West, and said that his visit to Teheran was scheduled prior to the recent Mediterranean conference in Paris during which he met the French president. “I did not come on this visit as a mediator nor a messenger and I did not bring with me any messages from Western sources,” Assad said.

Nonetheless, he said the discussions in Teheran addressed Iran’s nuclear program, among other issues.

“When we attended the P

aris conference, we clarified our position to the French in a direct manner. We emphasized that with regards to the Iranian nuclear program, the only solution is through dialogue. I came to Iran to get more details on the matter,” he said.

Ahmadinejad, meanwhile, said diplomacy was the only way out of his country’s standoff with the West, and insisted he was serious about negotiations.

Iran’s leader made the comments a day after asserting that his country would not give up its “nuclear rights,” signaling that it would refuse demands to stop enriching uranium or at least not to expand its enrichment work.

An informal deadline expired this weekend on an offer of economic and other incentives by six world powers if Iran agreed to curb uranium enrichment.

Ahmadinejad said Saturday that his country’s participation in any international talks would “be aimed at reinforcing” Iran’s right under the Nuclear Non-Proliferation Treaty to enrich uranium for a civilian power program.

On Sunday, the Iranian leader repeated that his country was “serious in nuclear talks” and hoped “the other side” would be as well.

“In case he hasn’t noticed, we are trying to talk with them,” White House press secretary Dana Perino said. “The door is open, they just need to step through it by suspending their enrichment of uranium.”

US: Iran facing new round of sanctions

The Bush administration says the five permanent members of the UN Security Council and Germany have agreed to pursue further sanctions against Iran over its suspect nuclear program after it failed to meet a weekend deadline to respond to an incentives package designed to defuse the dispute.

The State Department said the group decided in a high-level phone call on Monday that it had no choice but to seek additional punitive measures on Iran.

Iran has told the lead European negotiator that it will provide a written response to the offer on Tuesday but a State Department spokesman said sanctions would come in the absence of a proper reply.

The six countries gave Iran an informal two-week deadline last month to accept or reject a package of economic incentives in return for curbing its uranium enrichment, which many believe is aimed at developing nuclear weapons.

Iran denies the charge but allowed the deadline to pass without any definitive response.
