I wrote several articles on this subject back in the final 20 years of the last century.

Now a request for information from a long standing friend in St. Louis, has led me to again address the validity of a branch of scientific theory with which I disagree. In order to not belabor the subject, or to issue a single Blog of great length, I plan to issue this Blog before noon on Tuesday and a second one this afternoon or evening. I then plan to get off the subject, and on future queries on the “global warming” theory to simply refer back to these two blogs. I consider the theory that man is the primary culprit in the creation of the huge hole in the ozone layer, and the primary villain in the global warming theory, to be the two greatest hoaxes ever perpetrated on modern mankind.

Just as the ozone depleting, government grant seeking, scientists of the last century, led the donkey theory of chlorofluorocarbons generated by man, as being the villains chewing up the ozone molecules that make up our vast protective ozone layer, so now they are using the same basic theory, with modifications, which they identify as fact, as the major culprit in global warming.

And, since they are scared to death of recent evidence that cooling, rather than warming is occurring, they are now presenting a ‘cover your donkey’ theory until 2020,

so as to be able to continue the present grant-getting, money-making, hoax on a gullible world. It is donkey manure to believe man is the primary contributor to what they call ‘global warming.’ They also came up with a clever ‘cover your donkey theory’ when the hole in the ozone layer failed to disappear soon after they said it would. Please read the BBC article by Richard Black, which immediately follows, and then read the article which I first wrote in the mid-eighties, and kept on reissuing it until 2001, when I first put it up on our web site under “Birth Pangs.”

Next decade ‘may see no warming’

The Earth’s temperature may stay roughly the same for a decade, as natural climate cycles enter a cooling phase, scientists have predicted.

A new computer model developed by German researchers, reported in the journal Nature, suggests the cooling will counter greenhouse warming.

However, temperatures will again be rising quickly by about 2020, they say.

Other climate scientists have welcomed the research, saying it may help societies plan better for the future.

The key to the new prediction is the natural cycle of ocean temperatures called the Atlantic Multidecadal Oscillation (AMO), which is closely related to the warm currents that bring heat from the tropics to the shores of Europe.

The cause of the oscillation is not well understood, but the cycle appears to come round about every 60 to 70 years

It may partly explain why temperatures rose in the early years of the last century before beginning to cool in the 1940s.

“One message from our study is that in the short term, you can see changes in the global mean temperature that you might not expect given the reports of the Intergovernmental Panel on Climate Change (IPCC),” said Noel Keenlyside from the Leibniz Institute of Marine Sciences at Kiel University.

His group’s projection diverges from other computer models only for about 15-20 years; after that, the curves come back together and temperatures rise.

“In the long term, radiative forcing (the Earth’s energy balance) dominates. But it’s important for policymakers to realise the pattern,” he told BBC News.

Deep patterns

Modelling of climatic events in the oceans is difficult, simply because there is relatively little data on some of the key processes, such as the meridional overturning circulation (MOC) – sometimes erroneously known as the Gulf Stream – which carries heat northwards in the Atlantic.

Only within the last few years have researchers begun systematically deploying mobile floats and tethered buoys that will, in time, tell us how this circulation is changing.

As a substitute for direct measurements of the MOC, the Kiel team used data going back 50 years from the Labrador Sea, where warm water gives up its heat to the atmosphere and sinks, before returning southward lower in the ocean.

Combining this ocean data with established models of global warming, they were able to generate a stream of model results that mimicked well temperatures observed in the recent past over the north Atlantic, western Europe and North America.

Looking forward, the model projects a weakening of the MOC and a resulting cooling of north Atlantic waters, which will act to keep temperatures in check around the world, much as the warming and cooling associated with El Nino and La Nina in the Pacific bring global consequences.

“We have to take into account that there are uncertainties in our model; but it does suggest a plateauing of temperatures, and then a continued rise,” said Dr Keenlyside.

‘No distraction’

The projection does not come as a surprise to climate scientists, though it may to a public that has perhaps become used to the idea that the rapid temperature rises seen through the 1990s are a permanent phenomenon.

“We’ve always known that the climate varies naturally from year to year and decade to decade,” said Richard Wood from the UK’s Hadley Centre, who reviewed the new research for Nature.

“We expect man-made global warming to be superimposed on those natural variations; and this kind of research is important to make sure we don’t get distracted from the longer term changes that will happen in the climate (as a result of greenhouse gas emissions).”

Dr Wood cautions that this kind of modelling is in its infancy; and once data can be brought directly from the Atlantic depths, that may change the view of how the AMO works and what it means for the global climate.

As with the unusually cold weather seen recently in much of the northern hemisphere – linked to La Nina conditions – he emphasises that even if the Kiel model proves correct, it is not an indication that the longer-term climate projections of the IPCC and many other institutions are wrong.

Michael Schlesinger, the US scientist who characterised the AMO in 1994, described the new model as “very exciting”.

“No doubt we need to have more data from the deep ocean, and we don’t have that at present,” the University of Illinois at Urbana-Champaign researcher told BBC News.

“But imagine the payoff of knowing with some certainty what the next 10 years hold in terms of temperature and precipitation – the economic impacts of that would be significant.”

God has created a thick layer of ozone in the earth’s vast stratosphere. If this layer was not there, man would be scorched with ultraviolet radiation, and annihilated from the earth within a few years. Many scientists still cling to the idea that chlorofluorocarbons are breaking down the stratospheric ozone layer. However, the real culprits are the increasing frequencies of volcanic eruptions. Ozone is a form of oxygen that protects man from the sun’s deadly ultraviolet radiation. If this radiation could slip through the ozone layer it would lead to rapid worldwide outbreaks of fast growing skin cancer.

A U.S. Geological Survey scientist, Dr. David A. Johnston, missing and presumed dead since the first eruption of Mount Saint Helens, was quoted by Warren E. Leary, and Associated Press science writer as follows:

“Analysis of trapped gas pockets in volcanic and other material indicates molten magmas may contain 20 to 40 times more chlorine than earlier estimates upon which volcanic atmospheric impact had been estimated. This means that the amount of chlorine emitted into the atmosphere could equal more than 100% of the 1975 world production in fluorocarbon chemicals. Johnson said in his report that volcanic explosions powerful enough to penetrate the stratosphere have been occurring about once a year in recent times.

These eruptions shoot hydrogen chloride high enough to reach the ozone layer.”

As a scientist, certified to teach chemistry and physics, I was so certain the ozone layer was being depleted by gases blown vertically into it by volcanoes, that I began to teach and write about it in books published in the late seventies and early eighties. I was so firmly convinced of it that I predicted the ozone hole would continue to grow, even after worldwide elimination of chlorofluorocarbon production by man had occurred. In the early eighties they predicted the ozone hole would decline in size by 1985. When it did not, they said it was due to residual effects. But we were assured it would decrease by 1990. When it did not, they said the residual effects were greater than they had thought, but we would see a small decline by 1995.

When it did not decline they kept on riding the same old dead horse, and predicted a thinning by 2000. It is still continuing to grow, and now they say it may not decline until 2020. The ozone hole growth since 1979 is as follows: from very small in 1977 to 500,000 cubic kilometers in 1980, to 10,500,000 in 1986, to 22,000,000 in 1992, to 23,500,000 in 1994, to 27,0000,000 in 1999, and to 28,300,000 cubic kilometers in 2000. And still there is no ozone hole over the North Pole, yet 74% of all ozone destroying particles are released in the Northern Hemisphere! But isn’t it strange that most of the world’s volcanoes are located in the Southern Hemisphere, with many of them south of 60 degrees latitude, while only a handful of volcanoes exist north of 60 degrees latitude.

Please allow me to elaborate why man-made CFC gases are not the culprits responsible for the depletion of the ozone layer over the South Pole:

(1) 74% of all man-made CFC’s are released in the Northern hemisphere.

The Long-term vertical circulation patterns of the earth in the Northern Hemisphere demand that the first ozone hole should have appeared over the North Pole – it did not!

(2) The CFC gases are heavier than the atmosphere into which they are supposed to be rising, hence they cannot rise to the level of the ozone layer of their own volition.

(3) CFC’s are washed out of the atmosphere by the precipitation cycle of the troposphere before they could reach the ozone layer.

(4) CFC gases, without the direct help of volcanic activity, don’t penetrate the restricting worldwide temperature inversion, which begins well below the ozone layer at the tropopause.

Now, please allow me to exposit why I am confident that volcanic eruptions are responsible for the depletion of the ozone layer over the South Pole:

(1) The rate increase in major eruptions since 1950 is four times greater than at any time in history.

(2) Most vertical eruptions are occurring in the Southern Hemisphere, thereby causing the ozone hole to appear first over the South Pole, rather than the North Pole.

(3) Volcanic eruptions forcefully blow different kinds of ozone depleting gases through the tropopause inversion into the ozone layer, bypassing much of the earth’s circulation and hydrological patterns.

(4) There is an active volcano pouring its depleting gases upward into the center of the ozone hole from time to time – Mount Erebus, which is near the South Pole.

(5) The growth of the ozone hole has been steadily toward the north over the southern tip of South America, where a thick concentration of active volcanoes exists today.

During the latter part of the Tribulation, thousands of volcanic eruptions, like those in Figure 10, will occur along the dashed lines of figure 3. These eruptions will send staggering amounts of hydrogen chloride, nitric oxides, and other ozone depleting gases into the ozone layer. The resultant breaking down of the ozone layer will allow ultraviolet radiation to pour through onto the inhabitants of the earth. These occupants of the final days of Satan’s kingdoms on this planet will be scorched with the great heat of the sun’s ultraviolet radiation. Yet they still will not repent toward the God of these plagues that physically destroy them. They will understand the processes that are causing it, but they will not recognize that God is doing it.

Most Christian writers of today spend a lot of effort in trying to work the entire modern day arsenal of man into the Scriptures of the Old and New Testaments. Most make the last day skin plagues attributable to atomic radiation. May I assure you that the ultraviolet and cosmic radiation, which would pour down on the earth’s surface if the ozone layer weakened and the magnetic poles reversed, would be thousands of times deadlier than atomic radiation.

Ozone Hole Reaches Record Size

“From September 21 to 30, [2006], the average area of the ozone hole was the largest ever observed, at 10.6 million square miles,” said Paul Newman, atmospheric scientist at NASA’s Goddard Space Flight Center. Newman was joined by other scientists from NASA and the National Oceanic and Atmospheric Administration (NOAA) in reporting that the ozone hole over the polar region of the Southern Hemisphere broke records for both area and depth in 2006. A little over a week after the ozone hole sustained its new record high for average area, satellites and balloon-based instruments recorded the lowest concentrations of ozone ever observed over Antarctica, making the ozone hole the deepest it had ever been.

This image, made from data collected by the Ozone Monitoring Instrument on NASA’s Aura satellite, shows the Antarctic ozone hole on September 24, 2006. The blues and purples that cover most of Antarctica illustrate where ozone levels were low, while greens, yellows, and red point to higher ozone levels. On September 24, the ozone hole covered an area of 11.4 million square miles, matching the single-day record area previously observed on September 9, 2000.

The new record set in 2006, by contrast, was for the largest average area over an 11-day period, indicating that the hole stayed larger for longer than it ever has before. This concept is demonstrated by the line graph immediately below the image. The blue line charts out the area of the ozone hole during 2006. In the background, the smooth grey curve illustrates the multi-year average area during the austral spring, when the ozone hole is largest. The red line shows the record areas—the largest area observed on any single day—during the same multi-year period. Instead of spiking and then dropping as might be expected, the area in 2006 ghosts the multi-year record, staying unusually large over a relatively long period.

FINAL WAR WILL BE DIFFERENT!

The final war of the Age of the Gentiles, which terminates in the final battle of Armageddon,

will be different in many ways from any war in the history of mankind. Of course, there are the o

bvious ways in which it will be different, as the following Scriptures attest:

Matthew 24:21,22 – For then shall be great tribulation, such as was not since the beginning of the world to this time, no, nor ever shall be. [22] And except those days should be shortened, there should no flesh be saved: but for the elect’s sake those days shall be shortened.

Daniel 12:1 – And at that time shall Michael stand up, the great prince which standeth for the children of thy people: and there shall be a time of trouble, such as never was since there was a nation even to that same time: and at that time thy people shall be delivered, every one that

shall be found written in the book.

Malachi 4:1-3 – For, behold, the day cometh, that shall burn as an oven; and all the proud, yea, and all that do wickedly, shall be stubble: and the day that cometh shall burn them up, saith the Lord of hosts, that it shall leave them neither root nor branch.

[2] But unto you that fear my name shall the Sun of righteousness arise with healing in his wings; and ye shall go forth, and grow up as calves of the stall. [3] And ye shall tread down the wicked; for they shall be ashes under the soles of your feet in the day that I shall do this, saith the Lord of hosts.

Daniel 7:25,26 – And he shall speak great words against the most High, and shall wear out the saints of the most High, and think to change times and laws: and they shall be given into his hand until a time and times and the dividing of time. [26] But the judgment shall sit, and they shall take away his dominion, to consume and to destroy it unto the end.

But there are other ways in which it will be unlike all the wars America has ever fought, and it has to do with what Jesus said in Matthew 10:34-35, which had primarily to do with what would happen to those Jews in their families of birth, if they believed on him as the Son of God.

Matthew 10:34,35 – Think not that I am come to send peace on earth: I came not to send peace, but a sword. [35] For I am come to set

a man at variance against his father, and the daughter against her mother, and the daughter in law against her mother in law.

The difference between what individual family members believed about Jesus certainly produced the reaction he described in countless Jewish families.

Most of those, who believed Jesus was the Son of God, were disowned by the rest of the family and their parents took away their inheritance. It was a clash of religious beliefs. Jesus deliberately drew the answer to what caused the division out of Peter in Matthew 16:13-17.

Matthew 16:13-17 – When Jesus came into the coasts of Caesarea Philippi, he asked his disciples, saying, Whom do men say that I the Son of man am

? [14] And they said, Some say that thou art John the Baptist: some, Elias; and others, Jeremias, or one of the prophets. [15] He saith unto them, But whom say ye that I am? [16] And Simon Peter answered and said, Thou art the Christ,

the Son of the living God. [17] And Jesus answered and said unto him, Blessed art thou, Simon Barjona: for flesh and blood hath not revealed it unto thee, but my Father which is in heaven.

So, if it was the Spirit of God that revealed that Jesus was the Son of God, then what is the Spirit of Antichrist – and what does it reveal to those who follow it?

I John 4:3,4 – And every spirit that confesseth not that Jesus Christ is come in the flesh is not of God: and this is that spirit of antichrist, whereof ye have heard that it should come; and even now already is it in the world. [4] Ye are of God, little children, and have overcome them: because greater is he that is in you, than he that is in the world.

I John 5:5 – Who is he that overcometh the world, but he that believeth that Jesus is the Son of God?

Now, keeping what you have just read in mind, please consider the only two world wars in which our nation has been involved, and ask yourself this question: did some men and women on both sides of the conflict believe Jesus Christ was the Son of God

? World Wars I and II were not over religious differences.

Religion played only a small part in it. The great and final World War is going to be a clear cut religious war waged by the spirit of antichrist against what they consider infidels.

On one side of the conflict, virtually all of them will be followers of Allah who do not believe Jesus is the Son of God, and follow the specific faith of the Prophet Muhammad. Worldwide, they will number in the billions when the final three and one-half years of the final war first begins. On the other side will be a mixed bag ranging from those who believe Jesus is the Son of God to confirmed atheists, but all will be hated by the follows of Allah as infidels, the enemies of Allah.

The Non-Muslim world had better get ready. This is not going away. It is much different from the two previous world wars.

This is going to be the war of all wars, and a fight to the finish at Armageddon. And if you are individually not prepared to meet Jesus, you had jolly well better get ready. This is not a far distant event!

Revelation 16:10-16 – And the fifth angel poured out his vial upon the seat of the beast; and his kingdom was full of darkness; and they gnawed their tongues for pain, [11] And blasphemed the God of heaven because of their pains and their sores, and repented not of their deeds. [12] And the sixth angel poured out his vial upon the great river Euphrates; and the water thereof was dried up, that the way of the kings of the east might be prepared. [13] And I saw three unclean spirits like frogs come out of the mouth of the dragon, and out of the mouth of the beast, and out of the mouth of the false prophet. I may be grasping at straws, but these reports of secret colloquy talks between America and Iran, have intrigued me since I first got wind of them. Why? Because they could suddenly come to light in a series of events that would produce “a sigh of enormous relief” in the Middle East that would ripple across the earth, and comprehensively fulfill the full linguistic intent of the false peace in I Thessalonians 5:3-6, described as a time when Israel believes it has “peace and safety.” It would also allow many of the world’s citizens to roll over and go back to sleep in a spiritual stupor, thinking the coming of the Lord is a far distant event.

I Thessalonians 5:3-6 – For when they shall say, Peace and safety; then sudden destruction cometh upon them, as travail upon a woman with child; and they shall not escape.

[4] But ye, brethren, are not in darkness, that that day should overtake you as a thief. [5] Ye are all the children of light, and the children of the day: we are not of the night, nor of darkness. [6] Therefore let us not sleep, as do others; but let us watch and be sober.

A spectre haunts the Middle East

Let us hope that reports of secret talks between the US and Iran are true – a modicum of good news for a region living in deadly nuclear peril

News reports about secret “back channel” talks between the US and Iran conducted for the past five years could mean that the world and the Middle East in particular, will eventually be able to breathe a sigh of enormous relief. It is perhaps a good illustration of how desperately needed just any ray of hope is that Ha’aretz decided that a report on the grim threat assessment presented by Israel’s intelligence agencies a month ago should also include the comparatively optimistic outlook offered by the eminent Middle East scholar Bernard Lewis in his meetings with Israeli politicians.

While the intelligence agencies painted a bleak picture for 2008, with Israel threatened by Iranian-sponsored attacks on all fronts, Lewis discovered a silver lining in the regional destabilisation: he argued that it was not only Israel that felt threatened by Iran, but also several Arab states, particularly Saudi Arabia, Egypt and the Gulf states.

Evidence that would seem to support the view proposed by Lewis is not hard

to come by.

According to a recent report, Egyptian President Hosni Mubarak told a senior European diplomat that developments in the Gaza Strip have “led to Egypt in practice having a border with Iran”; Mubarak also noted that the situation in Lebanon was comparable to that in Gaza, because “in both places, the problems and the crises stem from the growing influence of Iran.” The Egyptian president is clearly not the only Arab leader who objects to Syria’s meddling in Lebanon and its increasingly close ties with Iran: earlier reports about an initiative to pressure Syria to mend its ways were confirmed when it became clear that many of the Arab League leaders decided not to attend the summit in Damascus at the end of March.

Caustic commentary about Iran’s hegemonic ambitions in the region is a further indication that it is not only Israel that is worried. Tariq Alhomayed, the editor-in-chief of the London-based pan-Arabic daily Asharq Al-Awsat, didn’t mince his words in several pieces on this subject, even going so far as to state: “Today I say that Tehran is exporting Khomeini’s Islamic revolution to the Arab world with force – and the gateway for export is Arab Syria.”

The growing sense of threat caused by Iran’s hegemonic ambitions was also greatly intensified by recent events: in mid February, the assassination of Hezbollah’s terror mastermind Imad Mughniyeh in Damascus aroused fears of yet another war between Lebanon’s Hezbollah and Israel, which, despite its protestations of innocence, was held responsible for Mughniyeh’s death by the group’s leader Hassan Nasrallah. His calls for the “elimination” of Israel were eagerly echoed by several Iranian officials, and it is no secret that, with the help of Iran, Hezbollah has prepared itself very well for another round of fighting.

Another alarming development occurred in early March, when the Israeli coastal city of Ashkelon, home to some 120,000 residents, came under attack by Iranian-made Grad missiles fired from Hamas-ruled Gaza.

Ever since Hezbollah’s perceived “victory” in the war with Israel in summer 2006, Hamas has regarded the Lebanese militia as a role model, and, according to a recently released Israeli study, Hamas has indeed managed to build up an impressive military force of some 20,000 armed fighters with weapons, technical know-how and training supplied by Iran and Syria.

These developments obviously only add to the already grave concerns about Iran’s nuclear ambitions, and it is a reflection of the seriousness of the situation that the Israeli intelligence assessment mentioned earlier describes 2008 as the “Year of Iran”. Commenting on this assessment, one Israeli analyst even argued that it was time to realise that Iran and Israel were already engaged in a war fought by Iran’s Lebanese and Palestinian allies and that, consequently, a “real solution to the Arab-Israeli conflict can only be reached by dealing with its primary instigator: Iran.”

The notion that Iran is resolved to prevent a peaceful resolution of the Arab-Israeli conflict is arguably reinforced by Tehran’s apparent willingness to devote considerable resources to convince its allies in the region that their loyalty pays off: in addition to generously supporting groups like Hezbollah and Hamas, reports indicate that “Iran has provided Syria with more than $1bn for arms purchases […] to buy surface-to-surface missiles, rockets, anti-tank missiles and anti-aircraft systems.” The quid pro quo was, supposedly, that Syria “undertook not to proceed with the peace process with Israel”.

The idea of anything resembling a “peace process” between Syria and Israel may seem far-fetched, but rumours about secret negotiations are actually a rather regular feature of Israeli news. Thus, it was reported only recently that “Prime Minister Ehud Olmert hinted … at the prospect of secret talks with Syria”, and according to a former official of Israel’s Foreign Ministry, it was “an open secret that Turkey was conveying messages between Damascus and Jerusalem.” The same retired official, Alon Liel, has long been advocating talks with Syria and was credited in a report published by Ha’aretz in January 2007 with a central role in a series of secret meetings held in Europe between September 2004 and July 2006 which led to the formulation of “understandings for a peace agreement between Israel and Syria”.

While both Israeli and Arab politicians and analysts seem to be very skeptical about the chances for any such agreement any time soon, not even trying could hardly be regarded as a reasonable choice in a region as volatile as the Middle East.

Indeed, the question as to whether Bernard Lewis was right to see a silver lining in the fact that Iran’s ambitions do not only threaten Israel’s security is almost irrelevant – given the enormous risks involved in developments that have been aptly described as the region’s “race to match Iran’s capabilities”.

Even if the Arab states are now only shopping for peaceful nuclear technology meant to be used for energy production, the concern that this may well turn out to be a recipe for nuclear war cannot be dismissed as alarmist given the many territorial, ethnic, and political disputes that continue to destabilise the Middle East. If secret talks between the US and Iran have indeed taken place over the past five years, one can only hope that they will soon yield results that are substantive enough to banish the spectre of a nuclear cloud over the Middle East.

According to the DEBKAfile Special Report of a “secret colloquy with Iran” by “certain prominent Americans” who MAY “be preparing to go public and make it official, with the administration’s blessing,” I offer the following quote of the usage of the word “colloquy” in context from “The Scarlet Letter” by Nathaniel Hawthorne:”

“She had wandered, without rule or guidance, in a moral wilderness, as vast, as intricate, and shadowy as the untamed forest, amid the gloom of which they were now holding a COLLOQUY that was to decide their fate.”

As to the validity of the DEBKAfile Special Report, only time will tell, but Hawthorne’s use of the word “colloquy” does describe a s ituation such that if the Special Report is valid, then

it may well decide the fate of the type of American withdrawal we eventually have from Iraq. Such an agreement with Iran would allow us to withdraw in an orderly manner, and not suffer the chaos we experienced as we withdrew from Vietnam

in disorderly confusion. Having served in the NSA I know the COLLOQUY type of secret agreement is not an uncommon way for both sides to end an unpleasant event without losing face before the international community of nations.

Washington Opens Diplomatic Door to Tehran

Former Ambassador Thomas Picker swings back on the diplomatic trail

Certain prominent Americans have undertaken secret colloquy with Tehran and may be preparing to go public and make it official, with the administration’s blessing.

DEBKAfile’s Washington sources name them as Thomas R. Pickering, former ambassador to Moscow, the UN and Israel, William Luers, former envoy to Venezuela

and the Czech Republic, and Jim Walsh, a New York Republican Congressman.

They have been quietly encouraged by Rice, defense secretary Robert Gates and influential quarters in the US military and intelligence elite, who are anxious to avert a US-Iranian military clash in the eight months remaining to the Bush presidency and cut the ground from under a possible US or Israel attack on Iran.

They hope direct dialogue with Tehran will act as the groundwork for an understanding between the next US president and Iran’s Mahmoud Ahmadinejad.

It is seen also as stealing some of the thunder from the Democratic candidate Barack Obama’s offer to talk to the Iranians, and arm Republican candidate John McCain with a non-binding option on Iran for his campaign.

The American undercover conversations with Iranian officials have been going on for some time in Geneva, Switzerland, to explore common ground on Iran’s nuclear program.

Last month, the three emissaries produced a working paper called “A Solution for the US-Iran Nuclear Standoff.”

It proposed bringing Iran’s uranium enrichment program under a multinational consortium including Iran and other governments, such as France and Germany, who would participate in managing and operating the program within Tehran.

This would solve the US-Iranian nuclear standoff, ensure that Iran stops short of producing weapons-grade fuel and lift the threat of international sanctions.

President Ahmadinejad was quoted as endorsing the multilateral solution. Although his perception is likely to be different from an American or European version, the paper’s authors believe those differences could be resolved in negotiations.

A serious setback to relations came from Tehran’s intervention in the Iraqi government’s crackdown this month on militias in the southern Basra province and rocket attacks in Baghdad. (DEBKA-Net-Weekly 343 of April 4 published details). Iran’s position as the greatest threat to Iraq was highlighted by Iraq commander Gen. David Petraeus and Ambassador Ryan Crocker in their testimony to Congress last week – to the point that al Qaeda scarcely rated a mention.

Bush commented on April 11 that if Iran continues to help militias in Iraq “then we’ll deal with them.” But he also reaffirmed his disinclination for war and preference

for diplomatic solutions. “You can’t solve these problems unilaterally. You’re going to need a multilateral forum,” he said.

This testimony and the president’s remarks did not set to rest the Washington cliffhanger over whether the president will opt for military action against Iran after all, before he leaves the White House, or stick to quiet diplomacy and relegate the Iran nuclear headache to his successor.

Bush’s immediate reaction confirmed the latter view: Without prior notice, he sent Petraeus and Crocker to Riyadh.

Last week, there was talk of a limited US military action against the Iranian command centers directing, training and army Iraq’s militias. Now, the commander-in-chief was instructing the top Americans in Iraq to persuade the Saudis to blaze the way for Arab rulers to throw their support behind the Maliki government in Baghdad. The object of this exercise was to offset rather than challenge Iranian influence in Baghdad.

A diplomatic, multilateral course appeared to have been set in motion for dealing with Iranian troublemaking in Iraq – if not its nuclear defiance.

But the opposite signal came a day later in an interview the US president gave Bill Kristol, editor of the conservative Weekly Standard.

The conclusion Kristol drew was that the hearing (given by Petraeus and Crocker) was “less an argument for getting out of Iraq than going into Iran.”

Asked whether he thought there was a chance of Bush ordering a military strike against Iran before the end of his tenure, Kristol replied: “We didn’t really talk about that, in all honesty, directly. I don’t think it’s out of the question.”

Clearly, President Bush is leaving everyone guessing up to the last second about which way he will jump.

Diplomacy is meanwhile in motion – whether relevant or not to the president’s ultimate plans.

The former US president Jimmy Carter’s plan to travel to Damascus and meet Syrian president and Hamas politburo leader Khalad Meshaal drew automatic reproof from the US State Department and Secretary Condoleezza Rice.

He began his trip in Israel Sunday, April 13, before heading for Syria.

However, the 84-year old Carter’s Damascus venture could fit in with the White House’s broader “multilateral” strategy with regard to Iran.

His own party, the Democrats, frown on it. Barack Obama, who is ready to talk to Iran, said sternly Saturday, April 12: “I would not meet with Hamas unless it recognized Israel, renounced terror and abided by previous agreements. I don’t think conversation with them is useful.”

He thus lined up with the Bush administration and the official line of the Middle East Quartet line on the Palestinian terrorist group.

Carter, however, appears to be going with the Bush flow: Is he beating a path to Iran’s allies and proxies, Syria, Hamas, and even Hizballah, to generate an amicable environment for administration diplomats to forge an understanding between Washington and Tehran? Or striking out on his own.

The Monroe Doctrine is a U.S. doctrine which, on December 2, 1823, proclaimed that European powers were no longer to colonize or interfere with the affairs of the newly independent nations of the Americas.

The United States planned to stay neutral in wars between European powers and their colonies. However, if later on, these types of wars were to occur in the Americas, the United States would view such action as hostile. President James Monroe first stated the doctrine during his seventh annual State of the Union Address to Congress, a defining moment in the foreign policy of the United States.

Most recently, during the Cold War, the doctrine was invoked as a reason to intervene militarily in Latin America to stop the spread of Soviet Communism.

But before the Cold War, as Hitler rose to power in Europe, the Nazi’s tried to extend their influence into Latin America for naval operations, and after World War II many of their leaders fled to Latin America for sanctuary.

Once again, another monster is arising in Iran, and Iranian influence is now spreading into Latin America like a cancer that means to do us no good in our western hemisphere. Please take time to read the following excerpt from the New York Post. It may surprise you as to the extent

Iran’s Winning Latin Power Play

“A man of God and an enemy of the Great Satan” is how Iran’s official media described Fernando Lugo, the Paraguayan ex-priest who just won his country’s presidency.

Iran’s President Ahmadinejad hopes that Paraguay will now become another link in the chain of anti-U.S. regimes he’s supporting with the help of his “brother,” Venezuelan President Chavez.

Since the late 1980s, the Iranian-run Hizbullah has built a base in Paraguay by recruiting in the Shiite community, about 15% of the population, which played a key role in Lugo’s victory.

Bolivia also elected a leftist firebrand, President Evo Morales.

Ecuador’s new president, Rafael Correa, has suspended talks for a free-trade pact with the U.S. and threatened not to renew the lease for the U.S. air base at Manta.

In Nicaragua, the Sandinistas have regained power under President Daniel Ortega – who highlighted his alliance with Ahmadinejad by making Iran the first non-Latin country he visited after taking office.

All this confirms Ahmadinejad’s belief that the global tide is turning against the U.S.

Iran has sold $4.5 billion worth of armaments to Venezuela and is training hundreds of Venezuelan military personnel.

Iran has invested $1 billion in developing a Spanish-language TV network to compete with the major U.S. satellite channels.

The Monroe Doctrine, designed to deny European powers a dominant role in the Americas, apparently doesn’t apply to Iran – which is determined to carve its own Latin American zone of influence.
