• In translating properly cast votes into mandates, the first thing that must be determined is the “threshold,” that is, the minimum number of votes

that a party must receive in order to gain representation in the Knesset.

• The Knesset has passed a law setting the threshold at two percent. Therefore, a party must win at least two percent of all the properly cast votes in order to gain representation in parliament.

Votes that are not cast properly are discarded from the beginning and play no part in the calculation of the mandates.

• All the votes received by parties that do not pass the threshold will also not figure in any further calculations. They are, therefore, “wasted” votes.

• The total number of properly cast votes received by all the parties that exceeded the threshold is divided by 120 (the number of Knesset seats) to determine the numeric equivalent of one mandate.

The surplus votes remaining to each party after the final mandate has been accounted for are not considered in this first round of the calculations.

• Because of the surplus votes that each party receives and that are not taken into account in the first round of calculations, the number of mandates allocated in this round will fall short of 120. The question is, how are the remaining mandates distributed?

• In the second round of calculations, an “internal index” is established for each party, or for each pair of parties that has made a reciprocal vote-sharing agreement before Election Day. The internal index is determined by dividing the total number of votes the party has received, or the pair of parties has jointly received, by the number of mandates allocated to it in the first round, plus one. For example, if a mandate is estimated at 25,000 and a party or pair of parties receives 115,000 votes, the internal index will be the result of 115,000 divided by five.

• The remaining votes are distributed to those parties that have the highest internal index. The calculation is made one mandate at a time until all the mandates that were not distributed in

the first round have been allocated.

• When a pair of parties receives one extra mandate, the mandate will be allocated to the party that has the higher individual internal index between the two.

The Islamic Jihad Spirit Movement Continues to Grow Worldwide as the Harbinger of Armageddon!

This is not a secular war in which we are involved, it is a religious war – It is Islam versus the Infidels – And more that one-fifth of the earth’s population is Muslim. We can blow up their nuclear sites in Iran, fence them inside a security barrier in Israel, and invade what they consider their land, but it will only inflame the religious zeal of Islamic Jihad as we do so.

I am a conservative, and am not opposed to destruction of the nuclear sites, the building of the security barrier, or invasion of an Arab country. But as a realist who believes the Bible, I must, in all honesty, tell you that no matter what we do, we are headed for a final showdown when the fullness of the Age of the Gentiles arrives in the Middle East, and the return of Christ is the ONLY solution to the problem. Then, and only then, will the unbelief of all the nation of Israel in Jesus as its Messiah, cease when the centuries old “vail of unbelief” is dropped from before their eyes.

II Corinthians 3:14-16 – But their minds were blinded: for until this day remaineth the same vail untaken away in the reading of the old testament; which vail is done away in Christ. [15] But even unto this day, when Moses is read, the vail is upon their heart. [16] Nevertheless when it shall turn to the Lord, the vail

This generation is headed for the fullness of the Age of the Gentiles to end at the battle of Armageddon, when Christ returns to end the battle, and begin his reign on this earth. But before that happens there will be a time of relative “false peace” for Israel when they finish the security barrier next year, and thereafter begin to believe it gives them a time of “Peace and safety.” However, their false sense of “Peace and safety” will “suddenly” end in a Jihad by 10 Arab nations from the north. Israel will be driven into the Negev wilderness, where “she,” as the woman of Revelation 12:6, will remain for some three and one-half years before Armageddon’ s battle clo

ses out the Age of the Gentiles.

Hamas Victory Buoys Jordan’s Islamists

In the lobby of an Islamic school in Amman, a map shows a green wave washing over the Middle East, Europe, and North Africa. ”The Muslims Are Coming!” declares a banner above the map. The victory of the Islamist Palestinian group Hamas, just across the Jordan River in the West Bank, has invigorated Jordan’s steadily growing Islamist movement and reinforced its conviction that democratic elections will pave the way to an Islamic republic in Jordan.

The school and the Islamic Action Front in parliament are both wings of Jordan’s Muslim Brotherhood, an organization that has followed the same blueprint as Hamas.

Now politicians in the Islamic Action Front are boldly breaking with the gentlemen’s rules of Jordanian politics, under which opposition parties never directly criticize the monarchy, nor point out government corruption, or call for major democratic reforms.

In recent weeks, Islamist politicians have declared that without the monarchy’s repressive control over parliamentary elections, the Muslim Brotherhood would win 40-50% of the vote. (Boston Globe)

In what may presage a broader Russian crackdown against Islamist groups, regional Federal Security Service (FSB) head Aleksandr Krivyakov said that Islamic extremists have moved from the “first” to the “second” level of activity, one level before the point at which such groups will organize “mass disorders” and try to “seize power.”

Such a development would not have been possible “without organizational and financial support from abroad,” a fact confirmed by the Chelyabinsk courts last fall when they convicted representatives of Hizb ut-Tahrir from Central Asia of “extremist activity.”

Krivyakov added that “it is well known that the expansion of Wahhabism in Russia is taking place stage by stage, according to a definite plan.

We already over the course of several years have noted cases of distribution in the region of literature and leaflets of Wahhabi content.”
“At the present time, the second stage of this so-called expansion is taking place: the formation

of missionary groups among the members, to whom an anti-government ideology is being disseminated.”

Unless something is done quickly, he insisted, these Islamist radicals will move to the final, third stage in which there will be “a sharpening of inter-ethnic and inter-confessional relations,” and “the activization of national radicals.”

Three years ago, FSB analysts began to talk about what they called the “three-stage process” of the Islamist threat to the Russian Federation, learning of this plan from captured Wahhabist documents.

After the death of Aslan Maskhadov, the moderate leader of the Chechen separatists, one year ago, the leadership passed to the radicals led by Russia’s most wanted man, Shamil Basayev.

Maskhadov’s successor as rebel president, Abdul-Khalim Sadullayev, is officially working with Basayev and has announced the creation of a “Caucasus Front” that stretches beyond Chechnya to the rest of

the North Caucasus.

In January, Basayev said in an interview that Sadulayev planned to hold a big “majlis” or assembly in spring 2006 to unify the Chechen fighters.

Basayev also said he “intends to cross the river Volga” in the summer.

Who is the Legitimate “Occupier” in the West Bank and Gaza Strip

The answer to this question,

for someone who believes the Bible is the inspired word of God, was settled long ago.

For the rest of the world it is a complicated question. But for the believer it is a simple one. The answer to the question is found in the answer to this question – Does man or God have the right to decide the legitimate occupier of the West Bank and Gaza Strip? For those who do not believe the Bible is God’s inspired word, they settle it by their own conclusions, but for those who believe it is God’s inspired word, it has already been settled for them by God’ word.

Genesis 15:18 – In the same day the Lord made a covenant with Abram, saying, Unto thy seed have I given this land, from the river of Egypt unto the great river, the river Euphrates:

The land grant to Abraham did not pass to the male descendants of his seeds from Hagar and Keturah, but was passed down through the seed descendants of Isaac and Jacob.

The following event occurred in the center of what we now call the West Bank.

Genesis 28:10-14 – And Jacob went out from Beer-sheba, and went toward Haran.

[11] And he lighted upon a certain place, and tarried there all night, because the sun was set; and he took of the stones of that place, and put them for his pillows, and lay down in that place to sleep. [12] And he dreamed, and behold a ladder set up on the earth, and the top of it reached to heaven: and behold the angels of God ascending and descending on it. The article by Arthur Cohn in the Jerusalem Post is accurate as to how

the two major viewpoints have caused a wide diversity of opinion. In the final analysis, much of what one believes is dependent on whether he or she believes the Old Testament is inspired – Does God or man have the right to decide who is the true “occupier” of the West Bank and Gaza Strip? And does God consider the Palestinian homicide bombers as “freedom fighters” or “terrorists” of a false God represented by a false prophet? Does Hollywood or God decide the answer to the question?

The ‘Occupation’ is the Problem

The Palestinian film “Paradise Now,” which sympathetically depicts the lives of two Palestinian terrorists, won the Golden Globe and was nominated by the Academy of Motion Pictures in Hollywood for the best foreign film Oscar.

How is it possible, I ask myself, that such a film is acclaimed by people of culture? The main reason is that terrorists active against Israel are regarded by many as freedom fighters whose motives should be understood.

One word has transformed Palestinian terrorists into sympathetic figures in certain quarters and has tainted all political discussion surrounding the Israeli-Palestinian conflict: That word is “occupation.”

All land not part of Israel until 1967 is deemed “occupied territory.” And in dealing with supposedly stolen land all means are justified.

By these criteria there can be no negotiations about Gush Etzion or other settlement blocs, no discussion about a united Jerusalem. These areas are illegally occupied and have to be given back.

The term “occupation” also reminds people of the German occupation of Europe during WWII.

This allusion to Nazism makes Israel’s transgression even worse. It is only a small step from the “occupation” to a full-scale comparison of Israel to Nazi Germany. In this context, who can deny the Palestinians the right to fight the “occupation”?

Calling the West Bank “occupied” is irresponsible and unjustified. Let’s remember that Israel didn’t initiate the war in order to conquer land.

Israel was attacked in 1967.

Israel didn’t take any land from a sovereign state. The West Bank and Gaza were illegally in the hands of Jordan and Egypt respectively.

The disputed areas were promised for Jewish settlements by the League of Nations in 1922, and all the resolutions of this body were transferred to the UN under Article 80 of the UN charter.

THERE IS no parallel case in history that treats territories captured in a defensive war as occupied. Moreover, for most Arabs all the land of the state of Israel is stolen (“the occupation started in 1948”) and those who speak now about “occupation” of the areas beyond the Green Line play into the hands

of the Palestinians and their anti-Israel propaganda.

The soft treatment by many in the international community we are now seeing of the soon-to-be Hamas-led PA – which declares that all Israel has to be “liberated” by terrorism from “occupation” – is the proof for that. All use of the misleading term “occupied territories” encourages the double standard whereby many nations treat the various terror groups such al-Qaida one way and the Palestinian terror groups another way.

IF THERE will come a time for a peace agreement between Israel and a reliable Palestinian partner, many concessions will have to be made. But to declare in advance that all these areas don’t belong to Israel, that they are part of an illegal occupation, makes no sense. Does the Old City of Jerusalem, which was attacked in 1948, not belong to Israel? Are areas like Gush Etzion not part of the Zionist enterprise? Have the survivors of the Jews brutally killed in the Hebron pogroms no right to return to their historical Jewish center

?

Those who declare that great parts of Israel are occupied territories also indirectly support the Arabs’ claim that the Jews really don’t have any true roots in the Holy Land at all.

One sixth-grade Palestinian school book put it this way: “The argument that the Jews have historical rights in Palestine is the greatest lie in human history.”

The ugly efforts of the Arab propaganda to rewrite Jewish history, by saying for instance that the Temple never existed, are indirectly supported by those who speak flippantly about “occupied territories.”

By declaring that the West Bank is “occupied” we are also supporting the peculiar idea that they must become judenrein – free of Jews. If more than one million Palestinian Arabs live in Israel, why is it unthinkable that Jews would live under the Palestinian Authority?

AS FOR the ownership of the land, almost all Jews who settled beyond the Green Line built their homes on public land and not on privately owned Arab property.

If Israel’s demand for security lacks a basis in law, justice and morality, if Israel does not stress its rights in the Land of Israel, if it basically justifies the Arab position that large parts of Israel belong only to them and are forcibly stolen, the Jewish state and its supporters cannot wonder when we see so many students on American university campuses embracing the Palestinian propaganda narrative. We cannot be surprised that so many writers and media people speak out against Israeli policies; we cannot wonder when major churches tell their congregants they are divesting from Israel; and we cannot wonder when a prestigious award is given to a film that shows understanding, even a certain admiration, for anti-Israel terrorists.

Islamic Religious Madness – Possessed by the Mindset of Antichrist!

The raging hatred of Islam against the so called “Christian Crusaders,” playing the role of “the big devil,” and the ungodly Jews playing the role of the “little devil,” because their Prophet Muhammad came to them with his message of Allah, and was rejected as a heretic, is only going to get worse with time.

President Bush indicated in a recent public statement that the troops might stay in Iraq through 2008, but I suspect they will have been withdrawn by the time 2008 begins. I believe a Jihad will be launched by 10 Arab nations against Israel between 2008 and 1012.

PA TV Star: Mother Upset Her Daughter Failed as Suicide Bomber

Palestinian Authority (PA) controlled television is still broadcasting human interest pieces highlighting parents’ support for their children’s decisions to become suicide bombers.

In spite of PA pledges not to incite, an interview broadcast last week featured the mother of Wafa Al-Bas, the 21-year-old Arab woman from Gaza who was arrested at the Erez Crossing in June 2005 wearing a 20-pound (9 kg) bomb under her clothes.

The PA TV interview with Al-Bas’ parents, which aired on February 20th, features her mother saying the event was hard for her – not because her daughter was on a suicide mission, but because she was arrested on her way to carry it out.

Al-Bas intended to bomb Be’er Sheva’s Soroka Hospital outpatient clinic, where she had been receiving regular treatments for serious burns on 45 percent of her body resulting from a gas stove explosion in her home.

The failed bomber later told Israeli television that her greatest wish was to kill 30 to 50 Israelis, including children.

The hospital attack would likely have killed or maimed the very Israeli doctor who had saved her life.

Al-Bas’ mother said in the PA TV interview that she knew that her daughter had wanted to be a martyr since she was a little girl, but had not encouraged her – not because she opposed the idea of suicide bombing, but because Wafa was female. “If it was a boy, I would have supported, but since she is a girl I discouraged,” she said.

“The message given to Palestinian society from broadcasts like this is that suicide bombing is not wrong,” said PMW Director Itamar Marcus. “Indeed, it is seen as an honor and a joy to raise a child to be a suicide bomber – at least if that child is a son.”

The phenomenon of mothers’ approval of their children’s terrorist acts and the PA’s broadcast of such methods is not new.

* Mother of suicide terrorist: “My son’s martyrdom was as a wedding, a time of joy”

* Mother of suicide terrorist: “Mothers make sounds of joy [on their son’s martyrdom] because she wants him to reach martyrdom… I wanted the best for him… [it was] honor for us”

Hamas Denies Running Kids’ Suicide Web Site

zations that a cartoon-style Web site for kids that praises suicide bombings belongs to the militant Islamic movement.

The al-fateh.net site encourages children to commit suicide in order to kill Israeli soldiers and civilians. On Wednesday the site had an item telling a short story about a young girl who knowingly leads Israeli soldiers to a bomb and dies with them. The story said that “Suhad became a shahida (martyr) lying on the grass and smiling because she was a shahida for Palestine.”

Itamar Marcus, Director of Palestinian Media Watch (PMW), an Israeli organization which monitors and translates Palestinian Arabic language media, said that the site, along with palestine-info.com and palestinegallery.com are official Hamas sites.

“A man by the name of Nizar Hussein who sits in Lebanon runs those sites and he runs the children’s Hamas Web site from the same server,” said Marcus.

According to Dr.

Reuven Ehrlich, a former army general who now directs an organization called the Intelligence and Terrorism Information Center said Hussein works in

the same office as leading Hamas official in Lebanon, Osama Hamdan.

“We know and assume that they are working together,” said Ehrlich. “I checked it out with my Israelis sources and they confirmed this. I can’t reveal who they are.”

This is not a secular war, it is a religious war, and the minds of those on the Islamic side have been taught from childhood that the Jews and all non-Muslims are infidels who took their lands in the past, and now want to take them again.

If we do bomb the Iranian nuclear sites and build a transitory type of democratic government in Iraq, no matter how noble our purpose, the problem in the Middle East is not going to disappear, because it is a direct conflict between Christianity, Judaism and Islam, and a direct face to face war between Islam and Judaism must occur.

The sooner that Israel gets the Palestinians, with their mindset toward suicide bombing as being justified by the Koran, inside their security barrier, the sooner Israel can enjoy a period of relative “peace and safety” on their side of the wall, which is the area outside the pre-1967 West Bank borders.

The terror attacks inside the West Bank will be increasing against the Israelis, but should be decreasing toward those Israelis living outside the West Bank and Gaza Strip.

After the unilateral withdrawal of the Israelis inside the West Bank and the completion of the security barrier/wall/fence in 2007, I expect a brief period of “peace and safety” mindset to begin for Israel.
