Israel has decided to complete a north to south security fence barrier the length of the Jordan Valley between the eastern side of the West Bank Mountains and the Jordan River.  You may view a diagram of this barrier on our Web Site Archive Prophecy Update Number 65C.

It was introduced to the Israeli Knesset in 1968.  I retired three years later at the NSA in Washington.

Israel-Palestinian Talks: Why Fate of Jordan Valley Is Key

The fertile, largely undeveloped Jordan Valley makes up a quarter of the West Bank. It was captured by Israel during the 1967 Six-Day War, and most of it is still under Israel’s military and administrative control. Israel says it cannot give up the valley for reasons of security. The fate of the valley is said to be one of the points on which Israeli and Palestinian negotiators are struggling to find a compromise.

In October, Israeli Prime Minister Benjamin Netanyahu told a Knesset meeting, “Our strength is the guarantee for our existence and peace….This requires a security border in the Jordan Valley, as Rabin said in his last speech.” Israeli media report that Netanyahu plans to build a new security barrier in the Jordan Valley and rejects the introduction of international forces to guard the border.

“Our experience has been that international forces just don’t do the job,” says Dore Gold, president of the Jerusalem Center for Public Affairs. He points to the limitations of UNIFIL, which was given responsibility for the southern Lebanon border after the 2006 war. “Giving up the security of the Jordan Valley in a Middle East that’s full of chaos? Who knows what’s going to happen to Syria – maybe we’ll have a new jihad stand to our east – that’s a major worry for the Israeli army today.”  (BBC News)

Three years before I retired at the National Security Agency, in 1968, there was an Israeli security plan put forward by their Foreign Minister Yigal Allon.  It was drawn up by him, but never put into effect and, for that matter I do not remember it being put forward as an official proposal.  As I recall, the plan was to completely surround the West Bank with a security buffer zone.  I retired in 1971 and, quite frankly, my memory may not recall the details specifically, but it seems to me that the security buffer zone was to be about three miles deep, except on the side facing the Jordan River, where I think it was to be seven to 10 miles in width.  The Israelis seem to think this would provide them with security from the actions of the Palestinians enclosed within it.  The more I think about it, the more it seems to me this was what was presented as a proposal under the Benjamin Netanyahu administration in a modified version.  And what is now happening in Israel may also be a modified version of the old Allon Security Buffer Zone Plan.  They would first eliminate or cripple the terrorist infrastructure in the cities and refugee camps, then pull back a few miles and establish a security ring around the individual areas, and then finally seal in most of the West Bank with a security buffer zone to give them a feeling of peace and safety from the terrorists within the West Bank.

What Happened to the Jordan Valley?

Speaking before Israel’s ambassadors from around the world two weeks ago, Prime Minister Binyamin Netanyahu explained his view about how to create effective security arrangements in the event of an Israeli-Palestinian peace settlement. He decided to stress that to safeguard the demilitarization of the West Bank, it was vital for the IDF to maintain a military presence along the points of entry to the territories from the east, in order to prevent these areas from being penetrated and flooded by smuggled weaponry.

In short, without going into details, Netanyahu was reminding his diplomats about the critical importance of the Jordan Valley for the future security of Israel.

Netanyahu was following a long tradition of prime ministers who saw the Jordan Valley as the front line of Israel’s defense. One month before he was assassinated, Yitzhak Rabin appeared in the Knesset on October 5, 1995 and outlined how he viewed the country’s future borders. He first declared that “Israel will not return to the lines of June 4, 1967” and then stated that “the security border for defending the State of Israel will be in the Jordan Valley, in the widest sense of that concept.”

Clearly, Rabin did not want to defend Israel along the narrow river line, where Israeli forces would be exposed to hostile fire from immediately adjacent high ground. Instead, he sought to exploit the steep eastern slopes of the West Bank hill ridge that rise to a maximal height of 3,000 feet from the river bed which is below sea-level. In an interview in Haaretz on April 14, 2005, Ariel Sharon explained that Israel must control the Jordan Valley from the hill ridge above the Allon Road.

YET IN the public discourse over Israel’s future borders, it seems as though the question of the Jordan Valley has been forgotten for three reasons.

First, when military planners in the past talked about the importance of the Jordan Valley, Israel was still at war with the Kingdom of Jordan and concerned about the emergence of an eastern front, including Iraqi expeditionary forces. Since Israel now has ties with Jordan, and Saddam Hussein’s Iraq was badly weakened in 1991 and occupied in 2003 by the British and the Americans, some have argued that Israel no longer needs the Jordan Valley.

Second, once prime ministers started talking about giving up 88, 93 or 97 percent of the West Bank, they stopped talking about the Jordan Valley. After all, the whole area is approximately 33% to 40% of the West Bank. A diplomatic strategy of holding on to the Jordan Valley contradicted their peace proposals, which became increasingly motivated by the question of what would be acceptable to the Palestinians rather than what was necessary for Israel’s security.

Third, in the public discourse on the future of the West Bank, the major constraint in the last 10 years on any significant withdrawal became the large settlements that were part of heavily populated blocs, like Ariel, Givat Ze’ev, Ma’aleh Adumim and Gush Etzion. After the tragedy of the disengagement, those drawing lines for peace proposals sought to squeeze as many settlers into as minimal an area as they could find. They either forgot about Israel’s security needs or just assumed that if Kassams were fired from the West Bank, the IDF could easily retake the whole area in a few hours (this was before the Second Lebanon War and Cast Lead showed the complexities of such ground operations in densely populated areas, when future Goldstone Reports might be issued).

IT IS now well-understood by the Israeli public that the most crucial error of disengagement was abandoning the Philadelphi Corridor between the Gaza Strip and Egyptian Sinai, which allowed Hamas to build a vast tunnel network, with minimal Israeli countermeasures, and smuggle a huge arsenal into the Gaza Strip. From 2005, when Israel left Gaza, to 2006, the rate of rocket fire increased by 500%. New weapons, like Grad missiles, were fired for the first time at Ashkelon after the pullout. It does not require much imagination to understand what would happen in Judea and Samaria if Israel left the Jordan Valley – which should be seen as the Philadelphi Corridor of the West Bank.

For example, up until now, Israel has not had to deal with SA-7 shoulder-fired rockets that could be aimed at aircraft over Ben-Gurion Airport, because it is difficult to smuggle them into the West Bank as long as the area is blocked by the IDF in the Jordan Valley. Nor has Israel had to face Islamist volunteers who reinforce Hamas and could prolong a future war, like those who joined the jihad in Iraq, Afghanistan, Yemen or Somalia, because Israel can deny them access to the West Bank.

In fact, in its annual survey for 2009, the Shin Bet (Israel Security Agency) noted that while there has been a decrease in the terrorist threat to Israel, the only exception to this positive trend is the increasing involvement of global jihadi groups, who at present are building up a presence in the Gaza Strip. Clearly they would be in the West Bank if they could get there.

WHAT ABOUT the Jordanians? Why does Israel have to stay in the Jordan Valley if the Jordanian army intercepts units of al-Qaida coming from Iraq or Syria?

The fact of the matter is that if Israel withdrew from the Jordan Valley and it became known among the global jihadi groups that the doors to the West Bank were open, the scale of the threat would change and the Jordanians would find it difficult to effectively halt the stream of manpower and weaponry into their territory.

Clearly Jordan itself would be destabilized by this development. This is exactly what happened in 2005 when al-Qaida in Iraq set up an infrastructure in Jordan and attacked hotels and government buildings. This is also what happened during Black September in 1970, when the Jordanian army had to confront a massive Palestinian military presence and a civil war ensued. Besides, should Jordan have a common border with a Palestinian state, Palestinian irredentism toward the East Bank would undoubtedly increase.

More than 30 years ago, when foreign minister Yigal Allon – who had been Rabin’s commander and mentor in the Palmah during 1948 – was summarizing his plan for “defensible borders” for Israel in Foreign Affairs, he simply said that if Israel wanted to be sure that the areas from which it withdrew would remain demilitarized, it must keep the Jordan Valley. Allon was writing in 1976, but his analysis remains as relevant as ever today.

Netanyahu: Israel Must Surround PA Entity

(Israelnationalnews.com) Prime Minister Binyamin Netanyahu says that Israel will have to encircle any new Arab entity in Judea and Samaria, in order to prevent rocket smuggling.

Speaking with foreign reporters on Wednesday evening, Netanyahu said that Israel must ensure “an efficient way, at the entry and exit points, to stop rockets from being smuggled into the territories close to Israel.”

“This will require an Israeli presence on the eastern side of the Palestinian state,” the prime minister continued. “I don’t know how it will be executed, but it has to happen.”

Netanyahu has long held that Israel must control the Jordan Valley, which is the eastern edge of Judea and Samaria, in any future peace arrangement with the Palestinian Authority. He has similarly said that any future PA state must be demilitarized.

Netanyahu to Abbas: Get Down From Tree Already

The prime minister called yet again for PA chairman Mahmoud Abbas to enter into resumed negotiations with Israel without conditions: “They must get down off the tree. They climbed up a high tree, and they like it there. The more ladders they are brought, the higher they climb up.”

Chief PA negotiator Saeb Erekat ignored Netanyahu’s calls for a resumption of talks, but said, “Netanyahu is once again trying to set facts on the ground by himself.”

Ayatollah Khamenei: “Nobody Should Consider Our Negotiators as Compromise-Seekers”

Iran‘s Supreme Leader Ayatollah Ali Khamenei warned Sunday against undermining negotiators engaged in talks with the West. Diplomats “are on a difficult mission and nobody should weaken those who are on assignment,” he said. “Nobody should consider our negotiators as compromise-seekers,” he added.

Khamenei reiterated that he isn’t optimistic about nuclear talks, but they won’t damage Iran. He also praised Iranian militant students who stormed the U.S. Embassy in 1979. (Wall Street Journal)

Iran Negotiating with China to Unblock Billions of Assets

Iran and China have reached an agreement to unblock up to 22 billion euros of Iranian assets, mainly from oil export revenues.

Hassan Sobhani-Nia, an MP and member of the administrative board of Iran’s parliament, announced on Saturday that “Chinese officials have agreed to finance some $20 billion in Iran in lieu of the blocked assets in China which belong to the Islamic Republic.”

China has imported 16 million tons of Iranian oil during the first nine months of 2013, an 18% increase over the same period last year.

Sobhani-Nia also announced that $100 billion of Iran’s money is frozen in foreign banks because of the sanctions.

Syrian Opposition: No Talks that Leave Assad in Power

Syrian National Coalition President Ahmad Jarba said Sunday that the opposition would not attend peace talks unless there was a clear timeframe for President Assad to leave power. He also said they could not accept the presence of Iran at the negotiating table.

A senior State Department official said Iran would not be welcome to attend the Syria peace talks unless it endorsed a past agreement that would see Assad give up power.

“TOTE ELEGON” AND “BUT BEFORE ALL THESE”

PART 1

These two phrases “Tote Elegon” (THEN SAID HE), and “BUT BEFORE ALL THESE,” must be considered to correctly interpret the Olivet Discourse, and thereby rightly divide the time sequences outlined by Jesus as to the immediate and distant future events.  Most of the Olivet Discourse was fulfilled before 100 A.D., some is being fulfilled now, and all will be fulfilled when Jesus comes again at the Second Advent.

Luke 21:5-12 – And as some spake of the temple, how it was adorned with goodly stones and gifts, he said, [6] As for these things which ye behold, the days will come, in the which there shall not be left one stone upon another, that shall not be thrown down. [7] And they asked him, saying, Master, but when shall these things be? and what sign will there be when these things shall come to pass? [8] And he said, Take heed that ye be not deceived: for many shall come in my name, saying, I am Christ; and the time draweth near: go ye not therefore after them. [9] But when ye shall hear of wars and commotions, be not terrified: for these things must first come to pass; but the end is not by and by. [10] THEN SAID HE (tote elegon) unto them, Nation shall rise against nation, and kingdom against kingdom: [11] And great earthquakes shall be in divers places, and famines, and pestilences; and fearful sights and great signs shall there be from heaven. [12] BUT BEFORE ALL THESE, they shall lay their hands on you, and persecute you, delivering you up to the synagogues, and into prisons, being brought before kings and rulers for my name’s sake.

Every thing from Luke 21:5 to 9 and Luke 21:12 to 25 was fulfilled before 100 A.D., Luke 21:9-11 is currently being fulfilled, and Luke 21:25-28 will be fulfilled at the Second Advent of Christ.

BUT BEFORE ALL THESE – AS YE SEE THE DAY APPROACHING

Luke 21:12 – But before all these, they shall lay their hands on you, and persecute you, delivering you up to the synagogues, and into prisons, being brought before kings and rulers for my name’s sake.

This Scripture began to be fulfilled in the lives of the first New Testament Church members who heard it directly from the lips of Jesus as he spoke it to them, and continued to be fulfilled right up the time of the fall of Jerusalem, and in the days of the early churches into the third century.  But the last phrase in the following verse has yet to be fulfilled.

Hebrews 10:25 – Not forsaking the assembling of ourselves together, as the manner of some is; but exhorting one another: and so much the more, as ye see the day approaching.

The things in Luke 21:9 were, and still are, occurring!

Luke 21:9 – But when ye shall hear of wars and commotions, be not terrified: for these things must first come to pass; but the end is not by and by.

There were many wars and commotions around and within the vast boundaries of the great Roman Empire, and one of them was the fall of Jerusalem to Titus in 70 A.D.  But Jesus indicated the end of the age was a long way off by his comment “but the end is not by and by.”

The following verses began to be fulfilled in 1948 when Israel became a nation.

 Luke 21:10,11 – Then said he unto them, Nation shall rise against nation, and kingdom against kingdom: [11] And great earthquakes shall be in divers places, and famines, and pestilences; and fearful sights and great signs shall there be from heaven.   

If one desired to put Luke 21:5 to 20 in chronological prophetic order, it would be as follows: 

Luke 21:5-9 – And as some spake of the temple, how it was adorned with goodly stones and gifts, he said, [6] As for these things which ye behold, the days will come, in the which there shall not be left one stone upon another, that shall not be thrown down. [7] And they asked him, saying, Master, but when shall these things be? and what sign will there be when these things shall come to pass? [16] And ye shall be betrayed both by parents, and brethren, and kinsfolks, and friends; and some of you shall they cause to be put to death. [17] And ye shall be hated of all men for my name’s sake. [18] But there shall not an hair of your head perish. [19] In your patience possess ye your souls. [20] And when ye shall see Jerusalem compassed with armies, then know that the desolation thereof is nigh. [21] Then let them which are in Judaea flee to the mountains; and let them which are in the midst of it depart out; and let not them that are in the countries enter thereinto. [22] For these be the days of vengeance, that all things which are written may be fulfilled. [23] But woe unto them that are with child, and to them that give suck, in those days! for there shall be great distress in the land, and wrath upon this people. [24] And they shall fall by the edge of the sword, and shall be led away captive into all nations: and Jerusalem shall be trodden down of the Gentiles, until the times of the Gentiles be fulfilled.

I realize this may seem strange to some who read it, but in the weeks to come, Lord willing, I will make linguistic proofs that show this is a valid prophetic chronological sequence from the time it was uttered by Jesus until the end of the times of the Gentiles.  So please stick with me as I demonstrate my proofs.

I Thessalonians 5:3,4 – For when they shall say, Peace and safety; then sudden destruction cometh upon them, as travail upon a woman with child; and they shall not escape. [4] But ye, brethren, are not in darkness, that that day should overtake you as a thief.

The Olivet Discourse by Jesus is found in Luke, Mark, and Matthew.  I have read hundreds of expositions of the discourse by many different men.  I can truthfully say, without reservations or hesitation, that many positions are held, and wide differences do indeed exist between them.  Some believe it was all fulfilled by 70 A.D., some say most of it was fulfilled by 70 A.D., and some say most of it is yet to be fulfilled.  Some say it only applies to the Jews, and some say it applies to both Jew and Gentile.  In this exposition I will attempt to weave a pattern based on all three discourses, with the account of Luke serving as the basic document to explain Matthew and Mark’s accounts. 

Matthew 24:1,2 – And Jesus went out, and departed from the temple: and his disciples came to him for to shew him the buildings of the temple. [2] And Jesus said unto them, See ye not all these things? verily I say unto you, There shall not be left here one stone upon another, that shall not be thrown down.

His statement shocked the first church members to the depths of their souls.  They had been required from their teens to annually come to this temple for the three Feasts of Passover, Pentecost, and Tabernacles.  It represented all that was holy to them, and many times they had met as a local church in its courtyards to worship God in the presence of their head, Jesus Christ.  So, it is very easy to understand why, as soon as they were alone, they would be certain to ask him to elaborate on his shocking proclamation.  They asked him a three-part question. 

Matthew 24:3 – And as he sat upon the mount of Olives, the disciples came unto him privately, saying, Tell us, when shall these things be? and what shall be the sign of thy coming, and of the end of the world?

Question Number 1 – When shall these things be?  When will the temple be leveled?

Question Number 2 – And what shall be the sign of thy coming?  What things can we look for to let us know that you are soon to establish your kingdom?

Question Number 3 – And what shall be the sign of the end of the world (this age)?  What things can we look for to let us know this age of Gentile domination is drawing to a close? 

Christ began by telling them of two common things that would precede the leveling of the Temple Mount.  They were to see many claiming to be the Messiah who could deliver them from the Romans, and there would be many rumors of wars within, and all around the periphery of, the borders of the great Roman Empire.  This is precisely what happened from his crucifixion to 135 A.D., by which time Hadrian had placed the final touches on the prior leveling of the Temple Mount and the city of Jerusalem by Titus in 70 A.D. 

Matthew 24:4-6 – And Jesus answered and said unto them, Take heed that no man deceive you. [5] For many shall come in my name, saying, I am Christ; and shall deceive many. [6] And ye shall hear of wars and rumours of wars: see that ye be not troubled: for all these things must come to pass, BUT THE END IS NOT YET.

Mark 13:7 – And when ye shall hear of wars and rumours of wars, be ye not troubled: for such things must needs be; BUT THE END SHALL NOT BE YET.

Luke 21:9 – But when ye shall hear of wars and commotions, be not terrified: for these things must first come to pass; BUT THE END IS NOT BY AND BY. Jesus clearly told them not to use these two things as the signs that were to mark his answers to questions two and three.  These things would mark the period up to the last gasp of Jerusalem as a Jewish city, when it was given a new Roman name by Hadrian.  Referring to question three, he stated very clearly: “but the end (of the age) is not yet, but the end (of the age) shall not be yet, but the end (of the age) is not by and by.”  And even though he told them, and us, not to use these two things to mark his coming and the end of this age of the Gentiles, they are the very things we have repeatedly used right up to the present time.  We have always had false messiahs and rumors of wars in all the ages since the cross and, while Scripture indicates false messiahs are to increase in the last times, they should not be used to teach that the coming of Jesus and the end of this Gentile age is rapidly approaching.  So, just what should we use?  I will cover this in the next article, Lord willing.      

Hebrews 10:25 – Not forsaking the assembling of ourselves together, as the manner of some is; but exhorting one another: and so much the more, as ye see the day approaching.

Hebrews 10:21-24 – And having an high priest over the house of God; [22] Let us draw near with a true heart in full assurance of faith, having our hearts sprinkled from an evil conscience, and our bodies washed with pure water. [23] Let us hold fast the profession of our faith without wavering; (for he is faithful that promised;) [24] And let us consider one another to provoke unto love and to good works:

What the hell are the Americans thinking when they point at Israel as responsible for the strikes in Syria? Past experience shows that we have shared our operational activity with them so as not to embarrass and surprise, but Washington is selling our secrets cheaply.

The first time it happened, people here thought it was a mistake. The defense minister looked into it, the American secretary of defense offered an explanation, and an investigation was even launched there. The second time the Americans sold us, the secretary of defense apologized and blamed some scapegoat in the Pentagon.

And what now? Now it is dangerous villainy coming out of the administration intentionally, in a bid to sabotage the Israeli security policy. If the Americans hadn’t marked the Israel Air Force as responsible for some of the strikes which have taken place since January in Syria, Assad would have had no direction to point the accusing finger at.

The Syrian president has many reasons to be furious after the latest attack. Assad believed he had bought himself an insurance policy when he agreed to disarm Syria’s chemical weapons. The Damascus regime was convinced that as long as it cooperates with the foreign inspectors destroying the chemical facilities on its land, no one will touch it.

But while the entire world is impressed by the positive Syrian approach, the transfer of weapons to Hezbollah in Lebanon continues. Indeed, the Syrians are a bit more careful than in the past – and for a certain period of time even stopped trying to transfer the problematic weapon systems as far as Israel is concerned – but the applause Assad received from the world has slightly turned his head around. Not to mention the fact that his debt to the Hezbollah organization is only growing.

The heads of the Israeli defense establishment have warned the Syrians: The Russians won’t help you, the inspectors’ presence won’t help you, and dreams about a reconciliation conference in Geneva won’t help you. If Israel reaches the conclusion – based on solid intelligence – that it is being threatened due to the spillover of problematic weapons to Lebanon or due to any other Syrian move – Assad will not be immune.

The description of the strike which took place last week in Latakia is very reminiscent of the strikes which took place on Syrian soil this year and are attributed to Israel: No jets are seen or heard. Someone describes a series of particularly strong explosions, eyewitnesses talk about a missile they saw or didn’t see coming from the sea, a military facility sustains damage – and that’s it. There are no incriminating signs. Even the foreign navies stationed in the area, which are monitoring every movement in the sea, air and land, are not reporting any unusual movements.

Assad’s sensitive area

Someone has, apparently, the ability to carry out an accurate attack, with missile guidance, from ranges beyond the detection systems. That someone also has, apparently, the ability to commit a tactical deceit which creates the surprise.

Whoever carried out the attack the other day struck a military target in the heart of Alawistan – the Alawite canton which is being shaped into an autonomy in crumbling Syria. It will be the last stronghold of the current Syrian regime. That’s where it will drain into and concentrate all the strategic means at its disposal to prepare for a rainy day when the Alawite faction’s existence will have to be protected.

If Assad wants to hide chemical weapons, he will hide them there. If he wants to keep the sophisticated anti-ship missiles (Yakhont) and the new surface-to-air missiles he received in the past year from the Russians, he will move them there. Whoever struck made it clear to the president in Damascus: Don’t pretend to be wise. I will attack you even in your most sensitive area.

The Syrian bought himself an insurance policy, but he also bought himself handcuffs. In light of the world’s desire to keep him on his seat, at least until the summer of 2014, for good behavior – his hands are tied in terms of a military response against the attackerAnd as for the inspectors’ success in dismantling the production and mixing facilities of chemical weapons on Syrian soil, it’s worthwhile listening carefully to what the head of the inspection delegation said. When he was asked if he was convinced that all sites were destroyed, he responded: We destroyed the sites the Syrians uncovered to us.

Which means, between the lines: It’s possible that the Syrians did not uncover all the sites to us. In the meantime we are not getting into a conflict with them. Whatever they reveal – we buy into. What they hid and we know about – we’ll take care of in the end.
