WASHINGTON – A Pentagon report states that China, Iran and North Korea are aggressively developing nuclear missiles capable of striking the United States and proliferation among these nations of technology is rife, the British newspaper Daily Mail reported Friday.

The Department of Defense report, the findings of which were first published by the Washington Times, confirms the assessment of US intelligence agencies that Iran is set to test an intercontinental ballistic missile as early as 2015.

“Iran has ambitious ballistic missile and space launch development programs and continues to attempt to increase the range, lethality, and accuracy of its ballistic missile force,” states the assessment produced by the Department of Defense’s National Air and Space Intelligence Center.

The report also determines that the number of Chinese land-based nuclear missiles able to hit the US “could expand to well over 100 within the next 15 years” and that North Korea has already deployed its new road-mobile intercontinental ballistic missile, or ICBM, known as the Hwasong-13.

“North Korea has an ambitious ballistic missile development program and has exported missiles and missile technology to other countries, including Iran and Pakistan,” says the assessment, which was released this week.

Rep. Michael Turner, an Ohio Republican and a member of the House Committee for Armed Services, said in response to the report “For too long the Obama administration has allowed our missile defense program to languish when they should have been working to prepare for these imminent threats.”

In March, China announced it was to increase military spending by 11.2% this year in response to US President Barack Obama’s Asian ‘pivot.’

China announced a 10.7% increase in military spending to $114 billion in March, the Pentagon report said. Publicly announced defense spending for 2012 was $106 billion, but actual pending for 2012 could range between $135 billion and $215 billion, it said.

According to the Daily Mail, US defense spending is more than double that, at more than $500 billion. Asian neighbors, however, have been nervous about Beijing’s expanding military, and this double-digit rise could reinforce disquiet in Japan, India, Southeast Asia and self-ruled Taiwan, which China considers part of its territory.

Obama has sought to reassure Asian allies that the United States will stay a key player in the area, and the Pentagon has said it will “rebalance toward the Asia-Pacific region.”

Israeli green light for big Egyptian Sinai offensive, after Islamists fail to assassinate Egyptian general

Israel Thursday July 11 approved a major Egyptian offensive for curbing the mounting aggression in Sinai of armed Salafis gangs, Muslim Brotherhood raiders and Hamas terrorists. A day earlier, Egypt’s Second Army commander, Maj.-Gen. Ahmad Wasfi, who is assigned to lead the offensive, escaped unhurt from an attempt on his life. Some of his bodyguards and soldiers were killed.

Maj.-Gen. Wasfi arrived in Sinai just four days ago to set up headquarters in the northern town of El Arish. He was targeted for the first attempt by radical Islamists to murder a high-ranking Egyptian general. As a close associate of Defense Minister Gen. Fattah El-Sisi, Wasfi took part in the military coup which ousted President Mohamed Morsi in Cairo on July 3.

Around 30 Islamist gunmen laid in ambush for his convoy Wednesday, DEBKAfile’s sources report. As the cars drove past Sheikh Zuwayed, southwest of El Arish, they came under a hail of RPG anti-tank rockets and explosive devices. A minivan then drove the length of the convoy shooting heavy machine guns and armor-piercing bullets, trapping the Egyptian troops and officers in the blazing vehicles and gunning down those who tried to escape.

A fierce shootout ensued in which a number of attackers suffered losses, Egyptian military sources say. The minivan’s driver was captured and is under interrogation.

Tuesday, at the same location, two buses carrying Colombian peacemakers serving with the multinational force-MFO at the Sheikh Zuwayed base were also waylaid and shot up.

Of deep concern to the Egyptian and Israeli high commands is the Salafist assailants’ prior knowledge of the timing and route taken by Gen. Wasfi’s convoy in Sinai, because it means that Islamist terrorists have penetrated Egypt’s military apparatus in Sinai and gained an inside track on its activities.

With Israel’s consent (in line with the 1979 peace treaty), the Egyptian army last week withdrew substantial strength from the Suez Canal towns of Port Said and Ismailia and deployed the troops in Sinai ahead of the offensive.

On the other side of the Sinai border, Israeli Defense Forces are heavily deployed along the Sinai and Gaza border fences and in the southernmost sector of Eilat.

They are on high alert on intelligence that the armed Islamists plan to retaliate for an Egyptian assault by attacking Israel.

There is also concern that such attacks would draw in radical Palestinian Hamas fighters. They have nothing to lose after their Muslim Brotherhood patrons in Cairo were overthrown and have little to expect from the army. Indeed, the generals in Cairo suspect Hamas of abetting the Brotherhood’s declared “uprising” by organizing a center of armed resistance in Sinai as its launching base for a combined Islamist revolt against the new regime in Egypt.

Their suspicions were confirmed by the placards of Mohamed Morsi alongside black al Qaeda flags affixed to the armed minivans used by the Salafists.

For some days, Egyptian troops have been working non-stop to block the smuggling tunnels between Sinai and the Gaza Strip used hitherto to secrete weapons and fighters into Gaza. But now, the Egyptians are concerned to cut down the traffic of fighting men and weapons moving in the opposite direction to reinforce the Sinai Salafists.

A senior Egyptian official said Thursday that at least 150 Ezz a-Din al-Qassam operatives (members of the Gaza-based Hamas military wing) were seen heading into Sinai via the tunnels. Over the past few days, Egyptian security forces have killed and arrested around 200 militants in the Sinai Peninsula, killed 32 Hamas operatives and arrested another forty-five.

By joining up with fellow Islamists, DEBKAfile reports, Hamas hopes to salvage something from its debacle in Cairo. An attack on Israel or even the threat of terrorist operations may be used as the Palestinian radicals’ bargaining chip with the Egyptian army for improving their position.

Analysis: Army chief Gantz’s bold and revolutionary plan far more significant than money it is saving

Before the cabinet ministers approve the IDF’s new multi-year plan, they must understand that they are not signing off on another cutback plan in the army. Although we are not talking about yet another idea involving a “small and smart army” – a term military people like to use – this is not another ploy meant to frighten the public. Behind the numbers, graphs and billions of shekels, IDF chief Gantz is presenting an army that will have a completely different operational outlook – and this is a bold and revolutionary measure that is far more significant than just the money that is being saved.

The chief of staff has been working on the plan for two years, meaning the new operational outlook is not the result of the new budgetary constraints. In its essence, the plan is similar to the military doctrine the Americans implemented during the Second Gulf War under the title “shock and awe,” with the necessary adjustments to our arena: The use of massive force at the onset of the campaign with the goal of destroying targets from the air, sea and ground using accurate ammunition, followed by a quick and powerful ground maneuver in order to bring an end to the conflict in a short period of time.

Gantz gave an order: The time factor is critical, and the campaign must be shortened because the home front is paying a heavy price. The new operational outlook presents a swift transition to a state of war and the implementation of the “shock and awe” doctrine to achieve the campaign’s goal within a few days.

In order to realize this operational vision the IDF must train units for specific purposes. On the basis of the ground forces, which will be scaled back, the IDF will establish three types of divisions: Divisions that will deal with defense in the various sectors, divisions that will be a part of the reserves and “light” divisions capable of entering enemy territory in a number of sectors simultaneously. In addition, emphasis will be placed on developing the capabilities of the special forces.

The IDF had no choice. Even without the budgetary problem, the army would have to change its operational outlook and its structure to adapt itself to the new threats in the arena. According to estimates, the IDF has a window of at least two years – due to the crisis in the Arab world – to begin implementing these changes without taking too great a risk or in a way that would make it appear as though it is not ready for battle. If Gantz wouldn’t have done it, the next chief of staff would have had to.

In the framework of this new operational outlook the land army is becoming smaller and is giving up the soon-to-be obsolete armored forces that will not survive tomorrow’s battlefield. The compensation for the reduction in the number of tanks must come in the form of better quality tanks and technologies that will be at the land army’s disposal. In case the army fails to produce enough new tanks, the land army will be just a small army, not even a smart one. The IDF can afford to give up on some of its ground and aerial platforms because its advanced intelligence and communications capabilities provide much more precise data on many more targets to many more weapons. So, with the use of accurate fire, the army can destroy on a scale we have not seen in the past: Four fighter jets can do today what an entire squadron was incapable of doing 30 years ago.

The army claims that due to the cutbacks it is in need of advanced weaponry and systems that will allow it to implement the new operational outlook, meaning an addition of at least NIS 10 billion ($2.77B) in the next five years. Gantz’s plan is somewhat of a gamble, because despite the current cuts he is counting on the government to eventually add a certain amount to his budget.

But Gantz is doing more than this: His plan hinges on the hope that this government will remain in power for at least the next four years and that the budgetary crisis will end in 2015. If even one of these conditions does not hold up, the army will be left with a partial reform – and this is the worst thing that can happen to the army and to us.

I have taught for more than 38 years that the 10 horns obeying the 11th Islamic horn Antichrist in Daniel 7:24,25 will be Turkey, Lebanon, Syria, Iraq, Iran, Sudan, Tunisia, Libya, Algeria, and Morocco.

The group was founded in 1928 and its ideology has been documented exhaustively. Not for even five minutes has it been a democratic or moderate party. It has been struggling for theocracy since the day it was born, sometimes peaceably and sometimes by force. In the Middle East, leaders almost never admit that they made mistakes: doing so would bring shame on them. The Western concept of compromise – each side conceding certain points to the other side in order to come to an agreement – does not exist in the Middle East.

People will go to any lengths to avoid shame; they are prepared to go to jail, risk death, and even kill family members (usually females) to uphold what they perceive as their honor and that of their family. This battle to avoid shame at all costs indicates why Morsi, Erdogan, Saddam, Assad, Arafat, and Abbas can never back down.

Both Arafat and Abbas could not sign any agreement with Israel to end the Israel-Palestinian conflict and recognize Israel and a Jewish state. When, at Camp David in 2000, Israeli Prime Minister Ehud Barak offered Arafat 97% of everything said he wanted, Arafat said he could not sign such an agreement: he “didn’t want to have tea with Sadat” – a reference to the Egyptian leader who had been assassinated after having signed an agreement with Israel. Arafat knew that had he signed, he would have been considered a traitor by his people, and most likely killed.

Why Secretary of State Kerry and the Obama administration believe they can persuade Abbas to sign an agreement guaranteeing Israel’s right to exist in any form is astonishing. It is pointless, therefore, for Western and Israeli political leaders to try to provide Middle Eastern leaders with incentives to reach compromises where, in Western eyes all sides win, but – to their fellow Arabs and Muslims – their side loses.

Nearly all of Egypt’s newpapers on Friday quoted a headline in the Israeli paper Ha’aretz that read, “Israel Regrets Morsi’s Ouster.” The article was quoted as proof of Israel’s secret pact with Morsi and the Brotherhood.

According to the El Dostor daily, affiliated with the liberal Wafd party, the Zionists, Americans, and Muslim Brotherhood were plotting to allow radicals to take over Sinai and use such a situation to justify an Israeli reoccupation of the peninsula, where an alternative Palestinian homeland would be formed.

A number of the Egyptians I spoke with believed the Brotherhood allowed Hamas free access to Sinai so it could take over the Egyptian territory.

On Friday the radical Islamist group Ansar Bayt Al-Maqdis claimed responsibility for rockets fired from Sinai toward the Israeli city of Eilat on Thursday. No rockets were found, but the sound of the blast echoed in Eilat.
