The top US commander in Iraq admitted Sunday that a “complete failure” of Iraqi security forces could oblige the United States to resume combat operations there, but he called this an unlikely scenario.

The last US combat brigade withdrew from Iraq on Thursday. On August 31 combat operations officially end and the role of the remaining 50,000 American troops switches to one of providing advice and assistance.

General Ray Odierno told CNN’s “State of the Union” that the ability of the Iraqi police and army to keep a lid on the violence was improving, but refused to rule out a return to US combat missions if things went sour.

Security advancements meant Iraq was on target to be able to handle its own security after 2011 when the remainder of

the US troops are due to be withdrawn, the commanding general of American forces in Iraq said.

“My assessment today is they will be (ready),” he told CNN, speaking from Baghdad. “I think that they continue to grow. We continue to see development in planning, and in their ability to conduct operations.

“The Iraqi people are resilient. They want this. They want to have a democratic country.

They want to be on their own.

They want to be moving forward and be a contributor to stability in the Middle East.”

Despite the advances in building up Iraq’s security apparatus, Odierno conceded there were scenarios where the US military might have to step back in and resume combat operations.

“If, for example, you had a complete failure of the (Iraqi) security forces. If you had some political divisions within the political forces that caused them to fracture, but we don’t see that happening,” he said.

“They have been doing so well for so long now that we really believe that we are beyond that point.”

But massive security challenges remain, and the extent of the country’s political problems was highlighted this week when the winner of the general election five months ago broke off coalition talks with his main rival.

Thursday’s pullout, a major symbolic step in the handing back of power to the Iraqi people, came two days after a suicide bomber killed 59 people at a Baghdad army recruiting center in Iraq’s deadliest attack this year.

Iraq’s top military officer warned earlier this month that American forces may be needed in the conflict-wracked nation for a further decade.

“If I were asked about the withdrawal, I would say to politicians: the US army must stay until the Iraqi army is fully ready in 2020,” Lieutenant General Babaker Zerbari told AFP.

US President Barack Obama will make a major speech on Iraq on his return next week from his summer vacation in Martha’s Vineyard, Massachusetts, a senior administration official said.

Obama, who was an opponent of the Iraq war from the beginning and promised on the road to the White House to withdraw US forces as quickly as possible, has insisted the ongoing pullout is on schedule and will not be altered.

Under a bilateral security pact all US forces must leave Iraq by the end of 2011, but Odierno said special training units could remain, noting similar security arrangements with regional allies such as Saudi Arabia and Egypt.

“Potentially we could be there beyond 2011,” he said. “If the government of Iraq requests fielding systems that could help them with external threats.”

Anthony Blinken, national security advisor for Vice President Joe Biden, suggested earlier this month that the US military presence in Iraq post-2011 could be just “dozens” or “hundreds” of troops under embassy authority.

The August 31 formal end to US combat operations comes almost seven and a half years after the start of the US-led invasion to topple Saddam Hussein, ordered by Obama’s predecessor George W.

US troops will still be in combat and taking on militants in Iraq even as the American military moves to an “advise and assist” role with a smaller force, officials said Thursday.

The withdrawal of the last US combat brigade on Thursday was hailed as a symbolic moment for the controversial American presence in Iraq, more than seven years since the invasion that toppled Saddam Hussein.

But while the remaining 50,000 troops will no longer have a formal combat mission after September 1, they will be well-armed and possibly coming under fire as they join in manhunts for Al-Qaeda figures or other extremists.

“I don’t think anybody has declared the end of the war as far as I know,” Pentagon press secretary Geoff Morrell told MSNBC.

“Counter-terrorism will still be part of their mission,” said Morrell, referring to the fight against militant networks.

The 50,000-strong force will operate in six “advise and assist brigades,” taking part in operations at the request of Baghdad authorities and playing a supporting role to Iraqi units.

The US troops “will continue to conduct partnered counter-terrorism operations” in an effort “to help Iraqi security forces maintain pressure on the extremist networks and protect the citizens of Iraq,” Major Christopher Perrine told AFP.

The brigades are equipped with robots, unmanned aircraft and dog teams to help track militants and roadside bombs, along with experts in intelligence and logistics, he said.

Recent bombings have underscored the threat still posed by Al-Qaeda and other militants in Iraq, even though the Qaeda network has suffered severe setbacks with the deaths of senior leaders and a shortage of cash.

Al-Qaeda’s structure in Iraq remains “pretty much intact,” the head of US special operations command, Brigadier General Patrick Higgins, told the Washington Post this month.

Even as the Pentagon draws down the force in Iraq, US special operations command — which focuses on counter-terrorist operations — will stay at the same level of 4,500 troops.

Violence has spiked as the US draws down, with a suicide bomb Tuesday at an army recruitment center in Baghdad killing 59 people, the majority of them prospective soldiers, in the bloodiest attack in Iraq this year.

The shift in the US military role has been underway for months, with June 2009 serving as a turning point when Iraqi security forces took the lead in the country’s major cities and towns.

“At that point, we were not unilaterally conducting any combat operations anymore,” Morrell said.

“So when they have a bad guy they need to go after and they want our assistance doing it, there’s a warrant, they ask for our assistance and we go after them together.”

He added that US forces will have the right to defend themselves in any situation “should that become necessary.”

The US military presence, while dramatically altered, may continue long after the end of 2011, when all American forces are supposed to depart under a security agreement.

Top military leaders in both countries acknowledge Iraq still may need help from the US armed forces after 2011.

“We’re obviously open to that discussion,” US Defense Secretary Robert Gates said last week.

“But that initiative will have to come from the Iraqis.”
Iraq’s top military officer told AFP last week that American forces may be needed for another decade.

A future accord with Iraq might include continued air patrols with US F-16s, as officials admit Baghdad’s air force is a long way from being able to fend off attacks from fighter jets.

To make up for a scaled back US military force, Washington meanwhile plans to rely on large numbers of private security contractors, US officials said Thursday.

The State Department said it will double the number of contractors it employs in Iraq to about 7,000.

Talks to Resume: US Wants Deal in One Year

The United States on Friday announced that direct talks between Israel and the Palestinian Authority would resume at the beginning of September.

U.S. Secretary of State Hillary Clinton said that she invited Prime Minister Binyamin Netanyahu and PA chief Mahmoud Abbas “to relaunch direction negotiations to resolve all final status issues, which we believe can be completed within one year.” The talks will kick off with a peace summit, which Egyptian President Hosni Mubarak and Jordan’s King Abdullah will also attend.

World leaders praised the renewed talks, with United Nations Secretary General Ban Ki-moon saying in a statement Saturday that “we should all be aware that this is an opportunity that must not be wasted.” EU leaders made similar statements, with German Foreign Minister Guido Westerwelle that “it’s now up to the two parties to look ahead and have the courage to find solutions for all the key open questions.”

However, problems arose immediately after the announcement. Talks on the major issues are supposed to proceed on September 2nd, after the invited leaders get together for the summit a day earlier. Reports Saturday night said that there was not yet any agreement on the specific issues that would be discussed after the initial summit, where the working talks would take place, or at what level. In addition, PA officials saying that they would not participate in the talks if the building freeze in Judea and Samaria was not extended, while the Netanyahu government has pledged numerous times not to extend the freeze when it expires in late September. Speaking Friday, Clinton said that “without a doubt we will hit more obstacles.

The enemies of peace will keep trying to defeat us and to derail these talks.”

Prime Minister Netanyahu welcomed the inception of talks, with a statement by his office saying that “the prime minister has been calling for direct negotiations for the past year and a half. He was pleased with the American clarification that the talks would be without preconditions.” Hamas denounced the talks immediately, saying its representatives would not attend, even if they were invited. “The Palestinian people will not feel bound by the results of this misleading invitation,” a Hamas spokesperson said.

Reaction was mixed on the right in Israel on the renewal of talks. MK Ofer Akunis, head of the Likud’s response team, said that the American announcement was “a great victory for Israel.

It took a year and a half to convince the international community and the Palestinians that direct talks is the only way to achieve a settlement. This is further evidence that when you stand up for your principles, you achieve diplomatic results.”

MK Danny Danon (Likud) said that the announcement was a positive one, assuming that Israel stated its positions clearly – “peace with the Palestinians, but with out a separate Palestinian state in Judea and Samaria with its capital in Jerusalem, a Palestinian recognition of our rights in the Land of Israel, and no right of return. The Prime Minister must clarify to President Obama that Israel will not participate in diplomatic games that raise false hopes, based on positions that are against the will of the Israeli public.”

On Saturday night, Yesha Council head Danny Dayan said that “since the U.S. has stated that all the core issues will be discussed, Israel must inform the administration that it will not discuss dividing Jerusalem, removal of settlements, a return to the 1967 border, or the return of refugees.”

Talks offer faint reasons for cautious optimism.

It has taken Herculean efforts by the Obama administration to bring Israel and the Palestinian Authority together for direct talks, including a diplomatic sleight of hand. Indeed, Israelis and Palestinians are entering the talks next month based on different working assumptions.

Prime Minister Binyamin Netanyahu’s long-standing demand that there be no preconditions for the launching of talks was met by the US. But PA President Mahmoud Abbas had held out for a complete construction freeze not only in Judea and Samaria, which is presently in place, but also in the Jewish neighborhoods of Jerusalem annexed after the Six Day War

While this demand was rightly rejected, Abbas was given a chance to save face: He availed himself of a vague declaration made Friday by the Mideast Quartet – the US, the EU, the UN and Russia – which he chose to interpret as an assertion that the pre-1967 lines will serve as the basis for the negotiations. Nevertheless, Abbas’s many critics within the PA, displeased with him for not holding out for a complete building freeze in Jerusalem or at least an explicit promise that the pre-1967 lines would serve as a basis for talks, are now accusing the PA president of caving in to US and Israeli demands.

None of this is a harbinger of future success.

THE DISPUTE over the building freeze in Jerusalem demonstrates the yawning gap that exists between the sides. To stop building in established, bustling Jewish neighborhoods such as Ramat Eshkol, East Talpiot or Ramat Shlomo, with the implication that this might signal their future evacuation, is incomprehensible from an Israeli perspective, almost as incomprehensible as giving up control over the Western Wall, which is another Palestinian demand.

Making a building freeze in Jerusalem a precondition for negotiations is tantamount to a Palestinian veto of peaceful means to resolving the conflict.

Nor is it altogether clear that the Fatah-controlled PA has completely ruled out the use of armed resistance as a means of obtaining its demands. Just two weeks ago, in an interview with PA-sponsored television, Fatah Central Committee member Jibril Rajoub said that the Fatah leadership had affirmed armed struggle as “a means, not an end” that “must cause pain to the occupation. It must be connected to a political platform,” according to Palestine Media Watch.

Rajoub’s comments came just one day after former PA prime minister Ahmed Qurei voiced similar sentiments in the London-based Arab daily Al-Sharq Al-Awsat.

Meanwhile, the PA continues to cultivate the cult of death.

Omar Muhammed Ziyada, who killed 15-year-old Hadar Hershkovitz and wounded 16 others when he blew himself up in Herzliya in June 2002, was the most recent shahid to be memorialized – having the town square of Madama, which is under PA control, named after him.

Such actions are the very opposite of fostering grassroots support for peace.

In any climate, a responsible Israeli leadership would demand that a future Palestinian state be demilitarized, a requirement that is rejected by Abbas. In this climate, such demands become even more critical. Nor can Israel be expected to relinquish its military presence in the Jordan Valley in the foreseeable future, another point of dispute with the PA, even though Netanyahu has hinted at some future flexibility on the issue.

AND YET, the resumption of direct talks does offer a few, faint reasons for cautious optimism. While former prime ministers Ehud Barak and Ehud Olmert lacked broad support when they offered far-reaching concessions to the Palestinians in 2000 and in 2008, in vain, Netanyahu heads a strong, stable government coalition. He is the most able of any Israeli leader to “sell” concessions to the Israeli public.

And never before has there been so solid an Arab Sunni coalition – that includes Egypt, Jordan and perhaps the Persian Gulf states – with a vested interest in supporting the PA against Hamas, which is aligned with Shi’ite Iran.

The direct talks offer the Palestinians a chance to realize their dream of self-determination. Israel’s caveats for Palestinian statehood are founded in the logic of survival: that the new Palestine not be able to militarily threaten the Jewish state and not be empowered to flood Israel with refugees and their descendants.

The Israeli government, with mainstream support, has signalled that it will consider the painful concessions necessary for a viable accord – provided that the PA, for the first time, both internalizes Israel’s sovereign legitimacy and emphasizes that legitimacy to its own people, creating the climate for mutual compromise and long-term reconciliation.

The Obama administration and Netanyahu government greeted the start-up of Iran’s first nuclear reactor at Bushehr with extraordinary meekness, given the grim military and strategic hazards it represents for the region and Israel in particular.

Yet nary a squeak of protest came from Washington or Jerusalem when Russian technicians began loading 162 rods of 82 tons of fuel into Iran’s nuclear reactor – a process that will take two weeks – Saturday, Aug. 21 – notwithstanding US-led sanctions, Israel’s military preparations and international diplomatic posturing.

The State Department said Saturday after the event that Iran’s Bushehr nuclear plant has “no proliferation threat” – a statement that was completely beside the point. DEBKAfile reveals that both the Kremlin and the State Department have joined in concealing the secret deal whereby Russia votes for UN Security Council sanctions against Iran in return for US silent acquiescent to Moscow’s activation of the Bushehr reactor.

The price the Obama administration and the Netanyahu government paid was prohibitive: Vladimir Putin was allowed to jump the Iranian nuclear drive miles forward toward a capacity for producing weapons-grade plutonium. (Moscow claims the rods will be returned, but Iran’s capacity for deception and concealment in the entire last decide s well documented.)

Both Obama and Netanyahu had been beguiled into trusting that President Dmitry Medvedev’s tougher line on Iran would prevail in the Kremlin. But Medvedev was nowhere to be seen last Monday, Aug.

He issued a list of stipulations, such as the demilitarization of territory handed to the Palestinians – only side arms for police; Israel would retain control of the Jordan Rift Valley bordering the Kingdom of Jordan and the mountain ridges forming the spine of the West Bank, they key to defending Jerusalem and Israel’s coastal plain.

Many will recall the prime minister’s solemn reiterations that a nuclear-armed Ir an would pose

an existential threat to Israel and noticed how fast they have faded.

His “security pledges” regarding a future Palestinian state on the West Bank should therefore be taken with a hefty grain of salt.
