the land of Egypt.

In Isaiah’s day the “tongue of the Egyptian Sea” is what we identify as the Gulf of Suez, a northern extension of the Red Sea that slithers between Egypt and Sinai like a long wet tongue.

Since Isaiah’s writings man has dug out a northern extension of the “Egyptian Sea” to link the Mediterranean and Red Seas together. This extension is known as the Suez Canal. The two words “utterly destroy” come from “charam,” which means “to be cut off” or “to shut up.” We are advised by God, through the prophet Isaiah, that He intends to completely shut-up the waters of what we identify today as the Suez Canal. He will do so by crushing the western and eastern banks together by movement of two tectonic plates.

In Birth Pang Number 18, Chapter 20, the division of the Mount of Olives into two remaining halves was described, with one half being carried northward on the extreme southern edge of a newly created Gaza Plate, while the other half drifted south on the northern tip of a newly formed Sinai Plate (See Figure 33). In Figure 34 you may observe the consequences of the movement

of the Sinai Plate as it floats southward on an underground liquid sea of magma. As the southward drift occurs, the Sinai Plate will be jammed against the massive African Plate. Dry land will crunch against dry land, and the “tongue of the Egyptian Sea” will be “completely shut-up.” It will be possible to walk across this area on dry land throughout the millennial reign of Christ.

When the expression “the river” is used in Hebrew, if there is no context above or below to identify it specifically, always means the Euphrates River.

The term “the river,” found above in verse fifteen, is “hannahar,” and it applies to the Euphrates River. When it states that the Euphrates should be smitten “in the seven streams,” the Hebrew construction does not mean that it already existed as seven streams, and that God smites all seven. Instead, it states that God shall smite a single river and, when he has performed that action, it will have divided it into seven streams. That single river is none other than the massive Euphrates River. This drying up of the great Euphrates is also echoed by John in Revelation.

We are advised in verse sixteen that the drying up of the great Euphrates creates a dry highway, a highway for the millennial return of Israelite tribulation survivors from lands east of the Euphrates. The latter portion of this verse also indicates that the dry highway will extend into Egypt. The “Israel” of verse sixteen represents the descendants of the man Jacob, hence the personal pronoun “he” is used, even though it refers to the entire nation that came forth from him through his twelve sons. When the nation of Israel “came up out of the land of Egypt,” God parted the waters of the extreme northern extension of the Red Sea, the extension that Isaiah identified as “the tongue of the Egyptian Sea” in 700 B.C., but which is identified as the Gulf of Suez today. On the day Israel crossed the “yam cuwph” extension of the Red Sea, while fleeing from the Egyptian Pharaoh, it could be said that God created a highway of dry land from Egypt to Assyria. But God closed his dry land bridge to destroy the Pharaoh’s mighty army with a flood of closing walls of water, however, the dry land bridge he describes in Isaiah will last a thousand years.

Because of the drying up of the Euphrates, and the shutting up of the Suez Canal, it will be possible to walk all the way from Egypt to Assyria without passing through waters that cannot be waded in sandals. When God jams the Sinai Peninsula against the extreme northeastern tip of Africa, a sea-free highway will be created, a highway that will last for a thousand years. Two great continents, the African and the Eurasian, will be fused together by God. Throughout the millennial reign of Christ the many nations of these massive continents will move up and down this dry land bridge to worship Christ in Jerusalem, the new capital of the world. The commerce of Africa will flow through Israel to Eurasia, and the products of Eurasia will flow through to Africa. Israel will sit at the crossroads of the world’s land and sea commerce. She will be the center of the world. God will destroy those who came against Jerusalem during the Tribulation Period. And the city of Jerusalem will be the place where all the nations of the world come up to worship the King of kings, Jesus Christ, the Messiah of Israel.

Zechariah 14:2,3,16 – For I will gather all nations against Jerusalem to battle; and the city shall be taken, and the houses rifled, and the women ravished; and half of the city shall go forth into captivity, and the residue of the people shall not be cut off from the city. [3] Then shall the Lord go forth, and fight against those nations, as when he fought in the day of battle.

[16] And it shall come to pass, that every one that is left of all the nations which came against Jerusalem shall even go up from year to year to worship the King, the Lord of hosts, and to keep the feast of tabernacles.

In Birth Pang Number 21, Chapter 23, proof that “the river” of verse 15 is the great Euphrates River was fully exposited. We were advised that God will smite it and, as a result, it will be subdivided into seven smaller streams. The question then arises as to the geographical location on the Euphrates that will be smitten by God. At what point will God strike the Euphrates to dry up the southern part, and turn the northern section into seven smaller streams? I call your attention to Figure 35 for the answer to this question.

The same God who inspired this Scripture has created a long zone of structural weakness in the crust of the earth – a weakness that extends northeast from the headwater tributary system of the Jordan River across Syria, making contact with the Euphrates between Dayr az Zwar and Abu Kama. This structural weakness consists of the an elongated area of major faults and folds in the earth’s known as the Palmyra belt. Please observe on Figure 35 that this belt of folds and faults links the northern Jordan and Euphrates Rivers together.

The Euphrates is one of the greatest carriers of topsoil silt on the face of the earth. It tears it from Turkish mountainsides and carries it through the Fertile Crescent of Syria and Iraq into the Persian Gulf. The land delta of the Persian Gulf is one of the fastest growing deltas on the earth. This growth is produced by massive influxes of silt carried into the Persian Gulf by the Tigris and Euphrates Rivers.

Isaiah indicates that God will smite the Euphrates into seven sub-streams. This will occur in the zone of the earth that begins on the Euphrates in the vicinity of El Rashid, Syria, and then continues southwestward into extreme northern Israel near Dan.

When the Arabah fault (See Figure 25) is ripped open from the Gulf of Aqabah to Lebanon, the fantastic shaking will cause the Palmyra fault zone to collapse, and the Euphrates River will be diverted across this crumbled zone of rock and earth to link up with the northern headwaters of the Jordan.

Whenever a sediment carrying river moves into a zone with more sediment than it can carry due to deceleration, then it invariably produces what geologists call “a braided river.” A braided river is the division of a single river into many streams. Isaiah counted seven. Seven streamlets will weave their way southwestward through the newly formed cracks in the Palmyra Weakness, and will eventually feed into the northern tributary system of the Jordan River. It will be what geologists refer to as “headwater piracy”—piracy by the Jordan upon the Euphrates.

The additional waters, fed into the Jordan River system, will add more water and topsoil than Israel can use during the millennial reign of Christ. Israel will become the breadbasket of the world.

We are advised by John in Revelation 16:12 as to the effects of this massive water diversion into the upper Jordan. The section of the Euphrates to the east of Israel will go dry. It will then be possible for the kings of the east to wade in sandals any water lying before them on their way to Israel. Figure 36 shows the combined effects of the drying up of the Euphrates, and the Idumean opening of a Jordanian drainage through the Arabah desert into the Red Sea. (See Birth Pang Numbers 15 and 16)

Turkey says it will try to increase water flows to Iraq, Syria from Tigris and Euphrates

ANKARA, Turkey (AP) — In a change of heart, Turkey said Thursday it would strive to increase the amount of water it releases to Syria and Iraq through the historic Tigris and Euphrates rivers but warned that it too was suffering from a severe drought.

Hours earlier, Turkish Energy Minister Taner Yildiz had said his country was already too overstretched with water and power demands and could not raise the flow of water any further.

Water disputes threaten to disrupt the newly warm relations between Turkey and its neighbors and complicate wider efforts to bring stability to the region, as the populations of the three countries increase and the demand for water grows.

Drought-stricken Iraq has accused upstream neighbors Turkey and Syria of taking too much from the rivers and their tributaries.

Below-average rainfall and insufficient water in the Euphrates and Tigris rivers have left Iraq parched for a second straight year, wrecking swaths of farmland and threatening drinking water supplies.

“It is very important and Iraq is already getting much less water due to some dams constructed in Turkey and Syria,” said Nagesh Kumar, a water expert at the Indian Institute of Science in Bangalore. “There is potential for international conflict in this region on water disputes.”

Turkey’s environment minister, Veysel Eroglu, said his country would try to release as much water as possible over its legal obligation of 500 cubic meters per second.

“There is a serious water crisis in Iraq, we are taking this into account,” he said at the end of a meeting Thursday with the Iraqi and Syrian irrigation ministers. “But our own capabilities are limited.”

Eroglu would not say how much more water Turkey could allow its neighbors. Yildiz said Turkey was already releasing on average 517 cubic meters per second, sacrificing its own energy needs to help others.

The drought has also dealt a blow to Iraq’s hopes that reductions in sectarian violence over the last year would fuel an economic recovery. Instead, lower-than-expected oil prices have crimped government revenues and the scarcity of water is forcing Iraq to spend money to import crops like wheat and rice to meet domestic demand.

Minutes of the meeting obtained by The Associated Press said Iraq had requested 500 cubic meters per second at the Syrian-Iraqi border during September and October to help farmers during the irrigation period. That’s about twice the amount Iraq receives currently, a Turkish Energy Ministry official said, speaking on condition of anonymity because he was not authorized to talk to the media.

According to the minutes, Turkey said it would be difficult to increase the water flow by that amount because of the drought.

Abdul-Latif Jamal Rasheed, Iraq’s Minister of Water Resources, said Turkey and Syria had shown understanding.

“The situation in Iraq is serious, we are asking that they help us in our hour of need,” Rasheed said. “They have said that they will help us as much as they can.”

Rasheed did not say how much water was currently flowing into Iraq and there were discrepencies in the figures the ministers gave concerning water levels. Earlier, Rasheed had hinted that Syria wasn’t sending all of the water it should down to Iraq.

He said reporters “ask me at every meeting whether there will be a war over water.” ”The issue cannot be solved through war but through neighbors negotiating between them with the best of intentions,” Rasheed declared.

Nader al-Bunni, Syria’s irrigation minister, contended his country was letting more water flow into Iraq than required by agreements.

Sharing water from the Tigris and Euphrates has been a potential source of conflict since the 1970s when Turkey and Syria began constructing dams. To avoid strife, the three nations have been holding a series of water meetings — Thursday’s was the sixth ga

thering in the last two years.

Turkey has recently established friendly ties with Syria — a country it had long accused of harboring Kurdish rebels — and has been actively participating in Iraq’s reconstruction.

Turkey in the past has been advocating using water more efficiently through joint projects instead of increasing water flows downstream.

On Thursday, the three nations agreed to establish joint stations to measure water volume, monitor and exchange information about climate and drought, and create joint water education programs.

They will meet again in Baghdad next January.

How Appeasement Failed to Stop Hitler

II, Britain and France underestimated just how determined Adolf Hitler was in his lust for conquest. The failure of Neville Chamberlain’s policy of appeasement meant war was inevitable.

A few days after returning from Vienna, Hitler, beaming with joy, told Goebbels “Czechoslovakia is next.” Goebbels noted in his diary: “The Führer is wonderful. A true genius.”

To Goebbels and Hitler, European dominance seemed within their grasp. Eighteen months later, they would take the final step into World War II.

Hitler met with Konrad Henlein, leader of the Sudeten German Party. In 1919, the Allied victors had incorporated Sudetenland, which had formerly been part of the Austro-Hungarian Empire, into Czechoslovakia. However most Sudeten Germans rejected the newly formed nation, which discriminated against them. Particularly hard-hit by the Great Depression, many Sudeten Germans became increasingly enthusiastic about the chancellor in neighboring Germany.

In March 1938 Henlein, referring to the government in Prague, told Hitler: “We must always demand so much that we can never be satisfied.”

Hitler’s ambitions, of course, extended beyond the Sudetenland. He used the escalating crisis in Czechoslovakia, instigated with Henlein’s help, as an excuse to invade, and said that it was his “staunch desire to wipe Czechoslovakia off the map.” The Wehrmacht received orders to be prepared for an invasion by no later than Oct. 1. Henlein’s Sudeten German Party took on the task of provoking a growing number of incidents, and soon his supporters were engaging in gun battles with government soldiers in the region bordering the German Reich.

‘Force Is the Only Argument’

Europe was already consumed by fears of an approaching war. Insurance companies in London were no longer issuing policies with coverage against war damage.

British Prime Minister Neville Chamberlain noted: “It is perfectly evident surely now that force is the only argument Germany understands.”

And yet, in the end, no one came to the defense of Czechoslovakia, the only true democracy east of the Elbe River. Why not? Paris and Moscow were allied with Prague. However, neither of the two major powers could prevent a German invasion. The Soviets would have had to traverse Poland and Romania to reach Czechoslovakia, but both countries refused to allow Soviet troops to cross their territory. And France, which still had the option of attacking the Third Reich from the West, deferred to London once again.

As a result, in the summer of 1938 all eyes were on Prime Minister Chamberlain who, despite his 69 years, was inexperienced when it came to foreign policy. With his upturned collar, Homburg hat and watch chain, he seemed like a relic of the 19th century. Nevertheless, behind Chamberlain’s old-fashioned appearance lay a serious determination which led Hitler to call him a “crazy old bastard.”

Chamberlain, the conservative product of a family of politicians, was part of a large faction that sought to appease Germany by fulfilling its wishes, provided they appeared legitimate and were not enforced with violence.

Appeasement was a policy that fed on emotions as well as intellect, at least with Chamberlain. The British prime minister had lost his beloved cousin in World War I. From then on, he advocated the basic principle of all pacifists: Wars have no winners, only losers.

Looking the Other Way

As a former chancellor of the exchequer, Chamberlain was also keenly aware that the weary empire was stretched too thin, facing, as it did, challenges from Italy in the Mediterranean, from Japan in the Far East, and from Germany and the Stalinist Soviet Union in continental Europe.

Under these circumstances, it was tempting to appease the Third Reich at least by accommodating its demands. By 1938, several thousand people had fallen victim to Nazi terror. But most of them were communists and social democrats, making it easier for London’s conservative establishment to look the other way. In the Soviet Union, on the other hand, Stalin’s thugs had murdered more than a million people. Chamberlain could easily imagine cooperating with a more moderate Hitler to stabilize Central Europe against communist influences.

For this reason, the premier was willing to give the Germans free rein in dealing with the Sudeten “problem.” In fact, he could even argue that the existing borders were not in keeping with the frequently invoked principle of self-determination.

The appeasers were later accused of have lost their moral compass. Critics are quick to point to the servility of British diplomats, which Hitler secretly derided, and the contempt with which many appeasers spoke of Eastern Europe.

But there was more to London’s soft stance toward the Nazis. Even though a generation had passed since the “Great War,” the majority of Britons shied away from another war. Great Britain’s dominions, like South Africa, Australia and Canada, were also reluctant to sacrifice their soldiers on Europe’s battlefields for the Sudetenland. From the standpoint of domestic policy, there was no alternative to Chamberlain’s course.

‘I Know that England Will Remain Neutral’

Historians have since realized that the military situation for the Western Allies was far from hopeless. Hitler had exposed western Germany by moving troops eastward for the invasion of Czechoslovakia. In addition, Germany’ s ga

soline reserves were barely sufficient for a four-month military campaign. Significantly, senior German military officials feared a world war. A small group, which included Beck and Weizsäcker, even planned to stage a coup in the event that war broke out.

But while Hitler shrugged off his generals’ warnings — “I know that England will remain neutral,” he said — the worst-case scenarios being painted by British and French experts played into the hands of those politicians who wanted to avoid war at all costs.

The West, at the time, was as puzzled over Hitler’s personality and goals as it is today over the motives and plans of Iranian President Mahmoud Ahmadinejad.

Could a determined approach deter Hitler and thus preserve the peace

? Or would Western resoluteness merely encourage Hitler’s fanatical supporters to rally behind him, making it more difficult for him to make compromises?

In early September, as the signs of a German attack increased, Chamberlain decided to meet with Hitler in person, apparently in the belief that he, and he alone,

The premier met with the Führer twice, first on Sept. 15, 1938, at Hitler’s mountain retreat near Berchtesgaden, and a week later at the Hotel Dreesen in Bad Godesberg, near Bonn. He was not overly impressed by his host; in a letter to his sister, Chamberlain wrote that Hitler looked “entirely undistinguished” and would not stand out in a crowd.

Serious Miscalculation

To Hitler’s amazement, Chamberlain, a democrat he despised, proved to be unbending. Admittedly, the British premier did agree, together with the French, to urge the Czechs and Slovaks to give up the Sudetenland. But Chamberlain was unwilling to yield on the remainder of Czechoslovakia, and he made it clear to Hitler that if Czechoslovakia were attacked, Great Britain and France would side with Prague. Hitler could have it all — just not with violence. The two men parted ways without having reached a conclusive agreement.

By that point, Chamberlain should have rethought his strategy, since Hitler’s stance must have raised the question as to why he would risk a military conflict if he were merely interested in Sudetenland, a concession that the West had already made. But after his first meeting with Hitler, the premier noted: “Here was a man who could be relied upon when he had given his word.” The Reich chancellor’s intentions were “limited,” Chamberlain said. Rarely had a statesman made such a serious miscalculation.

Of course, Hitler’s analysis of the situation was also off the mark. He raved, threatened and set ultimatums — the usual performance. On the evening of Sept.

26, he whipped up 20,000 of his supporters at Berlin’s Sportpalast arena. In response, the crowd chanted: “Führer, command us! We will follow you!”

For the first time, however, people proved to be unimpressed by such performances. Hitler’s announcement that there would be war by the following week if the British maintained their position was at risk of backfiring on him.

The dictator was pressured from all sides — by advisers, ministers and military officers — not to hazard the leap into the dark. Even leading Nazis like Göring could not understand why Germany should go to war for something it could have for nothing.

‘I Cannot Wage a War with These People’

To impress foreign diplomats, Hitler ordered a division to conduct a parade in Berlin on the afternoon of Sept. 27. The Führer expected a flood of public enthusiasm, similar to the response in 1914. Instead, he was forced to look on as passersby ducked into entryways or stared at the soldiers in icy silence.

It was the “most striking demonstration against the war that I’ve ever seen,” wrote Berlin-based US journalist William L. Shirer. Hitler turned away from the parade and said: “I cannot wage a war with these people yet.”

When Mussolini, under pressure from Chamberlain, argued for a peaceful solution the next morning, the dictator complied.

“We have no starting point for war,” noted a disappointed Goebbels, one of the few hawks in the Nazi leadership.

Twenty-four hours later, the Allies met in Munich with Hitler and Mussolini, who sought to position himself as a European peace broker, to sign an agreement. Under the plan, Czechoslovakia was to give the Sudetenland to the Third Reich.

A few days later the Polish junta attacked defenseless Prague with what Churchill called “the hunger of a hyena” and annexed a disputed region. In return for the Sudetenland, the Führer vowed to renounce all use of violence.

In London, the residents of the British capital greeted their prime minister with ovations, calling him “good old Neville” and singing “For He’s a Jolly Good Fellow.”

A Disaster for the West

Munich 1938. The meeting of the statesmen seemed to have become a symbol of a great day in European history, of a willingness to make compromises and promote peace, and of reason and political foresight.

But from the standpoint of military strategy, the appeasement policy proved to be a disaster for the West. Without the natural barrier of Sudetenland and deprived of the system of border fortifications there, Czechoslovakia had become impossible to defend.

Politically speaking, however, Chamberlain’s willingness to compromise eventually contributed to the demise of Nazi Germany, because the prime minister’s concessions left no doubt as to the Germans’ sole culpability for any further escalation.

Hitler had not taken things too far yet, and everything could still have ended peacefully — without the invasion of Poland, without Stalingrad and without the bombing of Dresden.

But in the early morning hours of March 15, 1939, German tanks rolled through a late winter snowstorm sweeping across Bohemia and Moravia. Because resistance would have been a lost cause, the government in Prague ordered its own soldiers to lay down their arms.

‘The Most Beautiful Day of My Life’

Hitler triumphantly referred to the invasion by his troops as the “destruction of the remains of Czechoslovakia.” The western portion of the republic was incorporated into the Reich as the “Protectorate of Bohemia and Moravia,” while Slovakia became a satellite state within the German empire.

“Children, now each of you give me a kiss here and here,” called out an exuberant Hitler to his secretaries, pointing to this cheeks. “This is the most beautiful day of my life!” The British, on the other hand, called it “the rape of Prague.” In their view, the German soldiers had defiled the golden city on the Vltava River.

Within hours, the euphoric enthusiasm millions of Britons had shown for the appeasement policy turned into outrage and, bit-by-bit, fierce resistance.

In a major speech he gave in his native Birmingham, Chamberlain warned that “no greater mistake could be made than to suppose that, because it (Great Britain) believes war to be a cruel and senseless thing, this nation has so far lost its fiber that it will not take part, to the utmost of its power, in resisting such a challenge.”

Now the prime minister introduced conscription. Now he was prepared to negotiate with the hated Soviet Union. And now Great Britain and, in its wake, France voiced a guarantee for Hitler’s former junior partner, Poland. Intelligence agents had reported that Germany was preparing an attack on Warsaw.

But was it still possible to deter Hitler?

The Goal of Lebensraum

April 1939. The Nazis had ruled Germany for more than six years, and if their supreme party leader had died then and not six years later, the Germans of that generation would have viewed him as one of the greatest men in history. The so-called disgrace of Versailles had been completely wiped out, and the Reich was more powerful than ever before.

But Hitler wasn’t satisfied. His true goal, with British acquiescence and Poland’s help, was to invade the Soviet Union to acquire Lebensraum (“living space”) for the Aryan race.

But ever since Munich, he was increasingly convinced that a war with Britain had to be taken into consideration. And the Poles, for their part, did not submit to the wishes of the Führer.

Hitler had offered them a “permanent settlement” of relations, a non-aggression pact that would remain in place until 1959, at which time Warsaw would join forces with him to fight the Soviets. He also wanted to regain control over Danzig (today Gdansk), which was under the protection of the League of Nations, and to create an extraterritorial road and railroad line from the heart of the Reich to East Prussia, that is, a corridor of sorts through the Polish Corridor. Compared with Hitler’s other demands, this was downright restrained.

‘I Shall Brew Them a Devil’s Drink’

To his amazement, the Polish military junta and Foreign Minister Józef Beck, who tended to be overly confident, rejected his offer. The idea of redrawing Poland’s borders was intolerable for the agitated Polish public. And, of course, the Poles, alarmed by the Prague coup, feared that they could be next.

In this situation, Beck accepted the surprising British and French offer of a mutual assistance pact, “between two taps of his finger against his cigarette,” as a British diplomat wrote, describing the scene.

Hitler was furious when he heard the news. Beside himself with rage, he banged his fists against his marble desktop in the Reich chancellery and cursed Great Britain with such ferocity that a flabbergasted eyewitness told a confidant: “I have just seen a madman. I still can hardly believe it.”

Hitler’s rant ended with a threat: “I shall brew them a devil’s drink.”

A few days later, he signed the orders approving the operation known as “Case White” — the invasion of Poland. The Wehrmacht was to be prepared to attack Germany’s eastern neighbor by no later than Sept. 1, 1939.

Courting the Soviet Union

In light of anti-Polish sentiment within the population, as well as among senior diplomats and military officials, Hitler could depend on his plans being met with approval. For many Germans, Poland was “an illegitimate child” of the hated Treaty of Versailles, in the words of British historian Richard Overy. In July 1939, Eduard Wagner, who would later become the quartermaster-general of the German army, noted: “We hope to take care of the Poles quickly and, frankly speaking, we are looking forward to it.” Now the ball was in the Western powers’ court.

Hitler was full of confidence. The British and the French, he reasoned, would ultimately accept an invasion of Poland. “The men I met in Munich will not enter into a new world war,” he said. He was so convinced that this was true that he did not even order preparations to be made for a campaign against France. Indeed, Germany lacked the ammunition, tanks, bombers, ships and trained soldiers to do so. Initially, Hitler planned to attack Poland, and Poland alone.

This was the state of affairs five months before the beginning of World War II. It is difficult to say what would have happened next if officials at the Foreign Ministry in Berlin had not gained the impression, given the situation, that Germany stood a chance of making some kind of deal with its archenemy, the Soviet Union.

It was a preposterous idea at first glance. Hadn’t Hitler made it unmistakably clear to the world, in his 782-page manifesto “Mein Kampf,” that the Soviet Union was the main target of his lust for conquest? Not surprisingly, the dictator’s enthusiasm remained muted when his ministers proposed the idea.

But he allowed them to establish contacts and generate interest in rapprochement. When a suspicious Moscow diplomat mentioned “Mein Kampf” to his German counterpart, the German diplomat replied: “Oh that, that’s out of date.” The Soviets, he said, “should not take it seriously.”

Testing the Waters

Whether it was Stalin or Hitler who sought rapprochement first remains disputed to this day. “If it is possible, we go on the offensive. If it is not, we wait,” Stalin’s foreign minister, Vyacheslav Molotov, would later say, clearly expressing the cynical principle of Stalin’s foreign policy.

In the Soviets’ eyes, both the West and the Nazis were class enemies. But because the latter seemed more dangerous, Stalin had made several offers to the West in the 1930s to take part in the containment of the Third Reich. But the British Conservatives, the champions of anti-communism in the Western world at the time, consistently rebuffed his advances. It was only in April 1939, after the Prague coup, that London and Moscow began cautiously testing the waters of cooperation.

A Soviet offer to form an alliance had been on the table since April 17. It was a classic mutual assistance pact, combined with the West’s promise to rush to the aid of all countries along the western Soviet border, between the Arctic Ocean and the Black Sea, in the event of German aggression. That included the Poles.

But Chamberlain could not bring himself to shed his mistrust. Russia, he wrote to his sister, only wanted “other people” to fight the Germans.

Protecting Poland

The British prime minister also faced a dilemma. Although Poland feared the Germans, it also feared the Soviets, and it was determined not to allow the Red Army onto its territory. Polish Foreign Minister Jozef Beck argued: “Once the Russians have entered our country, they won’t leave again so easily.”

This fear of the Soviets was justified, as we know today. Experts estimate that several hundred thousand people fell victim to Russian atrocities after the Red Army invaded eastern Poland in 1939.

On the other hand, Poland could not be defended without Soviet help. This led Chamberlain’s domestic political rival, David Lloyd George, to demand that London issue an ultimatum to Warsaw. “Unless the Poles are prepared to accept the only conditions with which we can successfully help them,” he said, “the responsibility must be theirs.”

But could London take such a position in good conscience? Britain had, after all, opposed the Third Reich to protect Poland from the Nazi despot’s unpredictability. How, then, could London demand that Warsaw put its trust in the savage Stalin?

Chamberlain played for time, hoping he could stall the Russians without turning them “against us.”

A Big Swamp

The Germans took a decidedly different approach. In Berlin, German officials repeatedly remarked to diplomats at the Soviet embassy that Berlin was prepared to talk to Moscow at any time, and that it was merely waiting for a sign.

Hitler was running out of time. As of September, he said, Poland would turn into “a big swamp, becoming wholly unsuited for any military action.”

The closer the scheduled date of

the invasion came, the more anxious he became. “The success of the isolation (of Poland) will be decisive,” the World War I veteran stressed, anxious to avoid another war on two fronts.

And how better to guarantee the neutrality of the Western powers than with a fourth partition of Poland by Moscow and Berlin? If that happened, London and Paris would find themselves confronted with two major powers, the Soviet Union and the Third Reich.

‘A German-Russian Understanding’

On July 26, the Germans put their cards on the table. Karl Schnurre, an expert on Russia and the Nazi regime’s special envoy, invited the Soviet Chargé d’Affaires Georgei Astakhov to a meeting at the luxury restaurant Ewest in Berlin. War with the British was inevitable, the German told Astakhov. “What can we offer in return?” Schnurre asked. “Neutrality and, if Moscow wishes, a German-Russian understanding over mutual interests…from the Baltic Sea to the Black Sea.”

Two weeks later, Astakhov submitted his detailed report to Moscow on how the Germans imagined the future order of Eastern Europe: The western part of Poland would fall to the German Reich, while everything else but Lithuania would go to Stalin.

Stalin greedily snapped at the large amounts of land Hitler was offering him, and in no way did he attempt to dissuade the Germans from invading Poland. This made him their accomplice. And the fact that Stalin promised the Germans extensive shipments of raw materials defused one of Britain’s most powerful weapons against the Germans, namely the naval blockade.

By that point war was only a few days away. On the afternoon of Aug. 23, 1939, Foreign Minister Joachim von Ribbentrop landed at the Moscow airport, where the swastika banner flapped in the wind alongside the Soviet flag, with its hammer and sickle. A cheerful Stalin received his guest at the Kremlin.

The Nazi felt as if he were “among old party comrades.”

That evening, Ribbentrop and his Soviet counterpart, Molotov, signed a non-aggression pact and a secret supplementary protocol dividing Eastern Europe into German and Russian “spheres of influence.”

A Pact with Satan

The Germans were in such a hurry that not even a clean copy of the agreement was prepared. Plain sheets of paper without headers were used. And whoever typed the documents must have had limited typing skills: The Molotov-Ribbentrop Pact is full of typos.

Hitler, uninterested in a lasting friendship, wasn’t bothered by the makeshift nature of the agreement. He wanted the “pact with Satan,” as he called it, because it would help clear the way for war.

“Now Poland is in the position where I want it to be,” the Nazi dictator said gleefully. He was convinced that the arrangement would keep Britain out of the war.

But Hitler had miscalculated, and so had many Germans, as historian Overy writes. They believed that an invasion of Poland “made sense” because it would “resolve” the open issues, according to Overy.

On Sept. 3, 1939, British Ambassador Nevile Henderson announced that London would enter the war unless the Wehrmacht called off the invasion within hours and withdrew.

The Führer was stone-faced when he heard the news, as his interpreter reported. Then he turned to Foreign Minister Ribbentrop, “with a furious look in his eyes,” and asked: “What now?”

It was the last opportunity to stop World War II. But it was missed.

The Slaughter Begins

A short time later, the dictator was in high spirits once again, boasting that the British had always been warmongers. “The Führer is very confident,” Goebbels noted.

In the end, many conclude that although the Western powers failed with their attempts at appeasement and turned the Italian Fascists and the Soviets into Hitler’s accomplices, the only thing that could have prevented the inferno in September 1939 was if Hitler had been overthrown. But there was neither an uprising nor a coup.

On the evening of Sept. 3, the Führer boarded a special train that took him to a spot near the front. He wanted to be as close to the action

as possible.

It was there that the slaughter was already in full swing, the slaughter that would not come to an end in Europe until May 8, 1945 — and that Hitler had so fervently hoped for.

Hizballah deploys chemical and biological weapons near Israeli border – Arab, European sources

The Kuwaiti daily Al-Siyassa reported Thursday, Sept. 3, that chemical weapons were stored in the hidden Hizballah arms warehouse which blew up at Hirbet Salim near the Israeli border in mid-July. Of the 11 Hizballah operatives killed in the blast, 3 died of chemical poisoning. Hizballah denied any members had been killed or even that it maintains a weapons store in breach of UN resolutions.

DEBKAfile disclosed at the time that the Lebanese terrorists had lost five men and more were missing.

On July 21, we reported that the explosion heard on both sides of

the border refuted Israeli military claims that the Lebanese border was secure and revealed that the destroyed arms dump was one of 35 Hizballah had lined up within 20 kilometers from the border.

European intelligence sources reported on Sept. 1, that Hizballah had recently boosted its military capabilities with a supply of chemical shells and short-range missiles with chemical warheads and was about to receive biological weapons as well. One source said that the Lebanese terrorist group is now one of the most sophisticated and best trained military forces in the Middle East, describing them as “bad guys with good strategic vision.”

The source quoted an Arab official as predicting that Hizballah is gearing up “for something big” and there is little doubt that Iran and Syria will be helping them to obtain biological and chemical weapons.

“You’re going to be reporting a lot on Hizballah in the future,” he said. “They already have people on the ground in Europe and elsewhere.

They are just waiting for orders to act – they are not in a hurry.”

Those WMD have already been delivered, according to al Siyassa. DEBKAfile’s military sources add that deliveries began some time ago.

‘Russia confirms MiG jet sale to Syria’

The Russian daily newspaper Kommersant has reported that Russia is expected to provide Syria with powerful MiG fighter jets but has not yet begun delivering the planes.

The paper cited the head of Russia’s state-run United Aircraft Corporation, Alexei Fyodorov, as saying that a 2007 contract to sell MiG-31E interceptor fighters to Syria has not entered into force, but that a different contract to provide Syria with MiG-29M fighters is indeed being implemented.

According to the paper, Russian arms sales officials denied the 2007 contract.

The speedy MiG-31E can fire simultaneously at several targets up to 180 kilometers away.

Delivered into Syria’s hands, it would likely alter the balance of power in

the region.

Reports of the sale had surfaced in 2007 but were quickly dismissed by Moscow and its official state arms-trading monopoly Rosoboronexport, which issued a statement saying, “Russia has no plans to deliver fighter jets to Syria.”

Rosoboronexport declined to comment on the recent Kommersant article.

In May, outgoing head of the Pentagon’s Defense Intelligence Agency Lt.-Gen. Michael D. Maples told the Senate Armed Services Committee that Damascus would be receiv ing the advanced MiG-31E fighter jets

in the near future.

“With regard to its external defense, Syria’s military remains in a defensive posture and inferior to Israel’s forces, but it is upgrading its missile, rocket, antitank, aircraft and air defense inventories,” Maples told the committee. “Recent Syrian contracts with Russia for future delivery include new MiG-31 and MiG-29M/M2 fighter aircraft.”

Israeli defense officials said they were not surprised by Russia’s intention to sell Syria the advanced jets but expressed concern that if the deal went through it would alter the balance of power in the region.

“Syria currently has an obsolete air force based on outdated MiGs,” one official explained. “If Syria gets new MiG-31s, this will pose a definite threat to our air force.”

Al-Akhbar: Lebanese Armed Forces to receive anti-aircraft weapons from Iran

The Lebanese Armed Forces (LAF) has accepted an offer by Iran to provide it with weapons produced by the Iranian defense industries, a newspaper in Lebanon reported on Wednesday. According to Al-Akhbar, the proposal was sent from the Iranian Embassy in Beirut.

In their response, LAF officers said the army was in need of anti-aircraft weaponry. Israeli officials have expressed concern that the existence of such weapons in Lebanon, whether in the hands of Hizbullah or the army, would constitute a change in the strategic balance between Israel and Lebanon.

The Jerusalem Post could not independently confirm the report.

In recent years, the Lebanese army, which is one of the smallest in the region, received weapon shipments from the United States, especially during and after the 2007 crackdown its security forces launched against the Jihad Sunni group Fatah al-Islam.

The Lebanese military, in its own words, regards Israel as its “primary antagonist and enemy,” while maintaining Hizbullah’s right to “resist,” despite the military’s official role in ensuring that the organization does not rearm south of the Litani River.

IDF OC Ground Forces Command: Israel will have to use ground forces in any future conflict – enemy concealing weapons

Mizrachi was speaking at the third annual Latrun Conference on Maneuver in Complex Terrain, co-hosted by the IDF, the US Joint Forces Command and several leading Israeli defense industries. Over 100 military officers from close to 30 countries were present at the conference.

Mizrachi, who will soon take up his new post as head of the IDF’s Central Command, said that in any future conflict, Israel would have no choice but to use its ground forces.

“A war cannot be won without moving forces on the ground,” he said. “Even today there are people who believe that it is sufficient to threaten to use the forces but in the Middle East his is not enough. Only a ground maneuver will end the conflict and win the war.”

The future battlefield, he said, would be more lethal due to Syria, Hamas and Hizbullah’s continued investment in underground infrastructure and ability to minimize its signature to the point that it does not need to maneuver like a conventional military but only use its firepower from pre-planned bunkers.

Mizrachi revealed that Syria has taken civilian trucks, loaded them with weapons and scattered them in different villages along the border with Israel ahead of a future conflict.

“This is why we need to split up our capabilities between a conventional war scenario to one that we are fighting against a non-conventional force,” he said.

Later in the conference, a disagreement erupted between head of the Armored Corps Brig.-Gen. Agay Yehezkeli and Chief Infantry Officer Brig.-Gen. Yossi Bahar.

Speaking after Mizrachi, Yehezkeli said that in a future conflict with Hizbullah in Lebanon the IDF would need to launch a quick ground operation, heavily depending on tanks, deep into Lebanese territory in order to curb the rocket attacks against the Israeli home front.

During the Second Lebanon War in 2006, the IDF hesitated before sending large ground forces into Lebanon and for the first part of the campaign mostly relied on the Air Force to try and stop the Hizbullah Katyusha rocket attacks.

The next speaker, Bahar said that he disagreed with Yehezkeli and that a deep penetration of Lebanon was not needed immediately at the outset of the war. He said that several brigades would be capable of conquering southern Lebanon and taking control of the 165 villages south of the Litani River

WHEN NO ONE CAN HELP THE ANTICHRIST!

In this update we will continue in Daniel 11:45. He has returned from Egypt to Israel to set in his command post on the Jerusalem Temple Mount and direct a final attack upon the remnant of Israel in the Negev Wilderness.

Daniel 11:45 – And he shall plant the tabernacles of his palace between the seas in the glorious holy mountain; yet he shall come to his end, and none shall help him.

The inspired word for “tabernacles” is “ohel,” which always means “tents.” The “ohel” in the wilderness was a “tabernacle” that was a huge tent. These tents house the many millions that will have come to Israel for the final onslaught against the small Jewish remnant in the Negev, which the Scripture identifies as the battle of Armageddon. He will issue a call to all the nations of Europe, Eurasia, Asia, the Middle East, and Africa to come and join him in this great battle, and the demonic frog spirits of the father, son, and unholy false prophet will influence them to come to this final battle of Armageddon.

Revelation 16:13-16 – And I saw three unclean spirits like frogs come out of the mouth of the dragon, and out of the mouth of the beast, and out of the mouth of the false prophet. [14] For they are the spirits of devils, working miracles, which go forth unto the kings of the earth and of the whole world, to gather them to the battle of that great day of God Almighty. [15] Behold, I come as a thief. Blessed is he that watcheth, and keepeth his garments, lest he walk naked, and they see his shame. [16] And he gathered them together into a place called in the Hebrew tongue Armageddon.

Daniel 11:45 – And he shall plant the tabernacles of his palace between the seas in the glorious holy mountain; yet he shall come to his end, and none shall help him.

The inspired word for “palace” is appeden, and it appears only once in this particular form throughout the Bible. At the time this Scripture was written all the great kings carried portable command post buildings with them when they went forth to conquer. They included a royal throne, on which the king would set issuing the commands to his troops in the field.

This is what an “appeden” is – a portable command post from which the king issues battle directives to his troops in the field.

The king of the north, the antichrist, will set his command post on the glorious holy mountain, which is Mount Moriah, the center hill of the three hills of eastern Jerusalem.

This Mount lies between the Mediterranean and Dead Seas. His millions of troops will blanket all of Israel north of Beersheva, with the heaviest concentrations filling the two valleys that join at the Tel of Megiddo, the Plain of Esdraelon and the Jezreel Valley. Most of the incoming troops will disembark at the port of Haifa, then proceed southeastward down the Esdraelon-Jezreel Valley into the Jordan Valley, and hence southward to Jerusalem and the border of the northern Negev. Millions will stand in place and await the command of antichrist to start the attack on the small remnant of Israel in the Negev.

One would be inclined to think that the antichrist, with millions of troops behind him, would be absolutely unstoppable, and that God’s chosen people, the nation of Israel, would be killed to the last man by this massive onslaught. That is what makes the last part of this verse so strange, as Daniel states: “yet he shall come to his end, and none shall help him.”

I remember that several years ago, an old friend of mine, Dr. I.K. The 1st Resurrection, Catching Out of the Saved, or the Rapture – Part 5

Please read my previous BLOGs (THE RAPTURE – PARTS 1 TO 4) prior to reading the following BLOG.

WHEN NO ONE CAN HELP THE ANTICHRIST!

He has returned from Egypt to Israel to set in his command post on the Jerusalem Temple Mount and direct a final attack upon the remnant of Israel in the Negev Wilderness.

Daniel 11:45 – And he shall plant the tabernacles of his palace between the seas in the glorious holy mountain; yet he shall come to his end, and none shall help him.

The inspired word for “tabernacles” is “ohel,” which always means “tents.” The “ohel” in the wilderness was a “tabernacle” that was a huge tent. These tents house the many millions that will have come to Israel for the final onslaught against the small Jewish remnant in the Negev, which the Scripture identifies as the battle of Armageddon. He will issue a call to all the nations of Europe, Eurasia, Asia, the Middle East, and Africa to come and join him in this great battle, and the demonic frog spirits of the father, son, and unholy false prophet will influence them to come to this final battle of Armageddon.

Revelation 16:13-16 – And I saw three unclean spirits like frogs come out of the mouth of the dragon, and out of the mouth of the beast, and out of the mouth of the false prophet. [14] For they are the spirits of devils, working miracles, which go forth unto the kings of the earth and of the whole world, to gather them to the battle of that great day of God Almighty. [15] Behold, I come as a thief. Blessed is he that watcheth, and keepeth his garments, lest he walk naked, and they see his shame. [16] And he gathered them together into a place called in the Hebrew tongue Armageddon.

The inspired word for “palace” is appeden, and it appears only once in this particular form throughout the Bible. At the time this Scripture was written all the great kings carried portable command post buildings with them when they went forth to conquer. They included a royal throne, on which the king would set issuing the commands to his troops in the field. This is what an “appeden” is – a portable command post from which the king issues battle directives to his troops in the field.

The king of the north, the antichrist, will set his command post on the glorious holy mountain, which is Mount Moriah, the center hill of the three hills of eastern Jerusalem. This Mount lies between the Mediterranean and Dead Seas. His millions of troops will blanket all of Israel north of Beersheva, with the heaviest concentrations filling the two valleys that join at the Tel of Megiddo, the Plain of Esdraelon and the Jezreel Valley. Most of the incoming troops will disembark at the port of Haifa, then proceed southeastward down the Esdraelon-Jezreel Valley into the Jordan Valley, and hence southward to Jerusalem and the border of the northern Negev. Millions will stand in place and await the command of antichrist to start the attack on the small remnant of Israel in the Negev.

One would be inclined to think that the antichrist, with millions of troops behind him, would be absolutely unstoppable, and that God’s chosen people, the nation of Israel, would be killed to the last man by this massive onslaught. That is what makes the last part of this verse so strange, as Daniel states: “yet he shall come to his end, and none shall help him.”

MICHAEL THE ARCHANGEL AND THE 7TH TRUMPET

With what you have just read in mind, please consider the following verses.

Daniel 11:45 to 12:1 – And he shall plant the tabernacles of his palace between the seas in the glorious holy mountain; yet he shall come to his end, and none shall help him. [1] And at THAT time shall Michael stand up, the great prince which standeth for the children of thy people: and there shall be a time of trouble, such as never was since there was a nation even to that same time: and at that time thy people shall be delivered, every one that

shall be found written in the book.

The antichrist will sit in his command post on the Holy Temple Mount in Jerusalem and issue the command for his millions of troops to attack the remnant of Israel in the Negev. It is “at that time” that Michael stands up for Israel, and the last trump, the 7th trump of Revelation, sounds to announce the arrival of the 7 vials of God’s wrath. This is when the first resurrection, the rapture of the saved, occurs. Those “written in the book” are from “a book of remembrance” found in Malachi 3:16 to 4:3, with 3:16-18 telling the saved they will return to earth, and 4:1-3 advising them what shape the physical earth would be in at the time of their return.

Malachi 3:16-18 – Then they that feared the Lord spake often one to another: and the Lord hearkened, and heard it, and a book of remembrance was written before him for them that feared the Lord, and that thought upon his name. [17] And they shall be mine, saith the Lord of hosts, in that day when I make up my jewels; and I will spare them, as a man spareth his own son that serveth him. [18] Then shall ye return, and discern between the righteous and the wicked, between him that serveth God and him that serveth him not. [1] For, behold, the day cometh, that shall burn as an oven; and all the proud, yea, and all that do wickedly, shall be stubble: and the day that cometh shall burn them up, saith the Lord of hosts, that it shall leave them neither root nor branch. [2] But unto you that fear my name shall the Sun of righteousness arise with healing in his wings; and ye shall go forth, and grow up as calves of the stall. [3] And ye shall tread down the wicked; for they shall be ashes under the soles of your feet in the day that I shall do this, saith the Lord of hosts.

When antichrist returns to Jerusalem, he will sit on the Temple Mount as Daniel’s abomination of desolation, and the sixth trumpet will blow to begin the second woe.

The second woe will end with a great quake that drastically affects Jerusalem.

It will cause a reverential fear to sweep across the Israeli remnant in the wilderness, and they will begin to turn to Christ and give glory to his name.

Revelation 11:13,14 – And the same hour was there a great earthquake, and the tenth part of the city fell, and in the earthquake were slain of men seven thousand: and the remnant were affrighted, and gave glory to the God of heaven. [14] The second woe is past; and, behold, the third woe cometh quickly.

The three woes are the blowing of the fifth, sixth, and seventh trumpets.

Revelation 11:14,15 – The second woe is past; and, behold, the third woe cometh quickly. [15] And the seventh angel sounded; and there were great voices in heaven, saying, The kingdoms of this world are become the kingdoms of our Lord, and of his Christ; and he shall reign for ever and ever.

After the rapture of the saved in Revelation 11:15 they are then judged for rewards in heaven in verse 18 while the seven vials of God’s wrath are being poured out on the earth.

Revelation 11:18 – And the nations were angry, and thy wrath is come, and the time of the dead, that they should be judged, and that thou shouldest give reward unto thy servants the prophets, and to the saints, and them that fear thy name, small and great; and shouldest destroy them which destroy the earth.

While all of the saved are being judged in heaven for rewards, Michael is standing up for the remnant in the Negev, and the vials are being poured out on the antichrist and his followers.

I suspect this time of absolute terror will last more than one month, but less than two. Believers will not be on this earth when it occurs.

When Michael stands up, the 7th trumpet sounds, and the saved are delivered up to heaven to be judged for rewards. While they are being judged in heaven, what is happening on the earth in Matthew 24:21,22 corresponds to what is described as the time of trouble that occurs after Michael stands up.

Matthew 24:21,22 – For then shall be great tribulation, such as was not since the beginning of the world to this time, no, nor ever shall be. [22] And except those days should be shortened, there should NO FLESH be saved: but for the elect’s sake those days shall be shortened.

By God’s grace He has elected to bring a small Jewish nation of about 2 million through this brief period. It will consist of Israelis that shall come through this terrible time, still alive in the flesh, to begin to rule over the physical section of Christ’s kingdom during His reign of a thousand years.

Star wars as Andromeda galaxy devours its neighbour

British astronomers have captured the first ever images of a cannibalistic galaxy of stars ‘consuming’ another.

The remarkable photographs showing the giant Andromeda galaxy ‘devouring’ a smaller star formation is described by experts as the ‘Holy Grail’ of space photography.

Stargazers have long known that Andromeda, which lies approximately 2.5 million light years away, has grown by ‘feeding’ on other clusters, But this is the first time that its expansion has been caught on camera.

The incredible images were taken by a leading international team of European, Canadian, Australian and American astronomers.

They form part of the largest photographic survey of the constellation ever undertaken, covering a region of almost one million light years across.

Dr Avon Huxor, from the University of Bristol’s Physics Department, said the pictures offer the first direct evidence that bodies of stars are naturally cannibalistic.

The research is published online today in the science journal, Nature.
Dr Huxor, the author of the paper, said: ‘Galaxies are large collections of stars and other matter that are held together by gravity.

‘Theory holds that they evolve and grow by absorbing smaller galaxies over time. One way to test this idea is to find the left-overs from this process.

‘But finding these faint structures is difficult, since it involves looking over an area hundreds of times larger th

an the main disk of the galaxy.

‘The really exciting thing about this study is that we can see this merging of galaxies in real detail for the first time.

‘Oddly enough, it is hard to do this with our own Galaxy, as we sit within it, which makes it difficult to disentangle what the data is telling us.’

Andromeda is the only galaxy visible from the Northern Hemisphere other than Earth’s nearest, the Milky Way. The in-depth study is the first of its kind to chart the growth of Andromeda.

Other photographs show the remnants of smaller galaxies after their demise.

Dr Alan McConnachie, from the NRC Herzberg Institute of Astrophysics in Canada, who led the survey team, said: ‘That we are finding streams and structures over the entire survey area is a startling demonstration of the vast size of this ‘typical’ galaxy.

‘Until a few years ago, no-one expected to find anything this far from the centre of a galaxy.

‘But Andromeda is showing us that galaxies are much bigger than we originally thought.’

The team includes astronomers from the National Research Council Canada (NRC) and researchers from Canada, Australia, France, Germany, the UK and the USA.

Earlier this year, stargazers found evidence of the first planet outside our own galaxy in the Andromeda constellation.

In the summer of 64, Rome suffered a terrible fire that burned for six days and seven nights consuming almost three quarters of the city.

The people accused the Emperor Nero for the devastation claiming he set the fire for his own amusement. In order to deflect these accusations and placate the people, Nero laid blame for the fire on the Christians.

The emperor ordered the arrest of a few members of the sect who, under torture, accused others until the entire Christian populace was implicated and became fair game for retribution.

As many of the religious sect that could be found were rounded up and put to death in the most horrific manner for the amusement of the citizens of Rome.

The ghastly way in which the victims were put to death aroused sympathy among many Romans, although most felt their execution justified.

The U.S., Europe, Russia, and China are all dancing to the tune of Ahmadinejad’s fiddle while Iran continues to build a deliverable nuclear warhead for their Shihab missile series.

“Iran has prepared to present its revised package of proposals…and is ready to hold talks with world powers,” he said.

U.S. officials said Tuesday that they would reserve judgment until they receive an official communication from Iran. “We’re prepared to respond to some kind of meaningful response,” said Ian Kelly, a spokesman for the State Department. “We’re not going to respond to something that’s made through the media.”

U.S. and European diplomats said they had seen no Iranian proposal and cautioned that the move might be designed to buy time and provide Russia and China with a pretext to delay new UN sanctions.

Privately, U.S. and European diplomats said Tuesday that the timing of Jalili’s comments seemed to follow a familiar pattern.

It is “typical Iranian tactics to go to the press” before a meeting on the nuclear issue, a senior European diplomat said. On Wednesday, diplomats from the five permanent UN Security Council members – the U.S., Britain, France, Russia and China – as well as Germany will meet in Frankfurt to discuss further actions if Iran continues to enrich uranium in defiance of UN resolutions.

Suzanne Maloney, an Iran specialist at the Brookings Institution, said “everybody has been anticipating that they would” come forward with a proposal in September to deflect pressure for new sanctions.

“They want to be on the offensive, not defensive, diplomatically” and give the Russians and the Chinese “a lifeline” to oppose new penalties.
