ISRAELI Prime Minister Benjamin Netanyahu will walk into his White House summit prepared to commit to a two-state solution to the Israeli-Palestinian conflict, says his Defence Minister and confidant.

Speaking as Mr Netanyahu flew from Jerusalem to Washington yesterday, Ehud Barak said: “I believe Netanyahu is ready for a process whose end is two states for two peoples.”

He said in an interview on Israel’s Channel 2 that he believed a regional peace deal was achievable within three years.

“We need to convince the Americans that we are serious in our intent to reach a regional deal,” Mr Barak said.

“The Arabs say ‘two states’ (and) I don’t see why Netanyahu would not say that at the end of an accord, there will be two people living side by side in peace and mutual respect.”

The meeting with President Barack Obama tonight will be the first since the two men were elected. They met in Jerusalem last year, when both were running for office..

Israel has acceded to American demands by pledging to coordinate its moves
on Iran with Washington and not surprise the United States with military
action.

During a trip to Jerusalem earlier this week, CIA chief Leon Panetta
informed Prime Minister Benjamin Netanyahu that U.S. President Barack Obama
demanded that Israel not launch a surprise attack on Iran. The message
expressed concern that Israel would cause an escalation in the region and
undermine Obama’s efforts to improve relations with Tehran.

However, the content was nothing new: The Bush administration also sent
tough messages to Jerusalem a year ago, including a demand that it not
strike Iran. Israeli officials believe that U.S. foreign policy
professionals are vehemently opposed to an Israeli strike on Iran’s nuclear
facilities, so this position was transmitted from the previous
administration to the present one.

The U.S. expects Israel to coordinate its military actions with Washington,
a condition to which Jerusalem has agreed due to its dependence on U.S. aid.
Senior officials in the Bush administration testified to Congress that
Israel had consulted them before deciding on its 2007 air strike on an
alleged Syrian nuclear reactor. They said Israel had explained that it
considered the Syrian project an existential threat and therefore had to

(IsraelNN.com) The United Nations Security Council issued a statement Monday calling for the creation of a new Arab state in Judea, Samaria and Gaza and the cessation of Jewish development in those same areas. Israel rejected the involvement of the Security Council in what it sees as a bilateral issue.

The declaration, affirmed by 15 member states, was presented by Russian Foreign Minister Sergei Lavrov. Russia currently chairs the Council.

‘Urgent Efforts’ to Create a New Arab State

“The Council reiterates its call for renewed and urgent efforts by the parties and the international community to achieve a comprehensive, just and lasting peace in the Middle East, based on the vision of a region where two democratic states, Israel and Palestine, will live side by side in peace, within secure and recognized borders,” the U.N. Security Council declared.

To that end, the Council encouraged the Quartet – the U.N., the U.S., Russia and the European Union – “to support the parties in their efforts to achieve a just, lasting and comprehensive peace in the Middle East.”

The Council also called for a comprehensive Middle East peace agreement, including between Israel and Syria.

In her comments to the Council, U.S. Ambassador to the United Nations Susan Rice added: “This is a moment that should not be lost and that is why the United States and others are redoubling our efforts to achieve a lasting two-state solution.”

Israeli Reaction

Israel boycotted the U.N. meeting.

According to a statement by Israel’s U.N. Ambassador Gabriela Shalev, “Israel does not believe that the involvement of the Security Council contributes to the political process in the Middle East. This process should be bilateral and left to the parties themselves.”

The statement continued, “Furthermore, the timing of this Security Council meeting is inappropriate as the Israeli government is in the midst of conducting a policy review, prior to next week’s visit by Prime Minister [Binyamin] Netanyahu to the United States.”

Netanyahu is slated to meet with U.S. President Barack Obama in Washington, D.C. on May 18.

The Palestinian Authority also did not participate in the Security Council meeting.

Pope Benedict XVI Monday joined the international chorus that is demanding the Jews establish an Arab state on Israel’s land.

The head of the Roman Catholic Church aired his plea within minutes of arriving at Ben Gurion Airport at the start of a five-day visit to “the Holy Land.”

Speaking in front of Israeli President Shimon Peres – who had just warmly welcomed him with the Hebrew words, “Blessed is he who comes” – and as Prime Minister Benjamin Netanyahu looked on, the pope called on “all those responsible to explore every possible avenue in the search for a just resolution of the outstanding difficulties, so that both peoples may live in peace in a homeland of their own within secure and internationally recognized borders.”

Benedict, who is regarded by 1.3 billion people on the planet as God’s representative on earth, was adding his voice to those of virtually every political leader in the world, all of whom are insisting that the Jews hand over the land that same God gave to their forefathers as an everlasting inheritance.

After nearly two decades of their predecessors’ failed and painful efforts to secure peace by doing precisely that, Israel’s new government has indicated its reluctance to comply.

According to the report, the idea of a revised Arab peace plan emerged during Abdullah’s meeting with Obama in Washington last month. The US president reportedly asked the Jordanian monarch to formulate a new offer that would elucidate some of the issues that were vague in the original peace initiative. Immediately upon returning to Amman, Abdullah took off for Riyadh to begin hammering out the new plan with his Saudi counterpart.

According to the paper, Abdullah met with Palestinian Authority President Mahmoud Abbas on Sunday and filled him in on the details.

“What we are discussing today is a combined approach of bringing together Arabs, Europeans and the United States as a team to create the circumstances over the next several months that allow Israelis and Palestinians to sit at the table, but also with Lebanese, Syrians and Arab nations,” Abdullah told a news conference.

“So it is a packaged effort that we are going to work on… and I would imagine that the plan will be more articulated by the president of the United States after Prime Minister Netanyahu’s visit to Washington,” he added.

Netanyahu is expected to meet with Obama on May 18, and by the end of the month Obama is also expected to have met separately with Abbas and Mubarak.

Meanwhile, Netanyahu – following a meeting Wednesday night with Quartet envoy Tony Blair – announced the establishment of a ministerial committee, that he will head, to develop the Palestinian economy and improve the quality of life in the PA.

JERUSALEM — The Obama administration and international negotiators are drafting a new strategy for Israeli-Palestinian peace talks and expect to unveil it within six weeks, international Mideast envoy Tony Blair said.

The plan – being devised by the U.S. administration but with input from others – should offer renewed hope, the former British prime minister told Palestinian reporters.

“We’re about to get a new framework,” Blair said late Tuesday. “I can only speculate right now about what that framework is going to be. The reason I say people should be more hopeful, is that this is a framework that is being worked on at the highest level in the American administration, (and) in the rest of the international community.”

The Obama administration has promised to work for the establishment of a Palestinian state alongside Israel.
