Regardless of the outcome of the June 7 Lebanese elections, Hizbullah and friends will take over Lebanon one way or the other. And soon a coalition of conspiracy, involving the governments of Turkey, Lebanon, Syria, Iran, and Iraq (after US troops leave), will bond together in a clay and iron union to attack Israel at a point in time between 2010 and 2015.

On June 7 Hizbullah will likely take over Lebanon and formally bring the oldest Arab democracy into the Iranian axis.

Iran’s stalking horse will not become the ruler of the largely pro-Western, non-Shi’ite majority country through a violent revolution. Lebanon will become yet another Iranian vassal state through ballots, not bullets. On June 7, Hizbullah and its allied parties are set to win a smashing popular victory in Lebanon’s parliamentary elections.

Hizbullah’s projected victory in these elections is of course not an isolated event. It is part of an Islamist electoral sweep in democratic elections throughout the region. Indeed, Islamists have won every free or partially free election in the region for the past six years.

Beginning with Turkey’s Islamist AKP party’s first electoral victory in 2003 – followed by its even more decisive reelection in last year’s race; moving to Iranian President Mahmoud Ahmadinejad’s election in the relatively free, (although not open), presidential elections in his country in 2005, to the Muslim Brotherhood candidates’ sweep of nearly all electoral races they were permitted to contest in Egypt’s 2005 parliamentary elections, to Hamas’s electoral victory in the Palestinian Authority’s legislative elections in 2006, the Islamist candidates and parties have been victorious in state after state.

The only outlier in this pattern is Iraq. But then, Iraq is the only country in the region where the West overthrew an enemy regime and retained an empowered military force in the country in the years that followed. What will happen in Iraq once US forces are withdrawn is an open question.

Generally speaking, Western analysts have attributed the Islamists’ victories to their well-run welfare programs for the poor, and to the fact that unlike their secular opponents, Islamist parties and politicians are perceived an honest.

No doubt, economic interests have played a role in their election. But the fact is that people who voted for the likes of Hamas, the Muslim Brotherhood and Ahmadinejad, and those who are poised to vote for Hizbullah are not blind and they are not disengaged from the ideological currents of their societies. They know full-well what these parties and their leaders represent and seek.

Turkish voters, for instance, know that Prime Minister Recep Erdogan wishes for Turkey to be an Islamic state and a leader in the Islamic world. Palestinian voters did not vote for Hamas just because it runs the best soup kitchens.

They supported Hamas because they support its goal of destroying Israel.

Iranian voters chose Ahmadinejad over former president Akhbar Hashemi Rafsanjani not merely because Rafsanjani was corrupt, but because of Ahmadinejad’s outspoken extremism. Muslim Brotherhood supporters in Egypt know that the jihadist movement calls for the overthrow of the government and its replacement with a caliphate and that the group spawned both al-Qaida and Hamas. And in Lebanon, voters know that a vote for Hizbullah is a vote for war against Israel and the West and a vote for placing Lebanon under effective Iranian control.

They know all this, and still they vote for these parties and leaders.

And once in office, these leaders do not disappoint them. In addition to expanding welfare benefits for their supporters, they have worked steadily and aggressively to Islamify their societies internally and to strengthen their alliances with likeminded governments against the West in foreign affairs. At home, through patronage, repression of political opponents, introduction of Islamic laws, and incitement against the West, these democratically elected regimes have been moving their people further and further away from secularism.

AS FOR the burgeoning alliances between and among these likeminded jihadist states, events of the past week alone make clear that backed by popular support at home, these governments are steadily expanding their military and commercial ties in a naked bid to challenge and defeat the West.

Buffeted by US President Barack Obama’s warm embrace of Turkey earlier in the month, Erdogan has moved swiftly to consolidate his place as a central pillar in the new regional jihadist axis spearheaded by Iran, which includes Syria, Lebanon and the PA.

Over the past week, his government signed a military pact with Lebanon committing Turkey to providing arms and training for the Lebanese army – a force which is already largely subservient to Hizbullah and will likely come under its complete control on June 7.

It signed a defense agreement with Syria’s Ministry of Defense, and even more provocatively conducted a three-day joint land forces exercise with the Syrian military. This was the first joint exercise between Syria and a NATO member.

As for Iran, Turkey signed a trade agreement with the mullocracy that is slated to double bilateral trade between the two countries within five years. Even more significantly, Ankara gave a green ligh t

to Iranian gas exports

to Europe through the Nabucco gas pipeline which runs from Turkey to Austria. The Nabucco pipeline was supposed to bypass both Iran and Russia

and increase instead gas exports from the former Soviet republics to Europe. Iran’s access to the pipeline will earn it billions of dollars annually and increase its political power as Europe increases it dependence on Iranian gas.

BOTH THE popularity of Islamist parties and their behavior after being popularly elected have confounded conventional Western reasoning – particularly in the US. Quite simply, successive administrations in Washington have been unable to provide an accurate explanation of what drives the populations of these countries, and increasingly of the Islamic world in general to support Islamist parties and movements.

In the aftermath of the September 11 attacks, the Bush administration came to the conclusion that it isn’t that these parties and movements are popular.

It is just that people are intimidated into supporting them. Were the people given the freedom to choose, they would choose to be led by liberal political forces interested in living at peace with the West. For former president George W. Bush and his advisers, the root of Islamic extremism was authoritarianism and the solution was Westernization through open elections.

When time after time the citizens of these countries or societies voluntarily elected jihadists, the Bush administration was confounded. Rather than seek an alternative explanation to understand what was happening, the administration alternatively denied reality – as in the case of Turkey where it pretended that the AKP was a moderate, pro-Western Islamist party in the face of incontrovertible evidence to the contrary. Or they claimed that the people were simply voting against corruption and showered them with money – as has been the case with the Hamas-supporting Palestinians. Or, as in the case of Egypt and Iran, they have simply ignored the fact that elections took place.

The same of course occurred after Hizbullah’s violent coup last May. Rather than cut off ties with the Saniora government – which had been compelled to accept Hizbullah control over its affairs – the Bush administration continued to support Saniora and increased US military assistance to the Lebanese army – hoping that it could pretend away the problem.

SINCE HIS first moments in office, President Barack Obama has embarked on a policy course which rejects Bush’s belief that the quest for freedom is universal as so much American chauvinism. For Obama, Islamic hostility towards the West is caused by American arrogance, not the absence of freedom. And because American arrogance is the root of the problem, the solution must be American contrition. It is this view that propels Obama from one international apology tour to the next and causes him to air the CIA’ s laundry in public.

As far as he is concerned, the more apologetic he is, the more contrition he expresses for the actions of his predecessors, the greater the payoff will be.

And yet, as we see from the behavior of Lebanon, Turkey, Syria and Iran over the past week alone, Obama’s apologetics are not winning them over, but emboldening them to take more aggressive positions against the West. How can this be explained?

There is an alternative explanation for the behavior of the peoples of the Islamic world that actually can explain events, and has successfully forecast them. It has even engendered policy recommendations that might have mitigated both the popularity of Islamist parties and deterred these parties, once elected, from taking provocative steps against Western states and interests. Unfortunately, every time this explanation is raised, Western policy-makers head for the hills.

This explanation is really nothing more than an observation. It observes that the populations of Islamic countries and societies support Islamist parties like the AKP and Hizbullah and Hamas because they support what they stand for. This explanation notes that tens and hundreds of thousands of Palestinians, Lebanese, Iranians, Turks, Egyptians and others voluntarily congregate in public venues and swoon when Islamist leaders tell them that Islam will defeat the West and promise the death of America and the death of Israel.

The jihadist message resonates with them. Their hearts and minds have already been won over. Contrary to what Western leaders as distinct as Bush and Obama believe, the hearts and minds of the Islamic world are not presently in play. From Beirut to the Taliban-controlled Northwest Frontier Province in Pakistan, jihadists enjoy public support because the public supports their aim of defeating the West with bullets, with bombs, and with ballots.

It is too early to know how Obama will react when he like Bush is no longer able to deny that his strategy for winning over the hearts and minds of the Islamic world has failed. We don’t know if like Bush before him, he will simply ignore reality and pretend that nothing has happened; if he will blame his political opponents or Israel for not joining him in his contrition; or if he will cast about for another central organizing principle that will explain hostile Islamic behavior.

What is clear is that in the absence of Western – and specifically American – willingness to consider the possibility that what is happening in the Islamic world has next to nothing to do with either what the West embodies or what it has done, and everything to do with the resonance of the Islamist message within the Islamic world, events like the expected loss of Lebanon in June will continue to be met with incoherent prattling and confusion.

Like it or not, it appears that the rising forces in the Islamic world perceive themselves as at war with Western civilization. They cannot be convinced to believe otherwise by either elections or apologies. And the current situation, in which only one side is willing to recognize that there is a war going on between two mutually exclusive ways of organizing human societies, will only lead us to more violent and devastating clashes in the future.

Peres: Netanyahu wants to make history by making peace

“Israel stands with her arms outstretched, and her hands held open to peace with all nations, with all Arab states, with all Arab people,” President Shimon Peres said at his keynote address at the annual AIPAC conference in Washington on Monday, stressing that current Prime Minister Binyamin Netanyahu, a one-time political opponent, “knows history and wants to make history.”

“In our tradition,” he continued, “making history is making peace, and I am sure that peace is his priority.”

In his address, Peres spoke of the bonds “between the greatest democracy in the world and the first democracy in the Middle East,” which continue to “strengthen and deepen” thanks to AIPAC’s “hard work.”

Peres also lauded US President Barack Obama, who was “young enough to offer hope to the world and great enough to bring it to life,” and wished him success on behalf of the State of Israel.

The president applied history to the part of his address dealing with the Iranian nuclear threat, to which “we refuse to surrender,” explaining that that “the fanatic rulers of Iran are on the wrong side of history. Actually, they are outside of history.”

“We have respect for the Iranian people and its tradition,” Peres went on. “Historically, Iran sought to enrich mankind. Today, alas, Iran’s rulers enrich uranium.

“The aggressiveness of the Iranian government is not limited to Israel. Indeed, they seek regional hegemony and want to control Arab states using terror and coercion,” and their terrorist agents Hizbullah and Hamas “target Americans, Europeans and Arabs alike.”

Speaking of his vision for a regional peace, Peres gave two conditions for necessary compromises: That peace be real, lasting and mutually respected, and that it enable Israel to protect its people.

“The Palestinian people have the right to govern themselves, to invest their resources and direct their aid to civil high-tech, not military rockets… books, not bombs – so their people can be free of fear and hunger,” he said.

“Israel is prepared today to bring peace closer. Today,” he stressed, adding that Israel hoped to see the Saudi peace initiative translated into action.

“In pursuing peace, the present government of Israel shall respect commitments made by the previous one,” he continued. “My experiences have taught me that peace is not necessarily the result of detailed negotiations or map-design. Peace bursts from the soil like a geyser. It is beautiful to behold and impossible to contain.”

“I trust that the leadership of President Obama will pave the way to both to a regional agreement and meaningful bilateral negotiations,” Peres said.

Reality Check: Character witness for the PM

President Shimon Peres will no doubt allow himself a small smile of satisfaction tomorrow at being the first Israeli leader to meet US President Barack Obama at the White House, but there is more than a touch of bitter irony in our elder statesman serving as a character witness for Prime Minister Binyamin Netanyahu.

In 1996, when Netanyahu beat Peres by the slimmest of majorities in the country’s first direct elections for prime minister, the nail in the Oslo process created by Peres was hammered home. Although the Palestinians must take the blame for failing to fight terror, Netanyahu also played a major part in ensuring a breakdown in trust through provocative acts such as the opening of the Western Wall tunnel and the building of Har Homa.

With Washington and the rest of the Western world suspicious of the new government, thanks in no small part to the stream of bellicose statements from Foreign Minister Avigdor Lieberman, Peres is being wheeled out to smooth the waters before Netanyahu finally meets Obama. The fact that Obama has already met Jordan’s King Abdullah II and is scheduled to meet PA President Mahmoud Abbas before Netanyahu makes an appearance in Washington clearly signals that Netanyahu is not the most highly anticipated guest in the new White House.

And so, just as Netanyahu needed the decimated Labor Party in his government to present a respectable face to the world, Peres too is being used by the prime minister to provide a moderate picture of Israel’s policies and ensure a warmer reception when Netanyahu finally arrives in the US capital. In particular, Peres’s remarks in Independence Day interviews that attacking Iran would only postpone, and not halt its ability to build an atom bomb, will no doubt have been noted with interest by Obama.

Unfortunately, Peres’ remarks in favor of an international diplomatic campaign to prevent Iran’s nuclearization, as opposed to unilateral Israeli military action, come in strong contrast to Netanyahu’s own statements, such as his speech at the recent state ceremony on Holocaust Remembrance Day in which he warned “We will not allow the Holocaust deniers to perpetrate another holocaust against the Jewish people,” and other speeches in which he has compared Iran to Nazi Germany and its leader, Mahmoud Ahmadinejad,

to Adolf Hitler.

LABOR’S LEADERS, meanwhile, seem so desperate to justify their sitting in Netanyahu’s coalition that they are blithely ignoring the prime minister’s saber-rattling statements toward Teheran, and also his initial insistence that the Palestinians first recognize Israel as a Jewish state

as a prerequisite for any progress in the peace process. Instead, they are lining up to praise him, insisting that today’ s Netanyahu i

s not the bad old Bibi of 1996-1999.

“This guy is going to surprise people” says Binyamin Ben-Eliezer, the minister of industry, trade and labor and party leader Ehud Barak’s closest political ally. “I’m convinced that he’ll come out with a diplomatic initiative and that this initiative will be based on the concept of two states for two peoples.”

Defense Minister Barak himself has been quoted as saying Netanyahu today “is a more mature person” who understands “that it is impossible to leave things in a state of paralysis.”

Barak and Ben-Eliezer say they are basing their comments on private conversations with Netanyahu and, of course, they have to justify to themselves, and their party members, why they decided to join the potentially most right-wing government in the country’s history instead of choosing the honorable alternative of opposition. But for those of us not privy to cozy tete-a-tete’s with the prime minister, we have to take Netanyahu at face value, where he shows no signs of being on the verge of leading a new diplomatic initiative to help bring peace to the region.

Although he did eventually backtrack on the idea that there could be no negotiations with the Palestinians without their first recognizing Israel as a Jewish state, it is clear from his clarifying statement that without such recognition “it will not be possible to advance the diplomatic process and reach a peace settlement” that Netanyahu is deeply skeptical of the possibility of a two-state solution.

At the end of the day, if there is to be true peace, there will have to be Palestinian, and wider Arab recognition of Israel as a Jewish state. But this recognition does not have to be a first step, and it is possible to understand why the Palestinians are not prepared to make such a statement before their existential issues, such as borders and refugees, have similarly been addressed. It is hard to avoid the impression that Netanyahu, in his raising his initial demand, was deliberately planting an obstacle to getting talks off the ground.

US Secretary of State Hilary Clinton seems aware of this.

Her blunt warning at the House of Representatives Appropriations Committee last month that “for Israel to get the kind of strong support it is looking for vis-a-vis Iran, it can’t stay on the sidelines with respect to the Palestinians and the peace efforts. They go hand in hand,” should prove a reminder to Netanyahu that despite the warm handshakes at this week’s Obama-Peres meeting, he will be expected to bring more than just a smile with him when he visits the White House.

Peres hails Arab League initiative, urges peace today

President Shimon Peres praised the Arab League peace plan Monday, welcoming it as a shift in Arab thinking and indicating it could serve as a basis for moving the peace process forward.

He also stressed that Israel’s leaders trusted US President Barack Obama as he works toward peace, something Israel would pursue as it respected its previous commitments to the Palestinians.

Peres characterized the Arab League plan, which offers Israel full recognition in exchange for full withdrawal as well as dealing with Palestinian refugees, as “a serious a U-turn.” He noted that even though Israel was not a party to its formulation and therefore doesn’t agree with everything it sets out, “Israel respects the profound change. Israel hopes it will be translated into action, the sooner the better.”

His comments, delivered before a cheering crowd at the American Israel Public Affairs Committee annual conference, went further than any other official response from this government in embracing the plan, which was first announced in 2002 and has been largely greeted over the years with Israeli skepticism.

The Obama administration, however, has welcomed it as a sign of Arab seriousness in peacemaking, a stance the new American leadership is seeking to encourage in its quest for a regional peace.

Peres stressed that Israel stood behind the US president and his goals. “Let me make it clear,” he declared. “We trust the leadership of President Obama. We trust he will make a way to [achieve] both to a regional agreement and meaningful bilateral negotiations. It is a real change in the situation.”

He also said that “Palestinian people have the right to govern themselves” to some applause from the audience, which overall greeted his speech warmly.

Though some in the international community have criticized the new Israeli government, led by Prime Minister Binyamin Netanyahu of the Likud and a mostly right-wing coalition, as blocking any progress toward peace, Peres defended his one-time political opponent as a leader that “wants to make history.”

He continued, “In our tradition, making history is making peace. I am sure that peace is his real and profound priority.”

He later said, to applause from the thousands of pro-Israel activists in attendance, “In pursuing peace, let’s make no mistake: the present government of Israel shall respect commitments made by the previous governments of Israel.”

Though some in Israel have expressed concern about the direction of the Obama administration on Israeli-Palestinian policy, particularly that it might recklessly pressure Israel, Peres several times praised the American leader, with whom he will meet Tuesday in the first official Israeli visit to the White House.

Echoing Obama’s rallying cries of “hope” and “change” throughout his address, Peres said, “You are young enough to offer hope to the world and great enough to bring it to life.”

He also backed Obama’s language of outreach to the region, describing his inaugural call for “an outstretched hand instead of a clenched fist” as what is needed.

At the same time, he harshly criticized Iran, one of the countries with which Obama is seeking dialogue.

“The fanatic rulers of Iran are on the wrong side of history,” Peres stated.

Peres’s speech was briefly disrupted by three protesters, including a young woman shouting, “What about the children you killed in Gaza?” and a man who yelled, “End the siege of Gaza!”

Israeli president Shimon Peres’ task in Washington on May 4-5 is to blunt the sharp edge the White House is honing to force Israel to toe the new Washington line on the Palestinians, Syria and Iran.

Prime minister Binyamin Netanyahu can expect the full force of a bludgeon to be wielded in his White House talks on May 18.

DEBKAfile’s Washington sources report that their host is fired up to be the first US president in decades of close friendship and cooperation to clash openly with Israel and the bulk of US Jewry. Oblivious to Israel’s claim of US support for its security in a hostile regional environment, Barack Obama is expected to squeeze the Netanyahu government hard for immediate engagement on the Middle East conflict without further delay.

According to our sources, the White House staff is working at top speed on options for imposing its will.

Peres and Netanyahu will be informed that Washington is setting up two trilateral peace commissions to hammer out peace accords between Israel and the Palestinians and Israel with the Syrians.

US officials in both chairs will intercede with their own ideas to prevent them running into deadlock on disputed issues. DEBKAfile’s sources confirm that the Obama administration will not spare the whip to force the parties into line.

The US president and his top advisers are convinced that the Palestinian problem is the main obstacle to accommodations for Afghanistan, Pakistan, Iraq and Iran. Defense secretary Robert Gates and national security adviser Gen. James Jones are the leading advocates of this proposition, with Secretary of State Hillary Clinton more skeptical but ready to back the president’s Middle East determination to place Israel in the first line of fire.

Some of DEBKAfile’s US sources admit that President Obama is himself under pressure because, despite the high approval rating he gained for his first 100 days in office, his myriad policy initiatives have yet to show results.

His economic remedies have steadied the banking system but not yet filtered down to the general public, he faces a hard slog in Afghanistan, Iraq and Pakistan before making headway, and Tehran is playing hardball at every turn on the road to dialogue.

The only arena where the White House can hope for quick results is the Israel-Palestinian-Syrian track.

The two peace conferences in preparation recall Bill Clinton’s success in forcing the Serbs, Bosnians and Croats to sign the Dayton Accord of 1995, so terminating a war of three-and-a-half years.

The presidential envoy for Afghanistan and Pakistan, Richard Holbrooke, was the architect of Dayton. George Mitchell, Obama’s Middle East envoy, is in line for a similar role today. During his two rounds of talks in Middle East capitals, Mitchell has shown a smiling, genial face, but said little, while in Washington, a State Department team is working overtime on a new American “road map.”

It starts out with pressure on Israel to freeze settlement activity on the West Bank and construction in East Jerusalem. At a later stage, Israel would be pushed to abandon large sections of the West Bank, remove authorized communities as well as unauthorized outposts and hand over the historic nucleus of Jerusalem.

Finally, the Israeli government would be required to accept an independent Palestinian state, even if its government is dominated by the rejectionist terrorist group Hamas.

Peres and Netanyahu will find administration officials deaf not only on Israel’s arguments on the Palestinian issue but on a nuclear-armed Iran too. They will see the US president no longer prioritizing the suspension of Iran’s nuclear aspirations, but bent on establishing a new Persian Gulf order that formalizes Iran’s rising power. Washington’s objective now is negotiations for setting the boundaries of Iran’s Middle East expansion and limits for its nuclear program.

Israel will have no say in this process.

In fact, by elevating Iran to premier regional power, America is sidelining its longstanding friends, Israel and Egypt, and setting aside their security and strategic interests for the sake of deals with Iran.

Dennis Ross, US envoy for Iran, carried this message to the capitals of Saudi Arabia and the Gulf, last week.

But Obama’s new Middle East design is not without powerful opponents:

1. Tehran itself will not let Washington dictate the limits of its expanding influence but insists on dialogue taking place amid “equality and mutual respect.” This attitude also governs its nuclear aspirations. US diplomats will have to make the running to temper the ayatollahs rather than the other way round.

2. Cairo and Riyadh will resist with all their might the US bid to anoint Iran the crowning Middle East-Gulf power. Both perceive Iran’s nuclearization as the inevitable outcome of this policy.

They are also extremely concerned by Oabana’s public endorsement of Turkey as the senior Muslim power in the Eastern Mediterranean and Central Asia, a boost for Ankara’s aspirations to resuscitate the Ottoman Empire.

3. Jerusalem will resist being cast into a peripheral role in the strategic and military processes going forward with regard to Iran, the Palestinians, Syria and their terrorist arms, Hizballah and Hamas, all of which bear pivotally on Israel’s future existence. Like Egypt and Saudi Arabia, the Netanyahu government may not accept being crushed between two hostile regional powers, Iran and Turkey, whose aggressive pretensions Washington is promoting.

Netanyahu is marshalling all Israel’s resources, including an active role for President Peres, to avoid dropping into the role of second- or third-rate Middle East power whom no one consults.

Peres, whose rich diplomatic experience and international reputation make him a prime asset, has been pressed into service to become the first Israeli president to step out of his ceremonial role into active-policy-making.

The Israeli prime minister will also take advantage of the interests Jerusalem shares with Cairo and Riyadh in frustrating the new Washington orientation – and not only with regard to Iran.

Netanyahu and Egyptian president Hosni Mubarak have arranged to put their heads together and are meeting before their separate trips to Washington.

Israel has not abandoned its option of a military strike against Iran’s nuclear installations and its economic infrastructure. US officials, led by the defense secretary, are accordingly pouring contempt on the extent of the damage Israel is capable of inflicting.

Next, they will try and tie Israel’s hands by discrediting Netanyahu and his administration.

A final arrow in Netanyahu’s quiver is the ability to enlist American public opinion, which is traditionally supportive and sympathetic to Israel, against Obama’s Grand Middle East Design. He will seek to canvass support among friends in the US Congress and the Jewish community.

Israelis officials can’t keep up with dramatic changes in America’s Mideastern policy

The reports about the rapprochement between the Obama administration and Syria left Israeli policy makers stunned.

“What’s going on here?” asked a senior figure in Jerusalem last night. “The Syrians are not providing reasons that could justify the rush of administration emissaries to visit Damascus.

The Syrian regime continues its involvement in Iraq and enables terrorists to cross the border and carry out attacks against the US Army. The Syrians bribe anything that moves in Lebanon in order to affect the election results there.”

In Israel, it appears that officials can’t keep up with the dramatic changes that are taking shape in America’s foreign policy in the Middle East. The intimate relations with the US, at least the way it seems right now, are no longer what they used to be. One of the reasons for it may be the fact that Israel is still reexamining its foreign policy ahead of Prime Minister Benjamin Netanyahu’s visit to Washington in about two weeks.

However, Obama is not waiting: He is vigorously promoting the moves we heard about back in his election campaign.

A senior Israeli official says that Obama is interested in delivering on his promise to leave Iraq within a year and boost Lebanon’s government, and to that end the Americans need Bashar Assad.

The common perception within the defense establishment is that if Israel wishes to remain in the picture, it needs to initiate the resumption of negotiations with Syria; otherwise, the initiative will come from the Americans.

No more boycotts

Defense officials believe that Assad is waiting for the resumption of American intermediation and that he isn’t interested in indirect talks via the Turks. Assad believes that only the US can force Israel to pay the price of peace as he sees it: The return of the entire Golan Heights.

We can assume that this issue will be discussed in depth in the meeting between Netanyahu and Obama. It is highly doubtful that Netanyahu would offer to the American president that the deal between Israel and Syria will be premised on the formula proposed by Foreign Minister Lieberman: Peace in exchange for peace.

The negotiations between Israel and Syria, which have been conducted with American intermediation in the past decade, clarified to each of the sides the price they need to pay for a peace deal.

Israel demands that Syria will stop serving as an arms supplier for Hizbullah, Hamas, and Islamic Jihad.

One thing is certain: The era of boycotts against major players in the region that characterized the Bush administration has come to an end.

Eventually the Americans may discover that in the Middle East one cannot predict anything or plan anything in advance, yet until that time, everyone will have to get used to the new rules of the games.

Daniel 11:40 – And at the time of the end shall the king of the south push at him: and the king of the north shall come against him like a whirlwind, with chariots, and with horsemen, and with many ships; and he shall enter into the countries, and shall overflow and pass over.

The King of the South is Israel and the King of the North is the leader of a coalition that, in the initial counterattack against Israel, is composed primarily of the military forces of Syria, Turkey, Lebanon, Iraq, and Iran. Morocco, Algeria, Tunisia, Libya, and Sudan will complete the 10 toes and horns as logistical supporters, and will be engaged in attacking Egypt. The leader of the 10 will be the Antichrist.

I am of the opinion this attack is likely to be launched at some point in time between 2010 and 2015.

Daniel 11:41 – He shall enter also into THE GLORIOUS LAND, and many countries shall be overthrown: but these SHALL ESCAPE out of his hand, even Edom, and Moab, and the chief of the children of Ammon.

The ancient boil of conflict between the descendants of Jacob, Ishmael, and the six sons of Keturah, with all its internal blend of impurities, is finally coming to a head in the Middle East. The last conflict between the Palestinians and Israelis will, in the end, be the catalyst that brings a temporary false peace between them.

The apparently genuine peace will be shattered suddenly by a rapid blitzkrieg attack from the north by Syria.

In league with Syria will be Lebanon, Iraq, Iran, Algeria, Tunisia, Libya, Sudan, Morocco, and Turkey. Syria, Turkey, Iraq, Iran, and Lebanon will move rapidly southward through the “glorious land” of Israel like a fast moving thunderstorm, bypassing the land where the people of Moab, Ammon, and Edom were settled when Daniel wrote his prophecies in about 600 B.C. The descendants of Edom (Jacob’s brother), and Ammon and Moab (the sons of Lot), as found on every published map for this time period, were settled immediately to the southeast, east, and northeast of the Dead Sea, precisely in the country we know as Jordan today. Hence, we can know that the antichrist will bypass Jordan as he moves south through Israel. Why would he bypass Jordan? She has no strategic, political, or economic advantage to offer him, but the Suez Canal and Egypt do, so he will head southwest toward that area after having driven the woman Israel into the Negev Wilderness south of Beersheva.
Revelation 12:6 – And the woman fled into the wilderness, where she hath a place prepared of God, that they should feed her there a thousand two hundred and threescore days.

Daniel 11:42 – He shall stretch forth his hand also upon the countries: and the land of Egypt shall not escape.

The political, geophysical, and military positioning of Syria, Iran, or Turkey, from a prospective of having world influence, literally stinks. But the position of Egypt’s Suez Canal, and Cairo, her capital, is outstanding. The antichrist is supposed to be a man of genius in all areas. That being the case, he would be worse than a military academy dropout were he not to take the Suez Canal, and then make Cairo his empire’s capital.

Daniel 11:43 – But he shall have power over the treasures of gold and of silver, and over all the precious things of Egypt: and the Libyans and the Ethiopians shall be at his steps.

The three most “precious things” in Egypt are: the Suez Canal, the Nile River and its Delta, and Cairo, its capital. He will conquer the Suez Canal zone and all of Egypt. So just what is Egypt? Many are inclined to establish it as the land bordered on the north by the Mediterranean Sea, on the west by Libya, on the south by Sudan, on the southeast by the Red Sea, and on the northeast by its Sinai border with Gaza and Israel’s Negev. And, geographically, that is quite correct.

However, in reality, that is not Egypt. The real Egypt, where her people live, is much, much, smaller. Egypt is the land along her north and east coastlines up to about two miles inland, the Nile Delta, and the land along the Nile River extending about fifteen miles either side of its banks.

The antichrist will send messages to leaders of two of the original 10 nations confederated with him, namely Libya and Sudan, requesting them to mass their troops along the northern coastal border with Libya, and along the border where the Nile enters Egypt from Sudan. This will cause the diversion of some Egyptian troops away from Cairo and the Suez Canal in order to protect their western and southern borders. And this will allow the antichrist to rapidly push across the Suez Canal into Cairo and along her western and eastern coastlines, then to quickly progress southward down the Nile with little resistance. I believe he will control Egypt within two weeks after he reaches the Suez Canal.

Once he has conquered Egypt, he will make an assessment of his geopolitical position. After having done so, he would be a military fool to return to his home country. He will establish his capital at Cairo, and will remain there for more than three years. After three years he will receive news that causes him to quickly return to Jerusalem. If a military leader plans to put down his roots for a while, what would be one of his major concerns? The relationship he has with the rulers of the nations that are on his immediate borders. That is, how sure he is they will not pull a surprise attack on him. So, through the prestigious position he has gained in the eyes of the Islamic world by this time, it will allow him to use the terrorist groups, already in Sudan and Libya, to overthrow their leaders, and in their place to install two of his stooges, where they will remain in control for some three years. He will already have plucked up the ruler of Lebanon, and replaced him with a stooge. It will surprise me if Lebanon, Sudan, and Libya are not the countries from which his stooges will rule.

Daniel 8:7,24 – I considered the horns, and, behold, there came up among them another little horn, before whom there were THREE of the FIRST horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things.

[24] And the ten horns out of this kingdom are ten kings that shall arise: and another shall rise after them; and he shall be diverse from the first, and he shall subdue THREE kings.

I believe the kings (rulers) of Lebanon, Libya, and Sudan will be subdued by being personally plucked up by the roots out of their positions of leadership in their own countries, and replaced by puppet rulers who do exactly as the antichrist directs.
Daniel 11:43 – But he shall have power over the treasures of gold and of silver, and over all the precious things of Egypt: and the Libyans and the Ethiopians shall be at his steps.

“At his steps” means “companionship” (Strong’s Exhaustive Concordance & Wilson’s O.T. Word Studies). This expression also appears in Judges 4:10, where it appears as “at his feet.”

Judges 4:10 – And Barak called Zebulun and Naphtali to Kedesh; and he went up with ten thousand men at his feet: and Deborah went up with him.

It represents an Old Testament word picture of a conquered leader or country laying yearly tribute payments before the king of the conquering country, who is setting on his throne, and the tribute is being placed at his feet on the steps leading up to his throne. So I believe the antichrist will place his puppet rulers on the thrones of Lebanon, Syria, and Sudan as those who are in “companionship” with him.

After the Antichrist conquers Egypt the initial ten Islamic countries that supported him will be quickly joined by a multiplicity of Islamic nations. His great Caliphate will include Morocco, Algeria, Tunisia, Libya, Egypt, Sudan, all the countries that make up the Saudi Arabian Peninsula, Israel north of Beersheba, Lebanon, Syria, Turkey, many of the southern states of the former Soviet Union with large Arab populations, Iraq, Iran, Kuwait, Afghanistan, and Pakistan. Within a year Muslims will take over India, and his Caliphate will extend across Indonesia. Before the man of sin is defeated at Armageddon, his Caliphate Empire will be the greatest in world history, exceeding in size even that of the Mongolian Empire.

The Islamic Antichrist, who will be their long awaited Mahdi, is the Wicked One of II Thessalonians 2:8-12. The Islamic faith is the strong delusion that billions receive as a one-way ticket to Hell. It is the spirit of Antichrist billions have already chosen to believe and follow. The Evil One and his false prophet will meet their doom after Armageddon.

II Thessalonians 2:8-12 – And then shall that Wicked be revealed, whom the Lord shall consume with the spirit of his mouth, and shall destroy with the brightness of his coming: [9] Even him, whose coming is after the working of Satan with all power and signs and lying wonders, [10] And with all deceivableness of unrighteousness in them that perish; because they received not the love of the truth, that they might be saved. [11] And for this cause God shall send them strong delusion, that they should believe a lie: [12] That they all might be damned who believed not the truth, but had pleasure in unrighteousness.

Revelation 19:19-21 – And I saw the beast, and the kings of the earth, and their armies, gathered together to make war against him that sat on the horse, and against his army. [20] And the beast was taken, and with him the false prophet that wrought miracles before him, with which he deceived them that had received the mark of the beast, and them that worshipped his image.

These both were cast alive into a lake of fire burning with brimstone. [21] And the remnant were slain with the sword of him that sat upon the horse, which sword proceeded out of his mouth: and all the fowls were filled with their flesh.

Having gone to military schools, lived among, worked with, and trained those of the Islamic faith as a much younger man, plus being familiar with prophecy since my youth, I have not only been waiting for many years for the true Messiah, Jesus Christ, but I have also been waiting for the arrival of the 12th Imam on the scene prior to the arrival of Jesus. I have long believed the 12th Imam Mahdi will be the 11th little horn of Daniel, and the beast of John’s Revelation. His coming is the great hope of all Islam. The Iranian President is a fanatical believer of his coming, and believes Mahdi will cause universal acceptance of Allah.

For more than three years, with the Suez Canal under his control, he will gain worldwide recognition and acclaim in his capital city of Cairo. Israel will be trapped in the Negev for more than three years (See previous updates), and stability will have come to the troubled Middle East. He will supposedly have done what all nations say they are seeking, that is, brought stability to the Middle East. But, between the third and fourth year of his rule, something will cause him to quickly head for Jerusalem.

Daniel 11:44,45 – But tidings out of the east and out of the north shall trouble him: therefore he shall go forth with great fury to destroy, and utterly to make away many. [45] And he shall plant the tabernacles of his palace between the seas in the glorious holy mountain; yet he shall come to his end, and none shall help him.

Please bear in mind that Daniel does not bring him out of the Egypt he has conquered until verse 44, and that he heads back for the glorious holy mountain, which is the middle hill of the three hills upon which the eastern part of the city of Jerusalem rests. It is better known as the Mount of Moriah, where the first three temples sat, and is located between two seas, the Mediterranean Sea, and the Dead Sea. Before the mighty former Soviet Union of Joseph Stalin arose, some identified this troubling news out of the north as being about Attila the Hun, after him it was about the German Kaiser of WW1, then about Hitler of WW2, and so forth and so on. Before the great communist revolution of Mao brought forth the present huge sleeping giant of Red China, some identified the troubling news out of the east as being about Genghis Khan, the great Mongol conqueror from the east. But modern day expositors generally now tend to make it news concerning Russia in the north and China in the east. I do not believe it is either. When Daniel wrote his book, it was written to the people of his day. So it is important to consider what they knew to be immediately to the north and to the east of Egypt. But before we discuss what was, and still is, immediately north of Egypt, and what was, and still is, immediately east of Egypt, let me advise you why I do not believe it involves Russia or China. Get out a world map and measure how far it is from Cairo to the borders of China and Russia. The population of Russia today is more than 150 million, and the population of China is more than 1 billion, 300 million. Do you really think he is going to take t

hem on? And are they not supposed to join forces with him at the final battle of Armageddon? If he were, it would be rank insanity to return to Jerusalem to take them on! And, besides all that, the land we know as China and Russia, for all practical purposes, was perhaps mentioned only in fables in Daniel’s day. Do you really think he will “go forth with great fury to destroy, and utterly make away many” from two distant, vast, countries with a combined population of almost one and one-half billion?

So what is immediately north of Egypt? What touches its northern border? The Mediterranean Sea! And what land is immediately east of Egypt? What touches its eastern border? The Negev! And what could possibly be in the Mediterranean Sea that would trouble him? The U.S. Fleet! And what could possibly be in the Negev that would trouble him? Between 1.9 and 2 million Israelis! The U.S. Navy & Marine Corps publish periodical “TRANSITIONS” of “All the Ships at Sea.” You will find it amazing how many vessels we routinely have on scheduled patrols in the Mediterranean Sea.

We keep a carrier constantly on station patrolling that section of the Mediterranean immediately south of Turkey and north of Egypt. The carriers USS Enterprise and the USS Theodore Roosevelt have often relieved each other on this permanent patrol station, along with other carriers. There is also a report issued periodically on marine units deployed on the many ships that patrol the seas of the Middle East from the Mediterranean through the Red Sea into the Indian Ocean and up into the Persian Gulf. It is simply called “All the Marines Deployed.” The U.S. Marines and IDF have been conducting joint operations in the Negev off and on for some 25 years.

So the antichrist has had Israel bottled up in the Negev for more than three years at this future point in time. I believe the news he hears is simply this: the U.S. Marines and IDF are planning to close his rear flank back to the country from which he originally came, Syria. He will have left a strip heavily fortified across Gaza and the northern Sinai, but he will begin to have reservations about the ability of his troops to hold it. He will then head back for Jerusalem to finally do what he wishes he had previously done, that is, to end the Jewish problem. He will “go forth with great fury to destroy, and utterly to make away many.” He will super fortify the northeast Sinai and Gaza Strip, and head northeast to Jerusalem to prepare for the destruction of Israel in the Negev.

Daniel 11:45 – And he shall plant the tabernacles of his palace between the seas in the glorious holy mountain; yet he shall come to his end, and none shall help him.

He has returned to do what he was unable to more than three years before, that is, to end forever “the Jewish problem.” From his capital in Egypt, based on his former success against Israel, he has become the dimpled darling of ALL the Islamic world, and MOST of the Old World countries. So he plants himself as Allah’s Prophet on the sacred ground where Solomon’s Temple once stood, and sends out a call to all nations to come and help him forever eliminate the descendants of Jacob, the nation of Israel. These invitations are extended to those nations who were once part of the old Roman Empire, which reached its maximum expansion under Trajan. The nations will come from the known world at the time the Book of Revelation was written, which was “the whole world” of the prophetic writings.

They will come from Europe, Eurasia, Asia, the Middle East, and Africa. The antichrist will direct them from the Temple mount in Jerusalem, and they will “go forth with great fury to destroy, and utterly to make away many.” The reason that “none can help him” does not mean no one will make the attempt, it means that 10,000 nations could not help him when God decides to destroy him and his army with the greatest display of geological and meteorological hell ever unleashed on this earth.

In verse 45 the word translated as “tabernacles” is OHEL. It always means “tents,” never a temple made of stone. The word translated as “palace” is APPEDEN, meaning a pavilion or palace tent, and it is never translated as “temple.” APPEDEN refers not to a rebuilt temple on Jerusalem’s temple mount, but to a command post pavilion on the Temple mount from which the antichrist issues his commands. At the time of Daniel’s writings, it was the custom for all kings to have a portable type of command post that could be quickly set up in a position from which the king could issue his orders to the men in the field. The picture painted in Daniel’s account is of the antichrist in his command post on the Temple Mount with the tents of his men stretching from Haifa, past the Tel of Armageddon, through the Plain of Jezreel, down the Jordan Valley, and up to Jerusalem. He will, by this time, consider himself a God, and his followers will follow him as the God of their final Jihad. He will sit in his pavilion command post on the Temple mount claiming to be like Allah.

There are many who insist, because of what is written in Daniel 11:45 and II Thessalonians 2:4, that a temple must be rebuilt on the existing temple mount before Jesus returns. I rather doubt that this will happen. I KNOW that one will be built AFTER He returns, but I do not believe one will be built BEFORE He comes to rule and reign from Jerusalem.

II Thessalonians 2:4 – Who opposeth and exalteth himself above all that is called God, or that is worshipped; so that he as God sitteth in the temple of God, shewing himself that he is God.

When Paul wrote this verse he used the Greek word NAOS for “temple.” There are two Greek words in the New Testament that are translated as “temple,” NAOS and HIERON.

HIERON is always used to refer to a temple made of stone, like the three that once historically stood on the Temple Mount in Jerusalem. However, NAOS can refer to any type of container that houses something, such as a local one made up of human bodies as an assembly (ekklesia) among which the Spirit dwells, or an individual human body where the Spirit of Christ dwells, or as a collected family of people in which the Spirit dwells individually.

Paul used NAOS a total of eight times in all his epistles. But he always used HIERON to refer to a temple of stone, that is, unless he used NAOS in II Thessalonians 2:4 for such a structure. My point is this: if Paul wanted to leave no doubt he was referring to the antichrist perched in a rebuilt temple of stone on the Temple Mount in Jerusalem, he would have used HIERON, rather than NAOS in II Thessalonians 2:4.

The word NAOS means “an inner sanctuary, a dwelling place.” The suffix on it varies as to the part of speech it represents. The total number of times Paul used NAOS in his epistles, where it is translated as “temple,” are found in the following Scriptures.

I Corinthians 6:19 – What? know ye not that your body is the temple of the Holy Ghost which is in you, which ye have of God, and ye are not your own?

I Corinthians 3:16,17 – Know ye not that ye are the temple of God, and that the Spirit of God dwelleth in you? [17] If any man defile the temple of God, him shall God destroy; for the temple of God is holy, which temple ye are. (The “you” and the two “ye’s” are plural)

II Corinthians 6:16 – And what agreement hath the temple of God with idols? for ye are the temple of the living God; as God hath said, I will dwell in them, and walk in them; and I will be their God, and they shall be my people. (The two “in’s” may be translated as “among” or “in” – either is correct. The “ye” is plural).

Ephesians 2:21,22 – In whom all the building fitly framed together groweth unto an holy temple in the Lord: [22] In whom ye also are builded together for an habitation of God through the Spirit.

II Thessalonians 2:4 – Who opposeth and exalteth himself above all that is called God, or that is worshipped; so that he as God sitteth in the temple of God, shewing himself that he is God.

I believe this pictures him as claiming to be the God of all men, and he is proving it to himself, and the whole world, by setting on God’s Temple Mount in his Command Pavilion to establish himself as the sanctuary of God. Paul only used the word HIERON twice where it is translated as “temple,” once by writing it himself, and again in dictating a previous episode in his life to Luke in the Book of Acts.

Acts 26:21 – For these causes the Jews caught me in the temple, and went about to kill me.

I Corinthians 9:13 – Do ye not know that they which minister about holy things live of the things of the temple? and they which wait at the altar are partakers with the altar?

In both these cases there is no doubt he meant the Jerusalem Temple of stone. For better, or for worst, I am convinced he would have used HIERON, rather than NAOS, if he meant a temple of stone in Jerusalem.

Daniel 11:45 – And he shall plant the tabernacles of his palace between the seas in the glorious holy mountain; yet he shall come to his end, and none shall help him.

The reason that “none shall help him” is very simple, it is because none CAN help him, as the first verse following in the 12th Chapter validates. He, and the mighty army he calls together, to come and destroy Israel (which has been militarily trapped in the Negev for three and one-half years), are both on the verge of being zapped by God. When God’s wrath is poured out on them there is no power that can help antichrist, or his army. The verse following Daniel 11:45, which is the last verse in Chapter 11, and, remembering the chapter divisions were supplied by the KJV translators, the next verse in a continuous narrative would be 12:1.

Daniel 12:1 – And at that time shall Michael stand up, the great prince which standeth for the children of thy people: and there shall be a time of trouble, such as never was since there was a nation even to that same time: and at that time thy people shall be delivered, every one that shall be found written in the book.

According to Ezekiel 38:19 to 39:2, five-sixths of the antichrist’s army will be destroyed by natural phenomena God unleashes on them.

Ezekiel 38:19-23 – For in my jealousy and in the fire of my wrath have I spoken, Surely in that day there shall be a great shaking in the land of Israel; [20] So that the fishes of the sea, and the fowls of the heaven, and the beasts of the field, and all creeping things that creep upon the earth, and all the men that are upon the face of the earth, shall shake at my presence, and the mountains shall be thrown down, and the steep places shall fall, and every wall shall fall to the ground. [21] And I will call for a sword against him throughout all my mountains, saith the Lord God: every man’s sword shall be against his brother. [22] And I will plead against him with pestilence and with blood; and I will rain upon him, and upon his bands, and upon the many people that are with him, an overflowing rain, and great hailstones, fire, and brimstone. [23] Thus will I magnify myself, and sanctify myself; and I will be known in the eyes of many nations, and they shall know that I am the Lord. [1] Therefore, thou son of man, prophesy against Gog, and say, Thus saith the Lord God; Behold, I am against thee, O Gog, the chief prince of Meshech and Tubal: [2] And I will turn thee back, and leave but the sixth part of thee, and will cause thee to come up from the north parts, and will bring thee upon the mountains of Israel:

This unleashing of God’s power is also mirrored by most of the Old Testament prophets in many places, and most emphatically by John when God’s wrath is poured out at Armageddon.

Revelation 16:16-21 – And he gathered them together into a place called in the Hebrew tongue Armageddon. [17] And the seventh angel poured out his vial into the air; and there came a great voice out of the temple of heaven, from the throne, saying, It is done.

They’re out. The four top men blamed for the murder of the Lebanese ex-prime minister Rafiq Hariri in the Saint Valentine’s Day massacre four years ago have been freed from their drab prison at Roumieh north of Beirut, amid a flurry of gunfire and fireworks.

In Damascus – their home from home if you believe what Mr Hariri’s men tell you – they must be drinking champagne.

Once more the UN donkey, clip-clopping on to the world stage after the murder of Mr Hariri, has been proved a mule. Judge Daniel Fransen, of the UN tribunal, declared in the Hague yesterday that the Big Four – how well we know their names in Lebanon – should go free: The Lebanese General Security commander Major-General Jamel Sayed, the former Internal Security director general Major-General Ali Haj, the ex-intelligence director general Raymond Aza and the former Presidential Guards commander Brigadier General Mustafa Hamdan.

There was much kissing and ululating among the relatives outside the north Beirut prison when Mr Fransen declared – quite correctly in law, it has to be added – that there was, after a four year investigation, “insufficient evidence” to continue the detention of the men. If this “evidence” existed (and the UN examined millions of phone calls recorded by British intelligence on Mount Troudos in Cyprus), then it failed to prevent the decision yesterday. Barack Obama’s new friendship with President Bashar al-Assad of Syria must be going great guns.

Guns, unfortunately, may be the issue of the day, since Lebanon’s national elections start on 7 June, when the growing Shiite-Muslim opposition, along with a weird Christian ex-General’s party, threaten to collapse the Hariri-led bloc that has led the Lebanese government for four years, albeit with a year-old veto on cabinet decisions by Hizbollah. And here lies the problem. In five weeks’ time, Hizbollah, the most loyal and the most security-conscious guerrilla movement in the Middle East – a new arrest in Lebanon of three alleged “spies” in the organisation attests to this – wants to depose the narrow majority of seats held by Mr Hariri’s son, Saad, and his supporters (including the world’s greatest nihilist, Walid Jumblatt, the Druze leader). Well, we shall see.

So who killed Rafiq Hariri? Until yesterday, the Lebanese, whose protests after the massacre forced the Syrian army out of Lebanon, thought they knew. And who was it who wanted, as President of the United States, to open a new door to the Syrians? President Obama. And who was it who stood next to Rafiq Hariri’s son, Saad, in Beirut, three days ago, to assure him of US support? Why, Mr Obama’s Secretary of State, Hillary Clinton, of course.

Covert Palestinian Authority-Iranian get-together in Caracas

Authorative sources in the Venezuelan capital have told DEBKAfile that Monday, April 27, Iran’s foreign minister Mostafa Mohammed Najjar and intelligence chiefs secretly got together with visiting Palestinian Authority officials, led by Palestinian foreign minister Riyadh al-Maliki. The matchmakers were Hugo Chavez and the Qatar ruler Sheikh Hamad bin Khalifa, following on the former’s visits to Tehran and Qatar in late March.

If true, this would signal a drastic policy turnabout by Palestinian Authority Chairman Mahmoud Abbas away from Cairo and over to the radical Tehran and Damascus. The Ramallah-Tehran opening, if confirmed, could help bury the hatchet between the warring Fatah and Hamas and pave the way for a Palestinian unity government governed by rejectionist ideology.

This would shut the door to future Palestinian negotiations with Israel’s Netanyahu administration.

Najjar’s visit to Caracas was formally presented as a move to strengthen “defense cooperation” between Iran and Venezuela.

“Iran pledges its full support to promote the Venezuelan military’s defense capabilities in the framework of mutual defensive agreements,” he said, Thursday, April 30, after calling on Chavez.

The Iranian visitor also met Venezuelan vice president and acting defense minister Ramon Carrizalez to sign a memorandum of understanding (MOU) on military cooperation which encompassed “training and mutual exchange of military experiences”.

The large Iranian and Palestinian Authority delegations met under cover of celebrations marking Venezuela’s decision to sever its diplomatic ties with Israel and open a Palestinian embassy in Caracas instead.

Chavez is quoted as maintaining during his visits to Tehran and Doha that if US president Barack Obama is willing to talk to him, with Cuba and with Iran, there was no reason why Mahmoud Abbas should not engage Tehran directly.

This would help overcome his Fatah’s quarrel with Hamas, which Iran is actively supporting with arms, cash and military training.

Abbas is said to have welcomed the proposal when it was put to him by Sheikh Khalifa.

Caracas sources say the Iranian-Palestinian meeting lasted about four hours and ended with a decision to continue the encounters in Moscow, Doha and Ankara, where Iran and the Palestinians both maintain large diplomatic legations.

Hamas warns Abbas not to form new government alone

After failing to reach agreement with Hamas over the formation of a Palestinian unity government, Palestinian Authority President Mahmoud Abbas is planning to form a new government that would not include representatives of the Islamic movement, a PA official in Ramallah said Thursday.

In response, Hamas warned that such a move would be regarded as a “fatal blow” to Egyptian efforts to end the power struggle with Fatah.

Nabil Abu Rudaineh, a spokesman for Abbas, said that Abbas was expected to announce a new government soon. He did not give a date, but another PA official said the new government would most probably be established on the eve of Abbas’s visit to Washington, where he is expected to meet for the first time with US President Barack Obama.

“President Abbas still hasn’t begun negotiations over the formation of a new government,” Abu Rudaineh said.

“But he does plan to form a government with a broad coalition in the near future.”

Earlier this week, Fatah and Hamas representatives again failed to reach agreement over the formation of a joint government

and other issues concerning the status of the PLO, the Palestinian security forces and the political program of the proposed coalition.

Representatives of the two sides who met in Cairo at the request of Egyptian General Intelligence chief Omar Suleiman said the gap between them remained as wide as ever.

They said the most significant difference was over whether the unity government would recognize Israel’s right to exist and previous agreements signed between the Palestinians and Israelis.

According to a source close to Abbas, the PA president is expected to ask the current prime minister, Salaam Fayad, to head the new government that would exclude Hamas.

Fayad, who submitted his resignation several weeks ago, has since agreed to stay in office at Abbas’s request.

At least half of the ministers in the new government will be from Fatah, the source said, pointing out that both Abbas and Fayad have been strongly criticized for not including one Fatah representative in the current government.

Over the past few months, several Fatah officials have repeatedly threatened to boycott the Fayad government for ignoring them.

The name of chief PA negotiator Saeb Erekat has been mentioned as a leading candidate for foreign minister in the new government. Two top Fatah operatives, Hatem Abdel Qader and Qadoura Fares, are slated to join the new coalition, according to the source.

Abbas, meanwhile, is scheduled to visit a number of Arab capitals next week ahead

of his planned meeting with Obama in May.

Abbas is expected to brief the Arab heads of state on the failure of the “reconciliation” talks between Hamas and Fatah and share with them his concerns over the policies of the new Israeli government, Abu Rudaineh said.

Hamas legislator and spokesman Mushir al-Masri said his movement would not recognize or deal with any government that is established by Abbas without reaching agreement with Hamas.

“Any agreement that is formed in the West Bank – not in the frame of an agreement with Hamas – would be unconstitutional and illegitimate,” he said. “Such a move would not only consolidate divisions among the Palestinians, but it would also be seen as a coup against democracy.”
