DEBKAfile’s military sources cite some Western intelligence and nuclear weapons experts as predicting that Iran could turn out nuclear weapons some time in the next 12 months.

This estimate is based on Tehran’s announcement that 7,000 centrifuges are in operation to enrich uranium. If all those machines were to work at top speed day and night, seven days a week, they could produce enough weapons-grade uranium to build a bomb in 60 days, say some intelligence sources. According to American experts, given the current rate of the program’s development, Iran will be in a position to manufacture as many as 60 nuclear bombs and warheads in 12 to 18 months.

This judgment was confirmed by Israel’s military intelligence (AMAN) chief, Maj. Gen. Amos Yadlin in his latest briefing to the cabinet Monday, April 20. He reported that Iran is going all-out for enriched uranium from overseas to shorten the process.

Japanese sources recently reported that a North Korean boat shipped a large quantity to Iran earlier this year. According to the big-circulation The Nikkei, the North Korean vessel’s hold carried a secret cargo of uranium highly-enriched to 50-60 percent. The ship set out for Iran in December, moving moved at a leisurely pace so as not to call

attention from Western spy satellites, surveillance vessels and warships. Earlier this year, the illegal consignment was dropped at an Iranian port for transport to a facility near Tehran, according to the Japanese paper.

Yadlin noted that extreme economic crisis has not delayed Tehran’s headlong nuclear progress or curtailed its designs on other Middle East countries – Hizballah’s subversive activities in Egypt are not a lone instance.

Inflation is officially put at 30 percent but is probably closer to 50 percent, while unemployment is deepening, yet Tehran upped the 2009 appropriation for its nuclear program by 15 percent.

Rather than translating the crisis into leverage for persuading Iran to abandon its nuclear objectives, the Israeli intelligence chief noted that the Obama administration has opened the door to dialogue with all the extremists of the Middle East, including Iran, albeit “with open eyes.”

Iran, for its part, is accelerating its nuclear program, taking full advantage of the undercover communications with Washington which are aimed at gaining Tehran’s cooperation for the US war effort in Afghanistan and Pakistan.

In an April 21, 2009 op-ed on the website of the official Iranian news agency IRNA, titled “Israel Emerges from Auschwitz, the author, Hamid Esmaili, showcases statements by well-known Holocaust deniers and says that “for Zionists, Auschwitz is…the symbol and the embodiment of all those things which constitute the identity and essence of a regime called Israel…” [1]

Obama Hosts Jordan, Demands Israeli ‘Goodwill’

U.S. President Barack Obama launched his personal Middle East initiative Tuesday by hosting Jordanian King Abdullah II, who separately met with Christian, Muslim and Reform Jewish leaders for support for a Palestinian Authority state.

President Obama told King Abdullah that Israel and the PA “cannot talk forever” and demanded that both sides show “goodwill.” He specifically said that Netanyahu government leaders are “going to have to solidify their position.”

While saying that both sides must show “gestures of good faith,” the president did not specify want he expected from the PA.

Continuing another American attempt to create a “New Middle East,” a term coined by former President Bill Clinton, he stated that both Israel and the PA “must step back from the abyss.” The president made it clear that the 18-year-long dispute will be his administration’s priority. The U.S. was instrumental in pressuring Israel to attend the Madrid Conference in 1991, which was the first diplomatic forum in which the PA and the Jewish state engaged each other.

Jordan was the first Arab country to be hosted by President Obama, who is expected to welcome Prime Minister Binyamin Netanyahu and PA Chairman Mahmoud Abbas next month. President Obama two weeks ago visited Turkey, where he stated, “The United States strongly supports the goal of two states, Israel and Palestine, living side by side in peace and security.”

Before meeting with President Obama, King Abdullah conferred with Islamic Center of America leader Hassan Qaswini and National Council of Churches general secretary Michael Kinnamon.

Obama invites Mideast leaders for separate talks

President Barack Obama has invited Egyptian, Israeli and Palestinian leaders for separate talks in the next few weeks on the Middle East peace process, the White House said on Tuesday.

Obama spokesman Robert Gibbs said the White House was trying to finalize dates for visits by Israeli Prime Minister Benjamin Netanyahu, Egyptian President Hosni Mubarak and Palestinian President Mahmoud Abbas. The visits were likely to take place before Obama’s scheduled trip to France in June, he said.

“With each of them the president will discuss ways the United States can strengthen and deepen our partnerships with them, as well as the steps all parties must take to achieve peace between Israel and the Palestinians and Israel and the Arab states,” Gibbs told a news conference.

Obama on Tuesday urged Palestinians and Israelis to “step back from the abyss,” and said he hoped to see peacemaking gestures of good faith from both sides over the coming months.

“What we have to do is step back from the abyss,” Obama told reporters after meeting Jordan’s King Abdullah at the White House.

“My hope would be that over the next several months, that you start seeing gestures of good faith on all sides,” Obama said. “I don’t want to get into the details of what those gestures might be, but I think that the parties in the region probably have a pretty goodrecognition of what intermediate steps could be taken as confidence-building measures.”

The president added that his administration and special Mideast envoy George Mitchell had not finished listening to both sides and wanted to give Netanyahu’s more time to “formulate” policy and “solidify” its position.

“I agree that we can’t talk forever, that at some point steps have to be taken so that people can see progress on the ground.

And that will be something that we will expect to take place in the coming months,” Obama said.

“Unfortunately, right now what we’ve seen not just in Israel, but within the Palestinian territories, among the Arab states, worldwide, is a profound cynicism about the possibility of any progress being made whatsoever,” he added.

“I am a strong supporter of a two-state solution. I have articulated that publicly, and I will articulate that privately,” said Obama. “And I think that there are a lot of Israelis who also believe in a two-state solution.”

Obama condemns Ahmadinejad, but still wants talksThe U.S. president condemned his Iranian counterpart, Mahmoud Ahmadinejad, over the latter’s “appalling and objectionable” comments against Israel, issued a day earlier at the United Nations conference against racism in Geneva.

Obama told reporters that Ahmadinejad’s comments would not only hurt any efforts to improve U.S.-Iranian ties but also undermine Iran’s international standing.

Nevert heless,

he said he was still interested in pursuing talks according to an overture made earlier this year.

“We will continue to pursue the possibility of improved relations and a resolution to some of the critical issues in which there have been differences, particularly around the nuclear issues,” Obama said after talks with Jordan’s King Abdullah at the White House.

Obama said he wanted tough direct talks with long-time foe Iran “without taking a whole host of other options off the table” – a phrase that has sometimes been used by past U.S. administrations to signal the possible use of military force.

Emmanuel: Obama committed to two-state solution

Meanwhile, White House Chief of Staff, Rahm Emmanuel, on Tuesday told Anti-Defamation League members that the Obama administration would continue to communicate with the Muslim world through overseas trip, in an attempt to strengthen America’s reputation abroad.

Emmanuel reiterated the administration’s intention to help advance a two-state solution for the Palestinians and the Israelis, as well as its commitment to Israel’s security.

“We are committed to seeing the peace process through to a two-state solution, so that there will be a homeland for the Palestinians and a secure state of Israel for the Jewish people,” said Emmanuel.

DEBKAfile’s exclusive Washington sources disclose that their meeting ended with the US president accepting the extended Arab League Middle East peace plan initiated by Saudi Arabia. This confirmed the statement by his special Middle East envoy George Mitchell on his visit to Jerusalem last week that the Arab peace plan had been incorporated in the Obama Middle East peace plan based on the creation of a Palestinian state.

The new version simply spells out some of the clauses in the original, such as what the Arab governments mean by “normal relations” with Israel. The Jordanian king left with the president a document listing the deal the Arab states are ready to offer Israel for withdrawing to the pre-1967 war lines, i.e. evacuating the West Bank, Golan Heights and historic Jerusalem, and accepting the foundation of a Palestinian state.

The two leaders agreed the document would not be published before Obama presents it to Netanyahu at the White House in June. He will ask the Israeli prime minister for an immediate answer and urge him to accept the Arab peace plan as the basis for direct negotiations with the Palestinians and Syria in which the United States will be actively engaged.

Our sources add that the US president is seriously considering making a televised speech before Netanyahu’s arrival to play up the Arab proposals on offer provided Israel is ready to make far-reaching concessions to the Palestinians and Syria.

In an April 15, 2009 speech in Kerman, Iran, Iranian President Mahmoud Ahmadinejad announced that Iran was working diligently to draw up a new proposals package, to be presented soon to the West. He said that this package would assure peace and justice for the nations, and that it must be the basis for any dialogue between Iran and the West.

In response to U.S. President Barack Obama’s “outstretched hand,” as he expressed in his April 1, 2009 speech, Ahmadinejad emphasized that the West was weak, and could not force anything on Iran. Ahmadinejad enumerated Iran’s demands for dialogue with the U.S.; the demands included the withdrawal of Western forces, the destruction of the West’s entire nuclear arsenal, and respect for Iran’s right to its nuclear program.

This response by Ahmadinejad is in addition to his previous response to Obama’s speech; in that response, Ahmadinejad noted that Iran would cut off any hand extended to attack it.

Also, on March 21, 2009, Iranian Supreme Leader Ali Khamenei stated that it was the U.S. that had to change, particularly in regard to its policy

towards Iran.

It should also be noted that in response to being invited to the Hague Conference on Afghanistan, held March 31, 2009 – a conference which was attended by U.S. Secretary of State Hillary Clinton – Iran sent a diplomat of the rank of deputy, Deputy Foreign Minister Mehdi Akhoundzadeh. Furthermore, in response to Clinton’s statement that U.S. Special Representative for Afghanistan and Pakistan Richard Holbrooke had met with Akhoundzadeh and that the Iranians had been given a letter concerning the four U.S. citizens missing in Iran, both Akhoundzadeh and Iranian Foreign Ministry spokesman Hassan Qashqavi denied that there had been any meeting and also the receipt of any letter.

Also, recently the U.S. removed the precondition to negotiations with Iran that it had maintained for years – i.e. that Iran stop uranium enrichment. Since Iran absolutely refuses to discuss the issue of its uranium enrichment, the issue has now become a final aim of U.S. negotiations with Iran.

A senior U.S. State Department official said, in an anonymous April 15, 2009 interview with the London daily Al-Sharq Al-Awsat, that the “contacts” proposed by EU foreign policy chief Javier Solana to Iran early this week are a kind of “discussions” that will constitute an “opportunity for serious negotiations” that will subsequently become a “possibility to solve the intricate problem… and then the joint work will begin, to deal with the international problem concerning Iran’s nuclear program.”

The following are excerpts from Ahmadinejad’s speech at Kerman:

“You Yourselves Know That You Are Today In A Position Of Weakness; Your Hands Are Empty, And You Can No Longer Promote Your Affairs From A Position Of Strength”

“We welcome [the call by the West for dialogue with Iran], but we put forth several proposals to them: We say to you that you yourselves know that you are today in a position of weakness. Your hands are empty, and you can no longer promote your affairs from a position of strength. We recommend that you amend your rhetoric towards the rest of the nations, respect them, and not talk with the Iranian nation from the position of egocentric people. [Iran] will respond to anyone who wants to talk with the Iranian nation from a position of egocentrism just like it responded to Mr. Bush…”

“There have been great changes in the world in this past year.

We are drawing up a new package, which we will present when it is ready. This package guarantees peace, justice, respect for the nations, and the participation of all of them in resolving world problems. We are people of dialogue and reason, and we say to you [i.e. the West] that today the world is run with respect and justice… and those who want to use [the tool] of forcing [a policy on others] are backwards. I hereby tell you that, with the grace of God, none of the [world] powers can now, nor will they ever be able to, force anything at all on the Iranian nation… For 30 years, the Iranian nation has invited you to reason, dialogue, and adherence to the law…”

“Anyone Who Talks About Change Must Change His Own Behavior and Policy”

“Anyone who talks about change must change his own behavior and policy. He must stop talking with the nations out of egocentrism and from a position of arrogance; he must officially recognize, and respect, the rights of the nations. Similarly, he must collect his forces from across the world, and withdraw them to his own borders…”

“The Fundamental Step [Must Be] the Collection and Destruction of All [Nuclear] Arsenals in the World”

“We hear that they [i.e. the Western countries] want, after 50 or 60 years [since WWII], to remove their atom bombs from Germany, and to return them to their own countries. This is a good move, but we maintain that the fundamental step [must be] the collection and destruction of all [nuclear] arsenals in the world, in a single place, together with their storehouses, so that the nations will attain peace and tranquility…

“If they ask for real change, they must withdraw all their military bases and respect the independence and the values of the nations.

“Four and a half years ago, those [i.e. the reformists under Iranian President Mohammad Khatami] who went to negotiate [with the West] said to their interlocutors, after they agreed to freeze all [uranium enrichment], “We want [nuclear energy for the purposes

of] science and technology. Give us permission to operate 20 centrifuges.’ But the other side [i.e. the West] answered insolently, ‘If you want to operate 20 centrifuges, you must discuss this for 10 years, and maybe after 10 years you will get permission to operate 20 centrifuges.’

“But today, with the grace of God, and thanks to Iran’s national unity, the recommendations of Supreme Leader [Ali Khamenei], and the following of his [path], nearly 7,000 centrifuges are spinning today at Natanz, mocking them.”

Seale.

Well-placed Washington sources report that President Barack Obama is determined to achieve a comprehensive resolution of the main Middle East conflicts in his first term of office. He sees such a broad settlement as vital for American security and as the only way to draw the poison from America’s relationship with the Arab and Muslim world.

From the very first days of his presidency, he embarked on an ambitious programme of regional peace-making in the belief that the status quo was untenable and that there was no time to waste. The next two years are thought to be crucial.

The comprehensive settlement Obama is said to envisage would include:

• an Israeli-Palestinian final status agreement on the basis of the two-state solution;

• Israeli peace agreements with both Syria and Lebanon, involving the return of the Golan to Syria and the Sheba’ farms to Lebanon;

• a ‘grand bargain’ with Iran under which the Islamic Republic would give up any attempt to acquire nuclear weapons in return for guarantees against attack, a lifting of sanctions, a return of frozen assets, a normalisation of its relations with the United States and, possibly, its inclusion in a regional security system.

Obama is thought to believe that the United States must play the lead role in mediating solutions to these conflicts, with the active support of the European Union.

As the conflicts are intimately linked to one another, negotiations must proceed simultaneously on all fronts.

Indeed, a striking feature of Obama’s diplomacy is that he appears to link the ‘grand bargain’ he envisages with Iran to an Arab-Israeli settlement. Washington sources suggest that something like a trade-off is being considered.

In exchange for determined American action to defuse the threat to Israel from any future Iranian bomb, Israel must be induced to end its occupation of Palestinian territories and allow the emergence of an independent and viable Palestinian state.

Regional diplomacy is quickening. George Mitchell, Obama’s special envoy, has completed his third visit to the region.

King Abdallah of Jordan, Palestinian Authority President Mahmud Abbas and Israel’s Prime Minister Binyamin Netanyahu are all expected in Washington in the coming weeks. Syria’s President Bashar al-Asad — a key figure in any peace settlement — is also hoping for an early meeting with Obama.

Several features of the situation suggest that this might be a particularly propitious moment for Obama’s ambitious peace-making. His personal popularity and political authority are tremendous assets. Moreover, he has a sympathetic understanding both of Israel’s security fears and of Arab and Muslim aspirations.

The recent Gaza war aroused such world-wide outrage that it convinced international opinion of the urgent necessity for peace. It also brought home to many Israelis the futility of military solutions to their conflict with the Palestinians.

In the United States a new pro-peace, pro-Israeli lobby, known as J Street — one year old this week — is already having some success weaning American Jews away from the hawkish pro-Likud views of the American Israel Public Affairs Committee (AIPAC).

His hard-line foreign minister, Avigdor Lie berman, under criminal investigation by the police, may

be forced out of office, while the coalition itself remains at the mercy of defections from far-right partners.

The fragmented nature of Israeli and Palestinian politics may turn out to be to Obama’s advantage, since the two sides are evidently too weak to make peace on their own. A settlement of the conflict must be taken out of their hands. No power is better placed to do so than the United States.

It is striking that Obama has not only made speeches reaching out to Iran and declaring his commitment to a two-state solution of the Israeli-Palestinian conflict.

He has also taken practical steps towards his goal.

• According to reports from Washington, his Administration has started a campaign to persuade Congress — many of whose members are strongly pro-Israel — that the time for peace has arrived and that difficult decisions will have to be made.

• Obama has given his support to the Arab Peace Plan, first launched at the 2002 Arab summit in Beirut. The Plan offers Israel peace and normalisation with all 22 members of the Arab League if it withdraws to its 1967 borders and allows the emergence of a Palestinian state.

Obama is clearly determined to rally major Arab states behind his peace diplomacy. His Administration is coordinating closely with Saudi Arabia, Egypt, Jordan and Morocco, but also with Syria and leading Gulf States. He understands that wide Arab backing will be required for any settlement.

• Above all, Washington is giving detailed attention to putting together a ‘security package’ for Israel, once it withdraws from the Occupied Territories. The package is expected to include formal U.S. guarantees of Israeli security, promises of additional funding and weaponry, and the creation of an international force, and its deployment on the West Bank over several years, to protect Israel from hostile infiltrations and to train Palestinian security forces.

Never in recent decades have American ambitions for a comprehensive Middle East peace been more determined and more purposeful. The opponents of peace, whether Israeli or Arab, will have a tough time standing up to the Obama steam-roller.

Israel stands ready to bomb Iran’s nuclear sites

The Israeli military is preparing itself to launch a massive aerial assault on Iran’s nuclear facilities within days of being given the go-ahead by its new government.

Among the steps taken to ready Israeli forces for what would be a risky raid requiring pinpoint aerial strikes are the acquisition of three Airborne Warning and Control (AWAC) aircraft and regional missi ons

to simulate the attack.

Two nationwide civil defence drills will help to prepare the public for the retaliation that Israel could face.

“Israel wants to know that if its forces were given the green light they could strike at Iran in a matter of days, even hours.

They are making preparations on every level for this eventuality. The message to Iran is that the threat is not just words,” one senior defence official told The Times.

Officials believe that Israel could be required to hit more than a dozen targets, including moving convoys. The sites include Natanz, where thousands of centrifuges produce enriched uranium; Esfahan, where 250 tonnes of gas is stored in tunnels; and Arak, where a heavy water reactor produces plutonium.

The distance from Israel to at least one of the sites is more than 870 miles, a distance that the Israeli force practised covering in a training exercise last year that involved F15 and F16 jets, helicopters and refuelling tankers.

The possible Israeli strike on Iran has drawn comparisons to its attack on the Osirak nuclear facility near Baghdad in 1981. That strike, which destroyed the facility in under 100 seconds, was completed without Israeli losses and checked Iraqi ambitions for a nuclear weapons programme.

“We would not make the threat [against Iran] without the force to back it. There has been a recent move, a number of on-the-ground preparations, that indicate Israel’s willingness to act,” said ano ther

official from Israel’s intelligence community.

He added that it was unlikely that Israel would carry out the attack without receiving at least tacit approval from America, which has struck a more reconciliatory tone in dealing with Iran under its new administration.

An Israeli attack on Iran would entail flying over Jordanian and Iraqi airspace, where US forces have a strong presence.

Ephraim Kam, the deputy director of the Institute for National Security Studies, said it was unlikely that the Americans would approve an attack.

“The American defence establishment is unsure that the operation will be successful. And the results of the operation would only delay Iran’s programme by two to four years,” he said.

A visit by President Obama to Israel in June is expected to coincide with the national elections in Iran — timing that would allow the US Administration to re-evaluate diplomatic resolutions with Iran before hearing the Israeli position.

“Many of the leaks or statements made by Israeli leaders and military commanders are meant for deterrence. The message is that if [the international community] is unable to solve the problem they need to take into account that we will solve it our way,” Mr Kam said.

Among recent preparations by the airforce was the Israeli attack of a weapons convoy in Sudan bound for militants in the Gaza Strip.

“Sudan was practice for the Israeli forces on a long-range attack,” Ronen Bergman, the author of The Secret War with Iran, said.

“They wanted to see how they handled the transfer of information, hitting a moving target … In that sense it was a rehearsal.”

Israel has made public its intention to hold the largest-ever nationwide drill next month.

Colonel Hilik Sofer told Haaretz, a daily Israeli newspaper, that the drill would “train for a reality in which during war missiles can fall on any part of the country without warning … We want the citizens to understand that war can happen tomorrow morning”.

Israel will conduct an exercise with US forces to test the ability of Arrow, its US-funded missile defence system.

The exercise would test whether the system could intercept missiles launched at Israel.

“Israel has made it clear that it will not tolerate the threat of a nuclear Iran. According to Israeli Intelligence they will have the bomb within two years … Once they have a bomb it will be too late, and Israel will have no choice to strike — with or without America,” an official from the Israeli Defence Ministry said.
