Israel to cede Golan for peace: Syria

ISRAELI Prime Minister Ehud Olmert has notified Damascus of his readiness to w ith

draw completely from the Golan Heights in return for peace, a Syrian cabinet minister declared yesterday.

Expatriates Minister Buthaina Shaaban said Mr Olmert had delivered his message to Damascus via Turkish intermediaries.

“Olmert is ready for peace with Syria on the grounds of the return of the Golan Heights in full to Syria,” she declared. Israeli officials declined to confirm or deny the report.

The statement by Ms Shaaban, who frequently serves as spokeswoman for the regime of President Bashar al-Assad, was preceded earlier by two Syrian press reports along the same line.

Following Ms Shaaban’s comments, Syrian Foreign Minister Walid Moallem said in Tehran that if Israel was prepared to return to the pre-Six Day War borders, “there is nothing preventing a renewal of negotiations”. Israel captured 1200sqkm on the Golan Heights in the 1967 Six Day War.

Mr Olmert has in the past declined to respond to reports that secret peace negotiations with the Syrians were under way. However, he indicated “messages” had passed between Jerusalem and Damascus.

“They know what I want from them and I know what they want from us,” Mr Olmert said last week. “What I can say is that I’m very interested in peace with the Syrians and I hope my efforts will ripen into significant progress.”

Previous Israeli prime ministers have negotiated, both directly and indirectly, with Damascus and reportedly come to broad agreement on most issues.

Among the proposals examined were a lease by Israel of the heights, perhaps for 25 years, before final withdrawal and development of a large Golan nature preserve to which Israelis would have access even after it returned to Syrian control.

The Syrians reportedly agreed to a demand by Israel that the heights, which overlook Israeli towns, be demilitarised.

But there was no Israeli agreement to Syria’s demand that it be permitted to return to the northeast corner of Lake Kinneret, the biblical Sea of Galilee, to which it had access before the Six Day War. It is not at all clear that Mr Olmert would be willing to concede to the Syrians what his predecessors had refused.

Apart from the Kinneret issue, Israel is certain to hinge any peace agreement on Syria’s severing of its alliance with Iran and Hezbollah. Complicating the possibility of an Israeli-Syrian accord is Washington’s stern attitude towards Damascus, which it accuses of supporting terrorist organisations.

In Washington, the Senate and house intelligence committees were scheduled to be briefed overnight by the CIA on an Israeli air strike in Syria last September.

Although Israel has declined officially to acknowledge the strike, US intelligence officials would reportedly tell the politicians that Israeli planes destroyed a North Korean nuclear reactor that was being built in northeastern Syria.

Reports yesterday said a video taken inside a secret Syrian facility last year convinced the Israeli Government and the Bush administration that North Korea was helping to construct a reactor similar to one that produces plutonium for Pyongyang’s nuclear arsenal.

US officials said the video of the remote site showed North Koreans inside.

Sources familiar with the video said it also showed that the Syrian reactor core’s design was the same as that of the North Korean reactor at Yongbyon, including a virtually identical configuration and number of holes for fuel rods.

An Israeli defence official said yesterday public disclosure of the Syrian plan would embarrass Mr Assad and force him, at the least, to desist from pursuing negotiations with Israel.

Right-wing Israeli politicians reacted sharply to the Syrian report and called on Mr Olmert to refute it.

Gobs of news releases from a multiplicity of sources have been flooding in giving rise to a possible peace agreement between Israel and Syria. A lot of them make it sound like it is a reasonable possibility, such as the 13 brief excerpts which follow, but in article 14 from the Jerusalem Post, you can see the reason I put in the title of this blog, “DON’T HOLD YOUR BREATH!” Naturally, I am hopeful there will be peace between Israel and Syria. My question is this – Is NOW the time, and I cannot be sure it is the time.

Before we get excited about the article from The Australian,

we should read the article which follows the next 14 brief headings from numerous sources. The final full article from the Jerusalem Post lists what Israel is asking Syria to do in order to get back the Golan Heights, and what they are asking is a mighty tall order.

‘Israel will return Golan if Syria cuts ties with terror’

Western diplomatic officials said Wednesday that reports in Syrian publications that Israel had passed a message to Damascus expressing a willingness to withdraw from the Golan Heights as part of a peace deal missed a major part of the story: what the Syrians would have to do.

According to the officials, who confirmed that messages from Jerusalem to Damascus and vice versa have been going through Turkish Prime Minister Recep Tayyip Erdogan’s office for months, Israel made clear that any peace agreement would necessitate Syria ending its support for Hamas and throwing Hamas political leader Khaled Mashaal out of Damascus; ceasing support for Hizbullah; and distancing itself from Iran.

Erdogan is scheduled to hold a meeting with Syrian President Bashar Assad in Damascus on Saturday.

The reports Wednesday appeared in Champress, an on-line Syrian news Web site, and in the Syrian newspaper Al-Watan, which is independent but close to Assad’s government.

The Champress report quoted unnamed diplomatic sources as saying that Turkish mediation had succeeded and that Erdogan had informed Damascus that he’d won Prime Minister Ehud Olmert’s acceptance of a full withdrawal from the Golan in return for a peace treaty with Syria.

Al-Watan quoted “informed sources” as saying Erdogan had contacted Assad on Tuesday morning to relay the same news.

Neither report specified how much of the Golan Israel was prepared to return.

The Syrian government on Wednesday evening reportedly confirmed the reports.

Expatriates Minister Buthaina Shaaban told Al-Jazeera television that Olmert had informed Turkey Israel was willing to give back the Golan in return for peace.

“Olmert is ready for peace with Syria on the grounds of international conditions; on the grounds of the return of the Golan Heights in full to Syria,” she said.

Olmert’s spokesman Mark Regev did not categorically deny the reports, saying instead that “we don’t make it our practice to comment on every report in the press or on an Internet site.

“Our position is clear and was articulated by the prime minister when he was interviewed before [Pessah],” Regev said. “We want peace with the Syrians, and they know what we expect from them.”

In an interview to Yediot Aharonot over the weekend, Olmert was asked whether he was willing to stand by the “deposit” given by former prime ministers Yitzhak Rabin, Shimon Peres, Binyamin Netanyahu and Ehud Barak to Assad’s father, Hafez Assad, that Israel would eventually withdraw from the Golan in return for peace.

“What I can say is that I’m very interested in peace with the Syrians, I’m working on it, and I hope my efforts will ripen into significant progress. I promise that in issues between us and Syria, they know what I want from them, and I know well what they want from us,” Olmert said.

One Israeli diplomatic official said that in a country where the press is very tightly controlled, it was necessary to ask why the Syrians had an interest in letting the story out now.

The official speculated that the reason may be linked to the congressional hearings in Washington scheduled for tomorrow, in which US Intelligence officials are widely expected to testify that North Korea was helping Syria build a plutonium-fueled reactor prior to Israel’s strike on Syria on September 6.

According to this official, Syria – by raising expectations of some kind of possible deal with Israel – was trying to divert attention from that testimony, which is likely to harden congressional attitudes even further against Damascus.

The United States was quite right after 911 to identify the combination of Syria, North Korea, and Iran as the “Axis of Evil.” Most of the world laughed at including North Korea as being part of such an axis, but our assessment has since been shown to be correct. Thursday night, the White House in Washington broke its silence on Israel’s Sept. 6, 2007 attack on a nuclear site in northern Syria.

Spokeswoman Dana Perino stated its conviction that North Korea helped Syria build a secret nuclear reactor. She spoke after intelligence officials briefed US lawmakers about the Syrian nuclear facility that was destroyed by Israel last year

“We have good reason to believe that the reactor, which was damaged beyond repair on Sept. 6 of last year was not intended for peaceful purposes,” she said.

A Syrian nuclear reactor built with North Korean help was weeks away from functioning, a top U.S. official told lawmakers.

The Syrian ambassador denied the report as a “fantasy.” He said the US had a record of “fabricating evidence of nuclear activity in its allegations against Iraq before the 2003 invasion.”

Perino’s statement did not mention Israel.

It said Syria was building a “covert nuclear reactor” in its eastern desert that was capable of producing plutonium.

Syria did not inform the U.N.’s International Atomic Energy Agency about the construction of the reactor and after it was destroyed, Syria “moved quickly to bury evidence of its existence,” the White House said.

The United States has long been “seriously concerned” about North Korea’s nuclear weapons program and its proliferation activities and Pyongyang’s cooperation with Syria was a “dangerous manifestation” of those activities, the White House said.

North Korea missed a December 31 deadline to make a declaration of its nuclear programs in a deal with the United States, Russia, China, Japan, and South Korea.

“The construction of this (Syrian) reactor was a dangerous and potentially destabilizing development for the region and the world,” Perino said.

That development underscored the international community was right to be concerned about the nuclear activities of Iran and “must take further steps” to confront that challenge, she said.

The Excerpt from the Jerusalem Post by Shlomo Riskin, which follows, is very interesting, especially since this is Passover week in Israel. It may seem strange to some Gentiles that at one point in the ceremony the participants chant: “Pour out Thy wrath upon the gentiles who do not know You and who do not call upon Your Name.” (Haggada)

I believe you will find our heading and the excerpt from the Jerusalem Post, which follows it, quite interesting.

There are four cups that represent the format of the Passover. The first cup is the blessing of the festival day, it’s the kiddush cup. The second cup of wine occurs really at th

e beginning of the Passover discourse itself, and that involves the singing of Psalm 113. And then there’s the THIRD CUP, THE CUP OF BLESSING before the actual meal, the unleavened bread and so on. And then, before THE FOURTH CUP, you sing Psalms: 114, 115, 116, 117 and 118. And having sung those psalms you drink the fourth cup which is the climax of the Passover.

ssing, and Judas then immediately went out before he gave THE GREAT COMMANDMENT TO LOVE to the eleven disciples, the church he organized long before his final Passover. He took a piece of bread and dipped in what is called charoseth (a mixture of herbs, some of which were bitter, and spices), which was an appetizer before the actual eating of the Passover Lamb.

Charoseth Jewish; sweet-sour sauce, a traditional part of the Passover meal, derived from the Roman sauces that were used as a dip.

THE CUP OF ELIJAH

But it is really the cup of wine that is called “The Cup of Elijah” which I am truly interested in discussing, since it brings to mind the wrath of God. His seven vials of wrath will be poured out on both Gentile and Jewish unbelievers just before, and at, the Second Advent of the Son of God, the Sun of Righteousness, Jesus Christ the Messiah!

Cup of Elijah – Passover Tradition

Elijah the Prophet occupies a fascinating place in Jewish historical consciousness. Our tradition teaches that as history approaches the climactic era of universal peace and brotherhood, it will be Elijah the Prophet who announces the heralding of the messianic era.

Additionally, when the Talmud is unable to definitively resolve certain questions of law or practice, it often states that the question have to wait for Elijah.

With the advent of the final era, one of Elijah’s roles will be to resolve all those lingering scholarly quandaries.

There is an opinion in the Talmud which states that five cups of wine, not four, are to be drunk at the Seder.

In practice we follow the majority opinion and drink only four cups. In deference to the minority opinion, however, we pour the Fifth Cup of wine even though no one drinks from it. This Fifth Cup of wine bears the name of Elijah because it is he who will eventually resolve this question, as well as many others.

The mention of Elijah shortly after the description of God’s wrath by the Prophet Malachi is very interesting, for it speaks of the Second Advent of the Sun of Righteousness, the only righteous man who was righteous from conception in Mary’s womb until his death at Golgotha.

Malachi 4:1-6 – For, behold, the day cometh, that shall burn as an oven; and all the proud, yea, and all that do wickedly, shall be stubble: and the day that cometh shall burn them up, saith the Lord of hosts, that it shall leave them neither root nor branch. Pouring out anger… and love

During the mystical Pessah Seder – the night when every Jew attempts to feel as if he/she personally experienced the servitude in and the Exodus from Egypt – one jarring note comes between the Grace after Meals and the chanting of the Hallel praises to God: “Pour out Thy wrath upon the gentiles who do not know You and who do not call upon Your Name. They have devoured Jacob, and laid waste His Temple.”

Why call out these words, and why at that particular place at the Seder, just before the fourth cup of wine?

These words echo Psalm 79, which opens: “A song to Assaf: O God, the gentiles have invaded Your inheritance, have defiled Your Holy Temple, have given Jerusalem to the jackals…,” and the custom of including them in the Haggada harks back to the time of the Jerusalem Talmud (fourth century CE). Rabbenu Menahem Meiri brilliantly analyzes the placement: we have just eaten the meal reminiscent of the Pascal sacrifice in the Holy Temple and have recited the Grace after Meals, the introduction to which (zimmun) is derived from the verse, “Since I call upon the name of the Lord, give greatness to our God.” We have also prayed for the restoration of Jerusalem (the third blessing in the Grace after Meals) and have given the “good and beneficent” God His due for having granted us the merit of burying our dead (the fourth blessing). Clearly the Temple had been destroyed and the Jews had been persecuted (by Emperor Hadrian). Hence, we who call on the name of God ask Him to punish those who do not, and we who have just devoured sacrificial food ask that those who “devoured” Jacob not be allowed to remain unpunished.

Rabbi Moshe Isserles, great Ashkenazi decisor of 16th-century Cracow, Poland, adds yet another custom: “And we open the door [at this point] in order to remind us that this [the Seder night] is a night of watching [leil shimurim], the Night of the Watchful Guardian, and in the merit of this faith the Messiah will come and pour out his wrath on those who deny God’s existence.” And to this, the 20th-century Hafetz Haim (Rav Yisrael Meir Kagan Hakohen of Radin, Poland) added in his Mishna Brura commentary on the Shulhan Aruch: “We are not frightened [of the open door]; and it is the custom in these countries to pour an extra cup of wine and call it the Cup of Elijah….”

A 12th-century authority (Ma’aseh Rokeah 19a) cites the custom of leaving the door open all night in order to greet Elijah, herald of the Messiah, although most authorities suggest that the door be kept ajar only for a very short time if at all, and that – especially in gentile countries – we do not rely on miracles by leaving our doors unlocked.

I would like to understand the reason for opening the door, a cogent reason which should explain the connection of the open door to leil shimurim, Elijah and the exclamation, “Pour out thy wrath on the gentiles who do not call upon Your Name…” – and all of this happening just before the fourth cup. What is the true significance of these words and acts?

As we have seen, the Grace after Meals refers to the destruction of the Temple – even as it calls for its rebuilding – as well as to the Hadrianic persecutions after the fall of Betar (135 CE). Hence our cry at this juncture in the Seder for the punishment of those who refuse to recognize God – His morality and His nation Israel – is most underst

andable. Our next cup of wine, however, introduces the Psalms of Praise for our return to our homeland – although we may still remain vulnerable (“Please God save us” is part of the Hallel) – with exaltations like “Let all the nations give praise to God… because He has enabled our victory in His lovingkindness.” We therefore invoke Elijah, herald of the Messiah, to announce the culmination of our salvation, the rebuilding of the Holy Temple in Jerusalem.

Josephus, great historian of the Second Commonwealth, provides the most authoritative source for the opening of the door: “On the festival of matzot, which we call Pessah, the priests/kohanim are accustomed to open the gates of the Temple immediately after midnight….” (Antiquities 18, 2.2). And remember, the main function of the Temple in Jerusalem is as a house of prayer for all nations, the place to which all nations will swarm to learn Torah from Zion and the word of God from Jerusalem (Isaiah 2, Micah 4).

The Divine Revelation at Sinai is preceded by a tale of two gentiles: Amalek, the symbol of unredeemable evil which must be destroyed (Exodus 17:8-16), and Jethro, the gentile inspired to join the ranks of his son-in-law Moses as a result of God’s miracles during our Exodus (Ex 18:1-12). Amalek is the gentile who must be destroyed; Jethro is the gentile who must be welcomed into the Temple gates!

The Midrash on the verse, “This is the law of the Pessah lamb sacrifice: no son of a stranger (ben-nechar, gentile) may eat of it” (Ex 12:43), teaches: “Job declared, ‘a stranger [ger] may not dwell outside,’ the Holy One blessed be He cannot invalidate any of His children; I shall open my doors for the guest to enter the presence of the Holy One, blessed be He. And eventually strangers (gerim) will be priests/kohanim in the Holy Temple” (Shmot Rabba 19, Vilna Edition).

And so, just before the praises of Hallel, we must open the doors of our Seder to the gentile world, remembering the function of our Holy Temple, as our invitation to every human being to accept the God of peace and morality – despite our legitimate theological differences.

When they enter our portals, peace will come not only to Israel but to the entire world – and this is the truest message of our “time of freedom” and prayer for redemption!

Remember the lyrics from the love song which went something like this: “So tired of longing for you – So tired of dreaming of you.” I use to think about this song when I was separated from Emogine and the kids on the different assignments I have been given by God and Uncle Sam. The longest assignment I had was in Vietnam, and on the darkest days, this was a nice set of lyrics to sing to one’s self. Israel

has been longing for the joy of her Messiah and peace for a very, very long time.

Right now she is longing for a peace from the multiplicity of terrorist actions sent her way daily. Any peace she finally gets from this will only be of a very temporary nature, and will be followed by a time of travail like she has never known, which will precede her time of real peace with the arrival of her true Messiah at his Second Advent.

For those of you who can remember the song from which our two lyric quotes came, it is the way I feel about peace in the Middle East. Why so? Because once some form of peace comes that will meet the criteria implied in I Thessalonians 5:3, to a degree of “peace and safety” that satisfies what God said Israel would say just before she was attacked, then I will know the Second Advent will follow the attack some three and one-half years later.

I Thessalonians 5:3,4 – For when they shall say, Peace and safety; then sudden destruction cometh upon them, as travail upon a woman with child; and they shall not escape. [4] But ye, brethren, are not in darkness, that that day should overtake you as a thief.

In the 1990’s I really thought Israel would be saying “peace and safety” at some point in time between 2004 and 2008, but I was quite wrong. I said repeatedly: Well, if I wake up January 1, 2008, and peace has not arrived, then I will simply continue to say it must come soon. And I am now doing as I said.

The first article is from the Middle East On-Line. It is the most current and perhaps the most encouraging.

The second article following our heading is from the Associated Press. It discusses peace possibilities in the northern part of Israel.

The third article is from the Jerusalem Post and it discusses a possibility of a hudna in the southern part of Israel.

I have conversed in Hebrew with Israeli guards at the security wall near Hebron, Israeli Sinai border

guards, and Israeli guards near the Gaza Strip On one occasion an Israeli Captain was kind enough to give us two jeeps full of Israeli soldiers to act as a protective escort to visit the place where great Hebrews in the Bible were buried at Hebron. And on all these occasions I have longed for the millennial days when there will be no guards or security walls in all these places, and peace will reign continually until the Devil is released from the bottomless pit.

I have conversed with UN Canadian guards at the Quneitra checkpoint mentioned in the Associated Press Article which follows, and looked at the Syrian

s and their military radar on their high peak across from the Israel peak of Mount Herman, at the very top of its ski lift. I have many times surveyed the western valleys at the base of Mount Herman, and longed for the day the Islamic forces would fill them, moving south to drive Israel into the Negev for some three and one-half years.

Revelation 12:6 – And the woman fled into the wilderness, where she hath a place prepared of God, that they should feed her there a thousand two hundred and threescore days.

“Two thirds” of the Israelis will perish in the Islamic drive to the south, but one third “shall be left therein” the land of Israel in the Negev for 1260 days.

Please do not think I do not love Israel, but what is written must be, and I am very anxious to have it behind Israel, and see them brought to a greatness by their Messiah they have never known. I long for the day when they will call on the name of Jesus in the Negev to save them!

My heart’s desire will be fulfilled when Jesus says “It is my people: and they shall say, The Lord is my God.”

Zechariah 13:8,9 – And it shall come to pass, that in all the land, saith the Lord, two parts therein shall be cut off and die; but the third shall be left therein. [9] And I will bring the third part through the fire, and will refine them as silver is refined, and will try them as gold is tried: they shall call on my name, and I will hear them: I will say, It is my people: and they shall say, The Lord is my God.

Every time an article like the one that follows appears, my heart raises in hope this might be the one that would lead to the degree of “Peace and safety” required to fulfill I Thessalonians 5:3.

Turkey reassures Syria on Israel peace feelers

Turkish PM tell Damascus that Tel Aviv ready to give back Syrian Golan Heights.

DAMASCUS – Turkish Prime Minister Recep Tayyip Erdogan has assured Syria that Israel is ready to return all of the Golan Heights, reports said on Wednesday amid renewed peace feelers between the bitter foes.

“Mr Erdogan telephoned President Bashar al-Assad on Tuesday morning to tell him of the readiness of Israeli Prime Minister Ehud Olmert to withdraw completely from the occupied Syrian Golan in return for peace,” reported the Al-Watan daily, which, like all the Syrian press, reflects the official line.

Damascus has consistently demanded as its price for peace the return of the whole of the strategic Syrian territory right down to the shores of the Sea of Galilee – which Israel is using as its main water source after capturing the Syrian Golan.

Israel baulked at the demand in the last peace talks which broke off in 2000 but Israeli media reported last year that the government was considering accepting it in return for Syrian agreement to end its longstanding alliance with Iran and its support for Lebanese and Palestinian liberation and resistance groups.

Last June two Israeli ministers confirmed that peace feelers had been made to Syria through third party governments, one of which was widely identified as Turkey.

But the same month Syria’s ruling coalition, the National Progressive Front, rejected the reported Israeli proposals, dismissing them as an “effort to impose conditions which have nothing to do with the principles of peace.”

In November Turkish President Abdullah Gul told the Israeli daily Maariv that there had been “many missed opportunities recently to begin peace negotiations” between Israel and Syria.

But this month both sides have again spoken of their desire for peace.

On Sunday, the Syrian president told his Baath party which leads the ruling coalition that “friendly parties were making efforts to organise contacts between Syria and Israel.”

“Syria is in favour of a just and lasting peace. Syria rejects any secret negotiatons or contacts with Israel. Any action taken by Syria in this area will be revealed to the public,” official media quoted Assad as saying.

Last Thursday Olmert told Israel’s Channel 10 television: “Very clearly we want peace with the Syrians and we are taking all manner of actions to this end.

“President Bashar al-Assad knows precisely what our expectations are and we know his. I won’t say more.”

Israeli government spokesman David Baker reiterated the point on Wednesday. “Israel wants peace with Syria. Prime Minister Ehud Olmert has reaffirmed that in numerous recent interviews and he hasn’t changed his opinion since,” Baker said in occupied Jerusalem.

Despite a 1974 armistice, the two sides remain technically in a state of war. As recently as last October Israel launched an air strike against a site in northeastern Syria.

Damascus reacted furiously to the raid.

Israel captured the Golan in the 1967 Middle East war and annexed it in 1981 in a move condemned by the international community.

Israeli-Syrian peace talks broached, but border tension high

Only 200 yards separate Syrian soldiers from Israeli troops in the Golan Heights.

Like mismatched bookends, a black, white and red Syrian flag flutters at a checkpoint in the town of Quneitra while a blue-and-white flag flies at the Israeli military post lying across the mined zone that separates them. Barbed wire cordons off the two sides joined by a narrow road that only U.N. peacekeepers can travel.

Every day, soldiers on the Syrian side see Israeli jeeps monitoring the frontier road.

A soldier positioned there said they are under strict orders not to open fire unless “a moving body approaches us.”

“They are our enemy, they occupy our land,” the soldier said, refusing to disclose any details about himself in conformance with Syrian military rules. “One day, we will liberate the Golan Heights. It is our land, it will return to us, by war or by peace.”

Israel captured the strategic plateau from Syria in the 1967 Mideast war. Today, mixed messages are emanating from both sides of the border, with the foes professing to seek peace while boasting of their military prowess and readiness to defeat the other side.

The Syrian regime recently offered a group of 20 foreign reporters a rare glimpse of its front positions at the checkpoint in Quneitra. Israel captured the town in 1967, then returned it to Syria when it disengaged after their 1973 war.

The Golan Heights is home to 17,000 Syrian Druse and 15,000 Israeli settlers. Syria has said a peace deal would require Israel to return the Golan — something Israeli Prime Minister Ehud Olmert has signaled he is ready to do.

But tension between the two countries remains high after a mysterious Israeli airstrike on a Syrian military facility in September, the assassination of a Lebanese terror mastermind in Damascus and a five-day Israeli civil defense drill.

Syria announced recently that it would hold its own nationwide drill to prepare for “natural disasters and other emergencies,” in an apparent response to the Israeli exercise.

Olmert sent a message to Syria in an effort to lower tensions along their shared border.

“I want to make it clear that this is an exercise and nothing but an exercise,” Olmert said of the Israeli drill.

“Israel is not seeking violent conflict in the north.

We have said more than once that we are interested in peace talks with the Syrians.”

The two countries have exchanged messages through a third party to explore the possibility of resuming talks, Syrian President Bashar Assad said Sunday, according to the country’s official news agency.

The report follows a similar one last week in which the Israeli newspaper Yediot Ahronot quoted Olmert as saying, “They know what we want from them, and I know full well what they want from us.”

Assad echoed those comments on Sunday, saying Israel “knows well what is accepted and not accepted by Syria.”

In the 1990s, the countries held peace talks, but they broke down in 2000. Damascus rejected Israel’s offer to return the Golan and Israel refused to pull back to the pre-1967 war border along the eastern shore of the Sea of Galilee.

Israeli-Syrian peace talks also were a centerpiece of Israeli Defense Minister Ehud Barak’s political agenda when he was prime minister in 1999 and 2000. A political ally of Barak’s said recently that the defense minister is involved in current behind-the-scenes efforts to renew talks with Damascus.

Syrian leaders have repeatedly said in recent months that they want to renew peace talks, though they have said they don’t believe Israel is ready to make peace. Syria joined a U.S.-brokered Mideast peace conference in November in hopes it would help relaunch negotiations w

ith Israel, but the track has so far gone nowhere.

In an interview published recently by Germany’s Der Spiegel news magazine, Barak said Israel “can beat the Syrians” and Hezbollah, their proxy militia in Lebanon, which dueled Israel to a draw in a monthlong war in 2006.

“But that is not the issue,” he said. “We have tried a few times with the Syrians. We should always keep our left hand extended in peace, and our right hand on the trigger.”

At this point, though, “I don’t see at the moment that the Syrians really want it,” he added.

In Quneitra, Governor Nawaf Fares said Syria was ready to resist any offensive from Israel. The Jewish state does not pose the same kind of threat it once did, he said.

“Arabs no longer fear that Israel will occupy more of their land,” Fares said. “The wars after 1967 … proved that we can resist Israel.”

Hamas calls for Gaza-only ceasefire

Hamas has softened its demands for a ceasefire with Israel, said Hamas spokesman Ghazi Hamad Tuesday.

The group is now prepared for a partial truce that would only include the Gaza Strip.

In return, Hamas wants Israel and Egypt to open their trade and passenger crossings with Gaza, which have been sealed since Hamas seized control of the territory last June.

The proposal has been relayed to Egyptian mediators, said Hamad, and they are now waiting for Israel’s response

Earlier Tuesday, government officials denied reports in the Arab press that a ceasefire agreement, in which the blockade on the Gaza Strip would be lifted and Palestinian attacks halted, was reached between Israel and Hamas.

“Hamas always was and remains a terrorist organization responsible for the latest attacks on the border crossings with the Gaza Strip, amongst others,” said senior officials in Jerusalem.

These comments came in response to Egyptian daily Al-Ahram’s claim that Egypt and Hamas had brokered a ceasefire deal and that Egyptian intelligence chief Gen. Omar Suleiman was due in Jerusalem to receive Israel’s approval for the agreement.

Also Tuesday, the Kuwaiti newspaper Mishkat Al-Ray reported that the signing of the agreement was imminent. Further reports suggested that the prisoner exchange deal in which captured IDF soldier Gilad Schalit would be released would be postponed until a later date.

The red horse rider has a sword that sheds red, the color of blood shed in war. The black horse rider causes the black circles around the eyes associated with the hunger of famine. The pale horse writer is death, producing the pale color of a body that died of plague.

Food Rationing Confronts Breadbasket of the World

MOUNTAIN VIEW, Calif. — Many parts of America, long considered the breadbasket of the world, are now confronting a once unthinkable phenomenon: food rationing. Major retailers in New York, in areas of New England, and on the West Coast are limiting purchases of flour, rice, and cooking oil as demand outstrips supply. There are also anecdotal reports that some consumers are hoarding grain stocks.

At a Costco Warehouse in Mountain View, Calif., yesterday, shoppers grew frustrated and occ asionally uttered expletives

as they searched in vain for the large sacks of rice they usually buy.

“Where’s the rice?” an engineer from Palo Alto, Calif., Yajun Liu, said.

“You should be able to buy something like rice.

This is ridiculous.”

The bustling store in the heart of Silicon Valley usually sells four or five varieties of rice to a clientele largely of Asian immigrants, but only about half a pallet of Indian-grown Basmati rice was left in stock. A 20-pound bag was selling for $15.99.

“You can’t eat this every day. It’s too heavy,” a health care executive from Palo Alto, Sharad Patel, grumbled as his son loaded two sacks of the Basmati into a shopping cart. “We only need one bag but I’m getting two in case a neighbor or a friend.

The Patels seemed headed for disappointment, as most Costco members were being allowed to buy only one bag. Moments earlier, a clerk dropped two sacks back on the stack after taking them from another cus tomer who tried

to exceed the one-bag cap.

“Due to the limited availability of rice, we are limiting rice purchases based on your prior purchasing history,” a sign above the dwindling supply said.

Shoppers said the limits had been in place for a few days, and that rice supplies had been spotty for a few weeks.

A store manager referred questions to officials at Costco headquarters near Seattle, who did not return calls or e-mail messages yesterday.

An employee at the Costco store in Queens said there were no restrictions on rice buying, but limits

were being imposed on purchases of oil and flour.

Internet postings attributed some of the shortage at the retail level to bakery owners who flocked to warehouse stores when the price of flour from commercial suppliers doubled.

The curbs and shortages are being tracked with concern by survivalists who view the phenomenon as a harbinger of more serious trouble to come.

“It’s sporadic. It’s not every store, but it’s becoming more commonplace,” the editor of SurvivalBlog.com, James Rawles, said. “The number of reports I’ve been getting from readers who have seen signs posted with limits has increased almost exponentially, I’d say in the last three to five weeks.”

Spiking food prices have led to riots in recent weeks in Haiti, Indonesia, and several African nations. India recently banned export of all but the highest quality rice, and Vietnam blocked the signing of a new contract for foreign rice sales.

“I’m surprised the Bush administration hasn’t slapped export controls on wheat,” Mr. Rawles said. “The Asian countries are here buying every kind of wheat.” Mr. Rawles said it is hard to know how much of the shortages are due to lagging supply and how much is caused by consumers hedging against future price hikes or a total lack of product.

“There have been so many stories about worldwide shortages that it encourages people to stock up. What most people don’t realize is that supply chains have changed, so inventories are very short,” Mr. Rawles, a former Army intelligence officer, said. “Even if people increased their purchasing by 20%, all the store shelves would be wiped out.”

At the moment, large chain retailers seem more prone to shortages and limits than do smaller chains and mom-and-pop stores, perhaps because store managers at the larger companies have less discretion to increase prices locally. Mr. Rawles said the spot shortages seemed to be most frequent in the Northeast and all the way along the West Coast. He said he had heard reports of buying limits at Sam’s Club warehouses, which are owned by Wal-Mart Stores, but a spokesman for the company, Kory Lundberg, said he was not aware of any shortages or limits.

An anonymous high-tech professional writing on an investment Web site, Seeking Alpha, said he recently bought 10 50-pound bags of rice at Costco. “I am concerned that when the news of rice shortage spreads, there will be panic buying and the shelves will be empty in no time. I do not intend to cause a panic, and I am

not speculating on rice to make profit. I am just hoarding some for my own consumption,” he wrote.

For now, rice is available at Asian markets in California, though consumers have fewer choices when buying the largest bags. “At our neighborhood store, it’s very expensive, more than $30” for a 25-pound bag, a housewife from Mountain View, Theresa Esquerra, said. “I’m not going to pay $30. Maybe we’ll just eat bread.”
