Israeli military: Palestinian Authority would fall to Hamas days afer West Bank pullout

TEL AVIV — Israel’s military projected Hamas would easily topple the Palestinian Authority soon after an Israeli withdrawal from the West Bank.

Officials said military intelligence has concluded that Hamas forces in the West Bank could conduct an operation similar to that of its takeover of the Gaza Strip in June 2007. They said most PA forces and Fatah would flee any battle with Hamas units in the West Bank.

“Without the massive Israeli military presence in the West Bank, Hamas would take over the institutions and apparatuses of the Palestinian Authority within days,” Maj. Gen. Gadi Shamni, chief of the military’s Central Command, said.

On Feb. 26, Shamni briefed President Shimon Peres during the latter’s visit to command headquarters in Jerusalem. The general said Hamas was increasing its influence throughout the West Bank, including within the PA.

“Its presence is felt in hospitals, kindergartens, schools, universities and mosques,” Shamni said.

The military has been quietly urging the government of Prime Minister Ehud Olmert to suspend plans for a unilateral withdrawal from the West Bank. The United States has been pressing Olmert to honor his pledge in 2006 to withdraw unilaterally from some 97 percent of the West Bank as part of the Bush administration’s plans to establish a Palestinian state by early 2009.

Eight people were reported to be killed and approximately 35 wounded in a terror attack at a seminary located near the entrance to Jerusalem on Thursday evening.

The exact number of people killed was yet to be confirmed, but Magen David Adom have confirmed 10 wounded civilians including three seriously. One terrorist was said to be dead.

Witnesses said that only one terrorist had entered the building and that he managed to fire 500-600 bullets over the course of 10 minutes before he was killed.

Although witnesses claimed only a single terrorist carried out the attack, police were searching the building for an additional terrorist, preventing the entrance of rescue workers.

The incident occurred when at least one terrorist entered the Merkaz Harav Yeshiva in the neighborhood of Kiryat Moshe carrying weapons.

The terrorist was not wearing a suicide-bomb belt as earlier reported.

The gunman entered a dining hall where about 80 people were gathered, witnesses said, and opened fire. “There are at least seven killed and 10 people wounded,” said Eli Dein, director of Israel’s rescue service.

Approximately 50 ambulances were sent to the scene and a 16-year-old boy in serious condition and suffering from chest wounds was seen being evacuated from the scene.

Jerusalem Mayor Uri Lupolianski told Channel 2, “It’s very sad tonight in Jerusalem – many people were killed in the heart of Jerusalem.”

In Gaza City, residents went out into the streets and fired rifles in celebration in the air after hearing news of the attack on the seminary.

His death came a day after the 80th birthday of Ariel Sharon, the general and politician who ended a long career of outmaneuvering hostile Arab forces by withdrawing completely from the Gaza Strip.

By now, in reading my previous Blogs, you have certainly discovered I am not a fan of charismatic Barack Obama. I have sent out previous Blogs quoting great articles by Charles Krauthammer and Abraham Katsman, who both gave objective reasons why he does not tickle their fancies. The US presidential election is not – at least not supposed to be – like electing a high school class president. Vague promises, glib speeches and personal popularity shouldn’t be enough to gain victory. This should be especially true this year since so many Americans don’t seem to think they did such a great job of choosing the last time they voted.

All these points go double and more for the Middle East, an area too dangerous and important to deal with lightly. Yet since these debates are so highly partisan there has been a huge amount of distortion and self-interested blather on all sides.

So let’s sort it out. The first issue must be whom you trust to deal with the Middle East. The question is definitely not Israel, or even Arab-Israeli issues, in isolation. The next American president will face a lot of other problems, too, including, at a minimum: Afghanistan, attempts to take over states, Egypt’s post-Mubarak president, Hamas, Hizbullah and Lebanon, Iranian expansionism and nuclear threat, Iraq, oil supply and prices, radical Islamist movements, the stability of relatively moderate Arab regimes, Syria and terrorism.

The overriding question is a struggle between a well-organized radical alliance (HISH: Hamas, Hizbullah, Iran, in Iraq both insurgents and radical Shi’ites, and Syria) and a relatively moderate though completely uncoordinated set of states. In addition, there are radical Islamist forces that don’t work with the HISH bloc but seek revolution in their own countries. Failure to recognize that reality is extraordinarily dangerous.

FACING THIS very tough situation, it is hard to believe that Barack Obama has the experience, understanding or world view to manage the virtually continuous crisis the region faces. The critical point here is not whether he says the “right” things, but whether he understands things the right way.

Speaking as an analyst, my main concern is not whether or not Obama is elected, but that if he becomes president he will do the best possible job. The best-case conclusion – a combination of wishful thinking and sober assessment – is that sooner or later he will reach what I will call the default position for US Middle East policy.

In other words, he might start out convinced that he can persuade the Iranian and Syrian governments

BUT WHILE we are on the subject, let’s talk about US-Israel relations. In this regard, there are three basic types of US presidents:

• those who see the Middle East in terms of radical versus moderate forces and view Israel as an asset in this struggle. Harry Truman, Ronald Reagan, Bill Clinton and George W. Bush belong in this category.

• Conservative presidents who also see the region in these terms but think that Israel is a liability because their priority is on keeping Arab allies like Saudi Arabia happy with Washington – such as Dwight Eisenhower and George Bush senior. Richard Nixon was in this category, but switched when he recognized Israel as an asset in the Cold War.

• presidents whose main priority is to reconcile, rather than combat, radical regimes, proving America is friendly and eager to respond to their grievances. So far, only Jimmy Carter fits here. And so far, also, there is every reason to believe that Obama is more likely than not to follow in this path. After all, this is precisely how he views the Middle East.

Obama said that one can oppose the Likud viewpoint and still support Israel. True. But note that the Likud, in Obama’s sense, has not been in power since 1999.

In fact, if this is Obama’s view, he should be 100-percent supportive of the current Israeli government.

BUT THAT is beside the point. The important issue is not whether one favors a compromise peace agreement, Palestinian state, and territory for peace. The real question is: Who will you blame when this doesn’t happen?

Remember, Israel has been harshly criticized during the last 15 years (since the Oslo Accords) despite the fact that during 12 of them it followed the policy Obama says he likes.

Yet due to the intransigence of Hamas and the continued radicalism, disorganization, incompetence or ambiguity (call it what you will) of Fatah, there is not going to be a comprehensive peace settlement. Would a president Ob

Again, though, the key question here is not US-Israel relations or Arab-Israeli issues, important as they are. The critical test for the next president is to wage a strategic struggle with radical forces that are becoming both stronger and more confident.

1,690 Bomb Shelters in North Israel Inaugurated in the Presence of Defense Minister Ehud Barak

1,690 bomb shelters, located in nine Israeli communities bordering Lebanon, were officially inaugurated yesterday following months of renovation work funded by the International Fellowship of Christians and Jews (IFCJ), a Chicago-based non-profit organization supported largely by American Christians.

The dedication ceremony, held in the town of Shlomi, was attended by Israel’s Defense Minister Ehud Barak, and IFCJ President & Founder Rabbi Yechiel Eckstein, as well as mayors and municipal leaders from the towns of Acre, Nahariya, Tiberias, Carmiel, Kiryat Shmona, Safed, Hatzor HaGalilit, Ma’alot, and Shlomi.

Begun in August 2007, the renovation project was initiated by IFCJ at a cost of $10 million and involved upgrading shelters located in privately-owned residential buildings, providing badly-needed protection for thousands of people.

Based on lessons learned from the 2006 Lebanon War, local authorities in each city will open shelters during times of emergency, while also providing appropriate supervision and maintenance of shelters during periods of quiet.

Founded in 1983, IFCJ has a dual mission to foster better understanding and cooperation between Christian and Jews and to build broad support for Israel and the Jewish people around the world. IFCJ works to help Jews immigrate to Israel from the former Soviet Union, Ethiopia, India and other troubled countries; fight poverty and aid victims of war and terrorism in Israel; and extend aid to poor elderly Jews and orphans in the former Soviet Union.
