It’s a “symbolic march, taking in religious and historical sites, designed to highlight the opportunities there,” says Russell Robinson, chief executive officer of the Jewish National Fund.

a highly ambitious initiative: to encourage at least 250,000 Jews to make their homes in what Robinson calls the Negev “frontierland” over the next five to 10 years. And crucial to its success is bringing potential residents to the area to see the possibilities for themselves.

Robinson characterizes the “Blueprint Negev” project as a return to Jewish origins – “our land has always been an integral part of our survival.” It’s a return to origins for the JNF, too, “which has always been about reclaiming the land.”

And it’s a return, he adds, that is only feasible in good part because of the JNF’s focus in recent years on helping boost the quantity of water at Israel’s disposal. “There’s now 8.5 percent more water available than 7 years ago,” he says. “If that hadn’t happened, if there weren’t new technological possibilities with water, recycling and so on, our Negev project might have been impossible.”

Not that it’s smooth and straightforward even now. Although the project is being coordinated with the Israeli government, Robinson is still anxious to see Israel’s political leaders fully internalize the fundamental “change of thinking” required in encouraging the settlement of the south.

And then, of course, there’s the fundamental matter of money. To achieve its goal, the JNF is aiming to raise $500 million. Its overall 2005 campaign, Robinson says, has brought in some $50m.

But Robinson is adamant that all the challenges are surmountable, with enough vision, enthusiasm and goodwill.

With time, though, the firm intention is to provide the most concrete reasons for people to move: a desirable quality of life thanks to affordable, available housing, job opportunities and good education.

Robinson says this is gradually taking shape, via a strategic plan involving “strengthening circles” around Eilat, Mitzpe Ramon and Beersheba, negotiations with businesses and entrepreneurs and partnerships with local councils.

Asked where those 250,000 Negev arrivals are going to come from, Robinson speaks first of Israelis, especially those who might otherwise consider leaving the country because of the high cost of living in the more central areas. “In the Negev, they can have a front yard and a back yard. A law office in Ofakim,” he enthuses, “a stockbroker’s, an accountant’s.”

Then there’s the immigrant potential. The JNF is working in that area with organizations such as Nefesh B’Nefesh. “Ra’anana, Modi’in and Beit Shemesh,” where many Western olim are making their homes, “are great,” he stresses. “But let them go to a new suburb.”

He notes that improved transport is bringing the Negev ever closer to the country’s center, with Route 6 in place and a double track train from Tel Aviv to Beersheba expected in three to five years.

His fear is that with Beersheba only 35 minutes from Tel Aviv by train people may want to study at Ben-Gurion University but head home each day rather than live there. “That’s why we have to turn Beersheba into an oasis, to bring people to school there and make sure they’ll want to stay afterwards.”

And if timing is everything, Robinson posits that, psychologically, now might just be the perfect moment. “I think that the Gaza pullout and the building of the [West Bank] fence have given us the feeling that we’re shrinking. Well, here’s a way to show that we’re not shrinking, a way to lead the movement south.”

Iran has built, with the help of North Korea, dozens of underground tunnels and facilities for the construction of nuclear-capable missiles, according to Alireza Jafardazeh, a Washington D.C.-based consultant and former spokesman for the National Council of the Resistance of Iran, an Iranian opposition group.

Speaking this morning at the National Press Club, Jafarzadeh described an “extensive large-scale operation” for the development of nuclear-capable missiles “in the most sophisticated, hidden way” in tunnels in a mountain range east of Tehran. Jafarzadeh named several Iranian entities involved in Iran’s missile program, overseen by the Hemmat Industries Group. He said that eyewitnesses describe the facilities, begun in 1989, as an “underground township.”

Jafarzadeh added that, in addition to work on the Shahab family of missiles, Hemmat is overseeing work on a new long-range missile, Ghadar, which is still in development and has a projected range of 1,300 to 1,900 miles.

Reports of North Korean cooperation with Iran on its nuclear and missile programs have surfaced previously.

In July 2005, Reuters cited a three-page intelligence report charging that North Koreans were teaching secret graduate-level courses at Tehran’s Polytechnic University in nuclear technology. Top Brass Meets to Assess Violence in North

Top security officials met Monday evening in order to reassess the state of security on Israel’s northern border following an afternoon of escalating violence.

An attack that began with a massive barrage directed against IDF posts on Mount Dov Monday afternoon quickly spread westward.

Shortly after the initial barrage, IDF troops prevented two infiltration attempts near the border town of Rajar. As gunbattles continued around Rajar, the mortar barrages moved westward, targeting northern Galilee towns and kibbutzim.

Hizbullah later extended the fighting across the entire northern border, as mortars landed near the western towns of Nahariya and Shlomi.

Eleven soldiers were reported wounded in Monday’s events, with two reported to be in moderate condition after undergoing operations at Haifa’s Rambam Hospital.

As a result of the shelling, residents of the north from the Mediterranean to Mount Hermon were ordered into bomb shelters Monday evening for the first time in years.

A house in Metulla was directly hit by a Katyusha. While family members were in the house at the time, no injuries were reported. Extensive damage was caused to the building.

In response, IAF aircraft bombed a building used by Hizbullah as a headquarters –

Minister of Defense Shaul Mofaz, speaking from his headquarters in Tel-Aviv, said the Hizbullah attack on the northeastern border throughout the afternoon was a coordinated combination gunfire, mortar fire and kidnap attempt.

“Syrian and Iranian interests are behind this event. Their interest is to escalate the situation in the north to alleviate the pressure off Syria,” Mofaz said.

Earlier Monday, soldiers killed three Hizbullah terrorists who were trying to infiltrate Israel through the border town of Rajar Monday evening under heavy barrages by Hizbullah.

The terrorists were riding on motorcycles and all-terrain vehicles (ATVs) and opened fire on the building that houses the local councils. IDF forces intercepted the terrorists and returned fire, killing three.

Hizbullah terrorists also reportedly tried to hijack a vehicle in Rajar.
A fourth terrorist was killed in a second infiltration attempt aimed at an IDF position in the same sector.

The infiltration attempt followed an afternoon of heavy barrages by Hizbullah terrorists against IDF posts on Mount Dov, during which dozens of mortars, anti-tank rockets and light arms were fired.

In response, IDF artillery returned fire alongside IAF air strikes from helicopters. Israeli warplanes also fired missiles at suspected terrorist hideouts about 500 meters from the Lebanese-Israeli border, Lebanese security officials in south Lebanon said.

According to the sources, Hizbullah had been detected taking unusual steps near Mount Dov, which intelligence officers here interpret as preparations by the Iranian-backed group to stage a “quality attack,” a combined assault similar to Monday’s events.

“Hizbullah is scrambling things up on the northern border at this moment. Hizbullah understands that it is playing with fire, but this is because the firefighters in Lebanon aren’t working. These firefighters are the government of Lebanon and no one else.”

Once Israel has completed its long buffer zone fence around the West Bank, and beefed up the one it already has around the Gaza Strip, it will become confident it has finally achieved the impossible, it will say it has “peace and safety.” And all the time that it was tied up internally in so doing, Syria, Iran, Iraq, and Lebanon will have been slowly slipping troops in position for a lightning Jihad from the north. I suspect that after Israel has lulled itself into a false sense of peace and safety by its military might, it will have gained even more confidence in its great ability to take care of any Islamic intrusion.

It may well be that Syria will get Hizbollah to kick up a storm of activity along the northern border by launching a massive missile and rocket attack across the border into the populations of northern Israel. Syria will do this knowing that Israel will cross the border into Lebanon and hit Syrian targets from the air. But this time Lebanon, Syria, Iraq, and Iran will be waiting for it, and six other Islamic nations will be poised to supply logistical support. The Islamic nations can cry out while they head south: “We were attacked first, we are justified in this response to the Israeli invasion of our sovereign territory.” This will cause a hesitation by the western world at first and, by the time it wakes up, Jerusalem will have fallen, and Israel will be fleeing into the Negev.

Germany will provide Israel with two more Dolphin class submarines, the German weeklies Der Spiegel and Focus reported yesterday.

According to the magazine reports, the outgoing government of Chancellor Gerhard Schroeder acceded to the Israeli government’s requests, and even

agreed to pay about a third of the cost of the submarines. Construction of the submarines, which will take place at the shipyards in Kiel, will cost around 1 billion euros ($1.17 billion), of which a third will be financed by the German government.

If these reports are correct, then the two submarines would join three Dolphin class submarines supplied to the Israeli navy in the past. Two of the three submarines, built to Israeli specifications, were given to Israel gratis following the Iraqi Scud missile attacks during the Gulf War after it turned out that German companies had aided Saddam Hussein’s weapons program.

In recent years, Israel tried to persuade the German government to provide additional submarines, but the Germans were hesitant. German media reports said the reason was concern that Israel would outfit the submarines for missiles with nuclear warheads.

However, Israeli sources said the primary dispute was over whether Germany should charge the full price. Der Spiegel and Focus said yesterday that Germany had indeed long resisted Israel’s request to help finance the cost of the submarines.

Navy Adm. David Ben-Bashat has reportedly confirmed that Israel is to purchase two more Dolphin-class submarines from Germany and that the contract will be signed this coming spring.
