Al-Qaida Plan: Islamic World in 15 Years

Al-Qaida has a master plan to take over the world and turn it into an Islamic state – by the year 2020.

Wishful thinking? Not in the minds of the top terrorist lieutenants interviewed by Jordanian journalist Fouad Hussein for a new book – including Abu Musab al-Zarqawi, mastermind of many atrocities in Iraq.

The plan, which is revealed for the first time in the Australian publication The Age, has seven phases:

Phase 1: The “awakening” in the consciousness of Muslims around the world following the 9/11 attacks, which were aimed at provoking the U.S. into declaring war on the Islamic world and mobilizing Islamic radicals.

Phase 2: “Opening eyes,” the current period, which should last until 2006.

Hussein said the terrorists hope to make the “Western conspiracy” aware of the “Islamic community” as al-Qaida continues to form its secret battalions.

Phase 3: “Arising and standing up,” which should last until 2010 and bring increasingly frequent attacks against secular Turkey and archenemy Israel.

Phase 4: Lasting until 2013, this phase will see the fall of hated Arab regimes, including Saudi Arabia and Jordan.

Oil suppliers will be attacked and the U.S. economy will be targeted with cyber terrorism.

Phase 5: An Islamic state, or caliphate, can be declared between 2013 and 2016.

Phase 6: “Total confrontation,” beginning in 2016, will see the Islamic army begin the “fight between the believers and the non-believers” that has been predicted by Osama bin Laden.

Phase 7: “Definitive victory.”

Hussein writes that this phase should be completed by 2020, and that the terrorists believe the caliphate will prove victorious because the rest of the world will be beaten down by an army of “one and a half billion Muslims.”

PA Bulldozers Begin Razing Remaining Gaza Synagogues

As the last IDF soldiers were heading out of the Gaza Strip early Monday

morning, thousands of celebrating Palestinians took to the streets and made their way to the abandoned Jewish settlements

Palestinian bulldozers began on Monday afternoon to knock down the synagogues left in Gaza.

In Neveh Dekalim – formerly Gush Katif’s urban center – Palestinians set fire to what was just last month a yeshiva.

Gunmen from several Palestinian factions stormed through the settlement.

One group pl anted

a flag from the ruling Fatah movement on the roof of the yeshiva, while others set a fire inside.

Flames also shot skyward from the synagogue building in the isolated settlement of Morag in southern Gaza.

In Netzarim, located southwest of Gaza City, gunmen climbed on the roof of the synagogue and raised flags of Palestinian factions. They chanted, “God is great,” and “We don’t want anything to remind us of the occupation.”

Palestinian policemen stood by and watched, admitting they were outnumbered by the crowds and had little motivation to stop them.

An officer who refused to give his name said, “The people have the right to do what they are doing.”

“The Palestinians failed in their first task when they did not protect the synagogues left standing in the settlements of Gush Katif,” Foreign Minister Silvan Shalom said on Monday.

“The arson of this morning is a barbaric act of people with no respect for holy places,” he continued.

Shalom said that PA Chairman Mahmoud Abbas needed to know that the whole world was looking to him, and anarchy in

the Palestinian Authority was not a good sign for the future, reported Army Radio.

All remaining buildings in the evacuated settlements will be destroyed except for the hothouses, Palestinian Interior Ministry spokesman Tawfiq Abu Khoussa said.

SHADES OF VIETNAM – TUNNEL RATS

I worked with the Fifth Special Forces in Vietnam, but never had to crawl down one of the intricate tunnel structures the Viet Cong had constructed in the interior of Vietnam. They were very extensive and, in some places had large weapon storage rooms

and living quarters. The effectiveness of these tunnels in guerilla warfare is well documented. We now have a slightly different variation of tunneling extending from under the Egyptian Sinai border from the southwest into subterranean Gaza Strip, as well as octopus subsurface tunnel tentacles being built to extend eastward under Israel. The Hamas, Islamic Jihad, and al Aksa Martyrs Brigades will be fully equipped with antitank missiles and all forms of missilery when the time comes for a Jihad to be launched from within Israel’s great security barrier. The time it is being launched from within will be coordinated with the time other Arab states are launching it from without.

Trusting Egypt to destroy the tunneling would have been like asking the Germans in WW 2 to patrol our western coast to prevent the Japanese from shelling our Pacific shoreline. Things are heading down a path of biblical fulfillment at an exciting rate – all the ingredients are finally coming together after almost 2000 years of waiting. Twelve years ago, in 1993, I thought the Jihad attack against Israel would likely occur after 2003, but before 2005 ended.

But no one can, with a great degree of certainty, predict the year Israel will be attacked from within and without by 10 Islamic nations. I believe the attack could occur as early as 2007, but I am certain that our redemption is drawing nigh, and that the attack is not something that is in the far distant future.

Tomorrow’s Secret Tunnels

“Speak to the Defense Ministry,” the outgoing chief of general staff Lt.-Gen. Moshe Ya’alon told me when I recently asked why suitable equipment had not been brought in to detect the Palestinians’ arms smuggling tunnels from the Sinai Desert to

the Gaza Strip. When I persisted and asked why a trencher – a machine that can dig deep trenches to reveal tunnels – had not been brought in earlier, Ya’alon responded in the same laconic fashion: “The Defense Ministry is the address for those questions.”

So I went to the Defense Ministry; that is, I bumped into the Defense Ministry’s all-powerful official who controls, for example, ministry contracts worth billions for the construction of the security fence and the “caravilla” modular homes for the evacuees from Gush Katif.
We happened to meet last month, late at night on the Kissufim road, on the first day of the forced evacuation of Gush Katif.

He boasted that he had already brought a few hundred containers to pack up the contents of the homes that would be demolished.

“What about the Palestinians’ arms-smuggling tunnels? I asked. “Why haven’t you brought suitable equipment to uncover them?”

“What tunnels? What smuggling? What equipment?” the poker-faced official retorted defiantly, dismissing my question when all the time I knew perfectly well that this issue had crossed his desk on more than one occasion.

In a southern settlement not far from there stands, incapacitated, the ultimate symbol of the IDF’s and the Defense Ministry’s failure in the war against the tunnels: a trencher costing $3 million, purchased in Texas this year at the recommendation of the IDF’s Engineering Corps and the Ground Forces Command and with the approval of the Defense Ministry.

Call it too little, too late.

The hapless Texan trencher was designed to dig four meters deep.

Along came the clever IDF officers and asked the American factory to adapt it to dig down 10 meters in order to uncover tunnels.

They were warned at the factory: It wouldn’t work. But we thought we knew better. Then, when the machine arrived in Israel a few months ago, the IDF armored it so it could work on a battlefield. Now it’s standing idle.

THE SMUGGLING of arms through tunnels has continued undisturbed all these past months. The arms smuggled in will fill Hamas and Jihad arsenals in the Gaza Strip in preparation for the next phase in their war against Israel.

The IDF may well have had no choice but to relinquish the Philadelphi corridor and hand over our defense against the smuggling to the Egyptian army’s “border police.” But it is inane to claim that it makes no difference, that even when we manned the border they managed to smuggle arms in; and that after the Gaza seaport is opened, they will smuggle through it, too.

This is like arguing that the police should stop enforcing traffic laws because no matter what they do there will always be road accidents; or that they stop arresting murderers because there will always be others.

The IDF generals who proffered this pathetic excuse have failed in their responsibility to defend Israel’s border against the continuing Palestinian terror.

The Palestinians have already turned their tunnels into a strategic weapon.

Their success on the Philadelphi corridor has emboldened them to continue digging tunnels beyond the Gaza Strip to the Israeli settlements in the south of the country as well as everywhere else – under every separation fence or wall throughout the country – to surprise the Israelis where they live with murder, sabotage and hostage abduction.

Our failure until now will lead to an epidemic of future tunnels.

IDF soldiers have fought and been killed along the death trap that is the Philadelphi corridor, and in Rafah, but there can be no doubt that they prevented far more serious scenarios. However, in light of the continued Palestinian terror

offensive we must not permit any evasion of responsibility for the Israeli strategic failure in the tunnel war.

Meanwhile, millions already been poured into the construction of a protective wall along the Philadelphi corridor – from which we are now withdrawing.

THE WHITE-ELEPHANT trencher affair is just the tip of the iceberg signaling our dismal failure in the tunnel war. A misleading report was presented to the Knesset Foreign Affairs and Defense Committee stating that the smuggling tunnels were 25-30 meters deep, while they were known to be between 10 and 20 meters deep.

The defense establishment could have commissioned a trencher able to dig to those depths at least three or four years ago, but a combination of ministry bureaucracy and greedy contractors who proposed absurd, unworkable ideas – like a huge moat – sabotaged any serious effort.

What it boils down to is that the defense establishment, which prides itself on its hi-tech wizardry and strategic ingenuity, couldn’t dig a simple ditch. The paralyzed trencher is the trademark of that failure.

What’s worse, our failure will come back to haunt us – both in the form of the arsenal that has already been smuggled in, and other tunnels that will be built elsewhere in the future.

Once completed, the great security barrier will extend some 430 miles to disengage (separate) the nation of Israel from the new Palestinian state inside it.

Due to the determined effort and success of the IDF in forcibly removing the unwilling settlers from the Gaza Strip, it appears the Jewish settlers in the West Bank are now facing the bleak prospect of living inside a walled-in Palestinian state w

ithout IDF protection, and it is having an effect on pulling up stakes. The ide a of being surrounded by P

alestinians hostile to them, with only their own ability to protect them from the Palestinians, is a sobering future occurrence that will be a determining factor in their coming decisions.

At present it appears that some 30 percent are willing to leave for appropriate compensation.

Settlement Movement Split by Barrier

The chalky dust that frosts the scrub trees south of this settlement tucked in the South Hebron Nills offers the impression that time here has stopped.

But the diggers, bulldozers and jackhammers punching away at the biblical landscape and kicking up all that dust provide plenty of evidence to local settlers that everything is, in fact, changing.

Boaz Lavi, a 57-year-old resident of this community and until 1994 the military intelligence officer for the Gaza Strip, laid out a map of the South Hebron Hills district on a friend’s couch.

Tall and gaunt, he tersely briefs a reporter: “We will be surrounded by Palestinian villages. The fence will cut us off from Israel. We will be used as bargaining chips, with the Palestinians killing one of us each time they want [Prime Minister Ariel] Sharon’s attention.”

Last month, Lavi’s friend, Eliezer Weider, canvassed the settlement, a clump of red-tiled roofs perched on a hilltop and garnished with green lawns, and convinced 66 of the community’s 83 families to sign a petition demanding evacuation and compensation from the government.

After consulting a l

awyer, Weider then sent a list of names and a cover letter to Prime Minister Ariel Sharon with copies to the High Court of Justice and select ministers.

With the evacuation part of the Sharon’s disengagement having gone more smoothly than anyone expected and additional settlements headed for the chopping block, settlers in various communities marooned on the Palestinian side of the security barrier have begun
to clamor for a way out.

Settlers not only from the West Bank’s southern rim but also those in the north, and in major towns like Karnei Shomron that may not be included inside the fence, have said they would leave if equitably compensated. Some 30 percent of the 80,000 settlers living on the “Palestinian side” of the security barrier would move if compensated, according to a recent poll conducted by One Home, a nonprofit organization that aims to help settlers move to Israel proper.

Thirty percent would amount to about 24,000 of the 80,000 that

would live on the Palestinian side of the fence, as its route is currently planned.

I expect to see this percentage, willing to leave for compensation, to keep on increasing as more and more of the West Bank settlers contemplate the consequences of being surrounded by the Palestinians and their many terrorist groups.

NEW BORDERS NEXT YEAR IN ISRAEL – PERHAPS!

The security barrier around the West Bank is scheduled to be finished in 2006, but I rather suspect it will not be completed until early 2007.

It will be the new border for the Palestinian state inside Israel, as will be the security barrier around the Gaza Strip, and any connecting routes between them. The following article by Aluf Benn is from Ha’aretz. It gives an excellent overview of anticipated future activities involving the completed security barrier.

The Palestinians, and their many associated terror groups, will keep on screaming for more territory, even after the security barrier is completed, but once it is in place, that’s it, and a border will have been established by Israel whether the Palestinians like it or not.

This is the only way that a mindset of “peace and safety” can be established among the Israeli population. They will only develop such a mindset by believing they can maintain it by their own expertise and power.

Israel will have its cities and villages on the outside of the great wall, but the Palestinian cities and villages will be enclosed by the wall, living inside it. The cities and villages of Israel will be unwalled toward the north to the Arab nations of the Middle East and, after the mindset of “peace and security” has settled in as national confidence, the following prophecy will be fulfilled.

It could occur as early

as 2007, but it will eventually be fulfilled.

Crossings between Israel, PA to Function as Int’l Border

The lines between Israel and are gradually taking on the look of an international border, with the implementation of the pullout from the Gaza Strip and the continued construction of the separation fence in the West Bank.

Israel is preparing for the creation of an extensive system of border crossings and terminals for the passage of people and goods. When it is completed, it will consist of 33 crossing points between Israel and the West Bank and two or three between Israel and the Gaza Strip.
Attorney General Menachem Mazuz has already directed Interior Minister Ophir Pines-Paz to designate formally the Erez and Karni crossings in Gaza as “border terminals.”

If the plans are realized, the crossings will function as border terminals in every respect, with civilian employees operating the facilities for the Israel Airports Authority and goods being examined with high-tech devices. The international funding that Israel is seeking for the project would give foreign organizations some say in the location and operation of the facilities.

As they develop,

the new border arrangements deepen the separation between Israel and the territories, regardless of any diplomatic arrangements.

The arrangements along the borders will go a long way in determining the nature of the future relationship between Israel and the PA and in determining whether the Gaza Strip can develop an independent economy. In the West Bank, the transfer of responsibility for the border crossings to civilian Palestinian hands will mark the end of a major symbol of Israeli control – the military crossings and checkpoints.

Negotiations have been taking place for several months between Israel, the PA and international bodies over the future border arrangements. This week, James Wolfensohn, the Quartet’s disengagement envoy, forged a compromise over the operation of the Gaza-Egypt crossing.

The planning and negotiations are currently being carried out by a team within the Defense Ministry, but this week Prime Minister Ariel Sharon announced that the project would be handed over to Vice Premier Shimon Peres once the withdrawal from Gaza is completed.

Trade between Israel and the Palestinians will center around four crossings: Karni and Erez for the Gaza Strip and Sha’ar Ephraim and Tarqumiya for the West Bank. All four are on the Green Line. Two new, large crossings are planned near Jerusalem, at the entrances to Ramallah and Bethlehem respectively, but construction is being delayed by international opposition.

According to the agreement reached this week over the Gaza Strip crossings, Egypt will announce the closure of the Rafah crossing for six months, for renovations. People will use the new terminal at Kerem Shalom starting next week, under Israeli control, while goods

will go through the Nitzana terminal. After the renovations, which will include

the installation of high-tech security devices, travelers will cross at Rafah, under the watchful eye of European border agents.

The Karni crossing is the bottleneck of the Gazan economy. Currently, 40-50 trucks pass through the crossing daily. Israeli security demands require that all goods be transfered from Palestinian to Israeli trucks at the crossing. The Palestinians want to increase the traffic of goods. Two large truck-scanning machines will be installed in the Fall of 2006, but until then the slow trickle

of goods will continue.

Israel is making improvements at the Erez crossing, building a new terminal for pedestrian traffic and a cargo terminal intended mainly to service the local industrial area. The Palestinians have refused to cooperate or discuss the arrangements at Erez, saying that it is located in Israeli-occupied Palestinian territory.

A senior international figure involved in the dispute said that a solution is imminent.

The construction of the separation fence in the West Bank is scheduled to be completed next year.

If everything works out as planned, the new crossings will play an important role in creating a boundary between Palestinians and Israelis. The lessons learned in negotiating the new border with Gaza will furnish a basis for the border arrangements between Israel and the West Bank.
