Russia and North Korea are desperate for economic growth.
They are anxious to receive payment (for the installation of nuclear facilities and the sending of their nuclear technicians to Syria and Iran) to boast their pitiful economies.
Iran, because of great accumulated wealth from its vast oil reserves, is able to pay them handsomely for their services.
The Chinese need Iranian oil to fuel the industries that have provided China with a rapidly growing, prosperous economy.

Al-Thawra: Syrian-Chinese Oil Company opens HQ in northeast

Syria’s Minister of Oil and Mineral Resources Ibrahim Haddad, inaugurated on Thursday the headquarters of Al-Kawkab, the Syrian-Chinese Joint Oil Company near Jabasa fields in Hasaka governorate in northeast Syria.
The minister noted in a statement to al-Thawra paper that the company, which was established last year, had exerted efforts to develop and fix a number of oil fields and wells there.
“We have developed the old Gbaiba oil field due to production decrease and threat of big decrease. The field is now producing 10,000 B/D while its production was 6000 B/D,” the minister said adding that the plan was aimed to increase production to 12000 B/D during the coming three years.
Six oil wells have been dug till now horizontally, and 12 others fixed in the field.
Haddad noted that four contracts were inked to develop Gbaiba, Ouda, Tishrin and Shiekh Mansour fields.
Regarding oil exploration sites, the minister said 27 sites were explored and there was an open tender for 9 sites to choose the best offer.
“We now have a new plan to build the third refinery in Deir al-Zour, in the northeast. It will have the capacity of 140,000 Barrel/day,” he said.
Yang, the Chinese president of the company, expected in a statement that the entire production of the field will be in three years one million tones annually, noting that the current production do not exceed 30,000 tones.

Russian Oil company to Establish a Refinery in Syria

Syria’s Minister of Oil and Mineral Resources, Ibrahim Haddad, on Sunday conferred with the Director General of the Russian Trans KazOil Progress Company, Pereiv Nizami, on the Russian Company’s offer to establish a petroleum refinery in Syria with a capacity of 140,000 bpd.
The new project will be made according to Investment Law No.10. The Russian Company will submit an economic feasibility that takes into consideration all conditions surrounding the project and requirements of crude oil to supply the refinery and selling the oil products, resulting from the project.
Talks also referred to the possibility for the Russian company to finance another project for developing Banyas Refinery on the Syrian Coast.
Following the meeting, Minister Haddad told SANA that the Russian Company submitted a request to the Investment Bureau to establish this refinery at an amount of $ 2 billions.
“The refinery will play an important role in developing the oil manufacturing sector in Syria and increasing petroleum products locally manufactured,” the Minister of Oil added.

Iran Offers
N. Korea Oil for Nukes

The German daily Diegier Spiel, citing western intelligence sources, reported on Saturday that Iran has offered North Korea oil
and natural gas in exchange for assistance in developing nuclear missiles.
According to the report, brought forth by Army Radio, a senior official from the Iranian government visited Pyongyang, North Korea’s capital, in October in order to propose the deal.
It was not clear, however, what the North Korean response was to the Iranian offer.
Iran’s Shihab 3 long-range surface-to-surface missile, capable of reaching Israel and some European countries, is based on North Korean missile technology.
Diplomatic sources added that Iran was continuing in its efforts to acquire nuclear capabilities despite international pressure on Iran to cease their pursuit of enriched uranium.
The Iranians have maintained that its nuclear aspirations are strictly for “peaceful purposes.”
Also on Saturday, Iran’s hard-line President Mahmoud Ahmadinejad called for US
President George W. Bush’s administration to be tried on war crimes charges related to Iraq and denounced the West for its stance on Iran’s nuclear program, state-run Iranian television reported.
“They say Iran has to stop its peaceful nuclear activity since there is a probability of diversion while we are sure that they are developing and testing (nuclear weapons) every day,” Ahmadinejad said. “They speak as if they are the lords of the world.”
“Who in the world are you to accuse Iran of suspicious nuclear armed activity?” asked the Iranian president during a nationally televised ceremony marking the 36th anniversary of the establishment of the volunteer Basij paramilitary force.
