Bashar al-Assad has appointed Riad Hijab as new prime minister, tasking him with forming a government, as armed rebels continued to go on the offensive in and around Damascus.

There were also reports of clashes between Syrian troops and residents of the broder town of Arsal in eastern Lebanon after a Lebanese man was killed and two wounded at dawn.

The appointment of Mr Hijab comes after a new parliament was voted in on May 7 in elections boycotted by opposition groups.

Syrian foreign ministry spokesman Jihad Makdissi confirmed the report on Twitter, saying, “Dr Riad Hijab is the new prime minister of Syria and will form the new government.”

Former agriculture minister Mr Hijab, 46, replaces former premier Adel Safar, who had formed his government in April 2011, one month after an Arab Spring-inspired uprising erupted across Syria, shaking the regime which responded with force.

According to figures of the Britain-based Syrian Observatory for Human Rights, more than 13,500 people, mostly civilians, have been killed in the uprising.

Mr Hijab was born in Syria’s eastern Deir Ezzor province and holds a PhD in engineering. He was appointed minister of agriculture in April 2011.

Prior to that, from 2004 to 2008, he served as head of the Ba’ath party in Deir Ezzor. He later became the governor of Quneitra province, near the border with Israel, and subsequently the governor of Latakia.

He is married with four children.

Hijab’s appointment comes days after a defiant Assad dismissed allegations that his government had a hand in last month’s Houla massacre and accused foreign-backed forces of plotting to destroy Syria.

“What happened in Houla and elsewhere are brutal massacres which even monsters would not have carried out,” Assad told the parliament on Sunday of the May 25 killing of 108 people, including 49 children, near the central town of Houla.

“The masks have fallen and the international role in the Syrian events is now obvious,” he said in his first address to the assembly since the parliamentary election.

The polls were the perfect response “to the criminal killers and those who finance them,” Assad said, stressing that his regime was determined to push through reforms but not at the expense of security.

Meanwhile The Syrian Observatory for Human Rights said violent clashes broke out in the Damascus suburb of Harasta overnight between regime troops and rebel forces.

The battles were “violent,” the monitoring group said, adding that “rebel forces clashed with troops at military intelligence headquarters and at a checkpoint.”

Rebel forces also clashed with regime troops at checkpoints near Douma, Irbin and Zamalka, all in the Damascus region, the Britain-based watchdog said.

Battles and shootings also erupted in several other neighbourhoods of the capital, including Tishreen.

There is no end in sight to the murdering in Syria. Russia alone has the power to topple the regime and avert a civil war, but is refusing to do so because it wants to protect its interests in the region. Since there will be no military intervention led by the UN, NATO or the West against the Syrian regime, the West must persuade Vladimir Putin to change his mind.

Former ambassadors to the region are certain that Assad would fall immediately if Russia withdrew its support for him. Assad’s victims are being killed with Russian weapons, Russian military equipment and Russian ammunition. And the freighters that bring the material to Syria are still sailing. Russia maintains its only naval base in the Mediterranean at the Syrian port of Tartus. The talk of the importance of an “ice-free” port for Russia may sound like a murmur from distant days, but this interest, strategically pursued for decades in the Soviet era, remains extremely important for modern-day Russia. Senior Sheikh At Jihadist Rally in Jordan: We Need Men To Carry Out The Plan Of Instating Allah’s Rule On Earth

A 90-minute video posted on YouTube[1] documents a jihadist rally in Jordan, dedicated to the cause of freeing mujahideen incarcerated in Jordanian prisons, chief among them being Sheikh Abu Muhammad Al-Maqdisi. The most prominent speaker at the conference, jihadist sheikh Abu Muhammad Al-Tahawi, called on those present to support the imprisoned mujahideen, and described the Jordanian regime as heretical, corrupt and oppressive. He urged Arabs and Muslim regimes to take a lesson from the collapse of regimes in the region, and advised them to stop relying on NATO, return to Islam, and reconcile with their peoples – otherwise their future would be in jeopardy. Finally, he called upon the rally participants not to be afraid of these regimes, and to join the efforts to establish an Islamic caliphate and to instate Allah’s law throughout the world.

The following are the main points of his speech.

Al-Tahawi opens his address by describing a letter he received from Sheikh Abu Muhammad Al-Maqdisi, which spoke of the anguish and torture suffered by the mujahideen in prison and of the discrimination they suffer compared to the other prisoners, and called on everyone to support them.

Al-Tahawi states that the mujahideen are in prison for raising the banner of “there is no god but Allah,” and for carrying out the “great task” of defending the blood and the land of the Muslims – whereas the regime that imprisoned them is a “jahili and horribly corrupt regime… whose key officials have sold out the state and its citizens. With one hand they kill and with the other they rob the poor of their livelihood.” The sheikh declares that the Arab regimes are even worse than the Western ones, because the latter regimes, though heretical, are at least uncorrupt, while the Arab regimes are both heretical and corrupt, in addition to oppressing and starving their peoples.

The sheikh criticizes the Arab and Muslim regimes for counting on NATO, saying that they are misreading the map, because NATO has been defeated in Afghanistan and is trying to withdraw from this country with a minimum of casualties. He calls on the Arab leaders to learn from what happened to Ben Ali, Qadhafi and Mubarak, and to reconcile first with Allah and then with their peoples – otherwise they too “will be within the range of danger and death.”

Finally, he says: “Oh brethren, do not fear these [Arab and Muslim] regimes. Allah is with us… When four regimes collapse, one after the other, it cannot be anything but Allah’s will… We must rip fear from our hearts… If you are believers, you should fear Allah more… than these regimes, which were pitched overnight into the trash heaps of history.

We have a plan, but it requires men. We must aspire to restore the caliphate that was taken away from us in 1924. The second most important commandment [in Islam] – after believing in Allah – is to establish the Islamic caliphate, because the loss of the caliphate led to the loss of faith and of the state, and Muslim blood became cheap.

Establishing the caliphate] is no easy task, but Allah protects the believers… [Note that] jihad used to be confined to Afghanistan, but now it is [being fought] in Afghanistan, Pakistan, Somalia, Yemen, North Africa, and, with Allah’s help, also in Palestine… But we need men who uphold their commitment to Allah… With Allah’s help, you will be the ones [to realize] the future plan of instating Allah’s law on earth, with the help of our brethren all over the world.”

New Annan proposal puts the Syrian crisis in Iranian and Russian hands

Israel remains dormant despite the serious consequences to its strategic and security situation threatened by the new proposal the UN-Arab League envoy for Syria Kofi Annan is to present to the UN Thursday, June 7, for saving his peace plan. The nub of his proposal, DEBKAfile sources disclose, is the creation of a “contact group” for handling the hot Syrian potato. It is to be composed of the five permanent Security Council members (US, UK, France, Russia and China) plus Iran, Turkey, Saudi Arabia and Qatar.

The proposal has won the blessing of the Obama administration, meaning its consent to letting the two powers that will dominate the contact group, Russia and Iran, determine the course and outcome of the Syrian crisis.

Washington believes that only they have the clout in the Syrian army for bringing about Bashar Assad’s removal and his replacement in Damascus by a provisional military regime.

Washington also hopes, according to our sources, that this gesture will give Moscow a strong incentive to lean hard on Tehran for concessions at the next round of its talk with the six world powers on June 13.

Neither Iran nor Moscow have promised the US anything of the sort, but the administration hopes Iran will start being forthcoming on its nuclear program after being permitted to assume a central role in Damascus.

There is less optimism outside administration circles and in Israel. They expect from Tehran nothing more at the next round of talks than token nuclear concessions, and none at all toward curtailing its work on a nuclear weapon.

However the Obama administration appears to have opted for this course, even though it is the first time since the outbreak of the Arab Revolt in December 2010 that the United States is willing to let go of a major Middle East crisis and allow its foremost Middle East rivals, Moscow and Tehran, to take charge.

DEBKAfile reported exclusively on May 31, that President Barack Obama had proposed to President Vladimir Putin the creation of a large force of 5,000 international monitors for Syria, most of them Russians, to safeguard Assad’s stock of biological and chemical weapons against falling into the hands of al Qaeda or Syrian rebels. This team consisting of thousands of Russian troops would be the operational arm of the future “contact group.”

As far as Israel is concerned, the plan has disastrous connotations. Instead of containing the spread of hostile Iranian influence in the region, as Obama promised Israel, he is opening for the door for Iran to extend its nfluence squarely in the countries neighboring on – and still at war with – Israel, while at the same time moving back from a focused effort to draw the sting of Iran’s nuclear bomb program.

Israel’s political and security tacticians never took into account that a consequence of the Syrian revolt would be the establishment of full-blown Iranian sway over Damascus in partnership with Russia. Indeed, for 15 months, they insisted that the Syrian uprising was proof of America’s success in breaking up the dangerous Tehran-Damascus-Hizballah axis.
