Both Hamas and Fatah are acutely aware that Israel could not accept the so-called “Prisoner’s Peace Document” as they plan to revise it, but both are even more aware they must milk the international milk cow out of more welfare money to continue as a government.

They are in the process of using this peace plan to give the United States and the EU a reason to start the welfare milk flowing again into their canisters to keep them afloat as instruments of destruction against Israel. It will be interesting to see how much they are willing to change their stand on the following four points of the “Prisoner’s Peace Document.”

There are four parts of their revised Prisoner’s Peace Plan that Israel will not accept as they stand at this time.

The cutting off of welfare funds to the Palestinians, most of which were used by their corrupt government officials to line their own pockets and purchase weaponry to destroy Israel, has had a profound effect on the Hamas and Fatah terrorist groups.

According to several articles floating around the news circuits, it is being reported that Hamas is close to implicitly recognizing Israel as a state, calling for a Palestinian state in the West Bank, Gaza Strip, and East Jerusalem, and limiting resistance only to Israeli occupation of the West Bank instead of attacks inside of Israel.

Fatah-Hamas hope for Deal in 48 Hours

Khaled Abu Tomeh, THE JERUSALEM POST

June 18, 2006

Representatives of Fatah and Hamas on Sunday launched marathon talks in an attempt to reach an agreement over a document drafted by some Palestinian prisoners held in Israeli jails. The two sides expressed hope that an agreement would be reached within the next 48 hours.

The talks come amid reports that Hamas has agreed to the formation of a new government that would consist largely of independent figures. The move is designed to avert civil war among the Palestinians and to persuade the US and EU to resume financial aid to the Palestinian Authority.

Hamas and Fatah leaders who met in Gaza City said the impending agreement would pave the way for the establishment of a “national unity government” comprising representatives of various Palestinian factions.

The agreement, however, does not include an explicit recognition of Israel’s right to exist.

Majdalawi said the agreement, which may be signed this week, calls for the establishment of an independent Palestinian state with Jerusalem as its capital on all the territories that were captured by Israel in 1967. The agreement, he added, will emphasize the right of return for all refugees and the right to “resist the occupation.”
