During the old cold war, I watched the Arab nations playing the US and the USSR against each other in a game of “how much can we suck out of them in loans and military hardware” by making them afraid we won’t be on the same side as their ideologies of communism and democracy. This was at least a part of why the USSR eventually went bottoms up economically.
The bribery money we are pouring into the Middle East will be at least a part of why the US finally goes bottom up financially. I am a firm believer in helping Israel but not the Palestinians. I believe in helping Israel because they are God’s chosen people, because like it or not war is coming, and they will need are the military types of equipment in the Negev to maintain a truce with Arabs for some three and one-half years. I am opposed to giving the Palestinians financial bribery aid because they will use it to help the king of the north drive Israel into the Negev.

‘US will put understandings in writing to renew talks’

US State Department spokesman P.J. Crowley says Washington continues discussions with Israel on 90-day settlement freeze; willing to give written guarantees in order to save stalled peace negotiations.
The US will give Israel guarantees in writing if it is necessary to renew stalled peace talks with the Palestinians, State Department spokesman P.J. Crowley said Friday, according to a Reuters report.
“We continue our discussions with the Israelis. If there is a need to put certain understandings in writing, we will be prepared to do that,” Crowley stated at a press briefing.
Crowley eluded to a document laying out the details of an incentives package and certain guarantees that the US would give Israel in exchange for a 90-day settlement freeze that would be meant to bring the Palestinians back to the negotiating table.

as delayed a security cabinet vote on the freeze pending US delivery of written assurances of understandings agreed upon between Prime Minister Binyamin Netanyahu and US Secretary of State Hillary Clinton earlier this month.
Netanyahu’s ministerial majority may hinge on the votes of the two Shas members in the security cabinet, and they have said
they will oppose him if the US does not explicitly confirm in writing that building throughout Jerusalem will be permitted during the freeze.
US State Department spokesman Mark Toner said on Thursday in Washington, “We are obviously engaged. We are working intensely with both parties.”
When asked whether the US discussed, in its conversations with the Palestinians, the possibility that the new freeze might exclude east Jerusalem, Toner said, “We are trying to create the conditions to get them back into direct negotiations.” He continued, “We are trying to get them back in, because we know that is the only way all these issues can be eventually resolved.”
In Haifa, Netanyahu said, “We maintain intensive contacts with the American administration. Our goal is to formulate understandings through which we can advance the diplomatic process, while maintaining Israel’s vital interests, first and foremost of which is defense.”
As prime minister, he said, it was his responsibility to guarantee Israel’s security and it was with that sole objective in mind that he was evaluating the incentives package with the US.
Fledgling talks between Israelis and Palestinians broke down on September 26, when the 10-month moratorium on new settlement construction expired. The Palestinians have insisted that they will not hold direct talks with Israel until Jewish building has stopped in West Bank settlements and in east Jerusalem.

What the PA Buys with American Money

Two weeks ago, a Palestinian from Bethlehem was arrested by the U.S.-financed and trained Palestinian Authority security forces, charged with “carrying out commercial transactions with residents of a hostile state.” His crime was purchasing wood products from an Israeli community located beyond the 1949 armistice lines.
His arrest is part of U.S.-supported Palestinian Prime Minister Salam Fayyad’s project to ban all economic contact between Palestinians and Jews who live and work beyond the 1949 armistice lines. Fayyad’s measures come on top of previously enacted PA measures like imposing the death penalty on Palestinians who sell land to Jews.
According to the Congressional Research Service, the PA is the largest recipient of foreign assistance in the world. According to Bloomberg, it received $1.2 billion in 2009 and will receive $1.8 billion by the end of the year.
Congresswoman Ileana Ros-Lehtinen, who is expected to become the chairwoman of the House Foreign Relations Committee in the next Congress, responded to an announced expansion of U.S. aid to the PA: “It is deeply disturbing that the administration is continuing to bail out the Palestinian leadership when they continue to fail to meet their commitments, under international agreements and requirements outlined in U.S. law, including dismantling the Palestinian terrorist infrastructure, combating corruption, stopping anti-Israel and anti-Semitic incitement and recognizing Israel’s right to exist as a Jewish state.”
It is impossible to prevent U.S. budgetary assistance to the PA from financing Hamas. Each month Fayyad transfers funds to Hamas-controlled Gaza to pay the salaries of PA employees there, in contravention of U.S. and international law which prohibits assistance to areas controlled by terrorists.

PA looks for its own incentive package for negotiations

The PA wants financial aid and promise from US to intervene in direct negotiations to reach a peace agreement within one year.
The Palestinian Authority is also expecting a package of incentives from the US in return for resuming peace talks with Israel, Palestinian sources said on Monday.
The US has offered such a package to Israel in return for a 90-day settlement freeze. That one would likely include using its veto power in the UN against unilateral moves to declare a Palestinian state, and eventually providing 20 additional F-35 Joint Strike Fighter jets. The terms have not been finalized and the security cabinet has yet to vote on the proposal.
According to the Palestinian sources, the PA wants additional financial aid and a promise from Washington to intervene in the direct negotiations between the Palestinians and Israel to reach a peace agreement within one year.
The PA is also hoping that the US package of incentives would include a “political commitment” that an agreement would be reached on the borders of a Palestinian state within three months, the sources told the London-based Al-Quds al-Arabi newspaper.
In addition, the PA wants a US commitment to solve the issue of the Palestinian refugees and compensate them through an international fund that would involve most countries in the region, including Israel.
However, chief PLO negotiator Saeb Erekat said he was unaware of such a request by the PA.
Erekat warned that the PLO could not remain committed to peace talks with Israel indefinitely.
He accused Israel of using the negotiations as a “cover for its practices, which are designed to undermine the twostate solution and make it impossible to achieve.”
Erekat said Israel was still refusing to recognize the Palestinians’ right to establish an independent state on the June 4, 1967, lines with east Jerusalem as its capital.
The Palestinians, he stressed, would not relinquish their right to achieve their goal – namely to achieve liberty and establish an independent Palestinian state with east Jerusalem as its capital, solve the issue of the refugees on the basis of UN General Assembly Resolution 194 and release all prisoners held in Israeli jails – no matter how long it took.
Erekat hinted that the Palestinians would seek UN recognition of a
Palestinian state.
“The PLO and the Fatah Central Committee cannot accept the option of allowing Israel to maintain the status quo,” he said.
“Today Palestinian President Mahmoud Abbas has begun implementing a Palestinian strategy aimed at rejecting attempts to create new facts on the ground.”
Abbas met in Ramallah on Monday with Fatah leaders and briefed them on the latest developments surrounding the peace process.
He reaffirmed his commitment to work toward establishing a Palestinian state “free of settlements” that would exist alongside Israel in security and stability, a PA official said after the meeting. Abbas said reconciliation with Hamas was at the top of the PA’s agenda.
