The political and diplomatic calendar is a busy one these days, but a clear and purposeful path to be taken by the Middle East has yet to emerge.
King Abdullah of Jordan is in Washington to share views with the Obama administration, and if we are to believe the public statements, their talks have centered on the moribund regional peace process.
Meanwhile, two American officials, the State Department’s Jeffrey Feltman and the White House’s Daniel Shapiro, have made an apparently quickly-engineered trip to Damascus
Thursday’s meeting in the Syrian capital was an opportunity for the Americans to relay the message that Washington is “sincerely” behind peace on all tracks, including the Syrian-Israeli one. We’ll leave aside the speculation about other items on the agenda during this meeting, and assume it involved the peace process.
We’ll also leave behind the low profile of George Mitchell during this busy diplomatic and political interlude, and move on to Israeli Foreign Minister Avigdor Lieberman, who has been touring Europe, laying out his government’s line on peace.
While Lieberman’s rhetoric cannot be considered peaceful, he could have been even more belligerent, so we’ll consider his performance a bit “toned down” – his government is being forced to support something constructive, or else be cast as the spoiler.
More importantly, Israeli Prime Minister Benjamin Netanyahu will journey to the White House later this month, for a much-anticipated meeting with President Barack Obama.
This adds up to a somewhat repetitive airing of views, a case of old wine in new bottles, but it’s not a negative development.
A mixed bag of policy tools is being discussed, but an overlying pattern has yet to emerge. However, we can monitor several things: the “combined approach” to peacemaking being advocated by Abdullah and presumably some of his Arab allies. There’s also the call to amend the Arab Peace Initiative – Syria’s Walid Moallem poured cold water on the idea on Wednesday. Meanwhile, Palestinians and Egyptians are readying their own response on how to approach the Israeli-Palestinian conflict, a kind of reset for the Obama era.
This flurry of activity is a positive sign, but it’s taking place in a lull, at a time when the situation in Gaza is relatively quiet, and when Lebanese hope for continued calm as
their parliamentary elections approach.
Such a calm won’t last, and expectations can quickly fall. While hasty steps aren’t a good idea, letting this window of opportunity lapse without tangible progress will doom us to waiting for the next crisis, when everyone is busy with damage control and serious work on peace gets shelved.
