Report calls on US to engage Iran diplomatically ‘immediately’

A new report compiled by American experts and addressed to president-elect Barack Obama contains recommendations on the region, including Iran and Hamas, which might raise eyeborws in Jerusalem’s security establishment.
The next US president will need to pursue a new strategic framework for advancing American interests in the Middle East, says a new report entitled “Restoring the Balance – A Middle East Strategy for the Next President” published Tuesday and compiled over a period of 18 months.
The report cites sectarian conflict in Iraq, Iran’s race to build a nuclear weapon, failing Palestinian and Lebanese governments, a dormant peace process between Israel and the Palestinians and the ongoing war against terror as the issues Obama will have to face.
Following an overview chapter by Richard N. Haass, president of the Council on Foreign Relations, and Martin Indyk, director of the Saban Center, individual chapters address the Arab-Israeli conflict, counterterrorism, Iran, Iraq, political and economic development, and nuclear proliferation.
The chapter devoted to Iran calls on the new administration to open multilateral dialogue between the US and Iran on all outstanding issues. Diplomacy, the report says, should begin immediately at a low level, even before the Iranian elections in June 2009, so that the US can better understand the Iranian hierarchy and political dynamic.
The chapter also calls on the US to view Iran as one united nation, ruled by Ayatollah Ali Khamenei – a recommendation that goes against the strategy of trying to leverage inter-Iranian discord in order to effect regime change from within, without direct external intervention.
The report says Iran is two to three years away from being capable of militarizing its nuclear program, and this time is seen as sufficient for the US to adopt an updated diplomatic approach to prevent such a move from Teheran.
Intelligence assessments in Israel conflict with the American estimate, saying Iran might get the bomb as early as sometime in 2009.
The most problematic recommendation in the chapter devoted to Iran from an Israeli point of view, however, is an assessment that resorting to a military option is likely not to produce results worthy of the effort invested and that one of the many scenarios the US should prepare itself for is the reality of a nuclearized Islamic Republic.
Iran might use nuclear weapons as a strategic point of leverage for threatening its neighbors without actually firing them.
On the Palestinians, the writers, Shibley Telhami and Steven Cook, suggest that the US encourage Palestinian unity, because any diplomatic initiative will produce no results unless there is one political address on the Palestinian side.
The report suggests that the US work with its allies in the Middle East so that Hamas will be incorporated into the Palestinian Authority in the framework of a unity government.
Furthermore, the report suggests the US should force Israel to freeze building of new settlements, including stopping further construction in existing settlement blocs.
The report is expected to be a centerpiece of the Saban Forum discussions, held in Washington this weekend.
Outgoing US President George W. Bush will speak at the forum’s opening evening and the forum will include former secretary of state Henry Kissinger, former British PM and current Quartet envoy in the region Tony Blair, Defense Minister Ehud Barak and Deputy Prime Minister Haim Ramon.

BEIRUT: British Foreign Secretary David Miliband said Wednesday that Britain and Syria have established cooperation between their respective intelligence agencies. Speaking in Beirut after meeting with President Michel Sleiman and Prime Minister Fuad Siniora, Miliband said that the British government had been discussing intelligence cooperation with Damascus for the past 18 months.
“We will work with the Syrian government on counter-terrorism measures because terrorism threatens us both,” he said, after emphasizing that establishing intelligence links between the two countries had not been the “main purpose” of his visit to Damascus.
He said that cooperation on counter-terrorism was one of several issues that he had discussed with his counterpart in Damascus. Others were Syria’s role in Iraq, in the wider Middle East peace process,
its human-rights record and its role in Lebanon.

Miliband repeated the British government’s opposition to Hizbullah’s powerful armed militia. “We proscribe the military wing for the very clear purpose that is a military organization,” he said. “Those who used violence for political ends cannot expect to have support from the international community.”
But he said that there were no plans to add Hizbullah’s political wing to Britain’s list of proscribed terrorist organizations. “Politics, not violence, is the way forward in Lebanon,” he said.
Hizbullah MP Ali Ammar reacted by accusing the British foreign minister of “distorting facts and misleading the public opinion by claiming to be keen on maintaining stability and peace in the region and Lebanon.”
In a statement on Wednesday, Ammar said: “This minister can never make the Arab and Lebanese forget Britain’s hideous role that allowed the birth of the enemy Israeli entity.”
“The British minister, instead of hiding behind peace slogans, should have exerted pressure on the Israeli enemy to stop its strategy of terrorism, occupation and murder,” he added.
Ammar also said that the “minister’s attempts to accuse the resistance of being a terrorist group reflects the British addiction to support and cover state terrorism.”
Miliband also said that 2009 was “a very important year” in the Middle East peace process. “2009 needs to be a year of both comprehensive dialogue and comprehensive approach to the problems in this region, the resolution of the central concerns here in Lebanon, the resolution of the Palestinian conflict and the resolution of wider questions of insecurity, for all nations require a genuinely comprehensive process and genuinely comprehensive vision,” he said, adding that there was “sufficient common ground” for this goal to be achieved.
Miliband said that establishing peace in the Middle East would have benefits for the whole world. “My own very strong view is that it is very hard to conceive of a more peaceful world without a more peaceful Middle East,” he said.
“Instability in the Middle East has spread and will spread violently across the world unless it is contained,” he added.
Miliband was speaking at the airport after attending a question-and-answer session with students at the American University of Beirut, where he was accused by the audience of following US policy and supporting repressive regimes in the region.
Miliband denied the charges, urging the Arab world to be “active, not passive” and asked them “not to wait for the United States to make its decisions” with regard to the Middle East.

WASHINGTON – U.S. President George Bush believes that Israel is offering Syria the Golan Heights without getting anything in exchange, according to sources briefed on his White House meeting with Prime Minister Ehud Olmert last week.
After Olmert updated Bush on Israel’s indirect talks with Syrian President Bashar Assad, the U.S. president demanded, “Why do you want to give Assad the Golan for nothing?” the sources said.
“It’s not for nothing,” Olmert insisted. “It’s in exchange for a change in the region’s strategic alignment.”
Bush persisted: “Why should you believe him?” And to that, Olmert did not reply.
The Bush administration has long had reservations about Israel’s talks with Syria and refuses to play any active role in them.
Infuriated by Syria’s involvement in anti-American terror in Iraq, as well as its undermining of Lebanon’s fragile democracy, Bush preferred to invest his diplomatic capital in Israeli-Palestinian talks, while eschewing contacts with the Syrians.
Olmert tried to explain the strategic importance that Israel attaches to the talks with Syria, describing the Middle East as being defined by two axes: an extremist “horizontal axis” running from Iran via Syria to Hezbollah and Hamas, and a pragmatic “vertical axis” running from Turkey via Syria to Israel, Jordan and Egypt. Syria, Olmert argued,
sits at the intersection of these two axes. Thus should it switch its allegiance to the “vertical axis,” this would greatly weaken the extremists and strengthen the pragmatists.
Olmert also believes that Bashar Assad has moved much closer to Iran than his father Hafez ever did. Today, he said, Damascus is locked in an Iranian “bear hug” that threatens the very existence of its secular regime. That, combined with Syria’s dismal economy, creates an opportunity to flip Assad into the moderate camp, the premier argued.
U.S. President-elect Barack Obama favors American dialogue with Syria, and would presumably agree to take an active role in Israeli-Syrian talks. Aaron Miller, a veteran of former president Bill Clinton’s peace team, published an article in The Washington Post Saturday in which he urged Obama to adopt a “Syria first” strategy.
