Peace must be built from the bottom up by the warring sides. It would be pleasing to your hosts to suggest a made-in-the-USA plan for the Middle East. Some of your aides believe this is a special moment that can end the region’s Sixty Years’ War if you intervene forcefully enough.

But that neglects history and the internal logic of the conflict.

U.S. Won’t Honor Previous Understandings with Israel

Israeli political officials expressed disappointment after last week’s round of meetings in London with George Mitchell, President Obama’s envoy to the Middle East. “All of the understandings reached during the [George W.] Bush administration are worth nothing,” said one senior official. Another official said the U.S. administration is refusing every Israeli attempt to reach new agreements on settlement construction.

Mike Herzog spoke to Mitchell and his staff about understandings reached by former prime ministers Ehud Olmert and Ariel Sharon with the Bush administration on allowing continued building in the large West Bank settlement blocs, asking that a similar agreement be reached with the Obama government. The Israelis were stunned by the uncompromising U.S. stance, and by statements from Mitchell and his staff that agreements reached with the Bush administration were unacceptable.

An Israeli official privy to the talks said that “the Americans took something that had been agreed on for many years and just stopped everything.” The Israeli envoys said the demand for a total settlement freeze was not only unworkable, but would not receive Israel Supreme Court sanction. Israel will not freeze settlement construction for natural growth, despite intense pressure from the Obama administration to do so. In addition, in Prime Minister Netanyahu’s view, there is no reason housing cannot be built inside major settlement blocs. Defense Minister Barak will discuss the matter this week during a visit to the U.S. Barak has made it clear that he, too, feels it is illogical and impossible to completely stop all construction in the settlements.

Israel has made clear to the Americans that it will build in a way that will not impinge on the Palestinians – meaning that construction will be within the designated boundaries of the settlements and there will be no expropriation of new land. The current sense in Jerusalem is that if the U.S. does not honor its previous understandings with Israel, then it has little right to demand that Israel live up to commitments it made in the past. Abbas’ Waiting Game

As he prepared for his White House meeting last week, Mahmoud Abbas insisted that his only role was to wait. He will wait for Hamas to capitulate to his demand that any Palestinian unity government recognize Israel and swear off violence. And he will wait for the Obama administration to force a recalcitrant Netanyahu to freeze Israeli settlement construction. Until Israel meets his demands, he will refuse to begin negotiations. He won’t even agree to help Obama’s envoy, George Mitchell, persuade Arab states to take small confidence-building measures.

What’s interesting about Abbas’ hardline position is what it says about the message that Obama’s first Middle East steps have sent to Palestinians and Arab governments. From its first days the Bush administration made it clear that the onus for change in the Middle East was on the Palestinians: Until they put an end to terrorism, established a democratic government and accepted the basic parameters for a settlement, the U.S. was not going to expect major concessions from Israel.

Obama, in contrast, has repeatedly and publicly stressed the need for a West Bank settlement freeze, with no exceptions. In so doing he has shifted the focus to Israel. He has revived a long-dormant Palestinian fantasy: that the U.S. will simply force Israel to make critical concessions, whether or not its democratic government agrees, while Arabs passively watch and applaud.

Palestinians remain a long way from swallowing reality. Setting aside Hamas and its insistence that Israel must be liquidated, Abbas – usually described as the most moderate of Palestinian leaders – last year helped doom Netanyahu’s predecessor, Ehud Olmert, by rejecting a generous outline for Palestinian statehood.(Washington Post)

Abbas displayed depressing passivity in an interview with the Washington Post before his White House meeting. He suggested that his only role in the American-led peace initiative is to wait – for Hamas to join in a unity government, for Netanyahu to act.

He said he can’t ask Arab states to have anything to do with Israel “until Israel agrees to freeze settlements and recognize the two-state solution….Until then, we can’t talk to anyone.” Abbas needs to do a lot more. He must keep improving Palestinian security forces. He must redouble efforts to halt the constant spewing of hatred against Israel in schools, mosques and media.

He must work harder to weed out corruption. Unless Abbas’ government does more to improve the lives of Palestinians, it will surely lose again to Hamas in elections scheduled for January. (New York Times)

Settlements and Diplomacy

The idea of stopping all construction in all settlements means that once again the Israelis will be ceding something in advance and for nothing in return.

This is a destructive negotiating tactic and will encourage the same kind of intransigence – you give me, I take – that has marked the Palestinians in all of the talks. Telling the Israelis that they can’t build another house in all of the settlements means that no one can marry and no one can have children and no one can add a room to the house. This is not diplomacy; it is the smothering of ordinary life.

In fact, the 2003 “Roadmap” made distinctions among settlements, envisioning that the largest would remain sovereign Israeli territory.

The very largest happen to cling to Jerusalem. I wouldn’t withdraw from them in a million years. This is a matter of the security of the city, its breathing room and, yes, its centrality in Jewish history and in contemporary Jewish life. There is a price to be paid by the Palestinians for their suicidal politics over the decades. And if I were Netanyahu, I would expect also to be able to increase defensive settlements in the Jordan Valley rift as a protection against Palestinian terror flowing east to west and west to east between the kingdom and the new Palestine. Obama is getting pressure from liberal radicals to put more pressure on Netanyahu and Israel to completely freeze all settlement building, and accept the two-state plan placing Israel and Palestine side by side. Obama and the left are sure this gesture of appeasement to Islamic nations would sufficiently endear him to them, and pave the way to the long sought Middle East Peace. (IsraelNN.com) The United States may link its support for Israel on the international stage to a complete construction freeze in Jewish areas of Judea and Samaria.

The plan to force Israel to freeze construction if it wants international backing was reported Sunday in the New York Times, which based its report on testimony from unnamed members of the Obama administration.

The plan would primarily affect support for Israel in the United Nations, where the U.S. has traditionally torpedoed anti-Israel initiatives and proposals placing disproportionate blame on Israel in conflicts with her neighbors.

The U.S. and Israel have disagreed over the subject of Jewish cities in Judea and Samaria under the Obama and Netanyahu administrations. Netanyahu insists that residents of existing communities must be allowed to build within city limits in order to house their growing families and married children, while Obama has insisted on a complete housing freeze, regardless of natural growth.

Obama has demanded that Israel halt construction even in cities such as Ariel, Efrat and Beitar, which most Israelis say should be kept as part of Israel under any future “land for peace” deal with the Palestinian Authority. Previous Israeli administrations have allowed for growth in majority-Jewish areas of Judea and Samaria, known as “settlement blocs,” even when Jews were forbidden to construct new towns.

U.S. officials clarified that Israel will remain “a critical United States ally” even if America decides to cut off support in the UN.

U.S. loan guarantees to Israel will not be affected, they said.

American pressure on Israel regarding Jewish life in Judea and Samaria may be linked to Obama’s upcoming speech in Cairo, analysts say. Obama is scheduled to give a historic address to the Muslim world from Egypt on Thursday.

Obama engineering ‘most serious crisis in 61 years’

US President Barack Obama appears to be settinng course for a major confrontation with the Israeli people and government.

Reports from both sides of the Atlantic indicate that the new American president plans to show Prime Minister Benjamin Netanyahu, and the people who elected him, just who calls the shots.

Tuesday Ha’aretz disclosed the ominous contents of “a classified telegram received in Jerusalem a few days ago” in which Obama’s National Security Adviser, General James Jones, advised an unnamed European foreign minister that “unlike the Bush administration, Obama will be ‘forceful’ with Israel.”

“The new administration will convince Israel to compromise on the Palestinian question,” Jones wrote. “We will not push Israel under the wheels of a bus, but we will be more forceful toward Israel than we have been under Bush.”

Earlier this week, AIPAC donors were informed that, when Netanyahu visits Washington on May 18, Obama will “firmly and decisively” let the Israeli know that the US’ is determined to see the implementation of the “two-state-solution.”

So warned White House Chief of Staff Rahm Emanuel, as reported by Ynetnews.

This so-called solution has the Jewish nation hand over its historical homeland and strategic high ground for the creation of a new state called Palestine.

As a bonus Israel will also receive promises of peace from the Arab states.

After 18 years of being pushed down this two-state road – taking unparalleled risks with its security and getting more war and terror in return – Israel’s new government has called it a dead end.

Nonetheless, Emanuel insisted, the two-state-solution remains “the only solution,” and Israel has arrived at “its moment of truth.”

Furthermore, if Israel wants to see the Iranian nuclear threat effectively confronted, it needs to ensure progress on the Israeli-“Palestinian” front.

This was also the position spelled out by Secretary of State Hillary Clinton on April 24:

“For Israel to get the strong support it is looking for vis-a-vis Iran, it can’t stay on the sidelines with respect to the Palestinians and peace efforts. They go hand-in-hand,” she said.

In other words, the new America’s message to Israel is: Resist our will, and we’ll allow Tehran to continue its quest for an a

tomic bomb to fire at you.

Similar blackmailing techniques were employed by the US to coerce Israel into attending the 1991 International Middle East Peace Conference in Madrid.

Said the Israeli news service DEBKAfile Sunday, Netanyahu “can expect the full force of a bludgeon to be wielded” against him in the White House.

Leading Republican politician Newt Gingrich added his alarm call in an interview with The Jerusalem Post Monday:

“They are systematically setting up the most decisive confrontation that we’ve ever seen.

“There’s almost an eagerness to take on the Israeli government to make a point with the Arab world,” he said.

And Ha’aretz Tuesday quoted Robert Satloff, director of the Washington Institute for Near East Policy, who warned that there was “a chance for the most serious dispute between the US and Israel in the entire 61 years of relations between [Israel and America].”

My Father could not find work and my Mother worked in a Jewish ten cent store in Augusta, Arkansas. They had to live off her income.

In those days abortions were looked upon with great disdain, and no one could afford to pay for one, or even find a doctor who would perform it.

However, it was considered O.K. to sit in cold water, rising up and down, in hopes it would force the baby to abort itself. Mom tried it, but God decided to keep me, and I came out with a bang on June 2, 1932. Don’t be hard on Mom – You did not go through the great depression. She did not tell me until I was in my fifties. She was a loving mother to me all my life. The greatest birthday present I could ask for today would be to see the one who formed me in my mother’s womb.

DEBKAfile’s military sources disclose that Sunday night, May 31, Hamas commanders in Damascus and Gaza ordered all West Bank cells to unleash a terrorist assault on the West Bank with bomb cars, roadside bombs, snipers and missiles.

They were told to set their sights on all Palestinian Authority officials including Mahmoud Abbas as well as taking aim at Israeli cities north of Tel Aviv.

Our sources quote the Hamas directive as saying: “From tonight, you must go into action without delay against every Palestinian/Israel target within reach, using all the resources prepared in recent months.”

The directive continues: “There are no limits on targets, the more senior, central and important, the better.”

Israel’s homeland defense authority was notified of Hamas’ declaration of war Sunday as it embarked on “Turning Point 3”, Israel’s largest civil defense exercise ever, designed to simulate simultaneous missile attacks from Iran, Syria, Hizballah

from Lebanon and Hamas from the Gaza Strip.

The new Hamas directive placed Sharon towns north of Tel Aviv squarely within its sights. A number of Qassam missiles are believed to be hidden in Palestinian towns in Samaria, northern West Bank.

Hamas leaders’ decision to unleash violence was triggered by three events:

1. In 48 hours, the fundamentalist Palestinian terrorists lost two top West Bank leaders in battle. Friday morning, May 29, an Israeli Border Guard counter-terror unit shot dead its Hebron commander, Abdullah Majid Dudin, when he resisted arrest.

Before dawn Sunday, May 31, a special Palestinian Authority unit killed Hamas’ northern Samaria commander Muhammad Saman after a seven-hour shootout in Qalqilya.

PA troops also detained 22 members.

Hamas leaders, convinced that Israeli and Palestinian security forces acted in conjunction to liquidate their top commanders, determined not to let this go unanswered.

They believe that the Palestinian Authority US-trained security force directed by Gen. Keith Dayton, is not up to much and a determined Hamas offensive would blow the Fatah-led force away on the West Bank as easily as its comrades were defeated in the Gaza Strip.

3. Hamas is worried by the way the US President Barack Obama and Palestinian Authority Chairman Mahmoud Abbas are cooperating, as their White House talks Thursday, May 28 indicated. Its leaders are also fiercely opposed to Obama’s forthcoming address Thursday, June offering America’s hand of peace to the Muslim world.

From their command centers in Damascus and the Gaza Strip, Hamas chiefs have concluded that the most effective way to scuttle the US president’s Middle East projects and his diplomatic and financial backing for Abbas’ Fatah-led administration in Ramallah is to set the West Bank on fire by a wholesale terror offensive against the Palestinian Authority and Israeli urban targets.

Airlift of 3,000 Secret Servicemen to Cairo to secure Obama speech to Muslims

US president Barack Obama has not yet decided whether his historic speech reaching out to the Muslim world will be delivered on June 4 from a lecture hall at Al Azhar University in Cairo or its main mosque, DEBKAfile’s Middle East sources report. If the second, his address will take place in the presence of Grand Mufti Ali Gomaa, the Sunni Muslim world’s greatest religious authority.

In any event, Al Azhar is the most eminent school of Islamic learning in the world and the US president therefore expects its impact to far outweigh his first address to Muslims from Istanbul.

His arrival from a meeting with Saudi King Abdullah in Riyadh on June 3 is planned to add extra weight to Obama’s dramatic outreach to Muslims, since the king officiates as Custodian of

the Holy Places to Islam.

Radical Muslims will therefore have all the more reason for rejecting it.

Giant transports have been landing at Cairo airport, unloading a fleet of armored vehicles, White House helicopters, counter-terror weapons and the vanguard of the 3,000 Secret Service officers backed by CIA and FBI personnel who will secure the US president during his stay in Egypt. Cairo will soon be in turmoil as forces are deployed from a command center at the American Embassy to control sections of downtown Cairo, with guard posts on the Nile River’s banks, the international airport, main railway terminals and approaches to the city.

Some 30,000 Egyptian security personnel including army units stationed in Cairo have been placed on special duty until the American president leaves.

Their names and those of the welcoming party at Al Azhar University were submitted to the US presidential security center.

Obama is due to land in Cairo Thursday at 10 a.m., drive to the Abidin Palace to meet President Hosni Mubarak and proceed from there to Azhar University. His convoy will be escorted by vehicles equipped with sensors for detecting firearms and explosives and covered by Marine helicopters overhead.

Until the last minute, the president’s routes to the university have been withheld from Egyptian security authorities as a safeguard against leaks to hostile elements.

All Israel to Turn Out for ‘Turning Point 3’

(IsraelNN.com) Every top commander at IDF headquarters in the Kirya, including IDF Chief of Staff Gabi Ashkenazi, will evacuate the building Tuesday along with all the other soldiers and staff members when the air raid alert is sounded during ‘Turning Point 3.’

Billed as the largest nationwide military exercise ever to be held in Israel, ‘Turning Point 3’ has been designed to involve every member of Israeli society in preparation for the possibility of a future war.

This is the third year since the 2006 Second Lebanon War in which the nation has conducted general military drills designed to test and upgrade the country’s preparedness skills.

Inasmuch as the surrounding hostile Arab forces such as the Lebanon-based Hizbullah terrorist organization, Syria and Iran currently possess missiles capable of reaching Tel Aviv, this year it was decided to include the Kirya in the drill. It is the first time the IDF Army headquarters will be totally evacuated during such an exercise.

The five-day war games are intended to test the quality of preparation as well

as the ability of government and other agencies to coordinate at all levels in response to a Home Front crisis.

All government offices will participate in the drill, as will 252 local authorities, all of which will open “crisis rooms” and will respond to a simulated emergency scenario.

Many offices have either modified plans or made some kind of accommodation in order to adjust to next week’s expected change in routine.

For example, in the northern Negev city of Arad, Aliyat HaNoar scholarship interviews that were scheduled for students entering the ninth grade next year

were hastily rescheduled after office personnel realized they would be trying to conduct affairs in the middle of a full-scale drill.

“It’s just not practical,” the woman in charge of scheduling told Israel National News. “We are moving all appointments up by one day instead. After all, the entire country will be on alert. You can’t conduct interviews and tests while moving back and forth from a bomb shelter.”

The irony of her words — describing the daily life of citizens in southern Israel who until this past January had to function in precisely that manner for eight years due to constant rocket fire from Gaza, until the IDF carried out its counterterrorist Operation Cast Lead — was not lost on her.

A cab driver in the same city said he would clean out the safe room in his house for the occasion. “I suppose we really should keep it ready anyway,” Moshe K. said sheepishly. “This reminds us that we shouldn’t take things for granted, and that we always have to be ready. It’s a good thing.”

Not all Israelis plan to take part in the exercise.

Some say that even if they were interested, they would be unable to, due to the state of the bomb shelters in their area.

A resident of Kiryet Sefer explained that in her neighborhood, “Many of the bomb shelters are actually stores or gemachim” [a gemach is a store of goods that are loaned out and shared among members of a community — ed.] In addition, the path to the nearest bomb shelter, now a store, is blocked. “It’s totally inacccessible to us unless we want to go out to the street and run over there from the other side, which would take too long.”

Instead of running to a bomb shelter, she said, she will stand as far as she can from an outer wall when the siren sounds.

Her apartment has no reinforced room.

A daycare provider who lives in the Jerusalem area said she will be watching several young children when the siren sounds. Unless there is a real emergency, she said, she will not attempt to move all of the children into the nearest reinforced room.

At precisely 11:00 a.m. Tuesday, air raid sirens will sound in every community throughout the country, and citizens will be told to enter safe spaces. Schoolchildren will be led by their teachers into shelters, where they will stay for a brief period before returning to the classroom.
