Is this sale intended to scare Iran off from its mad rush to develop nuclear warheads, or is it to actually launch an attack already planned and set in motion? I honestly don’t know! It could go one way or the other!

I will say that I do not believe attacking Iran’s facilities

will start a grand land assault on Israel by Islamic forces. I do believe it will cause terror organizations across the Middle East, Europe, United States, and Israel to begin a series of terror actions inside these areas in retaliation for the attack on Iran.

Most Arab nations would secretly love to see Iran’s nuclear facilities destroyed, because they are scared of a radical extremist Shiite nation like Iran in possession of weapons they could eventually use against any Arab nation. However, publicly they will certainly not be vocal about it for obvious reasons and, rest assured if such an attack were conducted, they would scream bloody murder to the UN in multiple formal protests recommending bombing the guilty party or parties.

The Russians, Chinese, and North Koreans would also love to see the Iranian nuclear facilities destroyed, because they would continue to receive the monies from Iranian oil revenues to rebuild them.

The total result of such an attack would leave Israel and the U.S. as the great Satan and little Satan bullies on the international front to a much greater extent than ever before – at least OFFICIALLY, that is! Terror attacks by many terrorist cells in America and Israel would be carried out on a widespread basis, as well as in those nations friendly to them.

DoD approves sale of bunker buster missiles to Israel

The US Department of Defense has notified Congress of a potential sale of 1,000 small diameter bunker-buster missiles to Israel, which would likely be used in the event of a military strike against Iran’s nuclear facilities.

The notification of the possible sale to Congress was made over the weekend by the Defense Security Cooperation Agency (DSCA), the branch of the Pentagon responsible for evaluating foreign military sales. The bunker-buster missile Israel has asked for is called GBU-39.

The deal

is valued at $77 million and the principal contractor will be Boeing Integrated Defense Systems.

In addition to the missiles, Israel has also asked for 150 mounting carriages, 30 guided test vehicles as well as two instructors to train the Israei Air Force how to load the missiles on its aircraft.

In its recommendation to Congress, the DSCA wrote that Israel’s strategic position was “vital to the United States’ interests throughout the Middle East.”

Congress has 30 days to obstruct the deal.

“It is vital to the US national interests to assist Israel to develop and maintain a strong and ready self-defense capability. This proposed sale is consistent with those objectives,” the statement read.

The DSCA announcement came amid growing concern in Israel that the Pentagon was not willing to sell Israel advanced military platforms such as bunker-buster missiles in an effort to dissuade Jerusalem from attacking Iran’s nuclear facilities. Bunker-buster missiles are a vital component of a potential airstrike since many of the Iranian facilities, such as the Natanz uranium enrichment facility, have been built underground in heavily fortified bunker-like facilities.

During the Second Lebanon War Israel reportedly received an emergency shipment of bunker-buster missiles from the US to use to attack underground Hizbullah facilities.

The GPS-guided GBU-39 is said to have a 50 percent chance of hitting its target within 5-8 meters, thereby minimizing collateral damage. It is also said to be capable of penetrating several meters of thick reinforced concrete.

SYRIA: PRESIDENT NICOLAS Sarkozy yesterday explicitly warned that Israel would bomb the Islamic Republic of Iran if it continued to enrich uranium, reports LARA MARLOWE in Damascus.

“Iran is taking a major risk by continuing the process of obtaining nuclear weapons, which is a certainty for us,” Mr Sarkozy said. “Whatever government is in power in Israel, we may wake up one morning and find that Israel has struck.

“Then the problem won’t be figuring out whether it’s legitimate, whether it’s a good idea.

It will be a catastrophe and we must avoid this catastrophe.”

Mr Sarkozy made the remarks in a closed session at the “dialogue for stability” summit here. The comments were addressed to the Syrian president Bashar al-Assad, the Emir of Qatar and prime minister Recep Tayyip Erdogan of Turkey.

Journalists in an adjoining room in the presidential palace could not hear what Mr Sarkozy said, but his voice was inadvertently transmitted to a press centre in a Damascus hotel.

The brief summit was supposed to further progress towards direct negotiations between Syria and Israel, but it was dominated by the Iranian nuclear question.

An adviser to Mr Sarkozy said the International Atomic Energy Agency (IAEA) believes the Iranian enrichment facility at Natanz has produced “quantities sufficient for half a nuclear warhead”.

“Time is working against ,” Mr Sarkozy said in public remarks at the close of the summit. In the closed session, he said: “Iran must stop enrichment. I’ve said that France would help Iran with civil nuclear energy. But Iran cannot continue enrichment and accept only partial IAEA inspections.”

He opposed Iran pursuing the uranium enrichment process. “If they continue, it’s a problem, but they must at least accept full inspection.”
Mohamed Raad, a representative for the pro-Iranian Hizbullah in the Lebanese parliament, recently said his group would fire 11,000 missiles at Israel if the Jewish state attacked Iran.

After Hizbullah’s three-week war with Israel in July-August 2006, President Assad encouraged the group to exploit its perceived victory politically.

France has 2,000 peacekeepers deployed with Unifil in southern Lebanon. The Hizbullah leader Sheikh Hassan Nasrallah has promised not to attack them, but Paris fears they would be in great danger if fighting resumes between Israel and Hizbullah.

Mr Sarkozy’s warnings did not seem to faze his Syrian hosts. “Any Arab will tell you it’s not a big deal if Iran has nuclear weapons,” said a Syrian businessman who attended Mr Sarkozy’s inauguration of the Lycée Charles de Gaulle here yesterday morning.

“There needs to be a balance of power in the region.

The country that represents a danger, that keeps attacking people, is Israel.”

There are two precedents for Israel attacking suspected nuclear installations. In 1981 Israel bombed the Osirak power plant that France was building for Iraq. Last September, Israel destroyed a complex near the Syrian-Iraqi border in a mysterious raid about which neither Israelis nor Syrians would comment.

Russia’s new strategy

Russia is developing a comprehensive strategy of bleeding American power around the globe. The U.S. must respond not at its point of greatest weakness, as the Bush administration may be tempted to do, but at its points of strength.

Russia’s leaders have made it clear over the past month that their invasion of Georgia is not an isolated retaliation against a troublesome small neighbor. It is part of a broader effort by the Kremlin to establish new rules for big-power relations on its own terms while U.S. forces are stretched to their limits in the greater Middle East.

The emerging change in power relationships does not rise to the level so far of a new Cold War. Look at President Dmitry Medvedev’s recent tut-tuting comments about U.S. economic and military problems and you sense that he subscribes to the opportunist’s creed of kicking people when they are down: Of course you kick them.

When else are you going to kick them

? But the Kremlin’s larger intent — to create “a new world order” on the back of gathering U.S. weakness — has emerged with stunning clarity and velocity in the past three months. Russia is thinking strategically about world affairs while an expiring U.S. administration is not.

When I was in Moscow this summer, Medvedev and Foreign Minister Sergei Lavrov were beginning to talk about new global security arrangements to reflect Russia’s rising influence and concerns. As I wrote then, neither I nor they seemed to have much idea what they meant, beyond their belief that the world was entering the “post-American era,” as Lavrov told me.

That sentiment echoes more loudly through Russia’s declarations in the aftermath of the Georgian crisis. “A single-pole world is unacceptable,” Medvedev said in laying out his five principles of international behavior for the 21st century on Aug. 31. “We cannot accept a world order in which one country makes all the decisions, even as serious and influential a country as the United States.” Medvedev also asserted Russia’s claim to a sphere of “privileged interests” in former Soviet states and other neighboring countries.

The unspoken corollary of this fifth Medvedev principle was that the U.S.

and its NATO partners were not strong enough to resist this doctrine of hegemony.

It is no coincidence that the Russian resurgence comes at an awkward time for the United States.

Advisers to both Barack Obama and John McCain had hoped for a relatively quiet six-month period after the next inaugural to test or develop a new relationship with Medvedev. But those hopes have evaporated since the invasion of Georgia and the expansion of Russian ambitions on the world stage.

Close cooperation between President Bush and French President Nicolas Sarkozy — who currently serves as president of the European Union — has prevented the Russians from using the conflict in Georgia to divide Washington and its NATO allies. But wedge-driving remains a primary Russian goal that must be resisted.

That can best be accomplished by concentrating on Russia’s northern flank, where NATO is united and relatively strong, rather than becoming embroiled in new quarrels over a future NATO role in the Caucasus region and in Ukraine, where the alliance is still divided.

This is the time for Bush and other NATO leaders to give high priority and visibility to discussions with Finland, which is currently considering joining NATO. If Finland joins, Sweden might follow, Swedish officials say.

Alliance members also should move now to bolster the defenses of the three Baltic NATO members — Estonia, Latvia and Lithuania — as Kurt Volker, the U.S. ambassador to NATO, has recently suggested. The holding of no-notice joint maneuvers with the Baltic States would be one way to catch Russia’s attention.

These steps would be far more effective than an overtly political effort by Bush to make one last stand for Georgian and Ukrainian membership plans at NATO’s December meeting. That would be a quixotic, destructive gesture that has no chance of success.

A spirited debate is erupting piecemeal within the administration over whether to give priority to a northern flank initiative like the one I have described or to confront the Russians politically and verbally in Georgia.

Go north, Mr. President.

And make that debate much more systematic and comprehensive.

After seven years of fighting jihadist terrorism globally and pursuing shooting wars in Iraq and Afghanistan, you must now adjust U.S. global strategy to deal with a Russian bid to fashion a new world order essentially without you.

Russia seeks stronger ties with Syria

Russia announced Friday it was renovating a Syrian port for use by the Russian fleet in what signals an effort for a better foothold in the Mediterranean amid the rift with the United States over Georgia.

Syria was Moscow’s strongest Middle East ally during the Cold War. The alliance largely waned after the 1991 fall of the Soviet Union, though Russia has continued some weapons sales to Damascus.

Syrian President Bashar Assad has increasingly reached out to Russia recently, including seeking weapons and offering broader military cooperation.

Friday’s announcement was the first tangible sign of any new cooperation. The Itar-Tass news agency said Friday that a vessel from Russia’s Black Sea fleet had begun restoring facilities at Syria’s Mediterranean port of Tartus for use by the Russian military.

The two countries’ naval chiefs also met in Moscow on Friday and discussed “further strengthening mutual trust and mutual understanding between the two states’ fleets,” a Russian naval official, Igor Dygalo, told Itar-Tass.

ations could signal an intention to have a long-term Russian naval presence there. In late August, Russia’s ambassador to Damascus, Igor Belyev, said that Russian ships already patrol the area, but “a new development is that the Russian presence in the Mediterranean will become permanent.”

The Russian navy’s closest access to the Mediterranean is through the Black Sea, where they have strong naval presence. But that area has seen an increase in NATO naval activity after the Georgia conflict, prompting Russian complaints that NATO has exceeded ship numbers permitted there under international agreements.

The move comes amid heightened tensions between the US and Russia after last month’s brief war in Georgia. The rift has raised concerns Moscow might start reaching out to US rivals around the world to beef up military alliances.

Russian bombers this month arrived in Venezuela for training exercises and the two countries are to hold joint exercises in the Caribbean in November.

Syrian media made no mention of the Russian announcement Friday, and Syrian officials could not be reached for comment. In Syria, military activities are rarely discussed or divulged by authorities who keep a tight lid on state security matters.

Russian military experts said Tartus would be a considerable boost for operations in the Mediterranean.

“It is much more advantageous to have such a facility than to return ships patrolling the Mediterranean to their home bases,” former Black Sea Fleet commander Adm.

Eduard Baltin said, according to the Russian Interfax-AVN service.

The former first deputy commander the Russian Navy, Adm. Igor Kasatonov, said Tartus “is of great geopolitical significance considering that it is the only such Russian facility abroad.”

The former Soviet Union had a maintenance and supply facility in Tartus under a 1971 agreement with Damascus, but the deal ended with the fall of the Communist regime in Moscow. Currently the facility at Tartus cons ists of three floating piers, one of which

is currently operational, one floating repair shop, warehouses, barracks and other facilities, according to Russian press reports.

Security expert David Hartwell cautioned against reading too much into a connection between the Russia-Syria ties and the Georgia crisis.

” Talks about naval cooperation have been ongoing for several years.

It would wrong to suggest this is a reaction to NATO’s action in Georgia,” said Hartwell, Middle East and North Africa editor for Jane’s Country Risk in London.

The Tartus move may be as much aimed at placating Syria’s appeals for greater cooperation. he said from London.

Assad made a visit to Moscow last month, and before the trip told the Russian business daily Kommersant that Syria was “ready to cooperate with Russia in any way,” including discussing deploying missile defense systems on Syrian territory.

Assad also said Syria was ready to help Moscow respond to the planned US missile defense shield in Europe, although the Russians have not asked for such help, the newspaper said.

Syria’s government later denied that Assad had made such an offer to host Russian missiles on Syrian land, or even discussed it with Russia – apparently wary of overly antagonizing the United States.

Friday, Sept. 12, Moscow announced renovation had begun on the Syrian port of Tartus to provide Russia with its first long-term naval presence on the Mediterranean.

As the two naval chiefs talked in Moscow, Russian foreign minister Sergei Lavrov met Iranian foreign minister Manouchehr Mottaki in the Russian capital for talks on the completion of the Bushehr nuclear power plant by the end of the year.

DEBKAfile’s military sources report that the commander of the Russian, Navy Adm. Vladimir Vysotsky, and his Syrian counterpart, Gen. Taleb al Barri, spent all Friday working on details for the outfitting of Tartus port to accommodated increased Russian fleet Mediterranean missions not far from Israel’s shores.

Mottaki’s unannounced visit to the Russian capital focused on the timetable for Atomstroiexport to finish work on the Bushehr reactor after five years of delays.

Moscow has sharpened its tone in comments aimed at the West and the US in particular. President Dmitiry Medvedev said Friday that Georgia’s attack on South Ossetia was the equivalent for Russia of the 9/11 attack on America. Even if Georgia had become a NATO member, he said, he would not have thought twice about ordering the Russian army to go in.

Prime minister Vladimir Putin, after putting Moscow’s case on Georgia to the Western media, warned the US that stationing a missile defense shield near Russia’s borders would start an arms race in Europe. There was no basis for a new Cold War, he said.

DEBKAfile’s sources interpret Friday’s events as indicating that Russia’s leaders have determined not to declare a Cold War in Europe but to open a second anti-Western front in the Middle East.

The traumatic impact of the Georgia conflict on Russia’s rulers came through in the remarks of an unnamed Kremlin official quoted by the Russian media this week: “Everything has changed since the war with Georgia. What seemed impossible before is more than possible now when our friends become our enemies and our enemies our friends. Russia will respond. A number of possibilities are being considered, including hitting America where it hurts most – Iran and Syria.”

In aligning with Tehran and Damascus, Moscow stands not only against America but also Israel. This volatile world region is undergoing cataclysmic changes at a time when Israel is virtually without a fully competent prime minister and key political and military decision-making by the rest of the government is at a standstill.

TEHRAN: Hizbullah chief Sayyed Hassan Nasrallah said any Israeli attack on

Lebanon depended on the Iranian nuclear issue and the Israel-Syria talks, in an interview with Iran’s state-run television on Monday. “I cannot say when Israel is going to attack Lebanon, if it is going to be soon or not.

It depends on the region’s events and circumstances,” said Nasrallah, whose Shiite resistance group is backed by Damascus and Tehran.

“On the one hand it depends on Iran’s nuclear case, and on the other hand it depends on the indirect talks between Syria and Israel,” he added.

He was referring to the Iranian nuclear drive which the West suspects is a weapons program. It has already imposed sanctions on Tehran and Washing ton refuses

to rule out the use of force.

Tehran vehemently denies it is developing nuclear weapons.

Israel and Syria, which have technically been in a state of war for 60 years, launched indirect negotiations brokered by Turkey in May, eight years after talks were frozen over the fate of the Israeli-occupied Golan Heights.

Nasrallah assessed the current situation in the Middle East as “not stable and not calm,” but he added that Hizbullah’s “military situation is in the best of shape, thanks God.”

Iran is a staunch supporter of Hizbullah although it denies Western and Israeli charges of military backing to the militant group which fought against the Jewish state during Israel’s 2006 summer war in Lebanon.

Meanwhile, Israeli newspaper The Jerusalem Post reported again on Monday that top Israeli defense officials have claimed that Iran was tightening its grip on Hizbullah, and has instituted a number of structural changes to the party under which the group’s secretary general “no longer enjoys exclusive command over its military wing.”

According to the officials cited by the paper, Iran increased its involvement in Hizbullah’s decision-making process following the summer 2006 war “and has instituted a number of changes to the group’s hierarchy, under which Nasrallah requires Iranian permission prior to certain operations.”

The article added that the alleged Iranian move was seen by Israeli military officials “as an attempt to consolidate command of [Iran’s] military forces in the event of a major conflict in the Middle East.”

“If Iran is attacked by the United States or Israel, it may now be able to give orders to Hizbullah to retaliate on its behalf,” the paper commented.

Hizbullah had no immediate comment but has scoffed at similar reports in the past. – AFP, with agencies

Iran’s al Qods, Hizballah secretly integrate rocket and commando units

DEBKAfile’s military and intelligence sources disclose that an Iranian Revolutionary Guards delegation last week signed a secret accord with Hizballah leaders for the integration and operational merger of their missile-rocket and commando units.

This may not have been news to US vice president Dick Cheney, when he “revealed” Saturday, Sept. 6, that Russia had sold advanced weapons to Syria and Iran, some of which

had been channeled to Lebanon and Iraq.

However, Israeli president Shimon Peres, who responded by waving aside the need for an Israeli attack on Iran, was clearly out of the picture evolving ominously across the border in Lebanon.

There, Iran and Syria are deepening their stranglehold on Lebanon and preparing to attack Israel by using al-Qods’ resources to further fortify Hizballah.

The new accord enables the two terrorist machines to fight under a unified command controlled from Tehran.

Like President Peres, the rest of Israel’s policy-making levels appears oblivious to the fact that key elements of Hizballah’s fighting machine against Israel have been taken over by the al Qods commander, Ghasem Suleimani, whom DEBKAfile identifies as the senior commander of Iran’s terrorist and intelligence networks in the Palestinian territories and the Persian Gulf.

Western military experts point to the contiguous operational control Iran has acquired for al Qods – from Iraq, via Syria, Lebanon and up to the Mediterranean coast of the Hamas-ruled Gaza Strip.

Last week, defense minister Ehud Barak warned that Israel is closely and cautiously following developments to the north. “Our enemies” had better not put IDF to the test, he said.

Tehran, Damascus and Hizballah, already inured to such statements from Barak which rarely lead

to action, simply ignored this one too.

Iran timed its move to coincide with the French president Nicolas Sarkozy’s visit to Damascus last week, hoping all eyes would be fixed on the visit and no one would notice the al Qods team slipping quietly into Beirut for another step to plunge Lebanon further into Iran-backed Hizballah war preparations against Israel.
